Th8 parish of St Alkmund and St Werburgh has one main place of worship within the parish (St Alkmund's church) which is

The church mld week ministries Include an overseas studenl minislry (Meetlng Place), Friendship Group for the over 60s,
young children and parents group (Llttlè Nippers), a mlnlslry lo the lost the least and the marglnalis8d in society includlng
provlslon of food bags and olh8r basic needs (Storehousel, a group for Ihose who enjoy soclalizing over craft actlvlli8s (Sew
and Sew) and a group which Works with the council in the Summer months on weekends to help in practical manual ways lo
those in need Ishouliier to Shoulder). Memb8TS are also encouraged to be part of small Community groups which meet
mid-week which often cenlre around blble study. prayer and pastoral support.
These mid waek minislries touch many people each week who would not consider Ihemselves parl of Ihe congregation nor
perhaps part of the church membership, bul they are our exlended communlly. Durlng 2024. we have conlinued to face
challenges to re-mobllise people resources lo meet the needs of our communily. We recognlze Ihls Is a challenge faclng
many in the voluntary seclor across th8 UK at thls tlm8. We are continulng io s88 an increase In outside gTOUPS wanung io
use our building, which is encouraging.
Our staff team has included the following roles: part time administrator. part time carelaker, a children and lamllies worker
and a youth worker. During Ihe year, our administrator reslgned, and we ended 2024 with the position vacanl. Slgnificant
volunteer effort was requlred to malntaln essential functions in Ihe office and In Ihe care of Dur building, and we are grat6ful
to those who gave generously of Ihèir time during this period. The PCC has approved the recruilm8nt of part time
adminislralor and we hope to appoint to thesè positions earfy in 2024. We employ Ihe services of an exlemal book-keeper
and have an exlernal cleaning contract. The focus of our employment of staff is to enable the misslDn of the church through
Bdmlnlslrallve support and releasing of lay volunl86rs.
2024 has been 8 financially more stable year with continued focus on keeping a balanced prudent budget. living wilhin our
means. We sel a budget based on previous years inrome and ended the year with net assets of £89,444. Our biggest
financSal challenge movlng forwards Involves managing our building long-term multiple elements of the bulldlng requiring
Investment, including our roofs1>£1M), glazing, healing system, and audio-visual equipmenl. Thls is somelhing we conllnue
to seek God's guidance on, recognizing that the church is a body of members and our building fundions to SUPPOrt our aims,
therefore in finalizing our vision we hope that plans tor our building w￿1 become clearer.
We continue to develop our connecllons with neighboLtmg churches.. Sl Anne's. St Paul's Chester Green (where our
assoclat6 minister Is priest-In4harge) and St Jthn's (where our vicaT is also wiest In charg8>.

The PCC has considered the guidance of the Chaiity ComrnisSK)n with regard to pUb￿C benefit. In planning activities PCC
consider the charily Gommission guidance and how il relates to our objectives.
ACHIEVEMENT AND PERFORMANCE
Membership and attendance
The Church Electoral roll was 152 members on 31 De￿mber 2024. During 2024, Sunday worship conlinued In lh8 building,
and we hav8 relained a liveslream and on-demand facjlity on YouTube, which continues to be used by those who cannot or
choose not to worship in person. Avérag8 in-p8rson attendance for 2024 was 100 Accessing s8Nices via YouTube has
decllned slnce in-pérson worship recommenced. but thera remaln a small bul signlflcant numbér of p&opl8 for whom this Ss
beneficial.
ChaTltable actSvitles
We now aim to glve away 10% of our Income to a variety of people and prolecis both In the UK and overseas. The alm Is lo
support people and prolecls outsid8 our parish boundary where V￿ have no expectation of receiving a reciprocal benefit.
This is mainly managed through a group called LINKS vtho pray monthly for projects and people Wa hav8 conn8Ctions with.
FINANCIAL REVIEW
Flnanclal posltion
Th8 2024 Budget was sel inline wilh prevlous 8xpèrfenc8 vtss s8l to be a balanced budget to support th6 ne6ds of the
churGh whilst maintaining a the reserves policy as set by the PCC. As such a small Surplus £12.928 was present at the end
of the year wlth net assels of £89.444 being maintained above the reserves level.
The Income for the year is almost entirely voluntsry giving from church members. There is extensive use of lax efficient
giving using gift ald and payroll giving. Nèw m8mb8rs ar8 8ncouraged to commit to regular giving at the sarne time as
commltllng to regular attendance and becoming part of our WOrsh￿ping communlly.
Total Income for 2024 was £228.139, Total 8xpendltur8 was £215.211 0f￿lICh £65,624 was our Common Fund payment- a
conlr5butlon lo th8 work of th8 Church of England acT066 the Diocese of Derby. Staff wages account for £45,402 and other
fixed costs such as eleclricitylgas, insurance and upkeep ol the building accounting for £71.556.
The Net Income lor the year was £12,928 leavlng net assets of £89.444 thich has Increased io above our reseNe basellne
set by the PCC largèly du8 to savings dve lo lower slaff costs.
Investment Pollcy and ObJectlves

Reserves pollcy
It is PCC policy to main18in sufficient reserves of Gash to enabl& payment of one month's unrestricted expenditure, minlmum
redundancy payments, and a suitable sum to cover emergency situations. Currently the sum considered lo cover these
potential oulgoings is £20,000. Our end of year net assets position 1$ £89,444.
Our 2024 budg8t has bè8n set to be a balanced budgel of expendilure againsl realistic income forecasl. W6 plan to review
tha budget during the year and will respond as appropriate if incom8 doès not match 8xpectations, h)oking to reslrict
expendlture further If11 Is lower and release addition81 spending If it 15 higher.
Golng concern
Nearly all our charity income comes from planned giving from the congregation, who give through regular standing orders
and payroll giving. Much of Ihis qualifies for Gfft Aid. Our income fom room hire has increased, although Ihis is not yel a
slgnlflcanl income. We are encouraged that giving to Ihe church has remalned broadly in line with previous pre-pandemic
years and we have been able to malnlain our charitable purposes. On Ihe whole we were able to meet our budget in 2024,
although in some areas we spent below whal w8 had budgeled a5 some minislries were not fully active through the year,
We remain confident that the Charity can continue as a going Goncem.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governlng document
The charity is govemed by Church of England legislation as set out in Ihe Panxhial Church Councils (Powers) Measure
1956 as amended and the Church Representation Rules (contsined in Schedule 3 to the Synodical Government Measure
1969 as amended).
Recrultment and appolntment of new trusiees
The method of appointment of PCC members is set out in the Church Representation Rules. All church regular allenders
over 16 years are encouraged to register on the Electoral Roll and therefore be ekngible to stand for and vole in the PCC
elections.
Organlsatlonal structure
The day to day managemenl of the church is the responsibility of the Senior Leadership Team comprising the ordained
mlnlsters and churchwardens, Thls team is responsible for formulating church strategy and Identifying future obleclSves and
activities and remains accountable to the PCC. The PCC rellecl and consider these proposals and after any amBndmenl
S88k Io 8nable the delivery of them by approving funding, encouraging lay involvem8nt and supporting lh8 leadership team.

Rlsk management
There Is a standing Item on PCC agenda to address health and safely or safeguarding rfsks Identlfied.
Thera is a Health and Safety policy including a Fire Risk assessment, evacuation plans, health and hygiene in the kitchen
and child protection policy, which is currently under review.
Flnanclal management and fraud risk are mltlgated by our budget processes. The PCC approves an annual budget and
Individual mini51ries and staff hold budgets where expènditurè has to be approved by the budget holder. Progress against
the budget Is revlewed at each PCC m881ing and as part of Ihe leadershlp team méétings. Exp8nditur8 abov6 specllied
limits requires the approval ol PCC or two of the Senior Leadership Team.

The llnancial statements of Ihe charity, which is a public benefit entiiy under FRS 102, have been prepared in
accordance with Ihe Charilies SORP IFRS 102) 'Accounling and Reporting by Charilies: Statemènt of
Recommended Practice applicable to chariiies preparing Iheir accounts in accordance wilh Ihe Financial Reporting
Standard applicable in Ihe UK and Republic of I￿land (FRS 1021 (effective 1 January 2019),, Financial Reporiing
standard 102 'The Financlal Reporting Standard applicable in the UK and Republic of Ireland, and the Charities Act
2011. The financial slalements have been wepared under the historlcal cost convenknon.
The financial statements have b86n prepared to give a 'lru6 and fairf view and have departed from the Charilies
(Accounts and Reports) Regulations 2008 only to the extent required to provide a 'true and fair view,. This departure

All Income is recognised in Ihe Statement of Flnancial Actiwlies once the charity has enllllement tD the funds, It Is
probable thal the Income will be received and the amount can be measured reliably.
For donations to be recognised the charity will have receivéd the funds or have been notified of the amounls and th8
settlement date in vKiting. If there are conditions attached to Ihe donation and thls requires a level of performance
b6for8 enlltlement can be obtained then IncDm8 is deferred untll those conditions are fully m81 or the fulfilment of
thos8 conditions Is within the control of the charfty and it is probable that th8y will be fulfilled.
For legacies, entitlement is the eartier of the charity being notified of an impending dislribulion or the legacy being
received. At thls point income is recognised. On occasii)n legacies will be notified to the charity however it is not
POS51ble to measure the amount expecled lo be dislributed. On Uiese occasions, Ihe legacy Is treated as a
contingent asset and disclosed.
Investment Income relates to bank deposit acC￿ntS and is recognised vthen received.
Tax recoverable for the year on covenanted and grft aid donalions Is included in the income and expenditure

Expendlturo
Liabllilles are recoynised as expenditure as soon as there is a legal or constructive obligatlon comrnitting the charity
to Ihal expenditure, It is probable that a transfer of economlc benefits will be required in settlernenl and the amounl
of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has b88n
classified undèr headings thal aggregate all cost related to th8 category. Where cosls cannol be direGtly atlributed to
particular hèadings they have been allocated to activlties on a basis conslstent with the use of resources.
Irrecoverable VAT
Thé PCC is not regislered for VAT and all irrecoverable VAT is charged agalnsl the exp8ndltur8 heading for which it
was incurred.
Credltors
Creditors are recogni5ed where Ihe charity has a Present obligation resulling from a past event that will probably
result in th8 transfer of funds to a third party and the amount due to settlé Ihe obligation can b6 measured or
egllmated reli8bly. Credltors are recognlsed at their selllement amounl.
Taxatlon
Th8 charity Is exempt from tax on Ils charitable 8ctlvlti6S.

The Parochial Church Councll has both unrestricted and reslrioted funds.
Unrestricted funds represent Ihe funds of the Parochial Church Council Ihat are not subject lo any reslriclions
re9ardlng Iheir use and are avallable for application lo the general purposes of the Parochlal Church Councll.
Restricted funds relale to donallons and grants thlch are spèclffed for a partlcular purpose, Income is includ8d in
inGomlng resourt8s of resirlcted funds when recelved. The relevant 8xp6ndilure Is then matched as reslrlct8d
expenditure.

Th8 financial s18t8menls include all transaGlions, ass8ts and liabililias for which Ihe PaTochial Church Council is
responsible in law. They do nol include the accounts of Church groups thal owe their main affiliation lo another
body. nor those Ihat are informal galherings of Church members.

The charity operates a defined contribution pension scheme. Contributions payable lo the chariws pension scheme

RELATED PARTY DISCLOSURES
Unrestricted donations to Ihe charity by the Iruslees in the year amounted to £54,437 (2023.. £39,043). Gift aid was
redaimed on these donations of £12,664 (2023.. £9.761).
During the year £3,600 {2023'.£3.600) was paid to trustee Jonathan Schmidt in respect of charitab18 giving to Youth
wlh A Mission. This is a Christian charity Wth an oulreach group based in Derby. Jonathan and his spouse head up
this work on a full-time basis and income comes entirely from gifts and donations. St Alkmunds and St Wérburgh
PCC supports mission partners both abroad and at home as part of the PCC'S vision.

Parish of DERBY ST ALKMUND AND ST WERBURGH
A meeting for the election ol churchwardens will be held in St Alkmund's Church
on the 7Th day of May, 2025 at 7.30pm
This meeting may be attended by:
l. All persons whose names are entered on the church electoral roll of the parish and
2. All persons resident in the parish whose names are entered on a register of local
government electors by reason of such residence.
Under section 5A of the Churchwardens, Measure 2(X)I, an appeal against the elettion of a
churchwarden may be made by any person entitled to take part in this meeting or by a candidate
In the election. An appeal may be rnade against the election of any person on any of the following
grounds..
l. That the person was not duly elected,
2. That the person was not qualified to be a candidate at the time of election,
3. That before the election was held, the person misrepresented a material fact in connection with the
election,
4. That the conduct of the election was such as to affect its outcome,
5. That it has been determined that an erfOT was made in the roll or that question is awaiting
determination, and that error would or might be material to the election result;
6. That a vote which was allowed should have been disallowed, or that should have been disallowed
was allowed, but only if that would or might have been material to the election result.
Any person who wishes to make an appeal should consult the Minister or the lay chair of the deanery Synod
as to the appropriate procedure.

The Annual Parochial Church Meeting will be held in St Alkmund's Church
on the 7th day of May 2025 at 7.30pm
For election of parochial representatives of the laity as follows-
To the Deanery Synod,. O representatives,
To the Parochial Church Council: 7 representatives.
For the appointment of the Independent Examiner or Auditor.
For the consideration of:
(a) a report on changes to the Roll since the last annual parochial church meeting OR2 a report
on the numbers entered on the new Roll;
(b) an Annual Report on the proceedings of the parochial church council and the activities of the
parish generally;
(c) the financial statements of the council for the year ending on the 31 st December preceding
the meeting;
(d) the annual report under section 50 of the Ecclesiastical Jurisdiction and Care of Churches
Measure 2018;
(e) a report of the proceedings of the deanery synod. and
(f) other matters of parochial or general Church interest.
In this Notice, 'parish' means an ecclesiastical parish.

Notes
1 . Every lay person whose name is entered on the Church Electoral Roll of the parish (and no
other person) is entitled to vote at the election of parochial representatives of the laity.
2. A person is qualified to be elected a parochial representative of the laity if -
(a) his or her name is entered on the Church Electoral Roll of the parish and, unless he
or is under 18, has been entered there for at least the preceding six months;
(b) he or she is an actual communicant (which means that he has received Communion
according to the use of the Church of England or of a Church in communion with the
Church of England at least three times during the twelve months preceding the date
of the election).,
(c) he or she is at least 16; and
(d) he or she is not disqualified as referred to in paragraph 3 of these Notes.
(1) A person is disqualified from being nominated, chosen or elected or from serving as a
churchwarden or a member of a parochial church council, a district church council or a joint
council if the person is disqualified from being a trustee of a charity (and the disqualification
is not subject to a waiver which permits membership of a parochial church council, district
church council or joint council).
(2) A person is disqualified from being nominated, chosen or elected or from serving as a
member of a parochial church council, a district church council, a joint council or a deanery
synod if the person is included in a barred list (within the meaning of the Safeguarding
Vulnerable Groups Act 2006).
{3) A person is disqualified from being nominated, chosen or elected or from serving as a
member of a parochial church council, a district church council, a joint council or a deanery
synod if the person has been convicted of an offence mentioned in Schedule 1 to the
Children and Young Persons Act 1933 (with that expression being construed in accordance
with Rule 71 (2) of the Church Representation Rules).
(4) A person's disqualification under sub-paragraph (3) may be waived by the bishop of the
diocese by giving the person notice in writing.
(5) A person is disqualified from being nominated, chosen or elected or from serving as a
member of a parochial church council if the person has been disqualified from holding office
under section 10(6) of the Incumbent (Vacation of Benefices) Measure 1977.
4. 4 A scheme is in operation in this parish which provides that any person entitled to vote in
the elections of parochial representatives of the laity to the parochial church council or to the
deanery synod or to both may apply on the appropriate form to the Minister of the parish (or
other person signing below) for a postal vote. The completed form must be received before
the commencement of the annual parochial church meeting,
