for the

Parochial Church Council

of

St Nicholas Church Hornsea

Presented to the Annual General Meeting on 25th April 2021

Aims and Purpose

St. Nicholas’ Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Tina Minett Stevens, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the St Nicholas Parish Hall at 1 Newbegin Hornsea HU18 1AB

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Nicholas. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

To facilitate this work it is important that we maintain the fabric of the Church of St. Nicholas and the Church Hall.

Achievements and Performance

Annual Safeguarding Report

DBS certification

All members of the PCC and volunteers have current DBS certificates. As they come up for renewal (in about 2 years) we will encourage members to join the Update service which will meant that certificates no longer need to be renewed and additionally can be used with other organisations. There is no charge for this service.

Training

Most members and churchwardens have done the required training but there are a few outstanding courses. We will complete an audit and make “catch up” arrangements once we are able to meet in person again.

Policies and notices

We have a policy approved by the PCC and publicly displayed along with the information poster recommended by the diocese.

We are not aware of any safeguarding issues or concerns within the benefice at present.

Worship and Prayer

The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling.

All are welcome to attend our regular services.

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping.

In a year where our worship was curtailed and for a while moved solely online, we were able to celebrate 2 (14) baptisms and 3 (7) weddings. We held 30 (23) funerals either in or through our church this year. Figures in brackets are 2019 numbers for comparison.

Easter 2020 was, we hope, a unique festival held in and around the Vicarage garden during lockdown. The provision of a large wooden cross helped remind passers-by that while the building was closed, our life of worship continued nonetheless. Much imagination was needed to engage with the wider community.

Our worship online has built up and a small but faithful number attend morning prayer each weekday and many others join on Sundays for Communion. It is very difficult to gauge exact numbers but anecdotally there are many who are engaging without leaving comments or otherwise making their presence known.

Others who had been excluded from our worship together have been able to join others in prayer and worship and it is our intention to develop and continue our online offering. The PCC invested in some technology that will both improve the quality and make it less dependent on the Vicar.

Our social media presence has grown hugely this year thanks largely to the design skills of Krissie who produces daily pictures with a scripture verse. These are shared on the church page and also on other local community based pages.

More recently, Nerys has been putting together short videos with narration to help teach those with little or no Christian background.

We are all missing the opportunity to sing together in our worship and have benefitted from the work that Leonie put in to produce a virtual Carol concert at Christmas, as well as ongoing recordings of hymns for our worship together and for the benefit of our funeral families.

We started the year with 115 on Roll (October 2020). No-one no longer wishes to be included. Eight have died.

We do have two new names to add to the Roll and the total at April 2021 is 109.

Growth Committee Report

Hindsight is a wonderful thing! For a couple of years we had been talking about increasing our outreach on social media. On the 23rd March we had no choice but to do so. The vicar proved she is nothing but adaptable and started live streaming at least six times a week. The growth of people “attending” church has been phenomenal, as well as the live streaming benefiting some of those whose age , infirmity or responsibilities precludes them from regularly attending church in person. The live streaming has been backed up by regular videos and Bible picture images to encourage and educate.

Two regular events in the church year, the Horticultural Show and the Christmas Tree Festival still went ahead albeit with firm infection control measures in place. Both were well attended in light of the situation. In place of the unviable Christmas Eve Carol Service a children's nativity trail was created to offer those with young families an alternative way to celebrate the birth of Jesus.

Church has also gone out into the great outdoors this year, with the start of Walking Church - a time to both appreciate God’s creation and connect with the Creator.

Ministry Committee Report

The Ministry Group met twice in 2020 before the Covid restrictions were imposed. At the first meeting in January a list of suggestions for mission giving was drawn up and used during the year along with further suggestions made as the year progressed to provide the PCC with proposals for mission support. As PCC meetings including the submission of proposals to the PCC meetings could not be held members were emailed for approval or otherwise for the suggestions made for expenditure in each quarter.

There was discussion on the arrangements for receiving Bishop John Pritchard’s visit in mid-March and of the plans being made by Churches Together for the Easter period which did not take place due to the restrictions then in force. Easter Services proposed were discussed but some of the plans were subsequently abandoned.

A further meeting was held in March but with the likelihood of a ‘lockdown’ being declared a discussion was held on proposals from the diocese on how to proceed if spread of the covid disease occurred in readiness for the PCC meeting later that day.

No more meetings were held during the rest of the year and matters needing discussion were dealt with by email and telephone including the selection of proposals to the PCC for mission support in each subsequent quarter.

The usual Open Church in August did not take place due to the difficulties in adhering to Covid rules.

Although the town Lights Night celebrations were cancelled we are indebted to Krissie and Steve for organising and holding the Christmas Tree Festival during December opening Church on Saturdays and ensuring with the most welcome assistance of Hornsea Urban Gardeners members social distancing was observed by the many visitors who attended.

Wardens Formal Report

The Wardens are pleased to report that the moveable items contained in the Terrier are in good order and repair. There has been no Visitation by or on behalf of the Archdeacon during the last year which is no doubt due to the Coronavirus Pandemic. K. Rhodes, J. Pring, J. Moss.

Fabric Committee Report

The much discussed Quinquennial Report of 2013 and the work required therein at a cost of £100,000.00 has had to be set aside due to serious faults found in the East Windows of the Organ Chamber, Lady Chapel and Sanctuary. They require repair as soon as possible particularly the large window in the Sanctuary. The cost of repairs is estimated at £140,000.00. To meet this cost the £100,000.00. from Feoffees, set aside for the Quinquennial works, will be utilised for the Window repairs together with a further £40,000.00. from Feoffees. It should be noted that whilst the Quinquennial works were desirable they were not essential for the safety of the church building and they will be deferred until the next quinquennial inspection whereas the work to the windows is considered to be essential and urgent. A faculty has been applied for to undertake the Window Repairs and which should be granted. It is then hoped that the work can be done before the end of June 2021. It will require scaffolding outside and also inside at the East End of the church. As a result some disturbance and inconvenience can be expected and which will be inevitable. However the repairs and modifications to the windows will enhance their appearance and should guarantee them for years to come.

During the last year a serious leak was discovered in the Central Heating System requiring the system to be closed down for several weeks. The leak was fortunately found and repairs made so that the heating is now working once again.

Overall the church is in good condition although work will continually need to be done to keep it so. It is unfortunate that so much money has to be expended but is in evitable that major repairs will be needed from time to time considering the age (1420-1425) of the building. It is considered by experts that the church is in very good condition and thanks should be given to the Churchwardens and PCC over many years for their continuous attention and to Feeoffees for looking after the Hornsea Church Lands Trust and being able to finance major maintenance projects from time to time.

Deanery Synod

Two members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and the wider structures of the church. This year Synod meetings were not been possible due to the Coronavirus Pandemic.

Parish Hall Committee Report

As chair of the parish hall management committee, I feel it is important to keep everyone updated with the current situation regarding the hall.

The Saturday coffee mornings and other such events came to an abrupt halt on 20[th] March, as a result of the first lock-down. On the one hand, our letting income dropped dramatically; on the other, our gas and electricity consumption was also much less because no one was hiring the hall.

Not long after the start of lock-down, we were approached by the Covid Crisis Support Group, who desperately needed a central space to use as a storage and distribution hub. It would have been unchristian to say no. We had an empty unused hall. Covid Crisis Support needed a central base to store food and other essentials. At first, we let it free of charge; but once the group had acquired some lottery funding, we agreed a nominal rate.

As the restrictions began to ease, we received a number of enquiries regarding the hire of the hall. Our choir used it as a rehearsal venue, since ventilation and social distancing are much easier to achieve in the hall, rather than the church. Other groups, such as Churches Without Walls and a small music group also rented the main hall. The Hollis room briefly welcomed the Welcome Centre and is now set to be used once a week by Mind. It is important to remember that the only groups using the hall at present are ones known and trusted by the management committee.

At this point, it would be remiss of me not to refer to the tremendous amount of hard work put in by Tina in order for this to happen. Apart from opening and locking up the hall for the groups who have been using it, the risk assessments necessary for the hall to be used during the pandemic are both lengthy and time-consuming to complete. Thanks to her strenuous efforts, our Parish Hall is now back in business, complete with a hire agreement which takes the pandemic into account.

As many of you will know, much work is required to bring the hall up to standard, particularly with regard to the upper story. At our ST. NICHOLAS’ CHURCH meeting after the APCM back in October, it was agreed to spend £11,100 plus VAT to replace the entire roof. Although it has been frequently patched up in the past, it was agreed that the roof was now beyond repair. To date, this has been partially carried out; and hopefully, as the weather improves, this work will be completed in the near future.

In addition, the hall has seen many internal renovations. Thanks to the tireless efforts of Krissie and Steve, the main hall has been re-carpeted and painted to a high standard. The former office, how known as the Red Room, was beautifully decked out with furniture donated by Wendy.

So what next for the hall? My suspicion is that we won’t be allowed to let the hall for large gatherings for a while yet, but once this can happen, there are numerous questions which need to be addressed; the most pressing of these being how to open and close up the hall to hirers in a sustainable manner. In the recent past, Krissie and Steve have undertaken this task. I know many of us are grateful to them for doing this. We have a temporary solution in place for now, but I hope you will join me in my prayers for something more sustainable. I for one, have many happy memories of events in the parish hall; and I’m sure you have too!

Pastoral Care

Some members of our parish are unable to attend church due to various circumstances. Reverend Tina has visited all church members who have requested it, to celebrate communion with them either at their homes or in hospital. This has been much restricted due to the Coronavirus Pandemic, with door-step visits, telephone calls and monthly letters replacing most face-to-face visits for much of the year.

Ecumenical Relationships

The church is a member of Christians Together in Hornsea and Churches Together in North Holderness. Most of the meetings and activities were curtailed by the Pandemic, but we were able to organise and hold a socially distanced family-friendly event on All Hallows Eve in 2020 with over 50 children enjoying themselves on a pumpkin trail round the town’s churches. Our relationships continue to develop and it has been a joy to welcome and work alongside the new Methodist minister, Jackie Fowler as well as other long-standing friends in other churches.

Choir Report

2020 was a challenging year, with much of the calendar year spent with little music in church due to the Coronavirus pandemic.

In February 2020, the choir successfully competed in the annual Cottingham Festival, gaining a second place in the Open Church Choirs category. The choir sang incredibly well and enjoyed taking part.

In September, the choir met whilst restrictions were lifted, and enjoyed learning some new repertoire as well as being able to contribute to Sunday worship once more. Despite this being in limited numbers, it was encouraging to see such commitment from all members during uncertain and stressful times.

In December 2020, with an absence of a traditional carol service the choir instead collaborated with other local singers to produce recordings of lessons and carols. These were then collated as a virtual service and broadcasted online.

In a trying and incredibly uncertain environment, we look forward to looking forward to growth and development within the choir over the next year. The limited occasions we have been able to meet have been fun, joyful and a reminder of how important choirs are in both the community and worship of the church. Many thanks to John Boxall for his continued support throughout this year: it is an honour for him to still be part of our worship after 70 years. Thanks also go to Revd. Tina for her enthusiasm and continued support in keeping music going.

Mothers’ Union Report

2020 saw us without a Branch Leader after Sue Fox’s resignation.

Ruth Watson to continue as secretary and Judy Johnson as treasurer. Various members offered to help run meetings on an ad hoc basis.

We had one meeting with a speaker, Mike Johnson from coast watch, before lockdown.

Following the partial lifting of lockdown we had garden parties at 4 different committee members’ houses to celebrate Mary Sumner day in August, with 5 members at each venue. The members that lived alone really appreciated the company.

Back into lockdown and we started Zoom committee meetings and once we’d cracked it, we went onto Branch Zoom meetings.

During the first lockdown the committee had made and delivered goody bags to each of the members, containing a newsletter, prayer, homemade cake and sweets.

We did a second one prior to our Christmas Zoom meeting and this time asked members for a donation as Mothers’ Union were fund raising with the Big Give on Facebook and would double whatever was raised. Our contribution was £130.

We then ended the year with a Zoom meeting with a Christmas Carol quiz, where the contestants had to sing the answers

Two further bits of information. Staff at head office, Mary Sumner house, have been cut by one third and the remaining staff have taken a voluntary cut in salary. Our subscriptions have been raised by £5.50 but York diocese considered this very carefully and are subsidising the raise as thanks for our support throughout a difficult year.

And secondly, please remember our A.F.I.A project. That is ‘Away From It All’ where we offer holidays to people within the parish that are suffering hardship. Families during school holidays and anyone else deserving outwith. This is a nicely appointed static caravan just outside Filey. An elderly couple from Hornsea went in September.

Finance Report

For a number of reasons this will be a year that we will not forget in a hurry. I am pleased to report that as many of the congregation worshipped online, mostly they continued to give by standing order and contactless, for which we can be grateful. That coupled with the reduced running costs of the church building , mainly because of lowered gas bills actually meant that we finished the year in a far healthier position than may have been envisaged at the start of the pandemic. We have received one minor legacy as well as a rebate of VAT from the Listed Places of Worship Grant Scheme and monies from Gift Aid.

We have reclaimed from HM Revenue and Customs £4,729 and I must thank you for filling in Gift Aid forms to enable us to claim this money back for the church.

Financial Review

Total receipts on unrestricted funds were £41,231 of which £29,277 was unrestricted voluntary donations, including £4,729 from Gift Aid.

£64,991 was spent from unrestricted funds to provide the Christian ministry from St. Nicholas’ Church, including the contribution to the diocese as our Freewill Offer, a figure reduced due to the anticipated drop in income from the Church Lands Trust due to the anticipated Quinquennial repairs.

The Freewill Offer should be seen in the context of the cost of our incumbent, stipend and housing, notionally £28,000 shared across the Benefice. We also contributed towards the expenses of our deanery priest.

The net result for the year was an excess of payments over receipts of £13,338 on funds.

Adding bank and deposit balances brought forward at the beginning of the year, the balances carried forward at 31st December on all funds totalled £69,054 of which, £19,607 is held in restricted funds. These are for repairs to the organ (£11,793), clock (£2,352). There is a legacy for repairs to the Lady Chapel (£5,000) and a small amount remains in the building maintenance fund (£462) both of which will be used in 2021 as part of the quinquennial repair funding.

Reserves policy

As of 31[st] December 2020 the PCC holds a balance of £49,447 in unrestricted funds.

The PCC aims to keep approximately four months running costs in reserves. This is also to cover emergency work needed on the Parish Hall. To achieve this we will keep a reserve of £20,000. This amount to be reviewed by the PCC annually and increased at least by inflation (whichever is the greater of C.P.I and R.P.I at the time)

This policy was adopted by the PCC on 18[th] February 2021 To be reviewed no later than 12 months and before 18[th] February 2022

Structure, governance and management

The method of appointment of PCC members is set out in the Church Representation Rules. At St. Nicholas the membership of the PCC consists of the incumbent (our vicar), churchwardens, and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.

The full PCC met on an ad hoc basis during the year as a result of the Coronavirus pandemic. Where possible, we met by telephone conference and uncontentious decisions were taken by email. Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of parish life.

These committees, which include ministry and mission, growth and outreach, fabric, and finance, are all responsible to the PCC and report back to it regularly with minutes of their decisions being received by the full PCC and discussed as necessary.
