Annual Report of the Parochial Church Council for the year ended 31[st] December 2020

Aims and Purposes

The PCC has the responsibility of co-operating with and supporting the Incumbent the Rev’d Simon Butler, and other members of the clergy team in the North Hampshire Downs Benefice and in promoting in the parish the whole mission of the Church: pastoral, evangelical, social and ecumenical. Our parish priest, Rev’d Alison Brown, retired in January 2020 and because of the Coronavirus pandemic recruitment to this vacancy was delayed. It is hoped to recruit a priest to fill this vacancy in late 2021. Since February 2020, Rev’d Chris Dudgeon has had pastoral oversight for the parish of Odiham.

The PCC also has maintenance responsibilities for the church building. All Saints is supported by the Friends of All Saints, a charity established to fund fabric repairs and maintenance to the church and churchyard.

All Saints Church is a 12th Century Grade 1 listed building that provides a centre for worship, community, families, concerts and events for all of us who live in Odiham and North Warnborough. It is a building built for the purpose of mission, with a history, tradition and heritage which we seek to preserve. The churchgoing community includes many retired people, but also a number of families with young children. All Saints seeks to encourage the younger element in the

community and those unfamiliar with church worship to feel that they share ownership of the church.

The intent of the PCC is to have a warm, comfortable, flexible and welcoming environment where all the community will feel at ease and wish to share in the life of All Saints. The PCC responded to the call of the Bishop of Winchester to be a church that lives the Mission of Jesus and to follow the four strategic priorities laid down at the Diocesan Conference in September 2013 listed on the previous page.

Achievements and Performance

Our activities during 2020 were severely impacted by the Coronavirus pandemic and the restrictions imposed to bring it under control. At the beginning of 2020, the service schedule was changed to the following:

As the lockdown was eased in June, we were able to open All Saints Church on two mornings per week for private prayer, and in July we were able to restart worship in church, with measures in place to minimize the risk of spreading infection. However the pattern of services was changed to allow for the additional cleaning required between the services on a Sunday morning to:

The church was closed again for a month in November during the second national lockdown, and during that period two online services were provided each Sunday.

We held a Christingle trail on Christmas Eve, and two services on Christmas Day, but did not hold our usual Midnight Communion on Christmas Eve because of concerns about controlling the numbers of worshippers at that service.

Building Changes

The South Gallery was closed in March 2019 following a fall of plaster from the roof during a storm, but this damage has now been repaired. Bobble catches have been added to the doors to the North Porch to prevent the doors blowing open when the wind is strong.

At the beginning of 2019, a review of the bells and their supports indicated a significant amount of wear, and it was agreed that they should be refurbished. Various fundraising events took place during 2019, work commenced in February 2020 and was completed towards the end of that year.

Worship and Prayer

We were able to conduct a total of 7 baptisms during the year and these were held during 11am Informal Services. During 2020, we also held 6 weddings and 2 funerals/memorial services in church.

All Saints has a strong musical tradition and benefits from particularly good acoustics. There is a large robed church choir under the leadership of a professional musician and organist. In a normal year, various other choirs and musicians use the church and organ for their concerts.

We thank the choir for their contribution throughout the year. In early 2020 they attended three Fridays a month (for practice) and three Sundays every month to bring music to the church. Following the restrictions introduced in March 2020, the choir was unable to sing at services for some months. However, a reduced choir of only 10 singers was able to resume singing at services in September. The full choir also pre-recorded carols for an online service of 9 Lessons and Carols. Alex Hodgkinson resigned as Director of Music in April 2020, and George Richford has been recruited to join our team of organists. Thanks also go to organists who cover funerals and weddings – Alex Hodgkinson, Brian Cotterill, Jane Palmer and others. We are very grateful for the support of the Odiham Music Foundation which supports the high standard of music at Choral Evensong by funding one of the professional musicians.

Home Groups are small groups that provide ongoing mutual support and a chance to talk in a more intimate setting than is possible in a large church service – there are currently 3 strong groups with more forming. Groups were no longer able to meet in person from March, but some have been able to continue online. An online Alpha course was run in Autumn 2020 by the Dudgeons and the Scutts and attended by 12 couples.

Through 2020 we have worked to maintain the church’s commitment to prayer at the centre of all that we do, by holding midweek morning prayer on Wednesdays – sometimes by zoom and sometimes in person, and we have had regular monthly prayer ‘suppers’ on the second Monday evening of each month. Before lockdown these were actual suppers preceding an hour or so of prayer. During lockdown these have continued very effectively online, with about 15 people gathering each month, and they are open to all those who would like to join.

Pastoral Care

During 2020 we have continued to celebrate Holy Communion for anyone at home who requests it.

We also launched a new initiative called ‘Keeping in Touch by Phone’ to support and keep in touch with people – both in our church community and wider village community - spending large amounts of time during lockdown on their own, and potentially isolated or lonely. More than 50 people were successfully contacted either once or more regularly by early 2021, and the initiative is now being reviewed to determine the best way forward.

Mission

North Hampshire Downs Benefice is one of the three benefices in Winchester Diocese which are part of the Benefice of the Future project launched in January 2018. By working together more closely, we hope to improve the effectiveness of our mission throughout the Benefice. We have also adopted a new branding as “More To Life” church, and describe ourselves as a church network rather than a benefice. It is hoped this will be more attractive to those who are currently unchurched. In November 2017, the benefice recruited Helen Chatfield as our Youth Pastor, and she has greatly improved both the reach and the depth of our mission to children, youth and families. Before the pandemic, she led a weekly youth group, and weekly clubs providing Christian input in Mayhill Junior School and in Robert Mays, our local secondary school. Since March 2020, she has produced regular videos aimed at younger people, and run weekly activity sessions for children via Zoom.

Deanery and Diocesan Synod

Three members of the PCC sat on the Deanery synod until the APCM in October 2020, but there is now only one member of the PCC on the Deanery Synod. This provides the PCC with the important link between the parish and the wider structures of the church. A full report on the Deanery Synod can be found in our reports’ booklet.

Ecumenical Relationships

The church is a member of Churches Together in Odiham and Hook. We take part in a joint service in January and our clergy meet with the clergy a few times a year.

Community

In June it was decided that the church should support those in our local community by opening a new Food Bank in association with Hart Foodbank (which is a member of the Trussell Foodbanks Trust). The Odiham Foodbank runs a room in the Church Office building and has been well supported by our congregation. The number of families that we are supporting through the delivery of food parcels has increased during the year. Just before Christmas we also provided Tesco vouchers to 30 families in need via our links with the local schools.

All Saints is also a Fair Trade church and has a re-cycling collection point for items which cannot otherwise be re-cycled by means of council facilities. The local branch of the Mothers’ Union uses the church for fund-raising and other events including a monthly Knit ‘N Natter group which knits items for a range of charities. We also have a church library run by Christine Dorman.

All Saints has always taken an active role in community events. Unfortunately most of our usual events had to be cancelled, although we were able to hold a very limited Open Day/Christmas Fair in the church porch in early December which was well supported.

We celebrated harvest with our usual collection of food from our congregation, which was supplemented by collections made by our local infant school. Food parcels were distributed locally to the Almshouses and to people living alone.

All church activities and other key community activities are featured in the successful and profitable monthly All Saints Parish News Magazine with a circulation involving 690 homes.

Clergy Staffing

In January 2020, Rev’d Alison Brown retired as Vicar of Odiham. In June 2021 Rev'd Chris Dudgeon formally comes to the end of his curacy, marking the end of Chris' 3 year initial ministerial post, having also taken on the role of acting vicar of Odiham since Alison's retirement.

Over the last few months of 2020 and the start of 2021, Rev’d Simon Butler (Benefice Rector) has been in discussion with Chris and the Churchwardens of All Saints Odiham about the best way to resource ministry in Odiham. Simon has subsequently discussed and agreed with All Saints Odiham PCC that Chris Dudgeon will be licensed as Assistant Rector in the North Hampshire Downs Network of Churches and the permanent Vicar of Odiham. Chris will be licensed to this post by the Bishop of Basingstoke at All Saints on the morning of Sunday 16th May 2021.

In addition it is planned that a new Curate will be ordained in July 2021, with 30% of their time focused on Odiham, and the remaining 70% spent in the wider benefice. Later in 2021 it is hoped that we can begin the process of recruiting for the full time stipendiary post vacated by Rev’d Alison Brown when she retired. It is envisaged that 50% of this post will be focussed around Odiham and 50% of the post in the wider benefice.

We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. We would particularly like to thank those who have taken on additional responsibilities during this pandemic.

Financial Review - 2020

With all that has happened in 2020, we are pleased to report that our overall funds have only decreased slightly from £363,639 to £357,313.

The overall movement on the general fund was an increase of £11,315. However, with the significant decrease in activities, both regular and fundraising focused, a modest overall decrease was far better an outcome than expected at the beginning of the pandemic. The PCC is incredibly grateful for the financial support maintained by our parishioners this year, especially with all the challenges that the pandemic has brought.

The balance held on the General Fund is more than sufficient to satisfy our Reserves Policy and the cash easily accessible, that is in our current account and in our no-notice CBF deposit account totals £195,378 (Lloyds £63,026 and CBF Deposit £132,352).

During 2020, our volunteer bookkeeper, Bill Wrench, processed 227 payments with a total value of £191,378 with over 95% of these being made by bank transfer. This is in addition to our parish share of £80,438, which is paid by standing order directly from our bank account.

997 receipts were credited directly to our bank account, totalling £222,731 together with around 150 cheques totalling nearly £70,000. Of these, 79, totalling £1,236, related to Love your Churchyard standing orders.

This was the first full year of being a part of the Parish Giving Scheme and this has continued to increase in popularity. We now have over 35 people signed up to the scheme and receipts for the year totalled £21,195 with an additional £5,298 through Gift Aid.

Approximately 100 receipts totalling £23,593 have been received from regular advertisers in the Parish News.

Alongside the introduction of card readers and on-line receipts last year, we are now able to receive donations through QR codes and unattended donations card reader stations in the church. Whilst these have naturally not had as many opportunities to be used this year, they have been useful in being able to offer contactless donations with the various regulations and guidance we have been subject to in 2020.

Because of the financial implications of the Coronavirus pandemic, the two employees working in the Church Office were furloughed in April and then

made redundant in July, and two additional employees resigned during the year. Our Concert Coordinator has continued in employment on a zero-hours contract. The payroll service is contracted out to Stewardship Ltd.

All in all, approximately 1,500 individual transactions were posted into the ledger during the year. Included in these would have been transactions not listed above such as invoices paid by direct debit and standing order, gift-aid receipts, Just Giving receipts and the accruals and prepayments required to ensure the accuracy of the quarterly and annual financial reporting cycles.

There were nearly 2,000 individual donations entered on to the database, including 228 in white envelopes, 209 in yellow envelopes and 429 via standing orders. These donations amounted to £49,841 plus Gift Aid of £12,202. There were also 47 individual donations made on Gift Day, not in the envelopes above, amounting to £4,990 plus Gift Aid of £1,223.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules. The PCC consists of the vicar, the curate, the churchwardens, the reader, members of the deanery and diocesan synods and members elected by those members of the congregation who are on the electoral roll of the church.

All those who attend church regularly are encouraged to enrol on the Church Electoral Roll, and stand for election to the PCC.

The PCC are responsible for making decisions on all matters of general concern and importance to the parish including on how the funds of the PCC are spent. The full PCC held 6 meetings during 2020 (some of these via Zoom). Committees met as required and the minutes were received by the full PCC and discussed where necessary.

All Saints Church is situated in The Bury, Odiham. It is part of the North Hampshire Downs Benefice in the Anglican Diocese of Winchester within the Church of England Province of Canterbury. Treasurer’s Report for the year ended 31 December 2020

2020 can without doubt be labelled a year like no other, and with all the challenges that it presented, we are pleased to report that overall funds have only decreased slightly from £363,639 to £357,320. The PCC is incredibly grateful for the financial support maintained by our parishioners this year, especially with all the challenges that the pandemic has brought.

General Fund

The overall movement on the general fund was an increase of £11,320. Whilst there was a necessary drop in activities due to the restrictions and regulations in place, and therefore a drop in income, there was a focus on reducing costs (including closing the Benefice office) to balance this.

Whilst there was unsurprisingly a reduction in the number of weddings and funerals taking place in 2020, please also note that all fees for these services are now collected and distributed at Benefice level and so only the PCC portion of the statutory fees is shown in our accounts, which partly accounts for the change from last years figure.

This was the first full year of being part of the Parish Giving Scheme and this has continued to increase in popularity, with over 35 people now signed up to the scheme. We are still keen for anyone donating regularly to consider participating in the scheme, which results in less administration at parish level and also may increase cash flow as gift aid is received each month.

Designated Funds

The most significant change in the Designated Funds was the payment for the restoration of the bells which was completed in the summer after a pause in works during the first lockdown.

Restricted Funds

With the retirement of Rev’d Alison Brown in January 2020 and the recruitment for this role paused due to the pandemic, there have been minimal movements within the Vicar’s Discretionary Fund. With the starting up of the Odiham Foodbank, we now have an additional restricted fund for this purpose, which closed the year with a balance of £10,086.37.

Reserves

Finally, completion of the financial statements and accounts is by no means just the work of the Treasurer and there are many people to thank, not least for their patience as I have been learning the ropes:

Firstly, Jane Seymour, the outgoing Treasurer, for all her tireless hard work over the last few years. Alongside her meticulous handover, she has also had phenomenal tolerance of my barrage of questions in the last seven months for which I am incredibly grateful.

Bill Wrench, our bookkeeper, has also been a brilliant support, not only in completing the bookkeeping throughout the year but also in helping me to navigate and learn the nuances of our online finance system.

Philip Ebert, who has very kindly stepped up to temporarily assist with the Finance Administrator role.

The Gift Aid team – Wendy Bolland, who manages the planned giving and manages the Gift Aid system alongside Joan Jones who registers donations and submits our claims for Gift Aid.

David Smith and Graham Woodhouse who have counted and deposited the offertory cash as often as has been allowed this year.

The members of the Finance and Stewardship Committee who have been a great source of advice and a knowledgeable sounding board.

Fundraising has been especially challenging this year, so a special thank you to all the fundraisers and to those who assisted them.
