The parish church of St Martin of Tours, Ruislip is situated in Eastcote Road, Ruislip at the corner
of the High Street and Eastcote Road in the London Borough of Hillingdon within the County of
Middlesex. St Martin's is part of the Diocese of London, Willesden Area, within the Church of

The day-to-day management of the affairs of the PCC is delegated to the Churchwardens, who can
be contacted through the parish office.

Structure, governance and management
The PCC is a corporate body established by the Church of England and operates under the
Parochial Church Council Powers Measure. Following a change to the legislation regarding
charities, the PCC was registered as a separate charity in November 2009.. The Parochial Church
Council of the Ecclesiastical Parish of St Martin of Tours, Ruislip, registered number 1132848.
The method of appointment of PCC members is governed by, and set out in, the Church
Representation Rules. Members of the PCC are either ex-officio or elected by the Annual Parochial
Church Meeting (APCM). The PCC also co-opts members as considered appropriate. All church
attendees are encouraged to register on the Electoral Roll and to stand for election to the PCC.
As far as possible, the PCC appoints suitable members of the congregation, who report back to the
PCC, to ensure compliance with legislative matters regarding health and safety, disability
discrimination and Safeguarding, which protects vulnerable adults as well as children, and
arranges for them to attend appropriate training courses as required.
The PCC operates through several committees which meet as required between full meetings of
Ihe PCC. The committees consist of PCC members with the power to co-opt parishioners for
specific projects and for longer periods as required. The current committees are..
Standing Committee
This is the only committee required by law. It has power to transact the business of the PCC
between its meetings, subject to any specific directions issued by the PCC.
Fabric Committee
Responsible for the maintenance of the fabric and building of the church and the curate's house.
Hall Management Team
Responsible for the management, maintenance and operation of the church hall.
Discipleship in Action Group
Responsible for overseeing developments in the church's mission and outreach work.
Social Committee
Responsible for organising and co-ordinating social events.
Finance and Stewardship Committee
Responsible for co-ordinating finance matters.
Risk management
The major risks to which the church might be susceptible are the subject of ongoing review. Our
fixed assets are all covered by adequate insurance and other risks are assessed and mitigated as
far as is practicable.
Objectives and activities
The primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according
lo the doctrines and practices of the Church of England. The PCC has the responsibility of
co-operating with the Vicar in promoting in the ecclesiastical parish the whole mission of the
Church.. pastoral, evangelistic, social and ecumenical. The PCC also has the responsibility for
maintaining the ancient church building, for maintaining and operating the hall adjacent to the
church and for the upkeep of the clergy house. In order to comply with social distancing
requirements, many PCC meetings in 2021 were held via video-conference.
For the latter part of the year, following Fr Simon Evans retirement at the end of July 2021, the
churchwardens have had responsibility of keeping the church functioning in as many aspects as
possible. Curate Fr Yaro Walker took on much of the pastoral work of the church as well as
conducting weddings and funerals. Initially he had the support of our other Curate Fr James White

but Fr James left us in September with a move to Yorkshire. Our churchwardens, the PCC and our
congregation are grateful for Fr Yaro's unstinting efforts in leading our worship, finding other
ministers to take services when he was unavailable and continuing the post pandemic recovery
within the church. At Christmas, when Fr Yaro himself became unwell at very short notice, our
thanks go to all those who rallied round and ensured that Masses were held as planned.
For St Martin's, the year was dominated by the on-going Coronavirus pandemic, by the reduction
over the year from three to just one ordained minister and particularly by the drive of the new PCC
elected at the 2021 APCM to pass a Resolution that would change the episcopal oversight of the
church from the Bishop of Willesden to the Bishop of Fulham.
Coronavirus impact
The Coronavirus pandemic continued to have an impact on all of our activities during 2021. Two
metre distancing and mandatory mask wearing at all services continued on from 2020. Many
people remained reluctant to attend the main Se￿iceS for fear of the spread of the virus. This did,
however, initiate a major success. Thanks to the skill and dedication of James Green, live
streaming of services was introduced. This enabled many of the more vulnerable in our
congregation to engage with worship during the darker days of the pandemic.
Clergy reduction
Our clergy continued to make a huge effort to meet the challenges posed by the pandemic. Every
day the church was open for up to 10 hours and a daily Mass continued to be provided. Morning
and Evening Prayer continued to be said every day. As soon as was possible, clergy members
were active at Bishop Winnington and Bishop Ramsey Schools. However, Fr Simon Evans retiring
in July and Fr James White leaving in September meant that Curate Fr Yaro had to bear the
burden of running the church in the latter part of the year with the support of the two
Churchwardens. Fr Yaro sought out clergy to replace him whenever he was away, during the week,
on Sundays or on Festival days. The Saturday evening service had to be cancelled once Fr Yaro
was on his own but the 08.00 Mass, the 09.15 Mass and the 11.15 Mass continued to be provided
on Sundays.
The Resolution
During the early months of 2021, at Father Simon's request, progress with implementation of the
Way Forward Report was gradual. However, following the Annual Parochial Church meeting on 27th
April 2021 and the election of 10 new members of the PCC, matters speeded up. The Way FoTward
Report was adopted by the PCC and a consultation document called Moving on Together was
issued by the PCC on 28" May 2021. An Open Forum attended by the Bishop of London and the
Archdeacon of Northolt took place in Church on Saturday 12" June and a series of four more Open
Forums was held in Church during the following week. These meetings had to be limited due to
Covid restrictions and places had to be reseNed.
It became clear at these meetings that there was a great deal of opposition to the idea of St
Martin's moving to the oversight of the Bishop of Fulham. However, the PCC was convinced that
moving to Fulham was vital to getting a new vicar, to replace Fr Simon Evans, who would ensure
the church retained its strong anglo-catholic tradition.
Opponents to the PCC voting to make a Resolution organised an informal poll of opinions of known
congregation members for and against a Resolution. Results showed that a significant majority of
parishioners were against the church making a Resolution and the details were shared with the
PCC and the Archdeacon of Northolt.
The PCC remained convinced that making a Resolution remained the right way forward for St
Martin's and, at a PCC meeting on 29 June 2021, a motion that sought to transfer oversight of St
Martin's Church Ruislip from the Bishop of Willesden to the Bishop of Fulham was carried by 17
votes to 10.
Sadly, that vote provoked a number of parishioners into seeking worship in other local churches
and stopping their planned giving contributions. Others sought to generate a petition asking the

Archdeacon of Northolt to convene an Extraordinary General Meeting to discuss a vote of no
confidence in the PCC. 150 Electoral Roll members signed the petition. The Archdeacon asked
that such an Extraordinary General Meeting should be put on hold until other initiatives to heal the
division within the Church had been exhausted.
In a Zoom meeting on 23° July with the Bishop of London, the Bishop of Fulham, the two
churchwardens and the two appointed PCC representatives, the Bishop of London recommended
Ihat mediators be sought to try to find a way or ways of overcoming the clear divisions within the
church. This took some time to organise but, by mid October, separate meetings: of the mediators
and those who had opposed the Resolution; and the mediators and those who supported the
Resolution.. were held. It had been hoped that a planned joint meeting on 31 October of the
mediators and representatives of those in favour of and those against the Resolution could start a
process of understanding and unity within the church. Unfortunately, after those two meetings, the
mediators announced that there was too little common ground for mediation to succeed at that time
and the mediation process was stopped before any joint meeting could be held.
Those who opposed the Resolution then raised a grievance with Sir William Fittall, the Resolution
Disputes Reviewer, in early November. They argued that the processes laid down for making a
Resolution had not been properly followed. Sir William responded that he had no powers to
intervene.
In the meantime, the PCC was very conscious that, from September 2021 onward, St Martin's
would have just one ordained priest, Fr Yaro Walker, and he was due to finish his Curacy at the end
of May 2022. There was considerable urgency to get a new incumbent. Following the
Section 11 process, the Bishop of Fulham and the Archdeacon of Northolt joined the PCC at the
meeting on 15, November to ensure that the laid down processes for recruiting a new vicar were
followed. Two lay representatives to take part in the interview process were also elected.
A subsequent PCC meeting on 23" November ensured that the necessary documentation,
particularly the Parish Profile was being prepared for the vacancy to be advertised.
2021 ended with the PCC preparing for and moving ahead with advertising the vacancy for a new
vicar at St Martin's. Disappointingly, the division between those who wanted and those who did not
want the change of episcopal oversight to the Bishop of Fulham, remained as firm as ever.
Soon after year end, at a PCC meeting on 27" January 2022, the Archdeacon of Northolt read out
a letter from the Patron of St Martin's Church, the Dean and Chapter of Windsor, stating that
advertising the vacancy and appointing a new vicar should be paused. The Patron advised that the
2022 APCM should be brought fO￿ard to March and, when the new PCC is appointed,
arrangements should be made to hold another vote on whether St Martin's should remain under
the oversight of the Bishop of Fulham or should revert to the oversight of the Bishop of Willesden.

Achievements
In spite of all the above problems, the church continued to meet the spiritual needs of the
congregation and provided outreach to those who needed support:
Excellent support continued for the Hillingdon Foodbank.
The appeal for clothing for the refugees being held in makeshift detention centres in
Heathrow hotels generated a huge amount that was very gratefully received.
The farewell open-air Mass and lunch for Father Simon was a great success, with a very
large contingent of clergy and congregation past and present
There was growing participation of young people in Children's Church and a big thank you
must go to Gina Glossop and Vicky Golby
OLJr Flower Arrangers, who continued to provide delightful displays every week in church
We had 17 catechumens in 2021

Our Director of Music James Kellas, ensured that organ music was provided at the 09.15
and 11.15 Sunday and Festival Services throughout the year.
A quiz night by Zoom was organised in May to support Christian Aid. Over £1,300 was
raised
The Parish continues to enjoy a strong and enduring relationship with BWI School. There is
a BWI School noticeboard at the back of the church and reports are received at PCC
meetings. When school assemblies were allowed, members of the clergy team regularly
took them at the school. Even when the church was down to one clergyman, Fr Yaro
continued to make school assemblies.
The PCC met for normal business during the year, mostly via Zoom. Whilst the Resolution
took up much of the time, other business included regular finance reports, reports from
Synod members and reviews of the activities of the committees and other organisations
closely associated with the parish.
Although many of the traditional hirers of our Church Hall continued to stay away during
2021, the Soul Dance group took up a lot more hire slots than they had had previously and
Hall income benefited as a result.
2021 was a challenging year for the bell ringers at St Martins. Karin Farnworth and Nikki
Evans both moved to pastures new leaving the team with just four active bell ringers.
However, we joined forces with some ringers at All Saints Harrow Weald. This enabled
weekly Zoom practice sessions using a computer program called Ringing Room. The team
thus learnt the methods of some more complicated method ringing. Things improved during
the year and a monthly practise session at St Martins started on the first Wednesday
afternoon of the month. The team now enjoys a practice with up to ten ringers. The ringers
were able to ring for weddings and the more major festival services.
Safeguarding
Judith Kaplan led the increased focus on safeguarding, strongly encouraged within the diocese. A
crucial part of her role as Safeguarding Officer is to ensure that all in a position of responsibility are
appropriately trained and a have a current DBS certificate. To help her and the diocese as a whole,
Ihe Diocese of London has this year invested in a new parish safeguarding dashboard which has
two primary functions. One, to make safeguarding simpler for parishes and two, to measure our
safeguarding excellence with data being automatically collected and reported to the archdeaconry
and diocesan levels.
Every member of the Church has a responsibility to ensure that our church community and wider
community see St Martin's as a safe space and to that end we must become a beacon of good
practice.
Disappointments
The annual children's Holiday Club had to be cancelled in 2021
The annual St Martin's Fair in November had to be cancelled.
Our lively programme of social events organised by the Social Committee, Friends of St
Martin's and Outlookers was a victim of the pandemic, the Resolution and the shortage of
clergy
Thursday lunches continued to be a casualty of the pandemic through 2021 (but has now
re-started)
Toddler group, Guides, Brownies, Rainbows continued to be victims of the pandemic
The pandemic meant we were unable to host visitors from the Myosotis Trust in Romania in
the summer.
Sadnesses
Anne Coburn, Ann Hughes and Brian Simpson, three much loved and respected members
of the St Martin's family, died during the year. Balfour Durnford, in past years a regular
attender at St Martin's, also died in 2021.

Special Mention
As described earlier Fr Yaro Walker worked tirelessly during the year. Firstly he supported Fr
Simon. After Fr Simon had left and then Fr James left, Fr Yaro was on his own. Although the
Saturday evening service had to be cancelled, all other services continued. He managed to
find clergy cover, froTn outside the parish and from retired clergy, to support mid week
Se￿ices. He was especially good at relating to and encouraging children. He deserves the
thanks of the whole congregation.
Our thanks and appreciation also go to Maureen Tinsey who, as Licensed Reader, assisted
Fr Yaro preaching and taking services. Her commitment, including cake sales to raise
money, was steadfast.
Following the death of Anne Coburn, Gill Dargue volunteered to take on the role of PCC
secretary as well as continuing with her role as Parish Administrator. Following the tense
and sometimes highly charged meetings that took place during the year, we are grateful for
the organisation, the preparation and the record keeping that Gill undertook.
The church has committed teams of lay people who, albeit in reduced numbers, assist at
Mass as choristers, servers, sides-people, readers and intercessors. In particular, Alan
Seymour has continued to manage the Sacristy and Serving teams and has supported Fr
Yaro during the year. Together, they make the church welcoming and organised and we are
grateful.
Our thanks also go to Fr Michael Bedford, who, although not well, continues to keep the
church and its parishioners in his prayers.
Electoral Roll
The total nuTnber of parishioners recorded on the Electoral Roll now stands at 543. This compares with
525 recorded last year. There were 27 new members, 4 members have sadly died and 5 members
have moved away.
Finance Report
2021 was a year "of Nio halves" where the first six months reflected a continuation of our financial
performance of the previous year and the second six months were impacted severely by a drop off
in regular contributions following the vote to move under the episcopal oversight of the Bishop of
Fulham.
Income
We entered 2021 in the midst of the pandemic though with robust regular contributions by standing
order and Parish Giving etc. although with limited income from hall letting and collections. However,
our relatively strong financial performance suffered significantly after the vote on the resolution with
donations and other giving falling by c.25 %. Year on year, income from donations and legacies fell
by more than £20,000. More positively, the relaJation of Covid restrictions led to increased hall
letting income later in the year.
Ex
enditure
Costs, excluding depreciation, remained in line with those incurred in 2020. Our "Parish Cost"
payable to the Diocese of London remained at its budgeted level of £85,200 for the year as had
been the case in the previous year. The maintaining of these payments against the backdrop of our
reduced income led to a reduction in St Martin's cash balances but made good on our commitment
given to the diocese during the 2021 budget round. However, our commitment to the diocese for
2022 has been trimmed temporarily, but significantly, to reflect the ongoing reduction in our income.

It is the policy of the PCC to retain sufficient cash reserves to cover fixed expenditure for at least
three months in the unlikely occurrence of a catastrophic event. Our current unrestricted net assets
meet this need. The remaining balance on the Restoration fund will be used to continue the high

level of regular maintenance of our ancient church as identified by the Quinquennial review and by
our architect bemeen reviews.

year ended 31" December 2021. which are set ouc on pages 11 to 18.

accordance with the requirements of the Charities Act 2011 ("the Act").
I report in respect of my examination of the Church's accounts carried out under
section 145 of the 2011 Act and in carrying out my examination I have followed all
the applicable Directions given by the Charity Commission under section 145(5)(b) of
the Act.

my attention in connection with the examination giving me cause to believe that in

l Accountin
Policies
a) Preparation of Financial Statements
The financial statements have been prepared in accordance with the Church Accounting
Regulations 2006 together with applicable accounting standards and the SORP 2015.
The financial statements have been prepared under the historical cost convention, except
for the valuation of investment assets which are shown at market value, and include all
transactions, assets and liabilities for which the PCC is responsible in law. They do not
include ihe accounts of church groups that owe their main affiliation lo another body, nor
those thal are informal gatherings of church members
bl Funds
ENDOWMENT FUNDS are funds of capital which musl be maintained.. only income
arising from the investmeni of the capital may be used for the purpose for which the
endowment was established. RESTRICTED FUNDS represent income from
endowments, donations and grants received for a specific objective and which must be
expended only for that purpose.
UNRESTRICTED FUNDS represent the funds of the PCC that are not subject to any
restrictions regarding their use and are available for application on ihe general purposes of
the PCC. These include funds designated for a particular purpose by the PCC.
cl Incoming resources
Planned giving, collections and donations are recognised when received. Income lax
recoverable is reeognised when the relevant incoming resource is received.
Granls and legacies to the PCC are recognised when known and receivable.
All income is accounied for on a gross basis in the period to which the income
relates. Income from the letting of the church hall is recognised on the date of the
letting.
dl Resources used
All expenditure is accounted for in the period to which it relates. Any current year
expenditure unpaid at 31 December is included in current liabilities in the balance sheet.
e) Fixed assets
Consecrated land and buildings and moveable church furnishings. Consecrated and benefice
property is not included in the accounts in accordance with s.10{2}la) of the Charities Act 2011.
Movable church furnishings held by the Vicar and Churchwardens on special trust for the
PCC and which require a faculty for disposal are accounted for as inalienable property
unless consecrated. All expenditure on these assels, whether maintenance or
improvement, is written off as incurred.
Depreciation
Individual assets costing less than £1,000 are written off on acquisition.
No depreciation is provided on the freehold property which is maintained to a high standard
and the long life and high residual value render depreciation unnecessary.
The cost of rebuilding the church hall is depreciated on a straight line basis over 25
years. Equipment and fuinishings are depreciated on a straight line basis over 5 years.
Investments
Investments are valued at market value al 31 December.
Q Stock
Stock is valued at the lower of cost and markel value.
