Page 2 DURHAM & DEERNESS VALLEY CIRCUIT OF THE METEIODIST CHURCH LEGAL AND ADMtNISTRATIVE tNFORMATION Status, Structure and Purpose The Goveming Instrument of the Circuit is contained in the Methodist Church Act 1976 (Schedule 2) and is detailed in volume 2 of the Constitutional Practice and Discipline of the Methodist Church (Part l Deed of Union and Part 2 Model Trusls). The Methodist Church 18 organized as a Connexion whi¢h is divided inio Dislricls which, in turn, are sub-divided into Cir¢uils. Each Circuit is made up of a group of Churches. The Durham and Deernes5 Valley Methodist Circuit comprises 5 churches (with 14 buildings and aboul 550 members), Il is responsible for payment of slipend.8 and associated costs to ministers and lay workers and also provision of manses to accommodale 3.5 ministers. The funding of the Circuit is provided by the Churches. Indeed the fir51 charge on the general fund of each church is the sum required io fund the Circuit. In a similar way the Circuit is levied for District and Methodist Church funds. The churches of a Circuit are charities in their own right. The Circuit is the primary unit in which local churches express and experience their interconnexion in the Body of Christ, for purposes of mission, mutual encouragement and help. It is in the Circuit that ministers, dea¢on8 and probationers are stationed and local preachers are trained and admitted and exercise their calling. The purposes of the Circuit include the effective deploymenl of the resources of mini%lry, which include people, prop¢ty and finance, as they relate lo Ihe Methodist churches in the Circuit, lo churches of other denominations and to participalion in the Itfe of the communitie8 served by the Circuit and in ecumenical work in the area including, where appropriate, the 5UPPOrt of ecumenical Housing Associations. Stnce every member in the Circuil is as such a member of the Methodist Missionary Society, the purposes of the Circuit include the promotion of understanding of the work of the Society 10 the end that every memb¢r may share in world mission. For the purpose of Ihis all ex-officio and appointed members of the Circuit Meeting are Trnstees. In preparing those ac¢ounts, the Trustee8 are required to: select suitable accouniing policies and apply them consistently make judgement5 and estimates that are reasonable and prudent follow applicable accounting standards, subject lo any material departures disclosed and explained tn the account4, and prepare the accounts on the going concern basis unless it is inappropriate to presume thai the Trust will continue its activities, The Trustees are required to act in accordance with the Trnst Deed of the charity. within the framework of the Trust Law. Rlsk revlew The major risks to which the charity is exposed arise from a reducing membership, increased running costs and heavier workloads falling on fewer and fewer shoulders. We are developing plans to reverse this trend and increase membership. District wide policy is that we work lo ensure every church is growing in ten years, time. Our Circuit may have a different shape with a different number of churches in a decade, but we will be working to mitigate the expressed risk and filting into the District vision. Reserves pollcy Reserves should not be allowed io fall below a fixed arnount whose value would be reviewed annually. This year the minimum reserve was ftxed at £125,000. If funds fall below this figure the shortfall shall be made good by the Churches of the Circuit. FlnanclAI Revieiv The results for the year show an increase in Unrestricted Funds of £3,417 (2023 - increase £5,098). in unrestricted funds). Three of the five ¢hur¢hes planned to be sold, have now been sold. Esh Winning, Bowburn and New Brancepeth - net proceeds were £455,206. We hope to sell the two remaining churches in 2025 The Circuit now has three (ex manse) properties which are being rented out. This year we have made a net profit on the 3 house5 of £22.2k Unrestricted ￿ndS closed the year on £223,631 Restricted funds have increased io 522,767. The Circuit has sufficient cash in its unrestricted ￿nd (£223,631) together with the expected Church assessments of £200,106) lo meet the next year's expenditure. We intend lo monitor the situation regularly asking churches working together in four separate groupings to develop business plans. In simplest forn] the groupings need to add up the assessments from each church in the group together and discuss how we might use our resources to achieve collecting thal total requirement.

Everyone connected with an individual Church should expect to feel that they are an important part of Ihe Circuit family, and can expect the support of thi4 family. Through our common faith in Christ we seek. in prayerful action, to share and spread the love of J¢sus throughout the local and wider community. SignlficAnt Developments during the Year The Circuit leadership ￿aM initiated a review of how we best manage our Circuit and align our ministers coming out of Covid 19 restrictions with the aim of improving the systemic difficulties of too many jobs falling on too few shoulder%. Four churche5 now work together managing different siies.. Durham Cily Methodists, Durham North Methodists, Durham Ciiy East Methodists and the Deeme8s Valley Methodists. We also have an aclive Local Ecumenical church in Newton Hall. There is reason lo celebrate the changes the churches have made, an increase in the number of people wor%hiping at any given service, creative deci%ion making that has enabled the new churches lo govern in a more 51reamlined way and hope about planting future ministries in the communities we serve. there are 8lill structural WO￿leS to our system that have existed 8ince we last reported. We still face many tired leaders have seen consoladation as a chance to sit down from service and though it is quite fine, the changes have not made it much ea%ier lo recuil the volume of leaders needed to run Church. We are still in a period of building relationships and in confidence both in our approach and in the capa¢ily of congregan15 to lead. It is very difficult lo manage change in churche5 and we are asking for a significant change in the Culture of how we approach both our internal needs and the outward work of service to our communities. Achievements durlng the YeY4r Since becoming one church on different qites. a great deal of good can be recorded. So too can f￿￿tratIons. Each group has taken ils own path forward. Ay a Circuil we developed a group of mission minded leaders lo help the churches develop a Mission Plan of ils own design. This group is our Open Doors team and they have reported that each new church is in the stage it is currently at. Some are close to articulating a mission plan, others are still dreaming dreams.. Once these plans are produced, how we finance the Mission will be detemined by solid busine8s plany.In one of our churches a small group has been e¥tablished to help construct the Mission Plan with the intention to cary on giving measuarable steps lo take lo meet this plan. We have sold.. Witton Gilbert, Esh Winning, New Brancepeth and Bowburn's buildings. Excepi for New Brancepeth. an It¢rnalive fornj of presence is happening on behalf of the Methodist church in each of these areas in rented premises or in one case, a pub. We still seek 10 8ell Langley Moor. The churches working a8 one church on different sites are now called the Deerness Vally Methodists and Durham North Methodists that are working both together on Sundays and supporting initiatives mid week in some of the communities. Sunday Worship rotates to the retained buildings and newly rented premises. Both have concentraled on Messy Church as their mission opportunity while maintaining community offerings like Coffee mornings and renting their space to variou8 groups. The Durham City East Meihodi8ts were fornierly Pitlinglon, Bowburn and Carville Methodist churches. As mentioned earlier, Bowburn 18 now out of it5 premises and the newly fornied church supports a Thursday service in a village hall there. The people of Pittingtoll hold a service on a Tuesday. Carrville is the main Sunday Hub. We addilionally boasl an exciting partnership with a Dance School in a redundant Church Building where the contract with the school retains two hours of work for the church in Sherburn Hill. The East church has made wonderful progress sharing the Gospel in schools through the Open The Book programme. Just a few weeks ago a new school reached out to the church io see if we could come to them. The City Centre Church has decided it can only manage one building going fonvard. Ii is seeking partnerships for managing the building that will become redundant after a decision is made. A feasability study is well underway which will propose how the two sites mtght become more vibrant for church and community purposes going fonvard. Tough decisions are soon to be made. The LEP, All Saints, Newton Hall is still offering a wonder￿1 community work to families and users, employing a families worker that has revolutionised how we track and maintain al￿ndeeS and Safeguarding Standards online. Their approach to Safer Recruitment is helping the entire Circuit to rethink the way we work.

They are holding meetings this we¢kend and in a month's time to atlempt to put a Mission Plan to paper and a lon of good work has happened through the Circuit Open Doors team lo make this viable. Church Without Wall8 colliinues. Church Without Walls has fonned on our deacon's driveway and this is extending into online services and prayer walks. This ministry is now happening through a Monday evening Online service, a Friday Walkout bible study and church walk and more things in the pipeline. People attend the online event from as far away as Lincoln. Other inilialives continue to produce fruit from the labour: Open The Book. the re-telling of Bible stories in schools eccumenical outreach. lakes place in Bearpark and continues to be fanlaslic Christmas Journey is well underway in two of our church groupings. Our E¢umenical Partnership in All Saints, Newton Hall, is working well with its leadership and connecting to its local ommunity. Il was the chosen venue for the President's service during a January visit to our Circuit. Several schools vi51t our churches for Harvest, Christmas and Easter services. It is hoped these links will be renewed this year. The local foodbank hosted al our DCM Elvet Site has been a lifeline to many still suffering the effects of Ihe economic pressures of high intlation in most sectors. Poverty is a real problem all over England but is more accute in the North East than in most other regions. Our churches gerve their local communities ihrough coffee mornings, craft groups, activities for older members of society and regular viqits lo neighbouring care homes. Work continues lo grow amongst local Care and Nursing Homes with monthly midweek services held at Lindisfarne, Newton Hall, Melbury Court, Durham, Orchard House, Brandon and Springfield, West Rainton. These services are greatly appreciated by the residents. Covid restrictions has limited what is possible here but visitation has resumed if not forn]al services.. We have established a Circuil policy lo declare a Climate Emergency and churches are responding lo change its practices lo reduce our carbon footprint and lo increase work.s like r¢¢y¢ling droipoff point8 for difficult to recycle items like pill blister packs. Our eco awareness is increasing and our commiiment lo make a difference is being supported by real action. The Circuit is the first in the area lo achive a Circuit Award for this tnitiative. Many church buildings are used on a regular basis for community activities, by outside agencies e.g. probation services , support for refugees and self-help groups. Covid restrictions have eased but our ability to manage multiple bookings is not at previous levels.. Ministerial and lay members of the Circuit have continued to under-go the revised Safeguarding training.

This will help us to come in line with Connexional direction setting lo trim the number of truste¢ bodies we offer. We are taking it slow in makingy final decisions about the besl way to function to suit the needs in each particular coniext. Events relatlng to these changes Our Circuit Meeting appointed a Mission Team called the Open Doors Team commissioned to help each group to detern]ine a Mission Plan. Thi.8 work is supported by agreement by the District Mission Enabler. Once Mission Plan8 are fornied, hopes and dreams recorded. Business Plans to make the mission a reality will shortly follow. Llkely developments In the coming year Three of our church buildings are 8old. Some money from these sales will be ringfenced for mission opportunities in the areas where the buildings were sacrificed. We are looking to develop a Pioneeringlchurch Planting internship and a proof of concept is in the works 8UPPOrted by the District with a proposed project in Sherburn Hill. Contributions of volunteers All ihe work in the Circuit, apart from that of appoinled ministers and lay workers. is on a volunthry basis, and includes that of Circuit aThd church officers, Commissioned Lay Persons. Local Preachers and Worship Leaders, members and secretaries of all the Circuit committee5, and those assisting in the running of children's and young people's work. Relv4tlon$hlp with related partles and other charltles There are appointed Circuit secretaries and treasurers for Connexional funds, Methodist Homes and Action for Children. Ecumenical links in youth work are developing in some areas of the Circuit, and several ¢hur¢he% ran holiday clubs. Authori%ed minister Status has been granted by Conference lo the three clergy of the Durham North Area Team of the Anglican Church. The Chinese Church based at Elvet church has become well established. Many churches are involved in Churches Together, Area Action Partnerships and organising events in the local communities. Conelusion The mission of th¢ Circuit continues through the leadership of our dedicated ministers and lay appointees. The work of volunteers will continue lo become increasingly important as we seek to enhance our varied outreach and service to the local communities of our Circuit. Trustee Trustee

RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER The Circuits Trustee% are responsible for the preparation of the accounts. The Circuits Tru8tees consider thal an audit is noi required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. It is my responsibility to: examine the ac¢ounts under section 145 of the 2011 Act; to follow the procedure5 laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 201 l Act. and to state whether particular matters have come to my attention. BASIS OF INDEPENDENT EXAMIIYER'S REPORT My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination include8 a review of the accounting records kept by the business and a comparison of the accounts presented with those records.
