## **Our aims and purposes** 

St Mary's Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend David Beal, in promoting the whole mission of the Church, pastoral, evangelistic, social, and ecumenical. The PCC is also responsible for maintenance of the Church Centre complex of St Mary's Billingshurst. 

## **Objectives and Activities** 

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Mary's. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services involve the many groups that live within our parish. Our services and worship, put faith into practice through prayer and scripture, music, and sacrament. 

When planning our activities for the year, the incumbent and the PCC have considered the Commission's guidance on public benefit and the specific guidance on charities for the advancement of religion. We try enable ordinary people to live their faith as part of our parish community through. 

- Worship and prayer, learning about the Gospel and developing their knowledge and trust in Jesus 

- Provision of pastoral care for people living in the parish 

- Missionary and outreach work 

- Youth and Children's work: Under the leadership and guidance of Beth Little appointed as our part-time Children and Family worker, April of this year, has continued to flourish and grow during 2022. 

To facilitate this work, it is important that we maintain the fabric of the Church of St Mary's and the Church Centre Complex. 

## **Achievements and Performance** 

## _Worship and Prayer_ 

The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. 

During the year, our worship provision has been developed and expanded as we continue to recover from the lockdowns and other restrictions associated with the Covid-19 pandemic. 

Throughout 2022 our Sunday morning provision was as follows: 9:30am All Age Worship 11:00am Parish Communion 

On the first Sunday of the month there was one joint service at 10:00am 

Over the year, attendance at these services consolidated and grew slightly. Attendance at the 11:00am Parish Communion is now very similar to attendance at the 9:30am Parish Communion prior to the pandemic. 

The 9:30am service has grown over the year, and this has been helped by the introduction of Sunday School on the second and fourth Sunday of the month, led by Beth Little, our Family and Children’s Worker. We look forward to increasing the frequency of Sunday School as the team of leaders grows. 

We continued to hold informal evening services at 7:30pm once or twice a month throughout the year. 

Towards the end of the year, our church choir was restarted under the leadership of Susie Duffy

During 2022 we resumed Morning Prayer at 9:00am Tuesday – Friday. Toddler Church was restarted on Wednesday mornings at 9:30am, again led by Beth Little. 

In addition to the regular services that we run, it was encouraging to see people returning to special events like Remembrance Sunday, and the Christmas services. In 2022, these began to approach pre-pandemic levels of attendance. 

During the year we ran special prayer vigils for two very different occasions: the start of the Ukraine war in the spring, and the death of Queen Elizabeth II in September. These were well attended, and those who came included people from the community who do not normally attend St. Mary’s. 

## _Deanery Synod_ 

Two members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and wider structures of the church. 

## _The Church Centre Complex_ 

We want our church to be open to our community for private prayer. Unfortunately, due to areas of the church valuable artifacts not kept in a secure place we have felt unable to leave the church always open for private worship. We are however pleased that a rota of parishioners has enabled us to open the church on two days each week. 

We are in the process of planning the transformation of the church, and once we can do so we will review the expansion of opening the church for private prayer. 

## _Mission, Evangelism and Outreach_ 

During the year, a numb er of activities that had been curtailed during the pandemic were able to restart: these included coffee mornings, lunch clubs, Lent lunches, to name just a few. 

In addition to worship based activities, Beth Little has run a series of events on weekdays for families to come to, and thee have been much appreciated by those who attended. 

Baby Zone has continued to provide a much-needed service for parents with babies. 

With the easing of restrictions in schools, we have been able to go back into the Primary School to deliver weekly assemblies alongside our colleagues in the other churches in the community. It was a particular delight to have the school visit St. Mary’s for their Christmas services in December. 

We have continued to work closely with our partner churches in Billingshurst in a variety of ways: assisting the foodbank, running Street Pastors, and towards the end of the year, restarting Messy Church. 

During 2022 efforts were redoubled to formalise “Churches Together in Billingshurst” a joint venture with the other church families in Billingshurst to oversee our ecumenical activities, we have 2 trustees representing St Mary’s. At the time of writing (February 2023) The Charity Commission has approved “Churches Together Billingshurst” as an approved charity. 

## **Financial Review** 

Total receipts on unrestricted funds were £105,261 of which £73,205 was unrestricted voluntary donations and a further £16,164 was from Gift Aid. Restricted income of £8,449 was also received and are detailed in the Financial Statement.

The planned giving through the PGS (Parish Giving Scheme) - £42,012 increased by 6%. The planned giving through envelopes and standing order’s - £29,546 increased slightly during 2022. 

Total Income, including tax recovered was reduced by 5%. 

£117,181 was spent from unrestricted funds to provide the Christian ministry from St Mary's Church, including the contribution of £76,964 to the diocesan parish share, to fund clergy stipends, National Insurance and pension, clergy housing, training for clergy, ordinands and lay people, support services for parishes such as safeguarding services, buildings advice and much more. 

The sum that the churches in the deanery must find is shared between the churches according to a formula that is based mainly on a head count of the congregations. St Mary’s does provide 100% of our parish share. 

The net result for the year was an excess of payments over income of £11,920 on unrestricted funds prior to any transfers. Adding bank balances brought forward at the beginning of the year, and transfers between funds the total unrestricted funds carried forward on 31[st] December 2022 is £313,195 

## _Restricted Funds_ 

The net result for the year was an excess of payments over receipts of £2,991. Total restricted funds carried forward on 31[st] December 2022 is £66,535 

## **Reserves Policy** 

It is the PCC policy to maintain a balance on the general unrestricted funds (excluding property) which equates to approximately six months' worth of unrestricted payments as contingency against unforeseen situations. 

This has not been achieved in 2022 as although we maintained a good control on expenditure our income remained at the same level as previous year and did not increase to the level expected. This was due mainly to the cost-of-living increase reducing disposable income available to our parishioners. Income from St Mary’s Room lettings, improved during 2022 and the trustees expect to rectify this situation during 2022 with a series of planned stewardship campaigns, fund-raising events and the continued increase of income from St Mary’s Room lettings over previous years. 

It is PCC policy to invest fund balances with the CBF Church of England deposit fund 

## **Impact of the Covid-19 pandemic** 

Whilst this report details the accounts for 2022, we need to acknowledge the impact of the COVID pandemic over the past few years, and the slow return to more normal times. 

The good news is that our planned giving through the Parish Giving Scheme continues to increase and giving via standing orders and envelopes / cash collections are holding up well. We have recently installed a contactless Card system and the initial review of its use has been positive. 

We have assured the diocese that we intend to honour our commitment to pay 101% of our full parish share for 2023. 

As we move forward into 2023 we can confidently put the years of the COVID pandemic behind us and continue to build our church community, and it is the Trustees intention to run a stewardship campaign and promote the facilities we have to offer within our Church and St Mary's Room, with expectation of increasing our income. 

## **Volunteers** 

We would like to thank all the volunteers who work so hard to make our church the lively and vibrant

community it is. We want to mention our Church Wardens Sylvia Tilley and Stuart Wallace who have worked tirelessly on our behalf and all the other members of the PCC for their valuable contribution to our ministry and for keeping the church running. 

## **Structure, Governance and Management** 

The method of appointment of PCC members is set out in the Church Representation Rules. At St Mary's the membership of the PCC consists of the incumbent (our vicar), church wardens and members of the congregation who are on the electoral roll of the church. All those who attend our services who are members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importanceto the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workshops of the PCC, 

The full PCC met eight times during the year with an average attendance of 82%. Given its wide responsibilities the PCC has several committees each supporting a particular aspect of parish life. 

These committees which include worship, mission and outreach, fabric (transformation) and finance, are all responsible to the PCC and report back to it regularly with minutes of their decisions being received by the full PCC. 

## **Safeguarding** 

Safeguarding is now a standing item on the PCC agendas and no safeguarding issues or incidents occurred during 2022.

## **Independent examiner's report to the Trustees of The Parochial Church Council of the Ecclesiastical Parish of St Mary's ('the charity')** 

We report to the charity Trustees on our examination of the accounts of the charity for the year ended 31 December 2022. 

## **Responsibilities and basis of report** 

As the Trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act'). 

We report in respect of our examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out our examination we have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner's statement** 

We have completed our examination. We confirm that no matters have come to our attention in connection with the examination giving us cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination. 

We have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached. 

This report is made solely to the charity's Trustees, as a body, in accordance with Part 4 of the Charities (Accounts and Reports) Regulations 2008. Our work has been undertaken so that we might state to the charity's Trustees those matters we are required to state to them in an independent examiner's report and for no other purpose. ## **1. Accounting policies** 

## **1.1 Basis of preparation of financial statements** 

The financial statements have been prepared in accordance with the Charities SORP (FRS 102) - Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011. 

The Parochial Church Council of the Ecclesiastical Parish of St Mary's meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy. 

## **1.2 Income** 

All income is recognised once the charity has entitlement to the income, it is probable that the income will be received and the amount of income receivable can be measured reliably. 

Income tax recoverable in relation to investment income is recognised at the time the investment income is receivable. 

## **1.3 Expenditure** 

Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a third party, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is classified by activity. The costs of each activity are made up of the total of direct costs and shared costs, including support costs involved in undertaking each activity. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs which contribute to more than one activity and support costs which are not attributable to a single activity are apportioned between those activities on a basis consistent with the use of resources. Central staff costs are allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset’s use. 

Expenditure on charitable activities is incurred on directly undertaking the activities which further the charity's objectives, as well as any associated support costs. 

All expenditure is inclusive of irrecoverable VAT. 

## **1.4 Tangible fixed assets and depreciation** 

Tangible fixed assets are capitalised and recognised when future economic benefits are probable and the cost or value of the asset can be measured reliably. 

Tangible fixed assets are initially recognised at cost. After recognition, under the cost model, tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. All costs incurred to bring a tangible fixed asset into its intended working condition should be included in the measurement of cost. 

Depreciation is charged so as to allocate the cost of tangible fixed assets less their residual value over their estimated useful lives, using the straight-line method. 

Depreciation is provided on the following bases: 

- Freehold property 50 years straight line - Office equipment 5 years straight line

## **1.5 Investments** 

Fixed asset investments are a form of financial instrument and are initially recognised at their transaction cost and subsequently measured at fair value at the balance sheet date, unless the value cannot be measured reliably in which case it is measured at cost less impairment. Investment gains and losses, whether realised or unrealised, are combined and presented as ‘Gains/(Losses) on investments’ in the statement of financial activities. 

## **1.6 Debtors** 

Trade and other debtors are recognised at the settlement amount after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due. 

## **1.7 Cash at bank and in hand** 

Cash at bank and in hand includes cash and short-term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 

## **1.8 Liabilities and provisions** 

Liabilities are recognised when there is an obligation at the balance sheet date as a result of a past event, it is probable that a transfer of economic benefit will be required in settlement, and the amount of the settlement can be estimated reliably. 

Liabilities are recognised at the amount that the charity anticipates it will pay to settle the debt or the amount it has received as advanced payments for the goods or services it must provide. 

Provisions are measured at the best estimate of the amounts required to settle the obligation. Where the effect of the time value of money is material, the provision is based on the present value of those amounts, discounted at the pre-tax discount rate that reflects the risks specific to the liability. The unwinding of the discount is recognised in the statement of financial activities as a finance cost. 

## **1.9 Financial instruments** 

The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value with the exception of bank loans which are subsequently measured at amortised cost using the effective interest method.

## **1.10 Pensions** 

The charity participates in the Pension Builder Scheme section of CWPF for lay staff. CWPF is administered by the Church of England Pensions Board, which holds the CWPF assets separately from those of the Employer and other participating employers. 

CWPF has two sections: 

1. the Defined Benefits Scheme 

2. the Pension Builder Scheme, which has two subsections; 

- a. a deferred annuity section known as Pension Builder Classic, and, b. a cash balance section known as Pension Builder 2014. 

## **Pension Builder Scheme** 

Both sections of the Pension Builder Scheme are classed as defined benefit schemes. 

_**Pension Builder Classic**_ provides a pension, accumulated from contributions paid and converted into a deferred annuity during employment based on terms set and reviewed by the Church of England Pensions Board from time to time. Discretionary increases may also be added, depending on investment returns and other factors. 

_**Pension Builder 2014**_ is a cash balance scheme that provides a lump sum which members use to provide benefits at retirement. Pension contributions are recorded in an account for each member. Discretionary bonuses may be added before retirement, depending on investment returns and other factors. The account, plus any bonuses declared is payable, unreduced, from age 65. 

There is no sub-division of assets between employers in each section of the Pension Builder Scheme. 

The scheme is considered to be a multi-employer scheme as described in Section 28 of FRS 102. This is because it is not possible to attribute the Pension Builder Scheme’s assets and liabilities to specific employers and means that contributions are accounted for as if the Scheme were a defined contribution scheme.  The pensions costs charged to the SoFA in the year are the contributions payable (2022: £164, 2021: £nil). 

A valuation of the Pension Builder Scheme is carried out once every three years. The most recent valuation was carried out as at 31 December 2019. The next valuation is due as at 31 December 2022. 

For the Pension Builder Classic section, the valuation revealed a deficit of £4.8m on the ongoing assumptions used. At the most recent annual review, the Board chose to grant a discretionary bonus of 10.1% following improvements in the funding position over 2022. There is no requirement for deficit payments at the current time. 

For the Pension Builder 2014 section, the valuation revealed a surplus of £5.5m on the ongoing assumptions used. There is no requirement for deficit payments at the current time. 

The legal structure of the scheme is such that if another employer fails, the charity could become responsible for paying a share of the failed employer’s pension liabilities.

## **1.11 Fund accounting** 

General funds are unrestricted funds which are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity and which have not been designated for other purposes. 

Designated funds comprise unrestricted funds that have been set aside by the Trustees for particular purposes. The aim and use of each designated fund is set out in the notes to the financial statements. 

Endowment funds are funds which are held on a permanent basis by the charity. 

Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The costs of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements. 

Investment income, gains and losses are allocated to the appropriate fund. 

## **2. Income from donations and legacies**

## **Restricted Fund detail** 

Choir For the use of the choir for replacement vestments, consumable items and other such purchases. Churchyard Used to maintain the churchyard and fund any work required. Vicarage decoration For the general upkeep and decoration of the vicarage. Flower For the purpose of flowers for use in services. Organ For the maintenance and upkeep of the organ. Social committee For the use of the social committee in organising social events etc. Church reordering For the use in church reordering and transformation including essential repair work. St Mary's endowments These funds are held by the Diocese Youth and Children Donations have been received to aid youth groups within the church and also a 'youth' worker, who will have a broader area of responsibility than just youth. Children and families 

## **Designated fund details** 

These are funds allocated out of the unrestricted fund for specific future purposes or projects. *The use of the Social Club sale fund is limited by the following covenants allowing the proceeds to be used only in respect of: Billingshurst Institute A site for church or chapel (must be Church of England) Carrying out divine services A house for clergy A house for clerical etc. meetings A garden for use by any of the above Any other use that has a spiritual dimension etc connected with the Church of England
