REPORTS OF THE PAROCHIAL CHURCH COUNCIL for the year ended 31 December 2023.
ADMINISTRATIVE INFORMATION
St Barnabas Church Woodford Green is a parish church of the Church of England and is situated in Snakes Lane East, Woodford Green, Essex. The parish itself is within the Deanery of Redbridge and the Diocese of Chelmsford. The parish is affiliated with Forward in Faith and is a member of the Society of Saint Wilfrid and Saint Hilda.
The correspondence address is St Barnabas Vicarage, 127 Snakes Lane East, Woodford Green, Essex IG8 7HX.
The Parochial Church Council (PCC) is, with effect from 17 November 2009, a registered charity in its own right. Prior to that date, it was designated as an ‘Excepted Charity’ under the rules of the Charity Commission. The PCC members who are in office at the date of the approval of this report are:

STRUCTURE, GOVERNANCE AND MANAGEMENT
The method of appointment of PCC members is set out in the Church Representation Rules. All church attendees are encouraged to enrol on the Roll and stand for election to the PCC. The business of the parish church is dealt with by the Parochial Church Council (PCC), or the Standing Committee on their behalf, and the day-to-day business is addressed by the Vicar, Churchwardens and Treasurers.
OBJECTIVES AND ACTIVITIES
St. Barnabas Woodford Green Parochial Church Council has the responsibility of cooperating with the Incumbent, in promoting the whole mission of the Church in respect of its pastoral, evangelistic, social, and ecumenical needs within the ecclesiastical parish. It also has maintenance responsibilities for the Church building, the Parish Community Hall, the Scout Hut, and the Church House.

STATEMENT OF PUBLIC INTEREST
The church and its premises are at the heart of the community and serves as a witness of God’s love, and a beacon of hope, stability, and cohesion in an ever-changing society.
Public prayers and worship are held in the church daily and are open to all. The Associated Board of Royal School of Music use the church regularly for music exams. The church is also open to schools for their Religious Education. The uniformed organisations use the Scout Hut for the weekly scouting activities. The Parish Community Hall is used throughout the week by several groups from the community. The church and the halls are also available for appropriate functions such as concerts, recitals, seminars, and training conferences.
The work of the Parish church includes visiting the sick and the bereaved, helping the needy in the parish, teaching and preaching the Gospel and the teachings of Christ through sermons, courses, small care groups, outreach to senior citizens, parents and toddlers, young people, other special needs groups, and supporting other charities in the UK and overseas.
ACHIEVEMENT AND PERFORMANCE
During 2023 the PCC met four times, and the Standing Committee once. The Annual General Meeting was held on Sunday, 21 May 2023 in the Parish Hall.
Revision of Electoral Roll
The Electoral Roll as of 31 December 2023 stands at 113 parishioners of whom 48 are resident within the parish and 65 are resident outside the parish.
Church Attendance and Occasional Services During 2023
Daily Prayers and Masses were held in the Church and were broadcasted live on www.facebook.com/stbarnabaswg for the benefit of parishioners who could not attend church. The average weekly Church attendance was 4 for the daily Mass and 45 for the Sunday Masses. Attendance at the principal Easter Vigil and Easter Day was 64; Christmas Midnight Mass and Christmas Day services was 58. For the Occasional Services: 1 adult was baptised, 4 youth and 5 adults were confirmed, and 4 funeral services were conducted in the church.
Reserves Policy
It is PCC Policy to maintain a balance on unrestricted funds of £5,000.00, to ensure that sufficient funds are available to meet both known and any unexpected situations. It is our policy where practical to invest our fund balances with the CBF Church of England Deposit Fund except for the Investment assets as described in the accounts.
The independently examined accounts were approved by the PCC and signed by the Incumbent on Sunday, 21 April 2024.

FINANCE REPORT
St Barnabas Woodford Financial Team presents this annual report for the year ended 31[st] December 2023 under the Charities Act 2011, together with the audited accounts for the year, and confirm that the latter comply with the requirements of the Act, the Charity’s governing document Charities Act 2011 and Charities Statement of Recommended Practice (Financial Reporting Standard 102).
St Barnabas Woodford Church, being categorised as a charity, has been entitled to receive a 25% “top-up payment” from the HMRC for all offerings and donations parishioners and visitors endow the church. For example, the top-up payment for small donations totalling £1,000.00 would be £250.00. In this example, HMRC would give us an additional £250.00 for every £1,000.00 the church receives from parishioners.
Under the Gift Aid Small Donations Scheme, HMRC gave our church a total of £2, 441.48 for the year ended 31[st] December 2023. In addition, for tax recovered on Gift Aid, we received a further £2, 344.15 for the year ended 31[st] December 2023.
With regards our Parish Share, we were able to pay 100% of it for the year ended 31[st] December 2023. The total amount that we were supposed to pay was £50,400.00. However, we elected to pay by Direct Debit and for that our Parish Share was given a reduction of 1% and so it became £49, 896.00. This amount we were able to pay in full.

PCC CHAIRMAN’S REPORT
Our parish church is affiliated to The Society of Saint Wilfrid and Saint Hilda (Society), and is registered as a Forward in Faith (FiF) parish. Stuart Chillingworth and I represent our parish in the FiF National Assembly. Fr Reg Bushau SSC and I are priests of the Societas Sanctae Crucis (SSC) and we regularly attend SSC Chapter meetings and the Regional Assembly.
As traditional Catholic Anglicans, we are committed to the Catholic faith as the Church of England received it, and to proclaiming it afresh in this generation. We uphold the Catholic doctrine of the Seven Sacraments, and the threefold ministry of bishops, priests, and deacons in historic succession, which the Church of England shares with the Church throughout the world and across the ages. We long for the visible unity of Christ’s Church, and especially for communion between the Church of England and the rest of the Western Church.
For these reasons, we are unable in conscience to accept the ordination of women priests and women bishops. We have our own bishop, the Rt Revd Norman Banks SSC, Bishop of Richborough. He announced at the AGM of Forward in Faith-Chelmsford his retirement on Easter 2024 after serving his episcopal area for 13 years.
As a Catholic Anglican parish church served by SSC priests, we celebrate Mass daily in obedience to our Lord’s command of proclaiming his death and resurrection until he comes again. Our parish church is open daily not just for the Mass, but for the daily prayers: Morning Prayer, Rosary, and Evening Prayer.
In answer to our prayers, God has added to our number those whom He called. In 2023 we baptised 1 adult, confirmed 4 youths and 5 adults, and conducted 4 funerals in the church. We thank God that those who were confirmed are participating actively in the church.
Fr Reg and I continued through our mobile phone to broadcast our Church services daily on www.facebook.com/stbarnabaswg which are viewed and appreciated by those who could not come to church. We took turn in visiting parishioners who are housebound, and administered to them the Holy Communion and Holy Anointing of the sick.
For three years now, we have provided pastoral care to St. Alban’s Ilford through the celebration of the Sunday Mass and occasional services. I shared this ministry with Fr Reg who covered one Sunday a month, including Christmas and Easter services.
We continued the work of our Mercy Ministry food bank which is replenished at our Harvest Thanksgiving, and we gave food parcels to needy individuals in our parish. A couple started collecting food for us from big shops. We also give emergency money from the grant of the Woodford Charities in order to help the needy with emergency gas, electricity, and travel.
