**Expenditure totals**|| |||| 01 March 2026 Page 2 ## Report to the Annual Parochial Church Meeting 2026 ## www.allsaintsanchorsholme.com ## A charity registered with the Charity Commission, number 1132756 The APCM on is on Wednesday the 22[nd] April 2026, 7:00pm 1 ## **VICAR’S REPORT (Revd Anthony Barnshaw)** ## **COLOSSIANS 3:16** _“Let the message of Christ dwell among you richly, as you teach and admonish one another with all wisdom through psalms, hymns, and songs from the Spirit, singing to God with gratitude in your hearts.”_ _**– Colossians 3:16**_ As you read the reports contained in this APCM booklet, I pray that it will clearly obvious that in this last year we at All Saints have not only ‘let’ but longed for, prayed for and sought the message of Christ to dwell in us richly. We have, as we should have been, taught, encouraged one another, built each other in faith, met together in church, in hope groups, in studies, in times of prayer and in social times to get to know one another better. We have sung songs of vibrant worship and reflective songs that have stilled us as we contemplated the awesome God who died to redeem us; both leading to singing with gratitude in our hearts. We have seen new people join and, of course, we heartily rejoice in that and pray for more. We have sought to reach out with the message of good news to our community; in furtherance of that we have almost completed Leading your church into growth (more to come on that soon) and have undergone two nights of training in sharing our faith and door knocking, with plans to do just that. So, as you read this report please be encouraged. We are running the race that is set before us, we are looking to Jesus, we are serving our community, and we are proclaiming the good news of Jesus. We have _“Let the message of Christ dwell among you richly, as you teach and admonish one another with all wisdom through psalms, hymns, and songs from the Spirit, singing to God with gratitude in your hearts._ May the Lord continue to bless All Saints and our ministry as His people. ## **SAFEGUARDING REPORT (Amanda Wooldridge)** ## **Safeguarding Report for the APCM** ## **Introduction** Safeguarding remains a central part of our parish’s mission and ministry. Our commitment is to ensure that our church is a safe, welcoming, and nurturing place for all—especially children, young people, and adults who may be vulnerable. This report outlines the safeguarding activity, progress, and priorities over the past year. ## **1. Safeguarding Governance** - The PCC has continued to fulfil its safeguarding responsibilities in line with Church of England policy. - The PCC reviewed and formally adopted the **Parish Safeguarding Policy** at its meeting in May 2025. - Safeguarding has been a standing item on every PCC agenda. - The Parish Safeguarding Officer (PSO) has provided regular updates and advice to the PCC. ## **2. Policies and Procedures** 2 - The **Parish Safeguarding Handbook** is currently under review by the Church of England and our Parish Safeguarding Officer has been a key part of the working party reviewing this document. - All required policies including Safer Recruitment, Responding to Concerns, and Domestic Abuse have been shared with PCC. - The Safeguarding Noticeboard has been kept up to date with key contacts and information and key documents have been translated into the Farsi language. ## **3. Training and Awareness** - All those in roles requiring safeguarding training have been encouraged to complete the appropriate Church of England modules. - As of March 2026: - **Basic Awareness (C0)** : _67 have c_ ompleted - **Foundation (C1)** : _67 have_ completed - **Leadership (C2/C3)** : _5 people have_ completed - Additional awareness sessions regarding Domestic Awareness are to be offered within the next six months. - Parish Safeguarding Officer has attended training linked to Safety from Terrorist Attacks in Places of Worship. ## **4. Safer Recruitment** - All new volunteers working with children or vulnerable adults have been recruited in line with **Safer Recruitment** guidance. ## **5. Reporting and Casework** - The parish has responded appropriately to any safeguarding concerns raised during the year. - Number of formal concerns reported: _0_ - No safeguarding allegations were made against clergy or church officers this year. ## **6. Progress and Improvements This Year** - Increased visibility of safeguarding information within the church building and online. - Greater engagement with diocesan training resources and Safeguarding newsletter. - Significant number of people within the congregation are now trained according to Blackburn Diocese standards. - Parish Safeguarding Officer has supported the Diocese in delivering training online and at face-to-face training. - Safeguarding Sunday was celebrated in November 2025. ## **7. Priorities for the Coming Year** - Ensure all outstanding training is completed and kept up to date. - Review and refresh risk assessments across all ministries. - Continue strengthening our culture of safeguarding awareness throughout the parish. - Conduct a mid-year safeguarding audit to track progress. ## **Conclusion** 3 Safeguarding is everyone’s responsibility. I would like to thank all clergy, volunteers, PCC members, and congregation members who have contributed to making our parish a safe and caring community. **Submitted by:** Amanda Wooldridge Parish Safeguarding Officer March 2026 ## **BLACKPOOL DEANERY REPORT (Revd Anthony Barnshaw)** The Blackpool deanery have met on a regular basis to discuss issues affecting the proclamation of the gospel and the life of the churches in Blackpool. From here concerns can and are passed to the diocesan synod. Issues discussed this year have been finance to underpin the desire of the deanery to reach out and grow, the new roles that the diocese have introduced with money granted by central church funds and the ways to engage in outreach across the deanery. How we can work more closely together, being honest about strengths, weaknesses, and challenges that each church in the deanery face and the possibility of sharing a youth worker across the deanery. Issues raised by the national church have also been discussed as they will have an impact on the deanery and the life and witness of the churches within it. There is a good relationship across the churches and amongst the clergy which is something to celebrate. ## **COMMUNITY ENGAGEMENT (Shirley Wardle)** > **10** Each of you should use whatever gift you have received to serve others, as faithful stewards of God’s grace in its various forms. **[11 ]** If anyone speaks, they should do so as one who speaks the very words of God. If anyone serves, they should do so with the strength God provides, so that in all things God may be praised through Jesus Christ. To him be the glory and the power for ever and ever. Amen. 1 Peter 4:10-11 Firstly, a sincere ‘Thank You’ to all those who have used their gifts and time to serve in our Church and community in whatever way, big or small. You have been such a blessing! Secondly, to those who have specifically supported the groups and events I have led – much appreciation to you – your faithful support and encouragement has made such a huge contribution to our community engagement efforts – and I’m grateful to you! This past year has been a reminder of when working together, God gives power to our witness and strength to serve our community. **Olive Branch Café** is functioning well, in that it’s a space for both our church members and local community to come and socialise. Kath has baked every week to provide sweet treats alongside the brews and toast; and we have a great team who run Olive Branch, but this has reduced in number over the last year. We would love to have more people come on the rota - especially to welcome others and chat - this is an essential part of Olive Branch ministry. We want it to remain a space where people can have conversations not just about the day to day things, but about those deeper things of struggle, of questioning, and of faith. Last month, we had numbers from as few as 14 to as many as 28 and that’s before the amazing working party members sit with us! 4 **Connect More** games group remains popular with those of retirement age. We have a few younger people join us on occasion too. The numbers remain generally in the 20’s as we have had a few new people join, as others have stopped coming due to health issues. Two new ladies have found this group to be a great support as they have both recently been bereaved and struggled to get out of the house which led to them feeling isolated. Our attendees continue to appreciate the delicious home baking and company provided. **Spring Fling** was such a success last year that we are doing it again this year! Community members have been asking when it’s on, so pray they do attend and feel part of it. There were so many things to do – crafts, games, chatting, jigsaws, table sports as well as chairobics to build up an appetite for the nice lunch. All this made for a relaxing time together, and the talks / thoughts each day were well received and did generate some discussion over coffee and craft. We are praying with confidence that this year’s event will be just as good – and God will use our efforts to bring people closer to Himself. **Messy Church** continues to thrive with 50-60 usually attending and a core group of amazing volunteers who cook, craft and chat so cheerfully. There are many of our families who have shown spiritual growth over the past year, and the conversations whilst doing the activities can often be quite thought provoking! It’s a real blessing to join with so many families in simple worship following the activities, and to see children keen to try and guess what the bible reading is about based on the crafts they’ve done – it’s very heartening! We will be inviting the adults to the hope explored course, so please pray that some may attend. **Friday Kids** remains small in number but is big on energy and enthusiasm! As well as the active games, the children have really engaged with the videos we show each week. We have looked at Creation, Noah, Abraham, Joseph, Moses, the miracles of Jesus and the Christmas and Easter story. They are very keen to answer the questions afterwards and we always have children willing and eager to pray aloud. **Youth Group** has grown a little in number, and the teens enjoy the space and freedom to ‘hang out’ in a safe space. They enjoy the time with peers and are respectful of the building and of the requests we place on their conduct and language. As we gather to share toast towards the end of the night, our talk times have been really encouraging. Sometimes we watch a video, or have a drama, and other times we talk from a bible passage or explore a thought or key question. It’s amazing how teenagers can go from lively and loud to quiet and still in a few minutes as they listen – thank you to those who are obviously upholding us in prayer! It's been a real blessing to have one of our teens now became a leader at Youth Group and she is a great support and Christian role model for the others! **Kidzone** in the summer was great fun with many regulars coming back and some new families from school connections joining for the first time. Our ‘jungle jamboree’ taught us about Old Testament heroes of the faith, and we are looking ahead to 2026 with the theme to be confirmed. Several of our families have said it has been the highlight of their summer, and the children who are sadly now too old are disappointed not to be with us. Thankfully, our church children are growing into young leaders and were a fantastic help this year! Our Easter event saw 34 children in attendance and the small team worked their socks off to make sure the children had lots of fun whilst hearing about the good news of Jesus’ love for them and His power to save! **Family Fun Day** was a good event where many families with links to Kidzone and the local schools attended. It was good to be able to provide this free event as an expression of love to our community, and it was especially welcome by those who struggle to pay for extra activities in the holidays. 5 Local **school** connections continue through BSYW and Anchorsholme Academy visits to church for seasonal assemblies. Kincraig came to look at features of the church, and I resourced another prayer space for Christmas. The schools who received vouchers at Harvest time were touched by the generosity of Church members and expressed their thanks. Unfortunately, the Easter experiences offered were cancelled as the school felt there was not enough time to fit it in with SATS looming. Please continue to pray for more opportunities to work with our local schools and support the staff, children and families. **Cleveleys Churches Together** have met together regularly for prayer for our communities and have again held the seasonal outdoor services, Service of Unity and some social events. Some of our food donations at harvest supported families that needed help from the foodbank at St Teresa’s. We have also been involved in the ‘Hope and Shelter’ monthly space based at ST Andrews, bringing together representatives of services which give advice and support (such as DWP and social prescribers). We have had a stall at the care for Cleveleys event which was a great experience, and have plans to do this again in the summer (others we were due to attend were cancelled due to bad weather). We are considering how else we could work together to serve our local community. As this year celebrates 100 years of our Diocese, churches all over the Diocese are planning outreach events to make this a year of mission and celebration. All Saints will reach out again with our regular events over summer. A few of us will support the ‘Big Day Out in Blackpool’ in May, and we have an exciting weekend in church in September. More information will follow in due course, but as we plan, would you pray that everything we do will be ‘All for Jesus’ and that we will point people to Him in all we do? Please pray that those we have connected with so far, and others, will come to the right event where they can take the next steps of their faith journey. And please also consider how you will join in these endeavours so that ‘in all things God may be praised through Jesus Christ’. ## **PASTORAL TEAM (Janet Bellis)** Our pastoral team is responsible for providing spiritual guidance and support to our congregation ensuring that our members spiritual, emotional and physical needs are met. We work collaboratively to promote community, facilitate ministry and encourage spiritual growth and development among our church members. Our pastoral team consists of Rev. Anthony Barnshaw and Mrs Shirley Wardle, who are supported by a small group of volunteers who also visit church members in times of illness, loneliness and bereavement either in their homes, local hospitals or care homes. We also recognise that the church family takes on visiting as well. Our pastoral care volunteers consist of Janet Bellis, Hazel Qureshi, Robert Swindells, Amanda Wooldridge, Sheila Williams and Sandra Wilks who has recently joined us and Geoff Brereton who is in the process of becoming part of the team in the near future. We need to remember that as a Christian family we need to care for one another and so if you notice anyone is either struggling or missing please contact us via the church office phone or speak with us or fill in a form found in the reception area, with the person’s permission. “As each has received a gift, use it to serve one another, as good stewards of God’s varied grace”. 1 Peter 5:1-4 6 ## **MISSION SUPPORT TEAM (Susan Watson)** We rejoice that as a church, we at All Saints are grateful for all of Gods provision. All Saints Church continues to tithe the Church offerings to provide support for Outreach in Blackpool and beyond. We are all called to witness and there is great power in prayer. We Support: Tony Holbach working for Operation Mobilisation supporting individuals in situations of crisis and danger. Graham and Belinda Marsh Serving God in Zimbabwe, training future church leaders, helping with alpha courses and supporting a New Church, reaching children in schools through Chick starter programmes. Blackpool Schools Youth Work reaching into Primary Schools through assemblies, classroom work and interactive workshops. Their prayer is that the children won’t just hear the stories but feel their significance, learning about Forgiveness and New Life. The Christian Institute helping us stand up for Justice, and helping us communicate with our MP’s and Government. Middle Eastern Concern supporting Persecuted Christians, with Christian lawyers. Disabled Christian Fellowship, supporting Wheels of the World (Through the Roof) transforming Lives of disabled people providing mobility aids and offering hope through the word of God and prayer. Leprosy Mission, God’s Justice is not passive it is Active, bringing hope to places of despair. God calls us to defend the oppressed and protect the vulnerable. To care for His children and welcome them in His name. Mission Aviation Fellowship, helps reach and change the Lives of individuals in difficult places to reach, bringing medicine, care, emergency aid, Bibles hope and joy. One man -Kimin – testified, ‘All God’s word has Pawa (power)’. Scripture Union working in the North West to help churches reveal Jesus to the next generation – particularly those who aren’t yet part of church. Written by Susan Watson. 12/03/2026. ## **MUSIC MINISTRY TEAM (Kate Cridland)** The Music Ministry team members are mindful of what a privilege it is to lead the live musical worship in All Saints. We know how important it is that members of the team also attend church regularly when not playing. The team has gone through several personnel changes once again during this last year and there have been some periods of absence due to sickness. We have fewer members than in recent years, so we try not to overload our volunteers. Many already have other commitments and of 7 course live music requires preparation, practice and rehearsal. Ising Worship or videos are used regularly when live music is not available. The Praise Service once a month continues to be a popular service and live musicians are used for this service whenever possible. ## **JAS/TGWNN (Shirley Wardle)** As leaders, we thank God for the opportunity to worship and grow in faith alongside the younger members of our church family; and we acknowledge the privilege of the responsibility we have been given, to teach what we have learned about our faith, and our God. The team has welcomed another new member this year and we have also had a couple of the team taking a break or changing roles. The groups are functioning well and remain responsive to the needs of our children and youth. The Primary aged group is looking mainly at the Old Testament as its focus this year, but we are exploring how each biblical event helps shape our faith today and leads to Jesus. You may have noticed that the hall displays have changed periodically, and now include a ‘books of the bible’ and a ‘timeline’ type display which are used during many sessions. Numbers attending the group fluctuate and can be as small as 3 or as large as 12 depending on what other commitments our young people (or their parents) have. It is a joy to watch the children deepen their faith and to see them living their faith. One child recently sat on their phone and when asked if we could see what she was looking at, she showed the reading from the bible app and we read it together. Another child was asked by a friend to do something mischievous and responded, “Nah, if Jesus won’t do it, I won’t do it!” Pray that confidence and determination remain steadfast as they grow. We are also blessed to have our teens still ‘Serving on Sunday’ and the children really look forward to these weeks. The Secondary aged group continues to use the ‘Go Teach’ (4 year rolling programme) as a basis for their sessions covering Old and New Testament readings, and it is adapted to meet the needs of our 11-17 year olds. The leaders have reported many excellent sessions, with the young people engaging in games and crafts alongside their study of God’s word. They are growing in confidence to pray aloud for each other, themselves and the wider world. The group are still keen to support the ‘Chick Starter Programme’ and to help at Kidzone Events and serve in church. Faith is shared relating to the truth of the word of God. Due to the spread of age and experience within the group, it can be quite difficult to look deeper at what the bible says about some issues or discuss age-appropriate topics on Sunday mornings. Some of our youths have attended a bible study on a Sunday evening to give them a space to have these conversations, and to delve deeper into specific issues. We thank God for every young person still coming along and making a choice to keep following Jesus with us and taking responsibility for their own spiritual growth. Please pray for all our under 18’s and take time to acknowledge and encourage them on Sundays. Let them know that they are valued members of our church family simply by noticing them and including them. And why not try to have a conversation about what they’ve been studying or ask their opinion on a world issue? You might be surprised and encouraged at what you’ll learn from them! And to all those who lead the groups or support in other ways – you really are a huge influence on the faith journey of our children and youth, and we are so thankful for you and to you! May you know God’s blessing as you serve Him and the children/youth of our church. 8 ## **HOME GROUPS (Sarah Tarbuck)** In Acts 2:42 we read of the early church: They devoted themselves to the apostles’ teaching and to fellowship, to the breaking of bread and to prayer. This is the model we follow as we meet today in 2026 in our home groups, sharing our Christian journeys with each other, studying God's word together, offering encouragement and comfort in times of difficulty and rejoicing with each other in the times of joy. Over the past 12 months our church home groups have continued to thrive. Our thanks go to our home group leaders who continue to pour so much time and love into the preparation for each meeting and the pastoral care of their group members. With our online home group moving to meeting in person last September, we now have 6 groups that meet in homes and 2 that meet in the church building. We have one Farsi speaking home group which provides a very welcoming environment for fellowship and deepening biblical understanding for some of our newer church members, what a blessing for them to be able to discuss God’s word in their mother tongue, something most of us, I’m sure, take for granted. Most of the groups meet fortnightly following the pattern indicated on the regular church newsletter. These small groups have always been a perfect environment for members to explore their gifts and possible ministry opportunities such hospitality, intercessory prayers, and leading Bible studies, among others in a safe and “risk- free” environment. We continue to see home group members be encouraged by the group leaders in this way, which in turn is a blessing to our whole church family. If you haven’t had the opportunity to try out a home group yet then do think about visiting one - you are assured of a warm welcome, you can have a word with me (Sarah) directly or email the church office and we can suggest the right group to fit with your schedule. ## **PROPERTY GROUP (Jacqui Green)** This has been another busy year in the upkeep / maintenance of our church, primarily as ever led by the Working Party. In addition to this they have also tirelessly worked on decorating the meeting room, church kitchen, corridors and lounge. I would at this point, like to thank all the team for all their continued commitment and hard work. ## **General work carried out** Replacement boilers (10 year guarantee) have been installed in the Parish centre. Remaining boilers along with the Parish Centre dishwasher have all had their annual service. A new water heater provided by Olive Branch had been installed in the Parish Centre. Replacement carpets - in the meeting room, office and welcome area with an extended entrance mat to enable easier access for prams, wheelchairs etc. and general footfall. The Quinquennial inspection has now taken place and subsequent report received, which has highlighted as expected issues regarding the welcome area and meeting room roof areas. In addition, it is recommending replacing windows to the left side of church facing the alter. Some additional work was also highlighted however; the working party are confident that they can address this. I would like to note that the report also noted how good the general maintenance of our church is - which I consider is due to the diligence of the working party and to the generosity of our church family enabling general repairs to be carried out. 9 Noting the Quinquennial reports findings priority is to the work required on the roof - quotes have now been obtained which are under consideration by the PCC. Although the windows need replacing, priority from a practical and financial aspect must be given to the required roof work. We have however in anticipation obtained a quote for the replacement windows from the same company who replaced the right side church windows. ## **TODDLER GROUP (Sue LeDieu)** We were very busy at Toddler Group till July last year, when we had 13 children leave for school at our end of year party. It was very special that these children continued to come till then, even though most were also going to nursery. We gave them all a Jesus Story Book Bible, with our best wishes for their new adventure! From September, we have been much quieter, but we are slowly building our numbers again. We continue to have an amazing team of helpers, who love what they do, and very appreciative parents and grand-parents. ## **Prayer Ministry (David Tarbuck)** Prayer Ministry has been available for the congregation of All Saints throughout the past 12 months; after the 10:30 am service and 6:30 pm service. From January this year after the 9:00 am service on the 1st Sunday of the month. During the monthly Healing Service, members of the team have ministered on a regular basis. The team were involved during the Day of Prayer and at some of the 10:30 am services. We met twice in the year for times of Prayer, Review and Fellowship and thank all those involved for their love and commitment towards all who came for prayer. There have been testimonies of answered prayer. Whilst we don't always know the results of prayer, we are encouraged to continue in prayer for one another. May God's blessing be upon the Prayer life of the church as we seek to be channels, fit for the Master's use. ## **Our Refugee Family (Hazel Qureshi)** “Let us consider how we may spur one another on toward love and good deeds…encouraging one another – and all the more as you see the day approaching” Heb.10:24-25 We started the year with 23 Refugees, mostly from the hotel, joining us for worship at All Saints. Numbers over the past year have varied around 20-27 each week, which includes 3 young men who are living in dispersal accommodation in the area, who now regularly join us on Sundays. There are also several who have continued to visit us time to time, after they have received their Leave to Remain. Currently around 16-20 refugees are regularly joining with us in worship, including 3 children and 2 babies, plus up to a dozen others, some of whom have made Blackpool their home. There are also 4 or 5 families who were moved to other areas, occasionally return to visit us, as they consider this fellowship 'their family'. Six of our friends were baptised in April 2025 and seven in July. Due to the speeding up of processing by the Home Office, newcomers are often not with us for the required 3 months to be eligible for baptism, before being dispersed to other areas, or receiving their decisions and having to then leave the hotel, and some moving away. 10 I am grateful for the support in providing transport to enable them to join us week by week, for which there is a team of 8 regular drivers to call on, plus a couple of others who help out when needed. Others have invited them to their home for lunch, or taken them on a trip out. It's been good to see a number of our overseas family helping at midweek groups, the men's working group and Olive Branch. Others volunteer with Gwen's Comfort Cafe. It’s also good to see Lindsay & Tony’s home group for Farsi speakers has continued to thrive, with several refugees participating each fortnight. Thank you to all those who have helped them feel welcome here, bringing toiletries each month, and to Jess and Brian for organising this ministry. Once again we were able to provide them all with a bag of Christmas gifts. Also thanks to all donating suitcases, or household items to help those granted refugee status to set up a home. With the up rise in troubles in Iran recently, in addition to intimidating protests held by the hotel and elsewhere over the past few months, the welcome they feel here at All Saints, and the continued prayer for them is a source of comfort and reassurance. This support is something for which every one of them expresses their gratitude when the time comes to move on, so thank you everyone for the support you give in whatever way. It is very much appreciated by them all, without exception. ## **Dorcas group (Edith Bate)** About 15 years ago, Joyce Mallinson got together a group of ladies who were interested in craftwork, especially knitting and crochet. She called it ‘Dorcas’ after the lady in Acts 9 verses 36-43, who was doing good and helping the poor. We have continued to do this work. Many of the group have learned to knit or crochet here and we keep helping charities by making items such as crocheted knee rugs for children with life-limiting illnesses staying at ‘Donna’s Dreamhouse’. We also make cot blankets, matinee coats and bonding squares for the premature baby unit at BVH. We make twiddle muffs for dementia patients, hearts and poppies and, in February, Sarah Tarbuck took 44 of our knitted hats to Kenya. Consequently, the Net Worth ended 2025 lower than the start. In the last 12 months in addition to normal church running costs, we have financed the following items (which are not repeatable expenses for 2026): - New carpet for welcome area and meeting room (£3,369) using previously restricted money and additional donation - New projector for main church (£2,014.80) fully covered by the donation received in 2024 - The replacement of our two oldest Boilers (£5,750.00) - New blinds (£380.00) using an additional donation - New projector for the hall (£1,189.20) - Quinquennial Survey and Report (£1,087.80) This investment in the building was essential, given the extended use of the building which is partly seen in an increase of lettings last year. It also demonstrates good stewardship. Towards the end of last year, we underwent the Quinquennial independent inspection, which is required every 5 years or so. The inspection with agreement with the Diocese had been deferred from the previous year, and whilst the outcome identified some actions that we need to take, it was a very encouraging report that recognized the care we show for the building. It was agreed at the PCC in January that we should begin to tackle the items identified in the report this year. The PCC also agreed to hold a Gift Day to support the further work on the building and also to support and maximise outreach and mission opportunities in 2026. All monies raised from the Gift Day will be restricted and usage will require approval from PCC, however, the Gift Day fund will not be used for the Tithe or Parish Share. The budget set for 2026 therefore does not include any provision for the Quinquennial response. In summary we remain in a solid position, and the budget for 2026 shows income and expenditure in sync.
