REPORT from the RECTOR. the Rev'd Canon Dr Marion de Quidt to the Parish of Heckfield with Mattingley and Rotherwick "We always thank God, the Father of our Lord Jesus Christ, when we pray for you, because we have heard of your falth in Christ Jesus and your love for all the saints." Colossians 1.3 This has been a good year, with continuing ministry in all our churches. We began the year with a farewell lunch party for Rev'd Shona and Martin Hoad, on the 1 January in Heckfield Village Hall. It was a happy time, celebrating everything that they have given to our parish in the last four years, although we are all sad thatthey have moved on. We have blessed them in their new life in Cornwall. This yearwe havejoyfully continued to offerthe same pattern ofworship across our villages, without fail, because our Whitewater Ministry Team, our Church Wardens and our organists have been so faithful. We have seen our regular congregations support every variety ofworship service and large numbers join us for Easter, Remembrance and Christma5 special services in 2023. Our Church Wardens, James, Stephen and lan, plus our retired wardens, Vivienne and Andrew, served the parish lirelessly. Much oftheir supportfor our churches is unseen, with the early morning setting up in the buildings, finanaal responsibilities, care of the buildings, the churchyards. and our parishioners. They keep attentive to the practical and pastoral needs of our buildings and people. In addilion we are so grateful to the people in our church family and beyond who willingly offer their time for grass-cutting, Ilower-arranging, cleaning, bellringing, and pastoral visiting. It is delightful for us when we are able to host family events in our churches to honour the lives of those who have died, to Celebrate weddings, blessings and christenings. We are enormously grateful to John Platt for his careful and reliable work with financial management, and helping me with PCC paperwork and planning. Also to Richard Joyce, Michael Steen. Martin Bames and Stephen Davies our organists, who have supported our church worshipping life. Our bellringers have provided mu pleasure as they have rung at Heckfield and Rotherwick and at weddings. Our Benefice Ministry team has continued to meet monthly this year. to plan and serve across the Benefice, with Hook alongside Heckfield, Mattingley and Rotherwick. Thank you in particular to Jennifer Martin (Licensed Lay Minister, LLM) and Tim Maynes (LLM), who have faithfully led services in HMR. Jennifer has served mostly at Rothemick and Heckfidd, and Tim at Mattingley. Eliza Burridge has been a magnificent member of the team in our Benefi Office based in Hook. The Bluebell Café has been a great success throughout 2023, with weekly afternoon sessions on a Friday, where people with dementia, carers and others at home, are invited for tea at The True Living Centre, Holdshott Fami, Heckfield. The afternoons include quizzes and games, ukulele conrtS and singing to guitar accompaniment. A mini bus collects people from their homes and returns them home. Thank you to Rosie and Charles Mandry for the café, to Ron O'Keeffe and David Nodder. and the team for their hard work and support for everyone involved. Thank you to James Trumpeter for convening a monthly social gathering in local hostelries with all leaders and parishioners wanting to help run our rotas, activities and ministries. We have continued to prepare paperwork towards finding a full time priest for HMR. Thank you to Tony Heath for his hard work on the profile. PCC MEMBERSHIP AND ADMINISTRATION BACKGROUND The Parochial Church Council {PCC) of Heckfield with Mattingley and Rotherwick (HMR) has responsibility for-. promoting the whole mission of the Church within the ecclesiastical parish maintaining three churches {Heckfield. Mattingley & Rotherwickl maintaining four burial grounds and rnaintaining Mattingley Church Hall The Parish of HMR is joined with the Parish of Hook to form The Benefi of Hook and Heckfield with Mattingley and Rotherwick (known as The Whitewater Benefice), within which there are.. four churches (Heckfield, Mattingley, RotheMick and Hook) o PCCS.. HMR and Hook The Benefice has been under the care of The Rev'd Canon Dr Marion de Quidt, since April 261h 2015. The Corresponden address of the Benefice is.. MEMBERSHIP The PCC is a corporate body established by the Church of England and operates under the Parochial ChurGh Councils (Powers) Measure 1956,. Church Representation and Ministers Measure 2019. sin August 2009 it has been a charity registered with the Charities Commission.. Registered Charity Nurnber 1132735. PCC members are appointed as per Church Representation Rules and all Church attendees are encouraged to put Iheir names on the Church Electoral Roll and to consider standing for eleclion to the PCC. a part-time personal assistant for the Rector, and planning for a new post for a full-time sts'pendiary priest in 2024 with the financial backing of the Heckfield Church of England School Charity. Beeen PCC Meetings. the Rector and Churchwardens met regularly to discuss administrative matters not requiring formal PCC approval. ELECTORAL ROLL AND CHURCH ATTENDANCE At the end of 2023 the number was 136 on the roll, with the breakdown as follows.. Number of females 77 (570/0> and number of males 59 (440/0). Residence in the parish. 63 (470/0), and non-resident in the parish. 73 (54 % ). Ron O'Keeffe, Electoral Roll Officer Canon Marion de Quidt MINISTRY REPORTS WHITEWATER BENEFICE MINISTRY TEAM Our team of licensed ministers has continued to meet monthly on the first Saturday each month through the year. We read the Bible, pray togelher, and reflect on the focus for our shared ministry. not only planning with rotas. We continue lo work well as a leadership team, taking in advice and commenis from Hook and HMR PCCS. We share out roles and responsibilities, and to care for parishioners across the four churches.. Hook, Heckfield, Mattingley and Rothernvick, and ministry in schools, nursing homes and in the community. In 2023 our clergy team has been just rnyself as the ordained clergyperson, as Incumbent. Our licenced ministry team {previously called 'Readers' now Licenced Lay Ministers ILLM)) has included Jonathan Bushman, Jennifer Martin and Tim Maynes. In ourwider authorised ministryteam we have those with Bishops, Commission for Mission (BCM), Shidey Clancy (pastoral), Kim Foster (Creation Care), Rosie Mandry (worship), Brigitte Maynes (pastoral), Carol-Anne Morris (pastoral), and Nikki Wild (worship). Helen Holley joined the Benefice for two months on placement pre-ordination, and was enthusiastic about our ministry and Benefice life. In HMR parish in 2023 we conducted 3 baptisms, 11 funerals of all varieties, 12 Weddings and 2 Wedding Blessing services. The ministry team and pastoral care team consider il our privilege to be involved in serving people at special times in their lives. Thank you to our congregations who support us. advise us. and join Benefice teams to make things happen. Canon Marion de Quidt WORSHIP AND SERVICES In 2023 we have Gontinued our pattem of worship with one thange. The weekly morning 8.30am BCP Communion continues to bewell supported and some Come to everychurch as it moves around the four villages (Hook on the first Sunday). Evensong is held On each month at Rotherwick, when the bell ringers are playing for us, and this is led by Tim Maynes and Jennifer Martin. both LLMS based in Hook. The later weekly moming service has moved to 11am, and been a regular pattem nd of Heckfield for Communion (1st Sunday), Rotherwi¢k for Family Worship (2 ), Matins at Mattingley (3rd) and usually Morning worship (41h Sunday) throughout the year. The Remembrance Day service with the Scouts and Cubs included the outdoor parade from the Rotherwick Ifillage Hall and was a very successful way of marking Remembrance Sunday. regular Remembrance Day servi¢e at Mattingley Bus Shelter was a150 well attended. It has become a regular tradition that at the beginning of Dernber the Whitewater School Parent Teacher Association hold an informal Carol service with refreshments outdoors in Ihe Rotherwick church grounds, huge fun and well attended. We decided not to offer 'Carols in the Bam, this year because of our reduced team, but our Carol Service al Rotherwick indoors was superb, including the moving interlude provided by our hand bell ringers. Thank you to everyone who has enabled us to continue our lovely worship in beautiful churches. For our sides-people, readers, those who lead prayers, serve the chalice, and bring people to churGh. The Churchwardens The Churchwardens have again been most diligent in carrying out their responsibilities regarding services and the fabric of the churches and our thanks go to them and their supporting Deputies and Sidesmen for all their work. The Churchwardens continue to maintain the Health and Safety systems in each of their churches for compliance with Health and Safety legislation. There is a file of documentation in each church, and it was reviewed again by the PCC in 2023. Canon Marion de Quidt The Organlsts We started the year wilh a change in the pattern of Sunday services to accommodate the loss of Shona. To do this Michael Steen agreed to lake on playing for the Mattingley 11am service when possible, Stephen Davies plays music for the Rotherwick 11am service and Martin Barnes accompanies Rothetwick evensong. I do appreaate all their help. This has left me with a reduced committnenl for the two Heckfield services a month. I have written about the diffi(xJlties of finding organists and am delighted to report that Jason Drury is now helping me at Heckfield when possible. Our three organs have given us some minor problems this year but continue lo give good support to our services. Richard Joyce, Organist The Bell-Ringers This year has seen a continuation of the progress made by our ringers, both novice and more experienced, meaning thatwe have a wider pool of ringers to call upon to ring for services, weddings and other special Oa$lOnS. We continue to run our practice nights at Rotherwick every Tuesday evening, and our monthly practi at Heckfield on the first Thursday of the month. We have been able to ring for the 11am services held at Rotherwick and Heckfield in addition to the monthly Evensong service at Rotherwick. and the bells are chimed at Mattingley for the 11am services there as well. The greatest excitement in 2023 was ringing to celebrate the King's Coronation. We had ringers at Rotherwick, Heckfield and Mattingley and the bells were rung at all three towers at 3 O'clock in the afternoon. After ringing for half an hour, we held an 'Open Towerf, at Rotherwick for the "Ring for The King" initiative and, despite the awftjl weather, we had an amazing response- wilh queues of 2023 Report and Accounts Final
people out to the gate and beyond waiting to come and pull on a ropel Some even went further up the ladders to look at the actual bellsl We continue to ring for weddings at all the churches. We also rang the hand bells al the Nine Lessons and Carols al Rothemck, and took the hand bells to the Coach and Horses for an evening of carols before Chrislmas. W8 are always happy to welcome anyone who might be interested to come and find out more. NIGI Collins, Tower Secretary, RotherwiGk and Heckfield The Flower Arranging Teams Each of the d)urGhes has a Flower Team which decorates throughout the year. These teams are led by Dee Betts (Heckfield), Jill Soundy (Matlingley) and Elspeth Cavendish (Rotherwick) and the Ghurchwardens are particulady grateful to them and their teams for their hard work making the churches so beautiful for every service, especially at Easter and Christmas. The Churchwardens BENEFICE SAFEGUARDING TEAM Both Hook and HMR'S PCC have complied with their duty under Section 5 of the Safeguarding and Clergy Discipline Measure 2016 {duty lo have regard to House of Bishops 'guidance on safeguarding children and vulnerable adults). The role of Safeguarding Officer is now jointly held by members of the Hook PCC who have benefited from a good handover from Martin Rudd who resigned from this position in 2023. Both Hook and HMR PCC'S have considered and approveé bolh (Hook and HMR) Parish Safeguarding Policies and received a report on current safeguarding COnrnS from a Safeguarding offIr or the Rector at each PCC meeting. PCC members and relevant leaders and members of groups have been asked to undertake relevant Safeguarding training as advised in the diocese safeguarding training matrix and uptake of this training continues to improve. DBS checks are being undertaken as Cuent rtifi.cates expire or new volunteers take up roles. The requirement to recA)rd relevant risk assessments for various church groups has been noted and remains work in progress. A small number of safeguarding concerns have arisen which have been managed and/or escalated appropriately following the approved Diocesan Safeguarding procedures. Caroline Frolander and Sophie Fulpesi BENEFICE COMMUNICATIONS TEAM HMR parish has continued to be closely connected with St John's Hook in the management of communications, with the shared Website {whitewaterchurches.co.uk and the weekly noti sheet. We are also starting to move towards a greater adoption of iKnow within HMR - this is used for Marion's emails. management of Life Events eg Weddings and to manage the rotas {which has simplified the work required to co-ordinate Services). In addition, since Shona has left the comms team has taken on Ihe HMR Facebook page and the Church of England A Church Nearyou (ACNY) website. An update to ACNY means it manages benefice5 better, and we publish one event or story, which is Shar across all churches in that Benefice, so it now makes sense to have a central contact manage both parishes. By meeting Marion monthly as a team, we are able to ensure a 2023 Report and Account5 Final
consistent approach across various streams of social media. We would love to have someon8 from HMR join our team or even provide photographs of events they attend for publicity on Facebook or the website. For more information please talk lo Anna. The HMR PCC would like to thank June for her help with producing the Christmas Services Card of which 780 copies were delivered to almost every house in the parish and to many outside bulwithin HMR'S worshipping community. Canon Marion de Quidt, Anna Shergold, Whitewater Website manager, Dave Wilson, IT manager. DIOCESAN SYNOD We met four times in 2023. On 16tTh March the Board of Education moved to a Charitable Incorporated Organisation. The Synod heard a reportfrom the visit to Rwanda, approved a proposal to increase weekly clergy rest hours. Budget consultations began. Clergy stipends were increased in line with other dioceses. On 22nd June, Annual Report and Accounts for 2022 were considered, and Common Mission Fund requests were approved. A virtual meeting on 11th Septemberapproved the Diocesan 3 year finanGial plan. On 22[ November Synod adopted the nel zero route map as approved by the Church of England, heard a report on the visit to Burundi, approved a change to the standing orders of Synod, received updates from Bishops Council and General Synod. We said thank you and farewell to Bishop Debbie Sellin as she moved on to Peterborough, and welcome to Bishop Philip Mounstephen to be installed in January 2024. Canon Marion de Quidt. Odiham Clergy Representative on Winchester Diocesan Synod DEANERY SYNOD We met three times in 2023. 27th Feb at St John's Hook, with a presentation from Cross Cultural Mission by Paul Thaxter, and prayers for our Companion Link in Myanmar. 13th July at St John's Hartiey Wintney with a presentation from Archdeacon Richard Brand (Winchester) on Clergy Wellbeing. and the Clergy Covenant of 2020 to be considered by PCCS. In 2022 Odiham Deanery delivered 96.3 % of CMF request. We eleded the Deanery officers. 29th November at St Barnabas Darby Green, Marion presented from the Bishops, Learning day on Children and Youth Ministry, encouraging us to look at ways to double Ihe number of children and young people in our churches by 2030" and update from General Synod on the Church of England Prayers of love and faith. Canon Marion de Quidt, Area Dean of Odiham Deanery OTHER MINISTRY REPORTS Whitewater Church of England School Whitewater School is now flourishing, following the decision to join the school collaboration in December 2021, with Mr Glen Golding as Executive Head and Mr Steve Moore as Head of School. We now have Michelle Elle as Head of Whitewater School, and retain our status as a Church of England Voluntary Controlled School. Following the positive Otsted Report published in January 2023, with a good rating in every area. we had a SIAMS (Statutory Inspection for Anglican and Methodist Schools) inspection in summer 2023. The outcome was again, Good. This rneans that the school's distinctive Christian vision, established and promoted by leadership at all levels, is enabling pupils and adults to flourish. The impact of collective worship was also rated Good. We believe this accurately reflects the values and vision of the school. A new mural in the school corridor, a painting of a Red Kite, with the words 'Don't just fly, soar high, illustrates the new energy in the school. The values of Love, Respect and Courage continue lo underpin behaviours and attitudes throughout the school at all levels. 2023 Report and Accounts Final
We support the school with two Foundation Governors.. Marion, and Stephen Davies (Hook). Stephen has taken a lead in the new Collaboralion leadership team across the five schools (Bramley, Bi5hopswood Juniors, Bishopswood Infants, Silchester and Whitewater). Our 'Open the Book, team are welcorned for their Bible story-telling. Marion has led alternate weekly worship on Thursdays, assists with additional Religious Education learning, and leads services of the whole school in RotherwiGk Church for Festivals such as Harvest, Remembrance, Christmas and Easter. HMR churches gave the Year 6 Leavers children a Bible in the summer 2023, and all children were given an Easter Egg at the end of the Spring term. Canon Marion d8 Quidt. Foundation Governor Open the Book Whitewater School The Open the Book Team rLJntinues to visit the school every weeks in temi time. In September we started to use new materials written by Bob Hartman and endorsed by the Bible Society. The new book works well giving children the opportunity to take part. We involve the children in 'telling the stories, which they enjoy immensely, this enhances their learning of the Bible and we link this to the School Values. The team is excellent, and we are always looking at diffent costumes and props lo make the story more authentic. In March we were able to lead the children through 'Walk through Easter,, held in Rotherwick Church, this was a full day evenl for the children from the year group selected by the School. The event was very popular with the children and staff, as they gained a greater understanding of Holy week and its meaning. I would like to thank the team for all that they bring to Open the Book for their hard work and commitment. Jennrfer Martin. LLM Whitewater Benefi. Coordinator for HMR OTB OPEN THE BOOK Pre-school Ministry in HMR- Pumpkin Patch We are glad that the Pumpkin Patch Pre-school continues to use our Mattingley Church hall on a full-time basis. The Pumpkin Pre-school was delighted that Jennifer Martin was able to join them for the Christmas Nativity held in Mattingley Church. Ecumenical Ministry We continue to share a common purpose churches in Hook with Life Church and Sacred Heart Roman Catholic Church. We share in bible studies, 'Open the Book, in Hook Infants, leaflet to advertise Servi5, an Annual Unity service in the Hook Elizabeth Hall, and prayers. The Annual World Day of Prayer service is prepared by women from one country each year and is attended by all our churches. World Day of Prayer 2023 The (Women's) World Day of Prayer took place at Rotherwick on Friday 3rd March 2023. It was well attended with delicious refreshments, and included worshippers from all the local churches and Christian denominations. The Bluebell Café at The True Living Centre, Heckfield The Bluebell Cafe ntInueS to meet on Fridays from 2- 4pm. Our guests are people with dementia and their carers, together with anyone who feels a bit lonely and would like some company. Sometimes peoplejust chat but there are puzzles, games and painting available. From time to time we have community Slllging made possible by our recently purchased keyboard. We have had talks and very talented visiting musicians have entertained us. 2023 Report and Accounts Final
Whatever we do is in tandem with the consumption of tea, coffee and delicious cakes. Most of our guests come from Hook and HaeY Wintney - currently there are a few spare seats on the communily bus which departs from Hook. We are grateful to all our helpers and to HMR for ongoing support. David Nodder. Honorary Secretary CHURCHWARDENS, REPORTS St MICHAEL'S CHURCH, HECKFIELD Damage to Graveyard wall There has been an unfortunate delay with our partner agencies in progressing the repair of the darnaged wall at St Michael's. Thankfully this has now been resolved. Repair specification reports and quotes have now been received and submilted to the Insuran company, from whom we are now waiting for the go ahead. When the work is completed, the newly built gates for Ihe repaired entrance are being kept safely, ready to be installed. Social and Planning Meeting Our monthly social meetings are going from strength lo strength. We come together for a tipple or o to plan the specifics of the church services at all three HMR churches. but as important, to give us lime to meet, chat and be together as a church family. Everyone is welcome to C£*me along on the 2nd Monday evening of each month. Quinquennial work Work continues to be 12rried out on the fabric of the church following on from the 2020 Quinquennial Report. There has been a considerable amount of work carrred out on the tower in recent months. Fire Extinguishers The fire extinguishers have recently been reviewed and there has been renewal of 2 extinguishers that were out of date. This brings the set of extinguishers up to date. As always. a very huge Thank You to all of the team and church family who help week in and week out to run the services and maintain the church. cleaning, serving refreshments, arranging lovely flowers and the umpteen other jobs which are necessary and carried out; seen and unseen by the majority. It really is a team effort and huge thanks are due to one and all. James Tmmpeter, Churchwarden MATTINGLEY CHURCH Vivienne Alexander retired as Churchwarden after many years of servi, and we are so Ihankful to her for her diligen looking after all matters to do with the church. We are currently searching for her replacement which is essential for its continued good management and maintenance. During the year we had Iwo August weddings in Mattingley and one in December. Sincere thanks go to all those who have continued to help with the cleaning and with the flower arranging throughout the years. They are all an amazing group of volunteers. ROTHERWICK CHURCH It has been a quiet year. The most significant change is the hand-crafted replacement fen that is now in place. It looked especially smartwhen itfirstwent up but has since weathered in and memory of the Iwisted and broken one it replaced is fast fading. The mowing team mow and clear debris around the graveyard at the front of the Church from May until October. Thank you to Eliza for organising this and all the volunteers for giving up their time and for their hard work. The leaves that had accumulated in the roof valleys have been cleared. The Church interior is kept tidy and clean by a volunteer team led by Angi and Trish, and thanks go to the whole team for their efforts. The flower team add their own magic to make the interior of the church look so wonderful. Thank you to them. A particular thanks to their leader Elspeth who also single handedly sorted out the nativity scene at Christmas and put it away afterwards. Spinning the altsr around is not an easy thing to do on your own. The communion silver is all present and accounted for. We are looking to do a fuller audit of the inventory in the year ahead as well as progressing other outstanding jobs including the replacement tree in the churchyard that was ment'oned in last yearfs report. Steve Burridge, Churchwarden FINANCE REPORT Income and Expenditure 2023 The Financial Statements are set out at the end of the Annual Report on pages FS14, from which it can be seen that the PCC'S largest and most imporlant source5 of income are regular giving. Collections, donalions, and the associated GiftAid recovery. These decreased by £6,530 (11 % ) this year to £53.086, contribuling to an overall excess of expenditure over income of £2,746 (in 2022 income exceeded expenditure by £3,918). This is after grants received from the Heckfield School Charity of £21,818 without which the deficit would have been much more difficult to manage. This excess of expenditure over income of £2,746 was more than offset by unrealised investment gains of £6,294 towards the end of the year, resulting in an overall in-flow of funds for the year of £3,548, which was a welcome addition lo reserves. Unfortunately the increase in value of investments cannot be guaranteed each year (in 2022 there were investmenl losses of £8.926). Stewardship The PCC'S annual costs for ministy, services and administration are about£70.000. and to preserve the three listed-building churches for future generations a further £30,000 will likely be spent each year on maintaining these churches and their churchyards. It will be a considerable challenge to raise £100,000 in 2024 to cover these costs. As the costs increase each year, it was disappointiThJ to See the largest source of income, Giving. decrease so much in 2023. Regular giving should provide a steady guaranteed income stream, and we continue to seek a Parish Stewardship Officer who can assist the PCC with increasing this essential financial support. Common Mission Fund The Common Mission Fund (CMF) is our parish contribution to the Diocese budget and is by far our largest expenditure. It pays for our ministry cost, and also support of the national church's mission. The Gontribution is based on our worshipping community. which is the number of people who attend ¢hur¢h regularly, and il comprises a stsndard amount per person to which an affluen band weighting is then applied (HMR is in the highest band). Reserves Pollcy It is the policy of the PCC to maintain reserves in the Unrestricted Fund equivalent to approximately one year's net regular expenditure li.e. excluding capital projects, and excluding outgoings on the Mattingley Church Hall which are normally more than covered by its own income). The Restricted Funds are mainlained for specific purposes, the details of which are given in the notes to the financial statements. The balan of reserves carried fornard at the end of the year was Unrestricted Funds £76,021 {equivalent to 9 months net regular expenditure) and Restricted Funds £102.659. Investment Policy Unrestrided and Restricted Funds tolalled £178,680 at 31 st December. Of this sum, £110,163 was held in the bank and on short temi deposit within the CBF Church of England Deposit Fund. A further £73,196 was invested in units of the CBF Investment Fund, which is an equity-based fund designed for long-lemi capital. The Heckfield School Charity During the year Grants were received from The Heckfield School Charity {HSC) of £21.818 (2022 - £19.071). The charity has its origins in the receipt of the Heckfield Church of England School land and buildings, and its objects are to further the religious and other charitable work of the Church of England in the parish of Heckfield with Mattingley and Rotherwick. It is a connected charity, and also an excRpted charity for the purposes of the Charities Act 2011. The managing Imslees are the incumbent and the churchwardens for the time being. The cust¢xlian trustee is the Winchester Diocesan Board of Finance. The financial statements have been prepared under the historical cost convention except for the valuation of inveslmenl assets, which are shown al market value. The financial statements include all transactions. assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are infonnal gatherings of church members. Funds Restricted Funds are those funds whrch may only be exnded on the specific object for which they were given. Where there is no separate investment, interest is apportioned on each fund's closing balance. Details of the funds held are provided in Note 7. Unrestricted Funds are general funds which can be used for PCC ordinary purposes. Incoming Resources Planned giving. collections and donations are recognised when reived. Tax refunds are recognised when the incoming resource to which they relate is recognised. Grants and legacies are accounted for when the PCC is legally entrtled to the amounts due. Dividends a accounted for when receivable. Interest is accrued. All other income is recognised when it is receivable. All incoming resources are accounted for gross. Realised gains and losses are recognised when invesknents are sold. Resources Expended Grants and donations are accounted for when paid over, or when awarded. rf that award creates a binding obligation on the PCC. The Common Mission Fund payment to the Diocese is accounted for when due. All oth8r expenditure is generally recognis8d on an accru818 basis and is accounted for gross. Fixed Assets Consecrated and benefi property is not included in the accounts in accordance with s.10{2) la) arnj (G) of the Charities Act 2011. Mattingley Church Hall is carried al nil value. Movable church furnishings held by the Reclor and Churchwardens on special trust for the PCC. and which require a faculty for disposal, are inalienable propety listed in the churches, inventories. which can be inspected at any reasonable lime.
