I report on the accounts for the year ended 31st December 2021 that are set out on pages 14 to 23. 

## **Respective responsibilities of the PCC and Independent Examiner** 

The PCC is responsible for the preparation of the accounts. They consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

Having satisfied myself that the church is not subject to audit and is eligible for independent examination it is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the General Directions given by the Charity Commissioners section 145(5)(b) of the 2011 Act; and

1 Accounting Policles
a Basis of preparation
The Finanoial Statements have been prepared in accordance with the Church Accounting
Regulations 2006 together with and Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable lo charities preparing their accoLtnls in accordallce with the
Financial Reporting Slar¢dard applicable in the UK and Republic of Ireland IFRS 102} (effective 1
January 2015)- Icharilies SORP IFRS 10211, the Finanaial Reporting Standard applicable in the
UK and Republic of Ireland IFRS 1021 and the Charities Act 2011.
The PCC meets the definitlon of a public benefit entity under FRS 102. Assets and liabilities are
initially recognised at historical cost or Irans8Ction value unless olhewise slated in the rolev8nl
accounting policy notalsl. The financial slalements include all transaction, assets and liabilities for
which the PCC is responsible in law. They do not include the accounts for church groups th81 owe
their affiliation lo another body, nor those which arè informal gatherings of church members.
The PCC Considers that St Dionis Church is a going concern as it has prepared what il conslders
a viable budget that shows that the currenl level of unreslricled reserves is approprlate to support
the activities planned for 2022 and for the fores8eable future. Therefore, the a¢￿UnIS are
prepared based on Sl Dionis Church belng g golng conc8rn.
b Reconclllatlon with previous Generally Accepted AcGountlng Practlce
In preparing the accounts. the PCC has considered whether in applying the accounting policies
required by FRS 102 and the Charities SORP FRS 102 the restslement of comparative items was
requlred. No reslatem&nls have b8en considered necessary.
c Fund Accounting
Typas ofFunds h81d by the PCC are..
Unrostrlcted Funds - General Funds which can be used for PCC ordlnary purposes
Designated Funds - Monies set aside by the PCC out of Unreslricled Funds for specific future
purposes or projects. These can be redesigna18d to unrestricted funds at any lime by the PCC.
Restricted Funds
al Income from trusts or endowments which may be expended only on those restricted objects
provided in the terms of the trust or bequest.
bl Donations or grants received for a specific object or invited tjy the PCC for a specifiG object.
The funds may only b8 expended on the specÉfic object for which they were given. Any balance
remaining unspent at the end of the year is carried forward as a balance on that fund.
d Descrlption of Funds
Funds held by the PCC are..
General Fund- the General Fund Is usod by th& PCC for general and ordlnary operations of the
Church
PCC Reservès Fund (Designated) - Monies sel aside by the PCC out of the Generdl Fund to
ensure Ihal the Church has reserves equivalent to 3 months working capital on genaral operating
expenses.
Building Fund {Deslgnatedl - Monies set aside by the PCC out of the General Fund for future
costs of maintaining the structure and integrtly of the Church building
Tangible Asset Fund IDeslgnatedl Monies used lo purchase Fixed Assets for the Church and
allows recording of depreciation separalely

AV Prolector Fund (Designated) - Monias s&t aside by the PCC for potential revamp of the
projectors in church
Youth Shed Fund {Deslgnat8dl - Monies s81 aside by the PCC for a 'youth shed" building lo
provide separate Space primarily for use by the Youth.
Living Space Fund IRestrictÈdl - Monies sel aside by the PCC out of the General Fund and
additional monies raised specifically for Living Space. Living Space 18 Ihe proj&cl name given lo
tho redevelopment plans of the Church Building
Bursary. Support Grants & Mission giving {Re$tricted) - Fund used to identify where giving
was meant for a specific purpose such as specific appeals.
Tangible Asset Fund {Restrl¢ted) Historic restricted monies used lo purchase Fixed Assets for
the Church and allows recording of depreciation separately Ilhese assets were fully depreciated
as of Y.E 2021 and therefore Designated Fund created.
e Income
All Income resources are accoun18d for 8s gross oxcepl for Goodbox where the net receipts are
auto processed and also Diocese Fees which are collected on behalf of the diocese so aren'l
deemed lo generate the PCC income.
Voluntary Income
Collections are recognised when recaived and assumed lo be part of regular givlng unlass for a
specific response
R8gular Giving is recognised only when received
Gift Aid Recoverable is recognised on an acerual basis
Grants 8nd Legacies are recognised when the PCC is legally entitled lo the amounts granted
Income from Invastments
Dividends are accounted for when they are due and payable.
Interest entillemenls are accounted for orn an acciual basls
All Other Income
All othor Income is recogriised on an aGGrual basls
Gains and Losses on Investments
Realised gains are recognisèd when the investments are sold
Unrealised gains and losses are marked lo market on a revaluation dale of 31 December 2021
f Expendiluro
Resources Expended are accounted for on an accrual basls and are accountod for gross.
Grants
Granls and'donalions are accounted for when Ihe PCC awards the amounts inlina with a pre-
agreed ligure. Olheywise, grants 2nd donations are accounted for when paid.

Consecrated and benefic6d property of any kind is excluded from the accourbls by S.96{21 of the
Charities Act 1993

Movable church fumilure held by the Vicar and Church Wardens on special trust for the PCC and
which may require a faculty for disposal, are accounted as inalienabl8 property unless
consecrated.
They are listed in the church's inventory which can be inspected.
For inalienable properly acquired prior lo 2000. there Is Insufficient cost information available and
therefore such assets ar8 not valued in the accounls.
Individual items acquired since 2000 have been capitallsed In the accounts and depreciated over
their useful economic life
All expenditure on consecral8d or beneficed buildings and individual items Gosting £1000 or188S
are wrillen off in the year they were incurred.
h Depr8clatlon
Depreciation is calculated to write down .Ihe cost of tangible fixed assets, excluding freehold
properties, over the useful Ilfe of the asset. The ralgs adopted by the PCC 8re'.
