Annual Report 31 December 2024
This Annual Report is prepared in accordance with the Church Accounting Regulations 2006 and the Church Representation Rules and the Charities Act 2011 and is submitted to and received by the Annual Parochial Church Meeting, which is then free to discuss it. The Secretary and the Churchwardens will address the Meeting and they and other members of the PCC will be happy to respond to any points raised or questions asked. The Annual Parochial Church Meeting will be held on Sunday 18" May 2025, after the morning service. All on the Electoral Roll of the parish are entitled to attend and will be most welcome.
Structure, Governance and Management
The role of the Parochial Church Council °
The Parochial Church Council (the *PCC’) is a corporate body established by the Church of England. It operates under the Parochial Church Councils (Powers) Measure 1956 and is registered with the Charity Commission. Its role is to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelical, social, and ecumenical.
PCC membership
In accordance with the Church Representation Rules, members of the PCC are either ex officio or elected by the Annual Parochial Church meeting. There is no specified term of office.
The members of the PCC who are also its trustees, are shown on page 1. A full list of church officials is as follows:

Committees
Standing Committee: This is the only committee required by law. It has the power to transact the business of the PCC between its meetings, subject to any directions given by the Council. It consists of the Rector, Churchwarden(s), Treasurer, Fabric Officer, and PCC Secretary.

Upper Mole Group Council (which reports to the PCC): Membership consists of the Rectors, Clergy and Churchwardens of Betchworth, Buckland, Brockham, Leigh, Charlwood and Sidlow, and discusses joint events and the way ahead as a group.
Other sub-committees: These are formed on an ad hoc basis. The Education and Outreach and the Worship sub-committees continue to operate across the Benefice.
Education and Outreach, Joint Parish Sub—Committee

This is part of the development and growth of mission for both Parishes with a remit to

e Discuss and support the needs of young people, which includes services and activities for younger people, and links with schools and young people’s groups

e To discuss prayer and action in the wider world for the desperately needy at home and abroad.

e To discuss how the local Church can reach out to the members of our community promoting and encouraging participation.

e To overview Christian study and education for adults and the younger generation in the parishes.

e Cover the planning of outside giving and develop a current giving plan for presentation to the PCC
The committee is a valuable medium to help plan and obtain support for outreach projects and our work with younger families in the villages.
Worship, Joint Parish Sub-Committee
The Rector, churchwardens, organist, musicians, service rota planners and choir director consider and guide all aspects of[services][and][related][activities][for][the][United][Benefice][ of] StMichael’s Betchworth and St Mary the Virgin Buckland.
The sub-committee is responsible to the PCC for reviewing and encouraging the worship life
including:

e Being alert to trends and movements of worship.

e Assisting in providing a variety of experiences in worship reflecting the differing needs and tastes within the church community; and

e Participating in the planning of special occasions and assisting in the choice and provision of music in worship.

Specific Sub-Committees for St Michael’s have met regularly throughout the year with reports elsewhere in this document. :-
Fabric
To support and guide the PCC on the repair, maintenance and management of the fabric and thereby serve the Church and Community in the implementation of the Mission Action Plan (MAP).
Stewardship
To explore a variety of ways in which we can increase regular giving to the church and try to meet our Parish Support Fund target.
Magazine
To manage on behalf of the St Michael’s Betchworth PCC the monthly production and distribution to all households in the civil Parish of Betchworth of a Parish Magazine, with a view to furthering community cohesion and without placing any financial burden on the Church.
Events (formerly Concerts and Recitals)
To plan and produce on behalf of St Michael’s Betchworth PCC a variety of fund-raising events throughout the year to supplement the church’s income and to enable projects and financial targets to be achieved. This to include making all necessary arrangements for a number of Concerts and Organ

Concerts on the Kenneth Tickell organ, each year with the aim of achieving at least a financial break even on these events and to contribute to church funds or other designated purposes.
Objectives and Activities
The objective of the PCC is to facilitate the smooth running of the church in the village, and as stated above, to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelical, social, and ecumenical
Review of the PCC for the year ended 31 December 2024
The PCC met 6 times during the year and dealt with the usual routine affairs of the parish. Accordingly, there was no requirement for the Standing Committee to meet in the intervening months. The Council received regular reports on the following topics: -

It’s hard to believe a whole year has gone by since | last wrote this report. It’s been a tough year in some ways, change is never easy and we are still learning to communicate, and work effectively together, encouraging each others gifts and supporting each other’s vulnerabilities.
Thanks
The first thing I want to do is to say thank you. My biggest thanks go to Linda for her work this year as church warden, having stepped up at the last moment to rescue the church from being downgraded to a chapel of ease. She has done an incredible job managing this church and us on a day-to-day level in an amazing and dedicated manner. Ona personal level she has offered much needed support and encouragement to me as a new incumbent still learning the ropes and Iam deeply appreciative of it. I will miss her energy and practical down-to-earth approach but also wish her a happy retirement (if that’s the right word) and a much needed rest from the many demands, duties and phone calls up ski slopes that she has fielded with much patience. Thank you Linda. I would also like to extend my thanks to Bernard who stepped back from church wardening at our last APCM due to health concerns but has remained there behind the scenes providing me with extra advice and insight into parish life. We are hugely fortunate that he has stayed on PCC so his huge expertise and knowledge bank is not lost. So thank you Bernard also.

There are too many of you to thank individually for all that you do to make St Michael’s...well so St Michael-ish but I’m hugely grateful to all of you; those of you who are sidespeople, who clean or flower arrange, the Bellringers, readers and, intercessors, the choir, sacristans, servers, the coffee servers, our safeguarding officer, our treasurer, aand PCC secretary and all of you who work so hard on the PCC and other committees . To Richard our musical director who joined up this year. My thanks also goes to the Pillars who do so much to support the building financially and to our many individual donors and financial contributors. St Michael's relies on all of you and we are so grateful for your generosities.
Finally, I would like to thank the congregation for your loyalty and dedication in continuing to worship at St Michael’s and keeping this church as it is meant to be, a worshipping community. More than anything in this time of uncertainty and change; our church needs prayer — for wisdom, for hope, for courage looking ‘to the future, and in your attendance of services, you help provide just that.

Last year the message I heard from you was that you needed time to sit, rest and recuperate after the interregnum. I still hear that need but coupled with an awareness of the need to change, plus a feeling of stuckness which can be a painful to sit with. Despite this, we have had some firsts or new olds this past year which is fantastic. We were fortunate enough to hold

e anumber of beautiful concerts and organ recitals last year including the Nine Lessons and Carols Christmas Service sung by our own choir.

e Heritage weekend which was a great success with trips up the bell tower, handbell ringing, an art display, organ recitals and historical talks to mention a few
-
e The first hustings - with all candidates participating in the debate.
-
e The return ofa pet service which was well received by pets and their owners alike! It is set to be a regular in our church diary.
.
- e Anew style thanksgiving harvest festival celebrating not just the physical harvest but also the many gifts of time, effort, skill and perseverance that volunteers give to make St Michael’s what it is. This too will become a yearly event.
2025-2026
During this coming year we need to really explore who we are as a worshipping community in the Church of England at this time. While recognising and marking what St Michael’s has been in its heyday we need to look forward to what being St Michael’s in the 21“ century is like and where we feel God is calling us now. There is a future for St Michael’s, we just have to discern what that is. One thing we can be sure of is, that God has a plan for us and does not abandon his people.
As last year, there is much to be done. and new ways to be learnt so that we can meet the future with confidence and a sense of God’s purpose. Together we can do it.

Churchwarden's Report 2024
It was with great regret that, due to his ongoing health issues Bernard Hawkins had to step down as my co-churchwarden this year leaving me as sole warden. However Bernard has remained extremely active in many other aspects of church life and for that lam hugely grateful. We also managed to lose Martin Hall as our Director of Music but thankfully our assistant organist, Richard Calver seamlessly stepped into the role and produced a wonderful Service of Nine Lessons and Carols.
Many other people remain in their roles and continue to work hard to support the ongoing work of the church and I am extremely grateful to Margaret Miller who coordinates the service rota as well as running the monthly drop-in teas. Hilary Ely is a very efficient choir secretary and has been a great help to Richard Calver as he learns the ropes in his first year as Director of Music.
Sunday services just wouldn’t run without sidespeople, readers, intercessors and sacristans and to all these people I would like to express my sincere thanks as well as to all the members of the PCC who play an active role in the running of the church. Special thanks also go to Steve Armitage who has taken on the role of Fabric Officer with impressive knowledge and efficiency and a wonderful way of explaining complex fabric issues to lay people.

Church funds are always a concern but we are extremely grateful to have such active support in the form of The Pillars of St Michael’s who do an incredible job in raising money for the fabric of the church in the form of extremely enjoyable events.
As sole warden I am concerned about the viability of St Michael’s as a parish church and I think that we need to seriously consider this as a PCC, church and wider community. It has been part of my life for 25 years now and for many others for much longer but we need to be honest about the reality of running a village parish church in terms of not only money but people. I pray that we can continue but like raising a child ... it takes a village.

St Michael’s Safeguarding APCM Report 2024
A Parish Safeguarding Officer (PSO) is there to be a contact for anyone who is, or thinks another is being controlled, suffering abuse or may be at risk of physical or mental harm. Details of organisations offering advice and support are on the notice-board in the Church porch, as are the details of the Parish and Southwark Diocese Safeguarding team. Quite a lot has happened within the Church of England during 2024 regarding Safeguarding, which has brought about a number of changes to the Southwark Safeguarding Team. The Makin Report following the case of John Smyth and his abuse of young men as far back as the1970s, has been a wake-up call for more vigilance and awareness ofjust how abuse and control can be exercised within what one considers a very safe and caring organisation. At the beginning of the year we again declared our intention to uphold the Safer Church Policy and make this Parish and St Michael’s a welcoming place for all. Most PCC members have undertaken various on-line training courses to enable them to understand Safeguarding, both for themselves while dealing with vulnerable adults and children, and also to be aware of Safeguarding for those around us. Safeguarding training courses can be found at: https://safeguardingtraining.cofeportal.org/login/index.php A copy of the Safeguarding manual ‘A Safer Church’ is held in the Church and can also be found on the Southwark Diocese website.

Some were able to attend an in-person course in Reigate during the year, where we were able to discuss various scenarios with those attending from other Churches, however this only followed the

on-line script. DBS checks have been organised for those dealing with young children, and also vulnerable adults, this is on-going for 2025, and will include more volunteers and PCC members. In November Churches were encouraged, and we held Safeguarding Sunday, a service with the emphasis on Caring and Keeping everyone Safe within the Church Community, this included a Q & A session with the congregation.

The following can be elected to the Vacancy in See Committee by the Diocesan Synod: Eight LAY PERSONS whose name appears on the electoral roll, across the Diocese and who are 16 and over, proposed and seconded by a member of Diocesan Synod, elected by the Diocesan Synod. Plus 2 Clergy. Nominations must be returned by 12 noon on Friday 29 November 2024. Education (Online Nominations) see circulation from Sarah. Nominations are open to clergy, and laity who are on the electoral role, from across the Diocese. Nominations must be returned by 12 noon 31 October 2024 to Trinity House.
The Diocese is running a Children and Young People Basics Training in Horley for Youth, Children and Family ministry. The course is for ministry leaders and anyone else interested. All day event taking place at St. Bartholomews Church, Horley, RH6 8AB, on Saturday 16th November 2024, from 9-4pm. The Anti-Slavery event on 19th October in the Methodist Church in Reigate was highly successful.
Richard Robinson (Head of Housing RBBC) and Jenny Hawes (Housing Projects ManagerYMCA East Surrey highlighted the work being undertaken for the homeless and the assistance given to the vulnerable in society and particularly single mothers, among others.
,
Churches across the UK and in our Deanery are being encouraged to take their Carol Services and Nativities out of churches to encourage greater numbers of the public to attend, this in response to the decline in church attendance. A ‘Shine Your Light’ initiative - Piloted last year, involving 700 churches of 68 denominations.

Finance
This year has been another challenging year for the church financially. Whilst we have once again paid in full our parish pledge of£34,200 (2023: £34,034), the General Fund saw an excess of expenses over income of £7,532 (2023: excess of expenses of £3,482). Our expenses continue to rise as inflation continues to bite, and our income struggles to keep up. meaning the general fund at 31 December 2024 showed a depleted balance of £61,065 (2023: £68.597).
The final bills for the roof repair work came through this year. We were able to reclaim the VAT incurred on this, and, in addition, were very.grateful to receive a grant of £15,000 from The Pillars of Betchworth Church, meaning that, at the year-end, the fund showed a small surplus, of £2,682 (2023: deficit of £21,560).
Reserves Policy
It is the policy of the PCC to seek to maintain adequate, but not excessive. reserves, to be used for the specific purposes for which they are identified. Cash representing reserves not immediately required is, if appropriate, invested with the CBF Church of England Deposit Fund.
Other Information
There have been no transactions between the PCC and related parties (as defined by the Charities Act 2011 and the Charities SORP) nor has the PCC identified any major risks (other than the availability of continued funding, a topic of continued consideration by the PCC) which impact the work of the Church in the parish.

Independent Examiner’s Report to the Parochial Church Council ((PCC’) of St Michael’s Church, Betchworth
This report on the financial statements of the PCC for the year ended 31 December 2024, which are set out on the following pages is in respect of an examination carried out in accordance with the Church Accounting Regulations 2006 (‘‘the Regulations’) and $.145 of the Charities Act 2011.
Respective responsibilities of the PCC and the examiner
As Charity Trustees you are responsible for the preparation of the accounts, and you consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed.
It is my responsibility:

e toexamine the accounts under section 145 of the Charities Act.

e to follow the procedures laid down in the general Directions given by the Charities Commission (under section 145(5)) of the Charities Act; and
-
e to state whether particular matters have come to my attention.
Basis of this report
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence which would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view, and the report is limited to those matters set out in the statement below.

In connection with my examination, no matter has come to my attention:

(a) to keep accounting records in accordance with section 130 of the Act; and

lL. Accounting policies
The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations’ "true and fair view" provisions, together with FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP(FRS102)).
The financial statements have been prepared under the historical cost convention.
General Fund
General funds represent the funds of the Parochial Church Council (the ‘PCC’) that are not subject to any restrictions regarding their use and are available for application to the general purposes of the PCC.
Income Resources
Voluntary income and capital resources
Collections are recognised when received by or on behalf of the PCC.
Planned giving received from pledges is recognised only when received.
Income tax recoverable on pledges or gift aid donations is recognised when the income is recognised. Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement and the amount due.
Funds raised from events are accounted for gross.
Sales of books, leaflets and magazines from the church bookstall are accounted for gross.
Income from investments
Dividends and interest are accounted for when receivable.
Resources Used
General expenses
General expenses are accounted for on an accrual’s basis.
Grants
Grants and donations are accounted for when paid over. or when awarded, ifthat award creates a binding obligation on the PCC.
Activities directly relating to the work ofthe Church
The parish pledge is accounted for as it is paid. Any pledge amount unpaid at 31 December is not provided for in the accounts as it is an optional (and not a legal) liability. For 2024, the full pledge of £34,200 (2023: £34,034) has been paid.
Organ
Direct building costs of the organ have been capitalised. Depreciation is charged at 2% p.a. to write off the total cost over 50 years.
