This Annual Report is prepared in accordance with the Church Accounting Regulations 2006 and the Church Representation Rules and the Charities Act 2011 and is submitted to and received by the Annual Parochial Church Meeting, which is then free to discuss it. The Secretary and the Churchwardens will address the Meeting and they and other members of the PCC will be happy to respond to any points raised or questions asked. The Annual Parochial Church Meeting will be held on Sunday 16 May 2021, after the morning service. All on the Electoral Roll ofthe parish are entitled to attend and will be most welcome.

Structure, Governance and Management

The role of the Parochial Church Council The Parochial Church Council (the ‘PCC’) is a corporate body established by the Church of England. It operates under the Parochial Church Councils (Powers) Measure 1956 and is registered with the Charity Commission. Its role is to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelical, social and ecumenical. When Lockdown rules have permitted, the PCC has continued to support and insist that the Village Church is open during day for visitors to enjoy, for prayer and quiet contemplation.

Committees

Standing Committee: This is the only committee required by law. It has the power to transact the business of the PCC between its meetings, subject to any directions given by the Council. It consists of the Rector, Churchwarden(s), Treasurer, Fabric Officer and PCC Secretary.

Upper Mole Group Council (which reports to the PCC): Membership consists of the Rectors, Clergy and Churchwardens of Betchworth, Buckland, Brockham, Leigh, Charlwood and Sidlow, and discusses joint events and the way ahead as a group.

Other sub-committees: These are formed on an ad hoc basis. The Education and Outreach and the Worship sub-committees continue to operate across the Benefice.

This is part of the development and growth of mission for both Parishes with a remit to

The committee is a valuable medium to help plan and obtain support for outreach projects and our work with younger families in the villages. (See later detailed report Part 2)

Worship, Joint Parish Sub-Committee

The Rector, churchwardens, organist, musicians, service rota planners and choir director consider and guide all aspects of services and related activities for the United Benefice of St Michael’s Betchworth and St Mary the Virgin Buckland.

The sub-committee is responsible to the PCC for reviewing and encouraging the worship life including:

Fabric

To support and guide the PCC on the repair, maintenance and management of the fabric and thereby serve the Church and Community in the implementation of the Mission Action Plan (MAP).

Stewardship

To explore a variety of ways in which we can increase regular giving to the church and try to meet our Parish Support Fund target.

Concerts and Recitals

To plan and make all necessary arrangements for a number of Concerts and Organ Concerts on the Kenneth Tickell organ, each year with the aim of achieving at least a financial break even on these events in order to cover costs and contribute to church funds or other designated purposes.

Magazine

To manage on behalf of the St Michael’s Betchworth PCC the monthly production and distribution to all households in the civil Parish of Betchworth of a Parish Magazine, with a view to furthering community cohesion and without placing any financial burden on the Church.

Events

To plan and produce on behalf of St Michael’s Betchworth PCCa variety of fund-raising events throughout the year to supplement the church’s income and to enable projects and financial targets to be achieved.

Objectives and Activities

The objective ofthe PCC is to facilitate the smooth running of the church in the village, and, as stated above, to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelical, social and ecumenical.

Review of the PCC for the year ended 31 December 2020

The PCC met six times during the year (J physical meeting, 2 virtual meetings by email exchange and 3 meetings using Zoom Video Conferencing) and dealt with the usual routine affairs of the parish. Accordingly, there was no requirement for the Standing Committee to meet in the intervening months. The Council received regular reports on the following topics: -

Achievements and Performance

A year like no other!! In late March, all the Government regulations imposed to check the Covid19 pandemic were in force - social distancing, bacterial cleansing, and masks. We had started 2020 looking forward to working with the Rector, Anna Moore, and with the new service pattern to provide a solid platform for her developing ministry. We were pleased to hear that Kerry Evans would be joining us whilst she trained for ordination. Two Lent lunches took place and plans were afoot to celebrate Easter and to mark Anna’s first anniversary in the Parish, when Covid hit. By March 23rd we were into complete lockdown, with elderly and vulnerable people shielding. The UMG wedding preparation day, the Annual Parish Church Meeting (now in May 2021) and the cancellation of B-Tribe and Wednesday Teas took effect. The whole country seemed paralysed, with the churches closed and attendance at funerals, heavily restricted.

Initially we were concerned for the physical welfare of the parishioners, with practical help and assistance being made available in conjunction with James Benn, the Parish Council, and local volunteers. Anna, with support from Melvin, Graham, David, Neil, and Hilary, instituted dial-in and online services to provide a continuing spiritual link with the congregation. A COVID-19 Survival WhatsApp Group was set up to maintain contacts and efforts made to phone anyone isolated without access to modern media facilities.

Anna’s open church door policy was due to be expanded with an increase in the use of the church building for other community activities. Sadly, the Book swap Scheme and an eco-friendly recycling initiative called Teracycle, had to be temporarily aborted although both were re-

established subsequently. The publication of the Parish Magazine was halted for two months and with no congregation the church collections dropped to zero and cost savings became essential. Planned weddings were all put on hold and it was realised that there was likely to be a significant shortfall in the church finances. Sadly, the post of Parish Administrator was rendered redundant. However, an appeal for funds in the parish magazine was generously answered. We gratefully acknowledge the donations received. This has helped the church to remain solvent in 2020 although planned fundraising towards roof repairs had to be postponed. Finances in 2021 may be even more difficult with the need to meet our fair share of the costs of ministry.

We waited anxiously until mid-June for the opening of churches for private prayer. This announcement caused a flurry of Covid securing activity with new risk assessments and arrangements. In July we were allowed to open the church once again for public worship, subject to further risk assessments and precautions. Services commenced on 12th July at Betchworth and were held alternate weeks with St Mary’s. Liz Vahey masterminded the seating arrangements at both churches and oversaw the social distancing between different households and bubbles. Attendances were initially modest, with folk feeling unsure about the risks of gathering under one roof. Shielding was still appropriate for much of the congregation, with singing still banned and bell ringing restricted to a single bell. PCC meetings were held on Zoom and it was decided to continue dial-in and online services to make sure that no-one needed to attend church until they felt safe. Services in church now incorporated four distanced members of the choir singing a single hymn. Harvest was marked with a speaker from Welcare and arrangements made for the customary All Souls Service at Buckland, On October 15th we suffered a momentous loss to St Michaels and the parish at large. Our beloved preacher, chorister and friend Peter Slot died, leaving everyone utterly bereft. Peter had served St Michael’s in almost every capacity known to a lay person. He was a member of the PCC and a churchwarden, and endlessly supportive and encouraging to all who followed. He was a longstanding member of the choir and a licensed Reader for over 25 years, stepping down in 2017 with the honorary title of Reader Emeritus. Sadly, his funeral was limited to family members, but many people lined The Street to bid him a fond farewell. It was fitting that at his funeral the Revd Helen Burnett reprised his acclaimed sermon ‘See yon wicket gate’.

At the beginning of November, the Family Service focussed on Welcare, with an excellent donation of shop vouchers given instead of the usual toys. Plans for an outdoor Remembrance Day Service were abandoned following national guidance from the British Legion. Wreaths were privately laid over the weekend, and the names read during the mornings online and dial-in Services. A second wave of Covid was clearly underway and a 4-week lockdown was announced. Church services were discontinued, and tentative plans made for ticketed Services at Christmas. A Christingle Service was held on December 6th with a collection for the Children’s Society. Adults and children worked together to each make their own Christingles. The Christmas Tree Festival could not take place although a tree of home knitted hats was installed in church and distributed to local homeless shelters, the Salvation Army and Romania. The church’s annual charitable donations were made at a reduced level.

The first ticketed service was expected to be a shortened Carol Service with a recorded version available online. In the event the recording proved to be a real triumph, and the increasing transmission of the Kent Covid variant prompted the last-minute cancellation of the actual Carol Service, with the recorded version made available online for everyone. Our thanks go to Melvin and the Choir, the Lesson Readers (and the video operator) for such an uplifting service. A joint crib service was held in St Michael’s on Christmas Eve, and the Christmas morning service was well attended with 61 people in church. At the end of the year things were beginning to look slightly more hopeful, but this rollercoaster of a year ended with a bang. The stone cross at the west end of the nave roof disintegrated and caused damage to the roof. Furthermore, lockdown number three was imminent and after discussions the PCC decided to request the Archdeacon to permit the

suspension of services until mid-February. We just hope that this will be short lived and that we can report a more positive outcome in next year’s report.

Postscript

This unusual year has overtaken all our normal activities and directed our attention into combating the Covid pandemic and finding new ways to support and maintain contact with the community. Anna and many more wonderful people kept St Michael’s running and turned their hands to new and unexpected duties. We should like to acknowledge the efforts of innumerable folk for their acts of kindness and neighbourliness, but there is one group who deserve our special thanks. That is the On-line Service Team who have kept us together in this troublesome year. Anna has been truly magnificent and becomea village treasure. Melvin has steadfastly supported all the services with music and voluntaries, (often played in a freezing cold church) and David, Neil and Kerry who have all taken their part with sermons and prayers. Finally, I must mention our webmaster, Hilary Ely, who has kept us all up to date by posting the services and latest information onto the church website with each twist and turn of the regulations. Our grateful thanks go to them and all the other helpers, and we look forward to seeing you all again at St Michael’s, hopefully after Palm Sunday when we plan to resume church services.

Safeguarding

A Parish Safeguarding Officer (PSO) is there to be a contact for anyone who is, or thinks another is, being controlled, suffering abuse or may be at risk of physical or mental harm. Sadly for some, this has been more apparent this year with more time spent in lock-down.

During 2020, with the various lock-downs and social-distancing, many of the children’s activities had to be cancelled, however the Southwark Diocese Safeguarding team, although working from home, have continued to be accessible. There has been a change to the Diocesan Adviser, with the welcome to Hugh Constant, and an amendment to the on-duty contact number. This has now become a 24hr call number. Details are in the Church porch as are all the up-dated details. Safeguarding training is available for anyone who is working, or helping in any Church activity with children, young people or vulnerable adults, now transferred to on-line training.

A copy of the Safeguarding manual ‘A Safer Church’ is held in the Church and can also be found on the Southwark Diocese web-site.

Annual Fabric Report 2020

The Protection and Maintenance of the Fabric

Because ofthe COVID restrictions over the last 12 months, members of the Fabric Committee have met only informally since the last formal meeting on February 19th 2020, when imminent inspections etc were noted.

These inspections and surveys have since been reviewed.

Recent high winds brought down the apex cross to the West gable which unfortunately damaged the adjacent ridge tile and some of the Horsham stone slabs to the North aisle roof. An insurance claim has been lodged and a quotation for the renewal of the cross etc is awaited.

Similarly, recent prolonged, deep frost has caused the spalling of a coping stone to the Chancel gable, which is also the subject of an insurance claim.

Implementation of Works Recommended in the Quinquennial Inspection

These works and the associated Budget Estimate were agreed by the PCC at its meeting on April 6th 2020 as being most urgent.

Following authorisation of the appointment of the Inspecting Architect members of the Fabric Committee have held meetings and discussions with the Architect on site leading to a refinement of the proposed works which were summarised in the Faculty application as:

The Architect submitted a Faculty Application on November 24th 2020 for which we hope to receive approval imminently. The Architect is now proceeding with the preparation of tender documents with a view to recommending a tender for approval by PCC at its meeting on May 17th so that the works may be completed over the summer of 2021, funds permitting.

Future Improvements

Meanwhile, the Fabric Committee obtained budget quotations for the completion of a comprehensive rewiring of the church which indicated a cost of approximately £50,000. A new distribution board etc was installed in readiness together with new localised lighting, as part of the Lady Chapel / Organ project.

In support of the move to develop the West porch as the principal entrance, the Fabric Committee has also prepared a scheme to provide level access through the West porch. This would support the provision of enhanced community facilities within the church.

Physical Services were only possible between 5 January and 15 March, 12 July and 1 November, and, 6 and 25 December 2020. Average weekly church attendance in 2020 was 25, plus on average 12 under 16s (in 2019 it was 35 adults and on average 6 under 16s). The Church was shut for Easter. 105 attended the Christmas Services.

Once lockdown had been established Anna quickly secured the finances from the Brockham Emergency Rescue Team (BERT) to set up a dial in service for the church which combined with recording ofmusic by Melvin and weekly service sheet provided us with an ongoing way of ensuring that our worshipping needs were to some extent met. Once lockdown had lifted the online and dial-in services continued for those unable to attend church in person and we started to alternate between St Michael’s and St Mary’s for the weekly services.

This has meant that the attendance numbersfor this year are not directly comparable to 2019. However, there were 5 baptisms, 5 funerals in Church and 6 Crematorium services. No weddings were held. There was no burial of ashes.

Upper Mole Group

(Comprising the Parishes of Betchworth, Buckland, Charlwood, Sidlow Bridge, Brockham and Leigh). The Group Council consists of Licensed Clergy and Churchwardens of the six Churches.

The Upper Mole Group has not met. Clergy members continue to meet monthly for morning prayer. Resources have been shared amongst the group e.g. WHYPAY Teleconferencing which has been invaluable for dial in services for those unable to access the internet. Our Lessons and Carol service was shared amongst the clergy to represent all 6 churches. We hope to resume meetings and share services when we are permitted to do so.

The hope was that all APCMs would be held face to face by 31/10/20 but was not possible. Bishop Christopher told us that 18 new curates across the diocese were to be ordained electronically in September-bit of a shock! The 2019 Annual Report and Financial Statements for year ended 31 December 2019 were unanimously received and approved. There was an update on finances in the light of Covid-19, small reduction in PSF Parish Support Fund, with one third of parishes now supporting the other two thirds. We want it to be the other way round. There will have to be some redundancies in lay diocesan jobs. New worshipers were coming through the electronic worship. Vicar Rev Mandy Ford was leaving the Diocese to become Dean of Bristol.

Members were updated on the various elections in 2021 which include Diocesan Synod, General Synod and various Boards and Committees.

The Chair of the Diocesan Board of Finance presented the 2021 Budget and 3-year forward view to recovery, which would be the first deficit budget in many years as a result of Covid-19. There was still optimism because the parishes had been generous in the Parish Support Fund pledges for 2021. The Chair moved a motion that: “this Synod approve the total 2021 budget expenditure of £25.32m which is based on total 2021 budgeted income of £22.53m.” An electronic vote was taken with overwhelming support for the motion. It is a huge amount of money that the Diocese needs to receive in and then uses and I thought a few examples of the biggest incoming amounts and outgoing spends in 2020s budget would help to see why.

Budgeted Expenditure amountsfor 2020:

Clergy Costs £12,576,000; Property costs £3,506,000; Vocations £1,227,000 and Contributions to National Church £1,593,000.

A presentation on the Growing Faith Initiative was given with a video. The Growing Faith adventure encourages a renewal of hearts and minds so that it becomes second nature to look at every aspect of mission and ministry through what it means for our children, young people and households. This flows from the relationship encouraged between schools and churches, and how these are developed to resource and support households to grow in faith together.

A General Synod member gave an update on the November Group of Session for the General Synod, which had been held on Zoom also. This included a report on Living in Love and Faith, which sets out to inspire people to think more deeply both about what it means to be human, and to live in love and faith with one another. It tackles the tough questions and the divisions among Christians about what it means to be holy in a society in which understandings and practices of gender, sexuality and marriage continue to change.

It was noted that the following year (2021) is an election year for General and Diocesan Synods.

For the same reason SDBE Trustee meetings have been held on Zoom.

Despite trying circumstances with COVID-19 19 church schools had remained open during the lockdowns to support key worker and vulnerable families and they used the opportunity for mission. The latest figures were used to show how successful church schools in the Diocese were with 93% receiving a ‘good’ or ‘better? OFSTED report. They had much to celebrate with a strong provision and positive leadership engagement. The schools project about serious youth violence was doing well and there was much Eco Diocese engagement. Exciting news was that a new Kingston Voluntary Aided Secondary School is being developed and built now. The Multi Academy Trust (MAT) has 10 schools now and it is financially self-sustaining. It offers a strong range of services to its schools and there is much positive feedback between the schools and DfE. The Chief Executive of the SDBE has now retired and an appointment is hopefully soon to be made.

Reigate Deanery Synod Report

The Reigate Deanery Synod scheduled the following meetings in 2020 -4th February, All Saints Merstham, 10th June, St Francis, Horley and 22nd October St Marks Reigate. Due to the Coronovirus lockdown restrictions only the February meeting was held.

In December 2019 Judith O’Connell - Asst to Area Dean, Revd Anita Colpus, announced that she was taking over Deanery Secretarial responsibilities from Christine Elliott.

February’s meeting: (4th February 20) All Saints, Merstham.

Rev Anita Colpus welcomed as Area Dean.

All Diocesan Synod places now filled with good Deanery representation.

Grants for youth work received along with TV/Wi-Fi for Refugees in the area. Deanery will continue to support, reported Chris Elliott.

Kerry Evans covered social justice focusing on Modern Slavery and Country Lines. Domestic violence and mental health issues to be included in future forums.

Alison Elson spoke about Thy Kingdom Come, which historically covers The Ascension Day Service, Prayer Space, Prayer Walking and Pentecost in the Park.

Andrew Cunnington formerly Deanery Chair discussed the benefits of conferences, bringing together people from both sacred and secular backgrounds to focus on wider community issues and to discover a common passion for improvement in lives. The hosting of Quiet Days at Wychcroft continues to be well supported and the need to continue funding Youth Trips has long term benefits.

Libby Green mentioned the success of the Wholeness and Healing Services at various churches, and David Keiller reminded of his 5 Marks of Mission course which could be taken to different churches in the Deanery.

Notification of there being no further DS meetings in person was received on 10th April 2020 due to Coronavirus restrictions.

Following a Zoom DS Meeting on 22nd October, Mr Leslie Jackson was elected the new Lay Chair, replacing Chris Elliott. Fiona Hawker, Treasurer, Judith O’Connell confirmed as Secretary. New Guide for work in the Deanery now available. 9 new members of the Deanery Leadership Team also elected.

Finance

This year has been a challenging year for the church financially. However, due to our decision last year to substantially reduce our parish pledge (which we have paid in full) to £25,000 (2019:£35,000) and the immense generosity of a small number of donors, we have once again been able to show a surplus on the general account (of £21,120). Overall, whilst we have an accumulated surplus on the general account of £67,329, our finances nonetheless remain precarious, in that we have increased our pledge for 2021 to £33,200 and the work required by the last quinquennial report will require substantially more than the £35,046 in the fabric fund.

Reserves Policy

It is the policy of the PCC to seek to maintain adequate, but not excessive, reserves, to be used for the specific purposes for which they are identified. Cash representing reserves not immediately required is invested with the CBF Church of England Deposit Fund.

This report on the financial statements of the PCC for the year ended 31 December 2020, which are set out on the following pages is in respect of an examination carried out in accordance with the Church Accounting Regulations 2006 (‘“‘the Regulations’) and $.145 of the Charities Act 2011.

Respective responsibilities of the PCC and the examiner

As Charity Trustees you are responsible for the preparation of the accounts and you consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed.

Basis of this report

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence which would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair’ view and the report is limited to those matters set out in the statement below.

ky Accounting policies

The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations’ "true and fair view" provisions, together with FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP(FRS102)).

The financial statements have been prepared under the historical cost convention.

General Fund

General funds represent the funds of the Parochial Church Council (the ‘PCC’) that are not subject to any restrictions regarding their use and are available for application to the general purposes of the PCC.

Income Resources

Voluntary income and capital resources

Collections are recognised when received by or on behalf of the PCC.

Planned giving received from pledges is recognised only when received.

Income tax recoverable on pledges or gift aid donations is recognised when the income is recognised.

Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement and the amount due.

Funds raised from events are accounted for gross.

Sales of books, leaflets and magazines from the church bookstall are accounted for gross.

Incomefrom investments

Dividends and interest are accounted for when receivable.

Resources Used

General expenses

General expenses are accounted for on an accrual’s basis.

Grants

Grants and donations are accounted for when paid over, or when awarded, ifthat award creates a binding obligation on the PCC.

Activities directly relating to the work ofthe Church

The parish pledge is accounted for as it is paid. Any pledge amount unpaid at 31 December is not provided for in the accounts as it is an optional (and not a legal) liability. For 2020, the full pledge of £25,000 (2019: £35,000) has been paid.

Organ

Direct building costs of the organ have been capitalised. Depreciation is charged at 2% p.a. to write off the total cost over 50 years.
