Structure, Management and Governance: St Peter in Eastgate PCC is a body corporate and operates under the Parochial Church Councils (Powers) Measure 1956 and the Church Representation Rules. St Peter’s was in a period of Vacancy when Rev Canon Edward Bowes-Smith left in Sept 2020.

Leadership Team: This year we have identified this group is similar to but not compliant with a Standing Committee and are looking to correct this. Going forward under Church Representation Rules 2020 M31, as a Standing Committee. (If more than 50 people on electoral roll the Standing Committee comprises: Vicar (as Chair), Each Church Warden (or min 2 elected by PCC), 2 or more other members of the PCC (appointed by PCC – the number of whom must equal the number of church wardens on the committee). It is our intention to reinstate a Standing Committee following our APCM on Sunday 23[rd] May.

The Staff Support Team: The Vicar and Churchwardens meet on a termly basis to ensure the proper care and supervision of the staff team.
Children’s Groups Leaders Team, SPY (Youth Group) Team, Office Team, Music Team, Pastoral Care Team, Prayer Ministry Team and Senior’s Team.
Individual PCC members and ministry team members are invited to external training as and when deemed appropriate by the PCC. Training may include trustee responsibility training, basic health and safety, risk assessment and management, child protection procedures.

The PCC continued to develop its bank of risk assessments to identify all risks associated with its mission and ministry. Procedures are then put in place to manage those risks and minimise their impact on the life of the church, particularly vital this year of a pandemic with Covid 19. Action in the main areas of risk has been taken. Our H&S Officer Rev Edward Bowes-Smith (Vicar) was replaced in Sept 2020 by Rev James Radcliffe (Associate Vicar).
The PCC has adopted a reserves policy which ensures that at least three months worth of expenditure is kept in cash and shares. It is PCC policy to try to maintain a balance on free reserves (net current assets) which equates to at least three months' Church Activities payments. This is equivalent to £43,219 (2019 - £49,307). It is held to smooth out fluctuations in cash flow and to meet emergencies. The balance of the free reserves at the end of 2020 was £240,860 (2019 – £231,554) which is considerably higher than the target.
Investments are only made in approved low risk funds approved for charity use. All assets are insured and levels reviewed annually and approved by the PCC.
The PCC and Safeguarding Team oversaw the church’s compliance of statutory requirements. Church inspections helped to identify possible risks and a plan of action to remedy these was put in place. We aim for all procedures to be reviewed on an annual basis and formally reported to the PCC.
The general functions of the PCC are stated within section 2 of the Parochial Church Council (Powers) Measure 1956.
Our objectives are expressed in our 2020 Vision Strategy of Three Values (Gathering around God’s word to build together an authentic Christian community, Growing as lifelong disciples of God’s Son, Jesus Christ and Going out in the power of God’s Spirit to share the Gospel in word and action), Two Parishes (Eastgate and Carlton) and One Church (Two parishes operating with one vision, one PCC, one staff team).
In 2020 we provided the following public benefits:

Christian education through school assemblies, Sunday school in person and online, October half term holiday club postponed until Easter 2021 and term time youth group in person and online;

Foundation Governors for our linked church school, St. Peter in Eastgate (Controlled) Infants School: (Edward Bowes-Smith, Alistair Ward, Jonathan Emptage);

Promoting the whole mission of the church through the provision of activities for senior citizens and single people;

Provided a caring and safe environment for parents with pre-school children at our time-term Family Hour group and Family Hour Plus group for primary school children and their parents until the lock down came;

Pastoral work including visiting the sick and bereaved.
In 2020 we continued to shape our church life around five main purposes:

Worship – the pattern of four Sunday services continued until lockdown began on Mothering Sunday March 22[nd] . From then we provided Pre-recorded St Peter in your Home, then some in person services and then a regular live stream service. Our Sermon Series focused on Matthew’s gospel in the New Year, in the spring on ‘Everyday Faith’ in the letter of James; in the summer on ‘In God’s Hands’ in the book of Daniel and in the autumn on ‘Faith, Hope and Love in a Pandemic’ from the first letter to the Thessalonians. We were in Luke’s gospel for Christmas.

Fellowship – three highlights of the year were our online quiz for all the church family in April and then St Peter’s women meeting online several occasions and St Peter’s men managing a socially distanced walk.

Discipleship – a good proportion of church members continued to meet in small ‘growth groups’ for encouragement in their Christian faith. There was a book group, a Bible Course and several Rooted Hubs. Members of SPY led the 6pm service.

Ministry – church members were encouraged to serve where their interests and gifts led and this drew new people into the musical life of the church, children and youth ministries. James Radcliffe, our associate vicar, oversaw the day to day running of St Peter’s staff team once the Vicar left in Sept 2020. Simon Aston joined the team as (Non Stipendiary Minister) Curate in Feb, Simon Diggins and Tom Dodd as Interns in Aug and July respectively and Sally Lidbury as Children’s Ministry Coordinator in Aug. Sarah Booth, Hayley Boag, Alistair Ward continued in their roles as did Geoff Anderson as our organist, Liz Bull as our verger and Ian Hadden as our caretaker.

Mission – Our outreach as a church throughout the year continued to centre on several Christianity Explored courses (in person and online), weekly school assemblies and our Family Hour and Family Hour Plus groups (until March). St Peter in Carlton organized community Easter and Christmas Trails and delivered gifts to new homes.

The church buildings continued to be used in line with government guidelines. In early 2021, The fabric team oversaw the relaying of the front paving into a ramp with new noticeboard, new bike racks were installed, also new key lock system into church & general maintenance & repairs as identified, eg benches.
The PCC complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults.)
St. Peter in Eastgate & St. Peter in Carlton
Voluntary Income in 2020 was £196,331 (compared to £194,712 the previous year). Total income was £198,981. The Total Expenditure was £189,675. There was a surplus on the year of £9,306 (2019 - £4,255).
St. Peter in Carlton Finances
Carlton Income in 2020 totalled £30,341 and included £27,157 planned giving, £2 in donations and other income, £3,182 in Gift Aid. Carlton Operating Costs in 2020 totalled £21,130 and comprised £18,708 in parish share, £2,422 in general expenses. Although there are other items of expenditure which have not been attributed to Carlton. St Peter in Carlton was informed of a forthcoming substantial legacy to help in their mission & ministry.
The PCC acted as a financial agent for the Rev Canon Edward Bowes-Smith, Rev James Radcliffe and Rev Alistair Ward assigning their wedding and funeral fees to the Diocese. The PCC also acted as agent for Mr Geoff Anderson, organist, and Mrs Liz Bull, verger, with regard to fees from occasional offices. Donations were also received for certain charities throughout the year, most notably Lincoln Community Larder and Anglican International Development.
