FOR THE YEAR ENDED 31 DECEMBER 2025
The Trustees have pleasu￿ in presenting their report and the financial statements of the Parochial Church Council
IPCCI for the year ended 31 December 2025. In preparing the financial statement5. the Trustees have adopted the
provisions of Accounting and Reporting by Charities- Statement of Recommended Practice applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK IFRS 1021
leffective l January 20151.
Airn and purposes
St John the Evangelist Parochial Church Council IPCCI has the responsibility of co-operating with the Priest in charge
in promoting in the ecclesiastical parish. the whole mission of the Church, pastoral. evangelistic, social and
ecumenical. The PCC is responsible for the maintenance of the Church of St John the Evangelist, Bourne Hill. Palmers
Green, London N13 4DA

St John The Evangelist is part of the Diocese of London within the Church of England. The correspondence address is
18ourne Hill, London N13 4DA. The PCC is a corporate body IPCC Powers Measure 1956, Church Representation Rules
20111, and, from 7 November 2009, is a charity registered with the Charity Commission under charity registration
number 1132592. Registration is in the name of The Parochial Church Council of the Ecclesiastical Parish of Palmers
Green.

Constitution of the Parochial Church Council

The PCC 15 a corporate body established by the Church of England. The PCC operates under the Parochial Church
Council Power5 Measure and wa5 officially registered with the Charity Commission as Yhe Parochial Church Council
of the Ecclesiastical Parish of 5t John the Evangelist in 1904. Copie5 of the Annual Report and Financial Statement
are held by the Secretary of the Diocesan Board of Finance and are also available upon written request to the PCC
Secretary. The Church currently does not have an active PCC

nsibilities
Law applicable to charities in England and Wales requires the PCC members. who are trustees of the charity for the
purposes of charity law, to prepare financial statements for each financial year which give a true and fair view of the
State of affairs of the church and of its financial actiwties for that period. In preparing those financial statements, the
PCC members are required to:
select suitable accounting policies and then apply them consistently.
make judgements and estimates that are reasonable and prudent.
prepare the financial statements on the Going Concern basis unless it is inappropriate.
to presume that the Church will continue in operation.
state whether applicable UK Accounting Stsndards have been followed, subject to any material departures
disclosed and explained in the financial ststements.
The members of the PCC are responsible for keeping accounting records which disclose with reasonable accuracy the
financial position of the Churth. and which enable them to ensure that the financial statements comply with the
Charities Act 2011, the Charity IAtcounts and Reports) Regulation5 2(K)8 and the provisions of the trust deed. The
members of the PCC are also responsible for safeguarding the assets of the church and hen￿ for taking reasonable
steps for the prevention and detection of fraud and other irregularities.

The Reverend Mother Kathryn Twining FISM SMMS SCP
On 5th March 2026.1 was licensed as the Parlsh Priest for St John the Evangelist. Palmers Green.
and therefore, was not present during the previous year. which is the focus of this Report. The
contents of this report are brief and based on reliable information we hold from digital and physical
records and from communication with the DI0￿se of London.
2025 was an extraordinary and difficult year for the parish. Due to the Consequences of its extreme
nature, the parish was granted an extension of one month in which to hold our Annual Meetin&
which normally would be held between January and May of the year following.
In May 2025 the Vicar, The Revd Julie Coleman, handed in her resignation. as did most of the Church Officers li.e.
Church Wardens, PCC Members, Deanery Synod Representative). All remaining officeholders resigned shortly
thereafter, leaving the parish without governance. No Preparation of new Church Electoral Roll took place, as was
required, leaving the parish with an Elettoral Roll of O IZero/Nought). The Archdeacon of Hampstead condurted his
Visitation on 23 July 2025 and provided a Summary Report with some basic. tasked actions across the Church
Campus. No Safeguarding Officer was in post at the time of the Visitation. 31 August 2025 marked the departure of
the Vicar, by which time a suitable replacement was under consideration by the Bishop of Edmonton. A Panel of
three Cong￿88nts- Erit 88nton, Moira F05ter, Norma Clayton - was appointed to meet the candidate Imell online
with the Archdeacon- the meeting was viewed posttively by all. making way for the appointment of me as parish
priest.
On 23 November 2025 three Trustees- Kate Kardooni. Guy Halliwell. Karen Lsvingston- were appointed to handle
the financial matters of the parish.
From September through Oecember 2025 the Sunday Parish Eucharist continued to tske plate weekly* mainly with
supply tlergy from the Edmonton Area. and our LLM. Julia Thornas.

In the absence of any Deanery Synod Representstive, Enfield Deanery Synod ha5 provided 2025 Minutes, which
inform that

Safeguardlng Report
The Visitation document states that a Safeguardin8 Officer was not In post. and the parf5h was not 5afeguardlng
compliant.
Fabric Report
Outstanding Loss Adjustment ne8Otiations and Restorative Repairs, resulting from the arson attack to the Parish
Church on l January 2024, remained, pending the arrival of the new Incumbent.
Flnanclal revlew
Total recelpt5 on unrestrlcted and deslgnated funds were £110.339 of whlch £13.307 was from planned glvlng and
£ 6,636 wa5 from voluntary giving and £80,398 was from bettings and fentsl income. There was £5,639 total receipts
on designated funds. Total payments on unrestritted fvnds amounted to £126.333 ofwhich £13,CQO was
contributed to the London Diocesan Common Fund. There were no payments on designated or restricted funds in
2025.
The net1055 for the year was £21,633 on unrestricted funds. The balance to carry forward at 31 Detember 2025 on
unrestricted funds was £131,189. The net gain on designated funds was £5,639, and £nil on re5trirted fund5. The
carry forward balance on designated funds is £32.750, and on restricted funds is £40,399. The total carry forward
balance is £204,338.
Re5erve5 poIIcy
It is the PCC policy to maintain the recommended balance on unrestricted funds which equates to at least three
months ynrestrirted payments to cover all the running expenses for a period of 3 months, which is around £12,000
per quarter. As the unrestrirted cash fund balance is in defictt by £4,638, the church is currently not following this
recommended poliLry. Due to the arson attack in early 2024. and the incurnbent priest leaving on 31 August 2025.
the Trustees have continued to suspend the polity on unrestricted funds for 2025, with a view to better
understanding the financial situation for the church during 2026 and re*stablishing the poliLy at this point.
Church Electoral Role 2026
The Electoral Roll presented to the APCM last year (May 20251 contained O member5. An additional Elertoral Roll
was condurted in May 2026 and contained 26 members

I report on the financial ststements of the church for the year ended 31 December 2025. as set out
on pages 5 to 8.
This report is made solely to the charivs trustees. as a body, in accordance with sertion 145 of the
Charities Act 2011. My work has been undertaken so that I might stste to the charitvs trustees
those matters l am required to state to them in this report and for no other purpose. To the fullest
extent permitted by law, I do not accept or assume re5pon5ibility to anyone other than the charity
and the charivs trustees as a body. for my work. for this report. or for the opinions I have formed.
REsp£cnvE RESPONSI8ILmES OF THE CHARITY AND THE EXAMINER
The chariVs trustees are responsible for the preparation of the accounts. The charitvs trustees
consider that an audit is not required for this year under section 144121 of the Charities Act (the 2011
Artl and that an independent examination is needed and ensure that the accounts have been
prepared under the FRS 102 {SORPI framework and in line with the requirements under the 2015
Order.

BASIS OF THIS REPORT
My examination was carried out in accordance with the general dirertions given by the Charity
Commission. An examination includes a review of the accounting records kept by the charity and a
comparison of the accounts presented with those ￿cOrds. It al￿ includes consideration of any
unusual items or disclosures in the accounts and seeking explanations from you as trustees
concerning any such matters. The procedures undertaken do not provide all the evidence that would
be required in an audit and consequentfy no opinion is given as to whether the accounts present a
'true and fair Vie￿ and the report is limited to those matters set out in the statement below.
