The Parochial Church Council of the Ecclesiastical Parish of

St Mary's Church, Richmond with

St Michael and All Angels Church, Hudswell

Aim and Purposes

The Parochial Church Council (PCC)[of][the] Ecclesiastical Parish of Richmond with Hudswell is responsible for co-operating with the incumbent, the Rector of Richmond, in promoting the ecclesiastical parish and the whole mission of the Church, liturgical, evangelistic, pastoral, social and ecumenical to the people of the town of Richmond and the village of Hudswell.

The Wider Church

The Parish of Richmond and Hudswell is part of the diocese of Leeds with Rt Rev Nicholas Baines as the Diocesan Bishop[of][Leeds.] The parish, which is in the episcopal area of Ripon under the Bishop of Ripon, Rt Rev Dr Helen-Ann Hartley,[has] continued to operate at local level particularly through Deanery Synod[and] Clergy Chapter.

Objectives and Activities

Our vision is to be a people and a place where love works.

Activities

The worship of the churches has continued and developed, based on regular mainly

Eucharistic worship of the churches with the addition of non-eucharistic services particularly directed to all from to old. Within our retired and ages young worship, visiting clergy together with our team of Readers provided a major contribution.

The PCC is committed to as as to at our churches enabling many people possible worship and to become part of the parish communities. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within the parish. Our services and worship put[faith] into practice through and music and sacrament. prayer scripture,

Consistent with the Commission's guidance on public benefit, in particular the specific guidance for the advancement of religion, we try[to] enable ordinary people to live out treir faith as part of the parish communities through worship and prayer: learning about the

Gospel; developing their knowledge and trust in Jesus; and contributing to the provision of pastoral care for people living[in] or visiting the parish.

Achievements and Performance

Worship and Prayer

We continue to welcome all who wish to attend at our regular services. The regular worship of the churches in the parish and benefice continued in the established pattern, including services on all Sundays and major[feast] days[and] some weekdays. The normal pattern is that on Sundays, the 8am Eucharist continues to use the Book of Common Prayer (1662) pattern, the 10am Eucharist mainly using[the] Common Worship pattern in modern language,

with (in[most] months) an all age Eucharist on the third Sunday. On the second Sunday

Choral Evensong is held at 18:30 with the church choir and on occasion other singers. On

the fourth Sunday of the month there is all age non-eucharistic worship in “Fun-Key Church”,

Directed particularly (but[not] exclusively) for those with little previous contact with church, Fun-Key Church is held on Sunday afternoons. Other occasional church services include Free To Be, an occasional informal Sunday evening contemplative event concluding with Eucharist or Compline and Café Church, an informal meeting with refreshments, a speaker

and discussion, concluding with Compline.

This normal pattern was disrupted during[2020] by[the] Covid-19 restrictions and during 2021 a major feature has been the evolution of services continuing the progress started in 2020. The church has remain open for private prayer during[the] daytime and major[services] in have continued in “blended” form (difficulties[with] the online parts of the operation notwithstanding). The nightly[Zoom] Compline service started during[the] first Covid lockdown has continued with a mix of regular and occasional participants.

St Mary's Church is the Parish Church of Richmond and we continued the positive relationship between the church and the local community, particularly as represented by[the]

town council. With the pandemic restrictions the usual civic service to welcome the Mayor of Richmond and St George's Day[service] by[the] Fellmongers did not take place.

The Chapel of the, now disbanded, Green Howards (formerly[the] 2nd Battalion of the

Yorkshire Regiment) is in St Mary's Church and they are included in a brief act of remembrance before the start of the main service each Sunday. The military[connecticn] is

maintained by[St] Mary's normally hosting a Remembrance Day parade service including army representatives of units based at Catterick Garrison in 2021 the ‘Parade Service’ was a live-stream of a service involving a small number of representative people gathered in the church. The annual Green Howards Association service also did not take place.

The Rector's involvement in the community includes being[trustee] of various local charities, acting as chaplain to Richmond Town Mayor,[the] leader of Richmondshire District Council, the Company of Fellmongers, the Company of Mercers, Grocers and Haberdashers and to the Green Howards Association.

As well as our regular worship and other community services, we enable our communities to celebrate and thank God at milestones through life. In Baptism we thank God for the gift[of] life and welcome new members into the church, in weddings, public vows are exchanged

with God's blessing in the establishment of new families, and in funeral services family[and]

friends express their grief[and] give[thanks] for the life which is now complete in this world and

commend the person to God's keeping. During[2021] we celebrated 6 Baptisms, and 4 Weddings and held 28 Funerals in church with 12 funeral services elsewhere led by a member of our ministry[team.]

Buildings[and]

Fabric

The heating system is now functioning adequately . The partially[blocked] heat exchangers from two of the boilers were mechanically drilled out. The third boiler’s exchanger leaks but

as two boilers are just[sufficient] so repair[of][this] is on hold. Leaking underfloor heating pipes adjacent to the Green Howard's Chapel were replaced. A low pressure hot water heat curtain paid[for] by[the] Friends was been installed over the South door.

A leaking lead/copper joint[in][the] clergy vestry was repaired and the Church Wynd stopcock to the clergy vestry tap was replaced.

Attempted thefts from the wall safe and candle safe have been less of a problem this year although minor incidents relating to teenagers in the church persist.

We continue to transmit the principal[services] by[Zoom] and YouTube. The AV controls have been moved to the back of the church and an additional camera has been installed

Provisional plans for a major two story alteration to the North aisle to include meeting rooms, kitchen area and Chapel have been prepared and displayed in the church. Progress is delayed because alternative office space may be available.

The Hudswell bell is now installed in St Andrews Church in Calstock, Cornwall. No mouse infestations were detected this year and a brief visitation from pigeons was successfully dealt with.

Richmond Deanery Synod

The Rector and three lay[members] of the PCC are members of Richmond Deanery Synod and a further lay[member] is now on Deanery Synod ex officio as a member of Diocesan Synod. The Deanery Synod covers the most northerly part of the diocese - mainly Swaledale and the area to the East towards the A19 south of the River Tees. The Rector has continued as Area Dean for the Richmond Deanery. Deanery Synod is the lowest of the tiers of Synodical Government of the Church of England and provides for direct representation of parishes in Synodical Government.

During[2021] Synod met as in February, May and October with meetings conducted on Zoom. At the February meeting the Bishop[Helen-Ann] of Ripon was present. It was noted that Rev David Bartlett will be installed on 11 March as priest-in-charge of the Wiske benefice. Bishop Helen-Ann spoke about the work of the Mission and Pastoral Committee which is mosily confidential in nature but deals with appointments of clergy and similar matters. The Bishop also gave a short presentation on “Living[in][Love] and Faith” and advised that we learn more from the website. Also there is a new self-paced course on ‘Mission in a rural context’. with details on the Digital Learning Platform.

The May meeting included reports on meetings of Diocesan and General Synods. At the

General Synod meeting in April, safeguarding and International religious freedom, the clergy discipline measure and clergy diversity were discussed. The last diocesan synod meeting

was combined with a diocesan board of finance meeting and it was noted that the diocese broke even financially[in][2020.] Emergence from lockdown was discussed and the need for

the Diocesan Strategy to be restarted noted.

A video presentation from Theo Sheridan-Watts a development worker from Wellsprings Together was shown. Wellsprings Together aim to be an additional resource adding capacity

and expertise to local efforts and work, primarily by helping with Project Development, Facilitated Reflection and Research to enhance community engagement.

At the October meeting progress on filling vacancies in the Lower Teesdale and East Dere

Street Benefices was noted.

Deanery courses on “Living[in][Love] and Faith” start this month with Deanery courses by; Zoom and in person. The aim is to enable churches to participate in learning and praying together to discern ways forward on matters of identity, sexuality, relationships, and marriage. The treasurer noted that difficulties were experienced with the Deanery bank accounts and ways of resolving this were discussed

Some matters were raised at meetings over the year. These included discussion on the appointment of Disability Officers (which[the] Diocese recommend each parish has)[with] the appointment of two such officers to parishes over the year and consideration of whether a Disability[Officer] with Deanery with responsibility would be a good idea.

A Deanery Facebook page was set up[and] advice on adding[items] to the Facebook page

were given. Use of the page grew, initially slowly,[over] the year and by[the] October meeting there were at least visitors with more forty-four regular clergy posting.

A survey of Charitable Trusts was undertaken, particularly to establish who can add to the pool[of] people to act as Trustees and to encourage people to request help[from] various

trusts. The issue of mismatch between need and stated aims of charities was discussed, with the responsibility of trustees to work out how to update aims and confirm changes with

the Charity Commission.

During[the] year there were elections to Diocesan Synod, with two lay candidates, Steve Jackson and lan Short, who were elected (one lay place remains open). Rev Martin Fietcher and Rev Lindsay[Southern] were elected to the house of clergy filling the 2 seats available.

In 2021 there were no issues requiring specific referral for general discussion at the PCC.

Pastoral Care

Historically,[the] Pastoral Team met quarterly. Pastoral care takes place in many ways across the church and into our community e.g. with practical assistance from The Happy Bodgers, bereavement support through[After] The Cards and individually, prayer support via the Prayer Circle and pew sheet, listening, visiting[and] home communion. From the autumn of 2020 the revised pastoral support structure involving[a][number] of group leaders with the role of actively maintaining contact with their group from the wider congregation and acting as contacts for the general community and advising[the] ministry team, particularly through the Curate, of needs that became apparent, has operated.

Education

The links with Trinity Academy Richmond (the[Cof€] Primary school), and St Francis Xavier School continue to grow. Work during[the] year was dominated by[the] continuing effects of

the pandemic and the need to support pupils[and] staff over a very difficult period. The Rector (from[his] induction) is a Foundation Governor of SFX and of Trinity Academy Richmond and other PCC members and members of St Mary's congregation are also

at these two schools. governors

Mission and Evangelism

The mission of the Church is in part provided through the regular worship and work of the clergy[and] laity[of][the] parish including[the] PCC. Support for the activities of the Church elsewhere was more restricted than usual, with the Christian Aid week collection being cancelled. The monthly ‘Charity[of][the] month’ voluntary retiring[collection] was continued, but continued on a more restricted basis than in earlier years with about £600 being[raised] and disbursed to support both British and international charities.

The Church, through the clergy, provide chaplaincy services to the local Police, and (as[noted] above) a local primary[school.] Representatives of the Church are trustees of local Charity Trusts and are members of the local councils, Town and District.

Ecumenical Relationships

The formal organisation Christians Together in Richmond was wound up some years ayo, although most joint[activities] in the Richmond Christian communities continued much as

before. Activities in 2020 were heavily[constrained] by pandemic restrictions. Covid restrictions meant that in 2021 Lent groups met in church or online using Zoom. Richmond Churches continued to provide food contributions for the StoreHouse foodbank.

Other Groups and Organisations

The activities of the other groups and organisations were heavily[limited] by[Covid] restrictions

and taking appropriate care only[to] restart when safe as the restrictions were lifted. This particularly applies to the Bible study, “Knit2gether” ,[the] Toddlers and Little Rainbows groups, the Bodgers, and St Mary’s Women's Fellowship, did not meet. The “After the Cards”

bereavement support maintained contact by phone.

Throughout the year the Mothers Union has tried to keep in contact with all members, though our Christmas party was put[off][until] September! We provided in advance a vigil box for Operation London Bridge[to] consist of condolence book, framed photograph of Her Maiesty Queen Elizabeth II (MU Patron) , candle, and pens. Primulas were provided Mothering Sunday to all Churches in our Parish and Benefice. Support was provided to AFIA (Away from it all ) holiday caravan at Filey, to Overseas missions, Make a Mothers Day[and] Summer of Hope. We have enrolled five new Members and a reaffirming member from another

Diocese. As in previous years, we attended all baptisms and give a card and book of bible stories to each candidate and further provided refreshments following[a][confirmation] service.

The Bellringers returned to support worship, before the main Sunday service and for scme

other services.

CommunityLinks

In 2021, community events including[concerts] in church restarted with performances as part of the Swaledale Festival and by[the] Station Singers and Fourum. The Rector and churchwardens serve as trustees of the Thompson's Hospital Charity[which] is in the of closed down.

Safeguarding

Within the church family, safeguarding has been actively pursued for many years, in line with

Diocesan guidelines.

Financial Review

Total receipts on unrestricted funds were £137492, including a bequest of £10988, 22.2% higher[than] in 2020. Restricted income was to £14708, 34.3% less than in 2020 (mainly following completion of the AV project).

Planned giving (including through envelopes, bankers orders, donations made using charity accounts and via the Parish Giving Scheme) was £64594, 5.3% higher[than] in 2020 and non-

planned giving through collections was £9180, 81.7% higher than 2020 - showing a significant recovery following[the] Covid lockdowns of 2020. Income Tax recovered through Gift Aid was £17940 (including some from cash collections under the GASDS scheme), a reduction of 18.9% on 2020. Income Tax refunds now include some Gift Aid from recovery

cash collections.

The main item of expenditure was (as usual) Diocesan Share. The the assessed amount of Share for 2021 was £95497 - the same as for 2020. Parish Share provides the main part of the income to the Diocesan budget, in which the main expenditure is on the provision o% stipends, pension contributions, training[and] housing for the clergy of the Diocese. Parishes in the Diocese contribute Share roughly[in] proportion to the number of the Adult Worsh:oping Community and an assessment (from government statistics) of the economic standing of the general community. In the event we decided to sell investments to the value of £8000 io help pay share. This together with the response to a specific request for funds to pay share enabled payment of Share for 2021 in full.

The overall result for the year was an excess of receipts over payments of £7904 on unrestricted funds. On restricted funds there was an excess of payments over receipts of £4275.

Including[bank] and deposit balances the balance of unrestricted funds at the end of 2021 was £93181 an increase of £17952 (23.9%) (largely[from] the bequest mentioned above). At the end of the year, the value of investments (in[restricted] and unrestricted funds) was £73071, an increase of £2176 (3.1%) as compared with the end of 2020 even after the sale of investments to support Share payment.

Reserves

Policy

In line with Diocesan guidelines, it is PCC policy[to] aim to maintain a balance on unrestricted

funds approximately equal to three months unrestricted payments corresponding to about £35000, to cover emergency situations that may arise from time to time. The balance of

£93181 held in unrestricted funds at the year end formally[meets] this target. On a day to day

basis, the PCC tries to maintain cash balance of about £25000 to enable direct payment of incoming bills.

The balance of £703 in the Fabric (restricted) fund is retained to help cover the cost of repairs and maintenance of the church building.

Investments are generally held in Church of England Funds.

Volunteers

The role of the parish church would be significantly reduced but for the many volunteers (about 100 individuals many with multiple voluntary roles), who regard their contribution as their witness of faith. They[demonstrate] their realisation of the importance of the sustainability of the mission and witness of the Church within the communities of Richmond

and Hudswell. Apart[from] the Rector and Curate every key post on the PCC was staffed by

volunteers including Lay[Vice] chair, Churchwardens, Assistant Treasurer, Secretary and Team Leaders. in worship, volunteers assist in many ways, notably Readers, musiciaris, servers, lesson readers and intercessors. Our worship and other activities are supporied by voluntary cleaners, caterers and gardeners.

Structure, Governanceand[Management]

The method of appointment of PCC members is set out in the Church Representation Rules.

The membership of the PCC consists of the incumbent (the[Rector] of Richmond), the churchwardens of the two churches, the readers, three members of Deanery Synod elected in 2020 (for[3] year terms) further lay[members] elected for three year terms by respective

Annual Parochial Church Meetings (APCMs). There may also be co-opted members.

All who regularly attend our services or are members of our congregations are encouraged to be registered on the electoral roll of the parish and to take part in the Annual Parochial Church Meeting (APCM)[and] to stand for election to the PCC.

As of the APCM there were 159 people on the electoral roll - an increase of 18 from the

reported figure[for] 2020.

The PCC members are responsible for taking decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The full PCC met for on 6 occasions in 2021 with an attendance ordinary meetings average of 15 members.

Given the wide range of responsibilities in a benefice of this size, the PCC has a number of committees/teams which look after particular areas. These committees, which include Finance, Estate, Worship, Charitable Giving,[Fund] Raising, Communications and Pastoral teams, are all responsible to the PCC and report back to it regularly at PCC meetings on what has been discussed, make recommendations to the PCC for decision and action, and confirm completion of actions previously authorised by[the] PCC.

Administrative Information

St Mary's Church Richmond is the parish church of the town of Richmond and is situated on

Station Road, Richmond. St Michael and All Angels’ church was the parish church of the village[of][Hudswell] and is situated back from Hudswell Lane, towards the western end of the

village. Worship was suspended in 2016 and the church is now closed. The parish also

includes Holy Trinity chapel in Richmond Market Place (originally part of a chapel of ease within the bailey[of][Richmond] Castle). The united parish is part of a larger benefice, which also includes the parish of Downholme and Marske having[the] churches of St Michael and All Angels, Downholme and St Edmund, Marske, which benefice is part of the Diocese of Leeds

within the Church of England.
