The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES Objectives and aims Objects

The charity's objects are for the public benefit and:

1.To advance in life and relive needs of young people, particularly those from ethnic minority backgrounds, through providing support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals.

2.Through the provision of recreational and leisure time activities provided in the interests of social welfare designed to improve their conditions of life.

3.To promote equality and diversity and good relations between persons of different racial groups in society, so that the Beneficial Class is able to realise their full potential, help their needs and to participate more fully in society.

Aims

The aims of the Association are:-

  1. To support Black and Minority Ethnic Young People aged 11-25 years.

  2. To provide information, guidance and support on any issues that affect Young People in the Community.

  3. To provide the facilities and environment for the young people to socialise with each other.

  4. To create a safe space so that the young people feel confident and comfortable in talking about the issue that they would like to discuss.

  5. To undertake any task that helps the personal development of Black and Minority Ethnic Young People aged 11 to 25 years.

Activities and Projects

The Association provides safe spaces for Black and Minority Ethnic Young People aged 11 to 25 years.

It provides a range of activities including sports, after-school youth club, cooking, cultural and arts projects, newsletter, social and consultation events.

The Association also provides opportunities for Black and Minority Ethnic Young People to get involved in volunteering and one to one work in the project.

Public benefit

The trustees confirm that they have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the Charity's aims and objectives and in the planning of future activities.

The charity believes that the paragraphs under 'Objectives, Aims and Activities/Projects' clearly demonstrate the benefit that the charity provides to the public.

ACHIEVEMENT AND PERFORMANCE

Charitable activities

Covid-19

As a result of Covid-19 and the Lockdowns that have taken place over the year, the BMEYPP have experienced severe disruption to the programmes and service that we have provided to young people during this financial year.

One to one catch up calls to young people

When the pandemic first hit, the project workers had to move their method of delivering services from face to face youth work sessions to a remote style of working. We quickly discovered that many young people were not able to access sessions through Zoom, Microsoft Teams or any other online platform due to digital poverty, not having equipment, space, confidentiality and other issues that were taking place at their homes.

Instead we had to adapt to telephones, and each staff member was allocated a case load of members and took responsibility for ensuring contacts with individual members. The calls were used to catch up with young people, check on how they were getting on during the lockdowns, provide a supportive ear, someone that the young people could talk to about any issues that the young people were experiencing.

Summer Activities

We were successful in receiving some funds from the Youth led grants which enabled us to organise a programme of activities during the summer holidays. The activities included paddleboarding, go-karting, outdoor yoga sessions, picnics in the park, outdoor photography and printing project with a group of young women and various walk and talk sessions. Although this was very much reduced versions of previous summer activities, the young people were pleased to be able to meet up with youth workers and their friends, after substantial periods of being locked down.

Mentoring and Tutoring Project

The BMEYPP have responded to the issues and concerns raised by young people by setting up a mentoring and tutoring project. This is an extension of the previous mentoring work that we have delivered. Young people were concerned about the amount of education that they had missed and the impacts this would have on their future applications to college, university and employment. There were also some members who have reported an increase in mental health and well being issues due to stress, anxiety, panic attacks, and depression. As well as this the murder of George Floyd, and the activities of the Black Lives Matters movement had led young people to reflect on their identities, experiences of racism and how they felt about wider issues in their lives.

The BMEYPP have recruited and trained 40 community volunteers as mentors and tutors who have provided one to one support to individual young people who have referred themselves to the project, as well as accepting referrals from other organisations. We have also been part of the Barnardos See Hear Respond Programme and have supported young people with their re-integration into education. We have received positive feedback from parents, mentor and young people themselves about the difference this project has been making to the lives of Black and Minoritised young people and will be seeking funding to continue this vital project in our community.

Crown Project

In January 2021, we developed our first face to face groupwork sessions n the form of the Crown project. This was set up to deal with Black Hair discrimination that young women are experiencing in their lives The group provides a safe space for young women to share their experiences, and gain mutual support, learn about caring and styling natural Black hair, and young women have produced their own natural hair care products. The BMEYPP will be seeking further funding to continue to deliver this work with Black and Multiple heritaged young women.

FINANCIAL REVIEW

Financial position

The charity achieved a surplus on unrestricted activities for the year of £10,698 (2020: deficit £15,802). The balance to be carried forward is £62,155 after transfer of £7,712.

FINANCIAL REVIEW

Reserves policy

The Black and Minority Ethnic Young Peoples Project is a small voluntary sector organisation, fundraising year round for staff costs and resources to run its projects and employing full-time development worker and a team of part time youth workers. The organisation has plans to expand in the next two years, employing new staff, moving to new premises and expanding the level of activities and projects.

The Black and Minority Ethnic Young Peoples Project has developed a small reserve, which is considered a free reserve for use as a contingency and development fund. In particular, when suitable premises are secured part of the reserve will be used to for set up costs and initial running costs for the new premises, whilst projects are being developed and funding can be applied from project grants.

The Black and Minority Ethnic Young Peoples Project recognises the importance of a modest reserve to ensure the sustainability of the organisation against loss of income, and the ability to fulfil obligations to staff in regard to redundancy and sick leave entitlements. To this end the organisation aims to accumulate and maintain a reserve of three to six months running costs as a contingency fund.

STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document, Organisational Structure and Decision Making

The Charity is a Company Limited by Guarantee and is governed by its constitution dated 14 March 2007.

All senior members are eligible to stand for election to the Management Committee:- There will be four officers: two Co-Chairs, Secretary and Treasurer.

The AGM will be held within fifteen months of the previous AGM:- The Management Committee can call additional general meetings of the membership if the majority of the Committee agree by a vote. -All members will be notified in writing by post at least two weeks in advance of annual or general meetings - the place, time, date and full agenda will be clearly stated.

Charity constitution

The Black and Minority Ethnic Young Peoples' Project was incorporated on 8 August 2009 (registered company number 6985595). It received charitable status on 4 November 2009 (registered charity number 1132435).

STATEMENT OF TRUSTEES' RESPONSIBILITIES

The trustees (who are also the directors of The Black and Minority Ethnic Young Peoples' Project for the purposes of company law) are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Company law requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. Independent examiner's report to the trustees of The Black and Minority Ethnic Young Peoples' Project ('the Company')

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2021.

Responsibilities and basis of report

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charitable company, which is a public benefit entity under FRS102, have been prepared in accordance with the Charities SORP (FRS102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) (effective 1 January 2019)', Financial Reporting Standard FRS102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.

The accounts are prepared in sterling, which is the functional currency of the charity. Monetary amounts in these financial statements are rounded to the nearest £.

The trustees/directors consider that there are no material uncertainties about the company's ability to continue as a going concern. The trustees have taken advantage of the various sources of Government support during the COVID-19 pandemic and consider that it will not have a significant impact on the company's ability to continue trading. Income from trading activities is expected to reduce due to the lockdown conditions and steps are being taken to make cost savings. The trustees regard any impact to be short term rather than affecting the company's ability to continue as a going concern. There are no material uncertainties affecting the current year's accounts.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

In accordance with the Statement of Recommended Practice grants and other income are only deferred to future accounting periods when specified by the donor or which are subject to conditions which are still to be met. Such deferrals are shown in the notes to the accounts and the sums involved are shown as creditors in the accounts.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Expenditure is categorised as follows:

(i).Costs of generating funds - those costs incurred in attracting grant, voluntary income and fees.

(ii).Charitable activities - comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

(iii).Support costs - generally include those costs incurred in the governance of the charity and its assets and are primarily associated with constitutional and statutory requirements.

Taxation

The Charity is considered to pass the tests set out in Paragraph 1 Schedule 6 Finance Act 2010 and therefore it meets the definition of a charitable company for UK Corporation Tax purposes. Accordingly the Charity is potentially exempt from taxation in respect of income or capital gains received within categories covered by Chapter 3 Part 11 Corporation Tax Act 2010 or Section 256 of the Taxation of Chargeable Gains Act 1992, to the extent that such income or gains are applied exclusively to charitable purposes.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the . trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity.

The average number of employees was 1 (2020 : 1) based on head count.

There were no employees with emoluments in excess of £60,000 pa (2020 : none).

One Trustee, Vannessa Crawford, received remuneration of £30,013, in addition the employers national insurance and pension costs were £3,642 (2020 : £29,014) in accordance with Section 6 of the Memorandum of Association of the company.

The charity considers its Key Management Personnel to be the Trustees. Amounts paid to the Trustees are detailed above.

The purpose of each restricted fund was as follows:

1.BBC Children in Need - Provision of youth activities

2.BHCC - BARCO Set Up - This is a grant from the council for a new organisation (BARCO) who do not have a bank account and so the council suggested that we can manage the grant on their behalf.

3.BHCC - Winter Covid 19 Fund - 4.BHCC - Youth Grant - to support young people and their families over winter with support for heating, food and winter clothing.

4.Brighton and Hove Youth Led (Black History, Culture, Self Care) - Black history and Cultural activities with young people.

5.Brighton and Hove Youth Led (Youth Adventures) - Trips and activities with young people

6.Big Lottery Fund - Awards for all - To develop a creative and performing arts cultural event and booklet produced by young people.

7.Big Lottery Fund - Emergency Fund - To set up mentoring and tutoring project providing one to one support to young people

8.Big Lottery Fund - Lived Experience - To develop leadership of the BMEYPP through accredited learning programmes, and develop the governance of the organisation

9.Co-op Foundation - BMEYPP Transitions Project supporting young people moving from primary to secondary education

10.Post Code Lottery - To develop sports activities with young people

11.Sussex Community Foundation - To enable the BMEYPP to adapt services in response to the Covid 19 and lockdowns by moving from face to face to a caseload of support to individual and groups of young people.

12.UK Youth Fund - to Develop Crown Project and premises costs for BMEYPP

13. RELATED PARTY DISCLOSURES

There were no related party transactions for the year ended 31 March 2021.

14. ULTIMATE CONTROLLING PARTY

Ultimate control lies with the directors/trustees.

15. SHARE CAPITAL

The liability of the members is limited.

Every member of the charity undertakes to contribute such an amount as may be required (not exceeding £1) to the charity's assets if it should be wound up while he or she is a member or within one year after he or she ceases to be a member, for payment of the charity's debts and liabilities contracted before he or she ceases to be a member, and of the costs, charges and expenses of winding up, and for the adjustment of the fights of the contributories among themselves.

If the charity is wound up or dissolved and, after all its debts and liabilities have been satisfied, there remains and property it shall not be paid to or distributed among the members of the charity, but shall be given or transferred to some other charity or charities having objects similar to the objects which prohibit the distribution of its or their income and property to an extent at least as great as is imposed on the charity by clause 5, chosen by the members of the charity at or before the time of dissolution and if that cannot be done then to some other charitable object.

16. STATUTORY INFORMATION

The Black and Minority Ethnic Young Peoples' Project is a charitable company, registered in England and Wales.

No one member has overall control of the charity.
