## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The organisation is a charitable company limited by guarantee, incorporated on 22nd August 2007 and registered as a charity on 28th October 2009. Our work is promoted appropriately through publicity material, website, and word of mouth with communities, and we have formed excellent working links with a range of agencies and partnerships. 

We take a person-centered approach to meeting the needs of service users, including appropriately supporting the cultural traditions, heritage, and wishes of the family members as well as their primary support needs. For example, One Voice will ensure that a female support worker can work with female service users when required. 

The company was established under a Memorandum of Association, which established the objects and powers of a charitable company and is governed by its Articles of Association. 

## **Members of the board of trustees** 

## **Appointment of trustees** 

As set out in the Articles of Association, the chair of the trustees is nominated by members at the annual general meeting. They are elected annually by members of the charitable company attending the Annual General Meeting. They serve for one year but may be re-elected if nominated and elected. 

All members are circulated with invitations to nominate trustees before the AGM, advising them of the retiring trustees and requesting nominations for the AGM.  When considering trustees, the Board has regard to the requirement for any specialist skills needed. 

Trustee induction and training. New trustees undergo an orientation day to brief them on their legal obligations under charity and company law, the Charity Commission guidance on public benefit, the content of the Memorandum and Articles of Association, the committee and decision-making processes, the business plan and recent financial performance of the charity. During the induction day, they meet key employees and other trustees. Trustees are encouraged to attend appropriate external training events that will facilitate the undertaking of their role. 

## **Trustees’ responsibilities regarding the financial statements** 

The charity trustees (the directors of One Voice 4 Travellers for company law) are responsible for preparing a trustees’ annual report and financial statement according to applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

## **Rumination** 

None of our trustees receives rumination or other benefit from their work with the charity. Any connection between a trustee and senior manager of the charity with a similar charity or community group must be disclosed to the full board of trustees in the same way as any other contractual relationship with a related party.  In the current year, no such related party transitions were reported. 

On page 1, the board of trustees members, who are directors for company law, trustees for company law, and trustees for charity law, who served during the period and up to the date of this report, are set out. 

Every member promises if the charity is dissolved while he or she remains a member or 12 months afterward, to pay £1 towards the dissolution and the liabilities incurred by the charity when the contributor was a member. 

## **Objectives and Activities** 

The objects of the charity are: 

- Reduce and Support Gypsy, Traveller, and Roma families from any form of violence to or from the community. 

- Promote good health, wellbeing and advance the education of the Gypsy, Traveller, Roma women, children and young people. Also through them the men who are in conditions of need, hardship, or distress caused by or associated with violence. 

- Promote equality of opportunity and good relations between Gypsies, Travellers and Roma women, children, and young people and through them, the men and settled communities. 

- Promote sustainable integration between all communities and regions of all views and values. 

- Support, enable, encourage and provide Gypsy Travellers and Roma with educational needs and uptake of all other services. 

- To encourage Gypsies, Travellers, and Roma who get their broader social, support, and educational needs met through signposts and referral to other service provision. Also encourage Gipsies, Travellers, and Roma to make positive contributions by supporting individuals to become active community members through volunteering and community advocacy.  Also, provide a signposting and referral service leading to increased take-up of other services. 

To achieve these objectives, the trustees have considered the guidance published by the Charities Commission on public benefit.

We take a person-centered approach to meeting the needs of service users, including providing support appropriately to the traditions, culture, and wishes of the family members with the primary support needs. For example, One Voice will ensure that a female support worker is available to work with female service users when required.

All Unrestricted and Restricted funds are always invested back for the running of One Voice 4 Travellers. 

## **Benefits to the local community** 

One Voice 4 Travellers continues to be a focal point for the local community regardless of Gypsy, Traveller, and Roma families and continues to provide a full range of fully inclusive services. Our volunteers and staff reflect and continue to provide a full range of fully inclusive services.  Our volunteers and staff are reflective of the local communities' support of our ‘everyone is welcome’ statement.  This year has been one of the most difficult for many of the community members we worked with, with financial abuse rising notably due to the general position of the country's position and resulting changes in benefits. 

Our services this year have been well received attracting people of all ages from all Gypsies Travellers and Romany backgrounds. 

## **Future developments** 

As last year and indeed throughout the years, we continue to identify needs within the Gypsy Traveller and Roma community. And develop ways of working to support these communities to support those needs. By continuously developing value services. We can promote and provide a holistic, developing approach.  We continue to look to funding bodies, however, like all within the charitable sector, the difficulty of accessing funding has become more difficult year on year.  Our work will continue to be project-based, 

The cultural competency training program developed by us in partnership with the Gypsy Traveller and Roma communities has become more fully established and recognized as a need by service providers working within these communities. 

We continue with both project and partnership work, which.  As we go forward we, like every year continue to forge new working partnerships and in doing so have increased the support available to Gypsy, Travellers, and Roma’s communities.

## **Chair’s report** 

For many of us, this year has been uncertain, with not knowing who will govern the country and the potential impact this would have on our work.  However, we have been able to continue with our work and to access further funding. 

This year we have been able to work with 12.8% more families than last year.  The main area for this work has been enabling the family unit to develop coping strategies and anger management tools, thus improving harmony and reducing levels of violence within families. 

Our work on World War I has been a great opportunity to work more with young teenage men, particularly the elder teenagers who may have additional needs due to marriage and being a parent.    The key outcome for those families worked with was learning to listen to each other, also sixty-plus families developed understanding when others need time out from a situation. 

Our work is always person-centred none more so than the work this year achieved with young people in terms of developing their knowledge of the Gypsy, Traveller and Roma’s contribution to World War One.  Initially, we did have reservations concerning this project, would the young people undertake the project once funding was achieved, our worries were unfounded and the young people were keen to ‘get it right’ and fascinated about the family connections etc. as one young person I talked to at one of the events said ‘when I started talking to my own family and others about this project I was amazed to hear all the stories they had to tell, it was really interesting. 

The main reason, we are proud to say, is through moving on to employment.  Volunteers participating in activities within mainstream society have allowed them to raise their knowledge, confidence and build self–esteem to engage with other service providers positively. 

Of the nineteen volunteers who left us, the following reasons were given: Ten due to family circumstances – whilst we did not wish to be intrusive with our volunteers, all were given the opportunity through one-to-one meetings. To have support with us.  Of the ten, one was leaving to start a family, three were moving away, four had an increase in caring role at home, and the remaining two did not provide any information.

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 and in carrying out my examination, I have followed all of the applicable directions which are given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination and confirm that no material matters have come to my attention in connection with it.

## **1. Accounting Policies** 

## **Basis of preparation** 

The financial statements have been prepared by Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts by the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015_-(Charities SORB (FRS 102) the Financial Reporting Standard applicable in the UK  and Republic of Ireland (FRS 102) and the Companies Act 2006. 

One Voice 4 Travellers meets the definition of a public benefit entity under FRS 102. Asset and liabilities are initially recognized at historic cost or transaction value, unless otherwise stated in the policy note 

## **Income is included in the statement of financial activities when the charity is entitled to** 

**it** and the amount can be quantified with reasonable accuracy. 

Permanent endowment grants are dealt with through the Statement of Financial Activities when received **.** 

## **Expenditure** 

Expenditures are recognized on an accrual basis as a liability is incurred.  Expenditure includes any VAT which cannot be fully recovered and is reported as part of the expenditure to which it relates. 

## **Taxation** 

Corporation tax is not provided for in these accounts.  The organization is a registered charity and is not liable for Income or corporate Tax **.** 

## **Funds Accounting** 

**Unrestricted funds:** These can be used by charitable objects at the discretion of the trustees. 

Restricted funds: These can only be used for particular restricted purposes within the charity's objective. Restrictions arise when the donor pacifies or funds are raised for particular retracted purposes.
