Following the dosure of Eaton Ford chapel in January 2024. legal work eonkn.nued to C4)nfirm the correct details
had been re(x)rded by the Land Registy and the property wds sohj in ￿1￿12025. Sale prO￿edS have been
reflected in these accounts aThl Circuit officers continued to manage the finaniial affairs for Eaton Ford chapel
throughout the year.
The Circuit held an Away Day which provided a Gi)d centred. bible based and growth fwjssed opportunity for
many people from our congregations and churches to connect. pray. dis￿$$ and dream together. to reflecl on.

just under 1600 events were recorded across the Circuit. induding S¥Jnd3y Servi￿$, weekly and monthly groups,

The Circuit churches have all been open public ￿Y)rshIP thfing the year. providing an accessible and
welcoming venue for all Christtans. and those wishing to know more about the Christian faith. to meet, talk and
Worship together. The Circuii believes that the message of the Christian faith has an important role in helping
communities to live together in peace ar￿ harmony.
The Circuit is fulty committed to the Methodtst Church's policy on safeguarding and cr)ntinues to provide ongoing
training arKI support for people undertakirKJ leadership roles wthin Ihe church. especially working with
childfen and young people. andlor vulnerable adults. Training in Unconscious Bias and Equality, Diversity and
Inclusion continues to be offered as part of the Connexional Meth¢JJist Churth's commitrnent lo being a ¢hurch
which is indusive and justicepseeking.

The Board of Trustees is known as the Circutt Meeting and meets quarterly to receive reports and discuss the
Circuit's activtlies. Circuf( Meeting members c(mnpri￿ Circuf( offKers and representatives from member

Day to day responstbilrty for the paSt￿al needs of the Cir￿lt is del¥ted to Sup8rrntendent minister,
presbyters and other members of the ministerial team. Cireuit Stewards exercise responsibility for propety and
finance. alongside pastoral m￿Ls￿ to the ministers arKI their families and sharing £￿11ective responsibility and
oversight for the spiritual and material well-being of the CtrcuiL

The TnJstees have assessed the maicK risks to the tharity is exposed. in partKxJlar those Telated to the

mib'gate exposL5re to the major risks wherever pwtAe. Onwing training in key areas helps lo rdise awareness
of potential difficulties within the context of bcal churches and in the Circuit envrronment. and also provides
opportunities to discuss ways of mitigatiThJ those risks wherever possible.
The most signifi￿nt financial risk to the CiruJFk conbnues to be the challry of meeling increased costs with
re(luced income folknving the cjosure of 3 churches in recent years. The Fyemises used by Methodist thurches
in the St Neots and HUntin￿JOn Circuit are legally owned by the Trustees for Methodist Church Purposes
(TMCP} bul the Circuit is enttlled to re(ENe a proportm￿ of [￿0￿edS from the sale of any church bijildings.
£40.000 of capital receipts fmm the Sale of churth buildings has been used to support Ihe assessment
contribub.ons from ongoing churches in 2024125 and, in June 2025. a commitment was made to making this an
annual cornmitmenl for the following 6 years to enable Ihe cl￿11 lo maintain the current level of paid staff. All
expenses continue to be dosety monilored to seek to ensure that Ihe Cirw( a￿1 the churches it supports. are
a￿e to continue to operate effectively and effi(ienly.

Easl Anglia District, the use of designaied Circuit funds and fvnds raised by the k)cal chur(*. In both cases,
funds raised by local churches to finan￿ the oulreach ministry appointrnents are hekl within the Circuiys
restricted funds and any unused fuThls wll be rebJme(J to those d)urches at the end of the projecL

Financial review
a. Golng concern
After maknng appropriate enquiries. the T￿￿teeS have a reasonab￿ expectstion that the chartty has adequate
resources to continue in operational existence for the foreseeable luture. For thrs reason, they continue to adopt
the going eA)n¢em basis in preparing the fina￿la1 st*ments. Further details regarding the adoption ol the going
concem basis be fouThl in the acLXMJnting ￿1[CleS.
b. Reserves policy
An annual budget is prepared by the Circuit T￿aSU￿r and reviewed by treasure￿ from each of the churches
%Mthin the Cir(#Jit, before betng presented to the Cirojit m￿ting. The budget provides for ministerial and
administrative support eosts. Contr1t￿ticKbS to District experEes and an aN0warb￿ the Maintenan￿ of the
circuit's rnans￿.
Details of all CiruJFt reserves are set tyjt In rnte 12 to the finanaaF statements but the key reserves are:
1. General fL¢nd - the Cirwit aims to FK)Id an average of six months operab'ng expendihjre in generdl reserves,
currently expected to be a minimum of £11)O.¢X)O. In 2024125, £32,21312023124 £87.7771 was transfeTred to
the general fund from the Circuit Model Trust Fund. These transfers represent the contributs.ons of £40,000
per annum for 2023r24. 2024125 and 2025126. Similar transfers are eXp￿d to be made annually for the
next 5 years in order lo pro￿de the neCe￿ry ¢ashfiLMI to support the curfent levels of activity.
2. Project fund - in prewous year5. ir￿orne from the letttng of the Rafflsey manse was set aside in a Projects
fund to en8ble the Cirujrt to grant wpport to kJcal churches. In 2024125, lettings income was used by the
Circuit to support its own ministy cosls. The balance of cash funds held by Ealon Ford chapel had not been
finalised at the reporting date bLrt will be added lo the ProJ"ects fuThJ to increase the Circuivs capacity to
supwrt other thurches.
Other desKJnated funds are maintain&J f(￿ tho manses hekl as fixed assets tr) fa¢ilitata operational
costs. such as manse repairs and maintenance. remowdl (xjsts and the benevolent fund.
Principal rfsks and uncertainties
The principal financial risk faced by the CircJJtt 15 un￿rtainty over future tevels of active membew5hip atHI
fiJnding. The Circutt tTuslees have chosen to use 13pilal r￿ipts from the sale of chapels at Tempsford, Great
BarforKJ and Ealon Ford to supwrt the (x)sts of three full-tirne presbylers as it seeks to reach out to new people
and communilies. Our h¢)pe is that we can increase the number of members in our churches and secure the
long-lemi financial commitments needed to continue the wort of the Methodist Church in this area, bul there is
sn inherent uncertainty atA)ut the IoTVtenn future of the churrhBs within the Circuti and. consequently. the
Circuit ttseff.

purposes. The aim and use of each designated fijnd is set out in the notes to the finanaal
statemerts.

donors or which have been raised by the charity for particular PUTposes. The LX)sts of raising and

anses lo be not less than cosL The manses are regularly inspected and there are no indication$ of

2.7 Investments
The investments of the Cirujrt are held by the Trustees Methtsjist Church Purposes ITMCP} as
custodian trustees. but represent sl)ort term cash deposrts and are. therefore. induded as cash at
bank. The v￿uations, at market vakne. a￿ those provided by TMCP. The unrealised gains arising on
investments at the end of the year are shown rn the Staten*nt of Financial Activtties.
2.8 Debtors
Trade and other debtors are recc*Jnt￿ at the setdement amount after any trade discount offered.
Prepayments are valued at the amount prepaid net of any trade discounts due.
2.9 Cash at bank and in hand
Cash at bank and in hand indudes ￿$h and short-term highly14quid investments with a Short maturity
of three Tr￿nthS or less from the date of acquisition or opening of the depost or similar account.

the Methodist Churth in the Sl Neots and Huntingdon Circuil and is onty available to SUPPOrt Projects
undertaken within the Circurt. App4i(2tions for CMTF grants are made to the Circuit Leadership Team so
that the level of funding can be assessed before a deasion is made by the Circuit Meeting. Cuffent
commilments from the CMTF are shown in note 15.

Connexional Funds and WoFld Missron Fund eNMF}- the Circuil (x)Ilates and forwards ￿ntribUtionS from
local churches to Connexional Fuvmts aThJ the World Mission Fund. Annual statements are prepared for
the Circuit Meeting detsiling the contribu11r￿S made by w￿l¥IdUal thurthes arKI the totsls passed on to
the appmpriate organisations.
Sl Ives - the CiruJit is the empWrvJ b(*ty for the chiFdren and famrfies outreach W0￿er in St Ives. The
church contributed a fvrther £8,000 towards employinent ￿$ts and received a contribution of £7,548
from cIrL￿11 fun[￿ Totsl salary cost of£15.095 have been char￿1 to the restricted fuThJ.
Ber￿eY Streel, St Neots - the Circuit is the em￿0Y￿ bLMty for the chiklren and families outreach worker
at Berkley Street church in St Neols. The Cir(JJtt received £4.050 of district funding towards this post and
made a conth"buts"on of £7.459 from Circuit funds tOW3tds the salary cost of £14,352.
