## **ANNUAL REPORT FOR THE YEAR ENDED 31STDECEMBER 2021** 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure and as a charity is registered with the Charity Commission; charity number 1132326. The PCC has no other charities under its control. 

The PCC pays Parish Share, at a level set by the Diocesan Synod, to the Chester Diocesan Board of Finance Ltd (Registered Charity) to provide the stipends for the clergy, support other parishes in the diocese, pay for vicarage repairs, pay for the central work of the Chester Diocese and the national work of the Church of England. 

## **The Parochial Church Council - (PCC)** 

These are either ex-officio or elected according to Church Representation rules at the Annual Parochial Church Meeting (APCM). The Churchwardens are chosen by the Vicar and those present at a Meeting of Parishioners, held immediately before the APCM.

The appointment of PCC members is governed by and set out in the Church of England Representation Rules. 

- Members are elected for a term of three years after which they may not stand for reelection for one year. 

- Members elected to fill casual vacancies may stand for re-election for a further term of three years at the end of their two or one year term. 

- Deanery Synod members are elected for a three-year term and may stand for reelection immediately. However, in line with the updated 2020 Church Representation Rules, the 2020 APCM voted that henceforth, individuals may not serve for more than two successive terms on Deanery Synod. 

- The PCC may co-opt up to two more electoral roll members if they wish to. 

## **Standing Committee** 

This sub-committee is required by church law. It has power to transact the business of the PCC between its meetings. This is composed of the clergy licensed to the parish, the churchwardens and treasurer, and the PCC secretary, appointed at the first meeting of the PCC following the APCM. 

## **Safeguarding** 

The PCC oversees safeguarding in the life of the church, along with the church’s designated Parish Safeguarding Co-ordinator, Kevin McKeown. The PCC conducts an annual review of all its procedures, and each year approves amended safeguarding policies for work amongst children and adults. All leaders in children's and youth groups have undergone DBS checks and have signed confidential Declarations of Criminal Offences prior to taking on leadership roles. Safer recruitment procedures are carried out with regards to volunteers working with adults, in line with the church's policies. 

Contact details for our Safeguarding Co-ordinator along with the Diocesan Vulnerability and Safeguarding Officer are displayed prominently in the church premises. If there are any matters of concern to you, please contact them. As always, our aim is that all of the children, young people, and adults who have contact with the church should be kept safe from harm, and to this end, the most important factor that we can all contribute is to maintain a culture of informed vigilance. 

## **Health and Safety** 

The PCC has delegated responsibility for Health and Safety to the churchwardens, who makes regular reports to the PCC. 

## **Aims of the Church** 

The official aim of the PCC is to "cooperate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical". (PCC (Powers) Measure 1956). 



St Mark’s Church vision is centred around the following three areas: 

_Loving God:_ We aim to be a church where people are pursuing a wholehearted relationship with God **,** devoted to a life of worship and prayer, applying the Bible to their daily lives, and responding to the leading of the Holy Spirit. 

_Sharing Life:_ We want to be a welcoming, generous and loving community, where people encourage and support one another. 

_Growing Faith:_ We seek to be a church that connects people with Jesus. By being missional and adventurous we will try to create as many opportunities as possible for people to encounter God. 

COVID continued to impact St Mark’s into 2021 with many of the church's activities remaining online for the first half of 2021. However, as restrictions lifted we were able to do more in person services, gatherings and events. Highlights from the period under review include: 

- In another year of change and restriction, our Sunday services remained at the heart of our engagement. Up until July 2021 our church building was open each Sunday morning to screen our pre-recorded online Sunday services. Initially booking was required so that we could adequately socially distance. Our online Sunday services have provided the opportunity for many newer people to contribute in our services through Bible readings, prayers, testimonies, etc. From July onwards we have been meeting back in the church building for our services. 

- A new vicar! – Andy was officially inducted as the vicar of St Mark’s on Wednesday 13th January. Up until this point he had been the priest-in-charge. The short service was led by the new bishop of Chester, Mark Tanner and archdeacon Ian Bishop preached. Attendance had to be very small because of Covid-19 but a few photos were taken! 

- Schools work – We have really missed welcoming St Mark’s school to our church building every Friday morning for a short worship service, and our regular visits to Woodley school to lead assemblies. However, we found a solution — online school assemblies! On Friday mornings, each classroom at St Mark’s school broadcasts simultaneously a pre-recorded assembly. 

- Alpha – During the autumn, some 35 people completed our 10-week Alpha. It was nice to be able to run the course in-person again and it seemed to be a positive experience for all who attended. 

- CAP Life Skills – It was great to complete our Life Skills course in person in September. Despite the restrictions we enjoyed a strong sense of community. 



Members have learnt lots of practical skills, built a loving/supportive community and experienced God's presence & goodness. 

- Foodbank – Our Foodbank ministry continued with a smaller team and managed to keep up with the need for emergency food provision for local people. 

- Christmas – This year our Messy Church Christingle took place in person and the church was full after a long time of being empty! We also brought some Christmas joy and light to our local communities with an Advent trail! The trail was made up of 10 scenes (mainly in church members’ windows), each illustrating a part of the Christmas story and route maps were supplied online. Christmas Eve and Christmas Day services were very busy once again, with children participating in our Christmas Eve nativity in a brilliant re-telling of the nativity story. 

- Lent & Easter – On Shrove Tuesday we had a fun gathering on zoom, flipping pancakes, and having a Bible story. It was great to see some of our younger church family gather together for this unique occasion. Then on Ash Wednesday we began our 6-week zoom Lent series in which focusing on some spiritual disciplines. Despite the strangeness of not being able to gather physically, it was wonderful to celebrate communion together online as part of this first session. Easter week was marked online with a Maundy Thursday, Good Friday and Easter Sunday services. 

- Muddy Church – As we weren’t able to meet for Messy Church much of 2021, we continued with Muddy Church instead. Participating in Muddy Church is an opportunity for people to wander and wonder about God in a fun and engaging way to explore and enjoy nature by following a trail with a map. 

- Prayer – The church community has gathered to pray more than ever before over the last year. In addition to the Monday and Friday morning zoom prayer meetings, there have been a couple of Prayer Weeks and various Prayer Nights. St Mark’s Church building has also been open for quiet individual prayer on Tuesdays and Fridays, 10:00-11:30am. 

- Small groups – Last year we launched our new online small groups which have been meeting over zoom on Wednesday evenings.  The format is to worship with some songs before studying a Bible passage together using questions which have been sent out during the days prior to the evening. This year these have slowly transitioned to meet in person again. 

- Graveyard gang – Towards the end of 2020 the Graveyard Gang was established. Each Monday and Tuesday morning this team has continued to gather in the churchyard to keep on top of the maintenance of the church grounds. 



## **Occasional Offices** 

Many of our ordinary services such as baptisms and weddings were interrupted by the 

pandemic restrictions. In 2020, we conducted the following 'occasional' offices: 

- Baptisms: 14 

- Weddings: 4 

- Funerals: 28 

- Interment of Ashes: 6 

I have never been more grateful for the church members at St Mark’s, who have done so much to support one another throughout another challenging year.

As members of the PCC you are responsible for the preparation of the Accounts. you
consider that the audit requirement of Regulation 3(3) of the Church Accounting
Regulations 2006 and SeGtion 144{2) of the Charities Act 2011 (the Act) do not apply. It
is my responsibilty to issue this report on those Accounts in accordance with the terms
of the Church Accounting Regulations 2006 and the Charities (AGcounts and Reports)
Regulations 2008.

I have completed my examination. l confirm that no fflaterial matters have come to my
altenlion in con nection with the examination giving me cause to believe that in any
material respect:
1. accounting records were not kept in respeGt of thg Trust as required by section 130 of
the Act,. or
