The primary objectlve of Patcham All Saints PCC is the promotK)n of the Gospel of our Lord Je5US
Christ according to the doctrines and prdctices of the Church of England. The PCC has the
responsibilty of co-operating with the dergy in promoting in the ecclesiastical parish the whole
m15slon of the Church* pastoral, evangelistic. sodal. and ecumeniol.
When plannlng our activities for the year, the dergy and the PCC have consldered the Charlty
Commlssion's guidance on public benefit and. in partlLular. the 5peckfic guidance on charities for the
advan￿ment of religion.

2023 si8nalled the beginnlng of an apostolic partnefship vMth St Peter 5 Brighton under the Diocese
of Chichesterfs Strategic Development Fundlng ProjecL The Rerfd Jon Harley joined us as Curdte, and
began hls mlnlstry at ￿1 Saints. in January 2023 under the leadetship of the Re¢d Tom Holbird
IPriest-in-Charge St Matthias and All Saints, Palchaml. However. Jon left All Saints, in Au8USt 2023
having declded not to continue In ministry. We began 3 process of recnjitment for a new Associate
Vicar to lead the Parish, and the Rev'd Mark Rodger was appointed to start hi5 ministry with us in
January 2024. In January 2023. we also welcomed Lauren Sheath to our Staff, fijlfilling the dual role
of OperatlOn5 Manager arid Kids Pastor.
It has been a joy to welcome those from other churches who have committed to supportlng our
ministry. The decision to host two Carols by Candlelight services resulted in a very positive growth in
attendance. and our Toddler Carol servi￿ was a hit with families from across Brighton and
beyond. Our house groups have grown in sile during the year and our children's work has expanded.
Alpha was re-lntroduced in September with many blessi[¥ and it is Intended to continue running
this course throughout 2024.

All Saints, and Ascension provided both weekly worshlp and one-off special events throughout 2023.
It has been great to welcome new people and families to our Surtday services, as well as see our
Worshlp Team grow at All Saints. Both churthes are equipped with modern heating* lightlng and
audio-visual systems, With volunteers providing a warm weltome & refreshments. A webslte ha5
been maintalned for both churches to give infomiation to the general public al>out the facilities we
offer and times of Ser￿1￿5. including links to our tslks online. As part of our new partnership with St
Peter's Brighton, we hosted a night of worship & prayer, with attendees ioining us from churches
acr05S the city. and fegularly have the church open and available for individuals to visit for private
prayer.
To enable worship to take place in both churches as much as possible, WÈ continued to share
resources which included sharing preachinglteachin8 themes. using both live and recorded sermons.
These were also uploaded to the webslte and appreoated by those unable to attend In person. Our
midweek Communion servi￿ continued to meet monthty, and was a highllght for manyi in particular
in Februaryi when it fell on Ash Wednesdav.
In September. we launched an Alpha course gNing guests a chance to èsk questlons and explore the
Christian faith in a fun, no-pressure environment. The nlne evening course had a team of seven and
welcomed four guests. There wa5 a real sense of community within thè group, and at least two
guest5 found a new faith in Jesu51

Parlsh Zoom Prayer continued to be a feature in 2023, meetlng on Mondays at 8.30am and 7.30pm to
read the Scriptures and pray for the community. local and global issues and personal needs, Wlth an
opportunity to share words of encour3gement and answers to prayers and, in a year of change and
decision, seeking Gods leading for the life and mission of the church.

We also began a monthly In-pewn Prdyer Gatherin& focussing on irtercession for our Church, the
city, and beyond. Beginning worship. it is an hour of interactive and ueative prayer, often hosted
by a member of the congregation.
The month of December wa5 busy, W￿h multiple Christmas services and events whlch were
advertised throu8hout the Parish, sharing the Gospel message of Chri5tma5. We decided to host two
Caro15 by Candlelight services in order to welcome more guests, and were pleased to welcome over

double the amount of people as 2022. We were also pleased to welcome resldents from Maycroft
Manor Nurslng Home who were able to join us for the first time thls year. The traditional mulled wlne
and mince pies were served In between the two seivice5 outside the church. whlch worked well.
New to the All Salnts. calendar vrd5 Toddler Carols, almed at familie5 Wth under Fives. It was amazlng
to have over eighty adults and sixty children Soln us for an interactNe se￿￿ with sIngIr￿ activities,
storytelling and refreshments, all hosted by a Iruly inter8enerational team.
On Christmas Eve, the ever-popular Christinglè servKe welcomed families from across the Parish, and
the Midnlght Service was a wonderful chance for refiection.
Quiet Space, held monthlyi enabled partidpants to reflect and contemplate on what God may be
saying either individually or colleCt￿ety.
It ha5 been so exciting to see God addin8 to the number in Junior Church during the year and to see
friendshlps grow among families. We are so grateful to the commltted, and growing, team who teach
and encourage the children in their fatth each week. In 2023. the children explored G(￿ & Science
Iseeing God's awesomeness in creatlon) and the Armour of God. They were a150 inspired by hearing
storles of Chrlstlan henjes such as C.S Lewis and HarrietTubman.

Toddler church started in January 2023 with 3 regular children. By December the number of regulars
rose to 5. Each week the children play, have a Bible story. song and prayer. The parents appreciated
belng able to engage with the service without worrylng about thelr child, and the children enjDyed
themselves whilst starting to learn abo￿ Christ. It has also been an important point of contact with
visitors who bring thelr children. Parents commented:

We continued to build links with local primary sthools In our Parish. Both Patcham Infant5 and Junlor
Schools h05ted thelr Chrirtmas Carol $￿CeS at Afi Saints. with over thrÈe hundred invited family and
friends attending. Our Kids Pastor was also invited to speak and share the message of Christmas.
Three Year I classes from Patcham Infants vistted All Saints to leam ai)out the Church, its worship,
communlty and actiwties for their currFculurn studies, and we were able to provide an Interactlve
session with ninety children.

A small group continued to meet to prdy and review the care we prowded to church members.
Telephone contacts continued throughout the year and Communion vistts were offered by a small
team to those who were housebound or had moved to nursin8 homes.
The Parish Thanksgiving and Remembran￿ Ser￿Ce was held in mid-November at All Saints, offering
an occasion for bereaved famlly and friends to ￿member their loved ones in a more reflective
service arbd the opportunity to light a candle in their memory. The servlce was offered to the wlder
community and by personal invitsth)n to the fami￿ of those for whom fijnerals have bèen conducted
In the past. This seNce was muth appreaated by those attending.
The newslette￿ were made available In church and emailed to members of the Cong￿gation.
Newsletters were also sent to those who were unable to attend church.
Brighton and Hove Ctty Mission's IBHCMI Care Home Team under the leadershlp of Bev McArdle
cununued to stay connected with Maycroft Manor. resulting in a nvmber of onsite vlsits and services
during 2023. Our partnership vmth BHCM as a Parish a150 inspired some ChU￿h members to
volunteer to be part of the team.

planned events aimed at helping the communlty be more Bware of the
Church, and 2023 was busier than ever.
They hosted a hugely successful QUSZ Nlght. as well as an Easter Basket-making V￿rkshop in the
Church Barn. with the support of Sally Batey, a member of our tongregation and a skllled
plants-woman who vrds happy to show peop￿ how to prepare a spring flowering tub.
The Spring plant Sale in May was another brilliant success, firstly bècause so many people joined us
from the wider community. many Df whom asked rf it would be an annual event. In addition to this,
The Frlends were dellghted to have received 50 many donations of plants to sell from members ofthe
congregation and from local people, many of whom we had not met ithre.
Thomasin Trezlse returned to gi¥e another concert perfomiance in Julyi which was enjoyed by all
who attended. Thomasin sang a range of music from opera arias to song5 from the muslcats.
Opening the church for the annual Herltage Open Days on the 16th and 17th September proved very
popular and was an opportunity for both local people and visitors to see the church, leam more
about the history and enjoy refreshments in the Churth Lounge. It is always a very positive and
enjoyable experlence when members of the congregation come together.

The Frlend5 held an Open Arts and Crafts mornlng again on 2nd Oecember 2023. More crafter5
booked this year, as well as artists and therefore a lot more affordable items were avallable. This was
an ideal opportunity to meet people in the local communlty. A soup lunch was offered this yèar In
addition to the mulled wine, soft drink5 and Min￿ pie5. This proved very popular with those who
came along.
An evening of sea shantie5 With the Wellington Wailer5 booked foroctober had to be p05twJned until
january 2024. The event was fully booked, and guests waited in antiapation forthe new date.
In addition to events, commbttee Membe￿ of The Friends met Anthony Meadows. a local antique
furniture restorer and Pdtcham residen¢ to examine the churth chest. Anthony kindly offered to
restore it free of charge, and Friends will only need to pay for replacement materials. We are very
thankful for Anthony's willingness and expertise. We are thankful that Michael Kalkbrenner, a Friend
of All Salnts and graphic designer. has knndly used his e¥pert15e to design our posters and flyers.

LL£toddler group met everyThursday in term time in the Bam wlth 6 regular volunteers,
welcoming 20 frdmilies per week.
Each week the children enjoyed playin& headng a story and singing songs. induding songs about
God. The parents. grandPa￿￿ts and (3rer5 enjoyed engaging with thelr chlldren as well as having a
hot drink and a blscuit and a ehat with others in a similar STtuation and with the volunteers. Thls year
we were also able to offer activities for okler siblings on the day5 when schools were closed due to
teacher strlkes, whid) was massively appreaated by the parents who attended. Making and
launching bottle rockets from the green outside went down very well with all I In July, we had two
chlldren 'graduate' from Barnacles to start sthool and we gave each one 3 Jesu5 5torylJook Bible. We
had a number of new babie5 bom into the 8roup as wèll as a number of young babies slarting to
come regularty. A number of Barnades families had their children baptised. and one family stsrted
attending Church on a Sunday regular￿*.
We asked the famllie5 to gbve us feedback They described Bamades as 'welcomlng. Inclusive, and
discrèetly orEanised' They said You feel you are valued. especially when you celebrate eath child's
birthday., They commented 'Becau5e cost is low it helps to be more accessible when we are all faced
with financial constraints.
Ir was another fun year at DnyJots seeing our regular children growtng in cunfldence and engaging
so well with one another and the acti¥itie5. It was also lovely to see the 'mums' supporting one
another and making firni friendships. During the year we welcomed three new babies, some new
regulaT5 and occasional wsits from grand-parents and dads. Chrlstmas Tots was a highlight. wlth
Christmas craft and songs, and a visit from our spedal'bearded, guest with hi5 sack of giftsi
It's heartwarming to know how appreciative our regulars are. and what a difference Tots makes to
thelr weeK and so encouragin8 to keep connection wth some'past, mums who pop In for a chat and
coffee.

The Lunch Club at AS￿nsIOn operated monthly throughout the year. Many thanks to our local
butcher, Trevor. who continued to pro￿de a discount Dn our orders. Our overall numbers attending
the monthly meal increased during the year to over thirty attendees. Our special Christmas
elebration meal continued to be the highlight of the year.

groups. We always valued the close relationship we have had with the Westdene community. Owing
to some Structural building issues which emerged at the Bam ear￿ in December, we were able to
offer many of their regular customers refuge until the building was safe to use again. Overdll. our
revenue increased during 2023.

The Parochial Church Council IPCCI is a charity reElstered wth the Charity Commission as required by
the Charities Act 2011. Its goveming document is the Parochial Church Councils (Power5} Measure
1956.
Membership of the PCC is determined under the Church Representation Rules and consists of certain
ex-officio members Ithe incumbent. assistant cler8y, lay readers, churchwarden51, members of the
Deanery, Dlocesan or General S￿0d$ and member5 of the church who are elected at the Annual
Parochial Church meeting IAPCMI. Parish Members are warmly encourage(I to stsnd for electlon to
the PCC to give a balance of gender. skills. and experience where posslble.
Official Membership of the Church is gNen by the Electoral Roll although all are invited to join our
services and activitie5. The Electordl Roll figures at the end of 2023 were 144 members.
The full PCC met eight times duringtheyear injanuary. March, April. May,June, July. September and
November. The Annual Parochial Church Meeting IAPCMI w35 held in April.
The PCC delegates day-to-day fabrfc Issues to the Fabric Commtttee who are authorlsed to spend
within agreed budgets and single item expenditure limit5. The Fabric Committee ensured ￿gUlar
malntenance needs were met and advised on potential problems. It also researched and advised on
suppliers and letting contracts.
The PCC Treasurer role became vacant in January 2023 followlng the resignation of the Treasurer and
jody sharp. Churchwarden. covered the post until the next APCM. and was then voted In to continue
in the role.
The PCC rewewed the Safeguarding Policy. This was done in November and updated to include lètest
guidelines from the Diocese. The PCC also complied with section 5 of the Safeguarding and Clergy
Dlscipline Measure 2016 (duty to have due reeard to House Df Bishops. guidance on safeguarding
children and vulnerable adults). PCC members have been circulated with the Parish Safeguarding
Handbook. A5 15 required, both church websites have a link to safeguardlng on their front pages.
The Health and Safety policies for both churthes were updated as necessary during the year.

Unrestricted Income for 2023 vras £149.098 compared to £149,788 in the prior year, a decrease of
£690. Unrestricted legacy income, grant income. planned giving and tsx recovered were down
compared to last year. Thls is mostly offset by increases in one-off donatlon5. ￿5h collertions, hall
letting5 income. rent. and income from actiwties.

The Ststement of Financial Actiwties Ilncome and Expenditure account) showed that we ended the
year with a surplus of £27,794 Iprlor year deficit of EIO,4781 from our unrestricted funds before galns
and losses on Investments.
In 2023, we started to recelve restricted Strate￿C Development Grant Funding from Chlchester
Dlocese, which covered set up and salary costs for the wrpose of rewtalising the Parish of All Saints.
Patcham. We also r￿1Ved a restricted grant of £3,[￿￿1 from the Church Revitsllsation Trust and a
£I.￿0grantfroM St Matthias to help withAlpha costs.
Our total funds stood at £1.820,977 at 31 December 2023 compared to £1,772,508 at 31 December
2022. Our Increase in funds was due to Thet Income increases from both restricted and unFestricted
funds of £32,034 and unrealised gains on the rewdluation of investments of £16.435. Property and
shares rep￿sented 92% in value of the total funds.
The PCC Re5erve5 Policy is to hold general re5erve5 of a minimum of three months normal worklng
expenditure together with an additional reseNe, as a deslgnated fundi primarily to meet exceptlonal
expenditure, or unexperted building mainlenarKe or improvement costs. Our General Fund at 31
December 2023 stood at £110.778 and complied with this policy.
