## **Administrative Information** 

St. Cuthbert’s Church is situated in Copnor. St. Aidan's Church was 'planted' on the new housing development of Anchorage Park to the North of the parish in 1992. We are part of the Diocese of Portsmouth within the Church of England. The Parish office is c/o The Vicarage, 2 Lichfield Road, Copnor Portsmouth, PO3 6DE. 

Our Parish Administrator works from her home.

## **Committees** 

The PCC was supported by the following committees:

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll. Members are eligible for, and invited to stand for, election to the PCC. 

## **Aims and purposes** 

St. Cuthbert’s Parochial Church Council (PCC) has the responsibility of working with the incumbent in promoting the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. 

## **Objectives and Activities** 

To worship God, personally and corporately; to make known the good news of Christ; to serve those in need, locally and globally; and to continue to grow as a loving, open Christian community, filled with the Holy Spirit. 

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Cuthbert and St. Aidan. The PCC maintains an overview of worship throughout the parish and makes suggestions on our services. Our services and worship put the Christian faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable our members to live out their faith as part of our parish community through: 

- Worship and prayer; learning about the Gospel; and developing their knowledge of and trust in Jesus. 

- Provision of pastoral care for people living in the parish. 

- Mission and outreach work. 

To facilitate this work it is essential that we maintain the fabric of the Church of St. Cuthbert Portsea. 

## **Achievements and Performance** 

## **Worship and Prayer** 

The PCC is keen to offer a range of services during the week and over the course of the year which bring glory to God and which our community finds both beneficial and spiritually nourishing. 

All are welcome to attend our regular services. At the beginning of July 2021 there were 118 parishioners on the Church Electoral Roll. 

## **Deanery Synod** 

The members who sit on the Deanery Synod are as stated in the details of PCC members. This provides the PCC with an important link between the parish and the wider structures of the church. 

## **Review of the Year** 

This year has been dominated by the Covid pandemic and its effects on our church life.  PCC meetings were irregular during the first lockdown and were then held via Zoom and now in person but wearing masks and socially distancing in church.  From March to July there was a complete closure for church services.  All services and meetings were

cancelled.  Thanks to Rev Allie Kerr and Adrian Kerr services were live streamed onto Facebook at first and then You Tube and our own website.  Church Chat was started, a newsletter with stories, poems, quizzes as well as updates on what we were providing in the way of support for everyone staying at home.  This continues to be distributed via email to over 100 people and hand delivered to about 20 people each week.  The prayer chain and prayer card ministries continued. Phone calls were made to most of the congregation to keep in touch and see if anyone needed anything.  The Vicar and Church Wardens met each week on Whats App and later in person in church.  A programme of morning prayer, Lectio Devinas, hymns and songs and Random Thoughts from Allie has been available on line all this year. Bible studies and Messy Church were held on line. 

In July after risk assessments had been carried out services resumed with quite strict restrictions on numbers etc. and with booking in to conform with Tracking and Tracing rules.  St Aidan’s opened when the council allowed and the restrictions could be met in the Lodge.   This was until November when another lockdown caused the church to close.  Christmas saw just two services in church, but attendance was low. An online advent calendar was very successful and various congregation members displayed stars in their windows and were part of a trail around the parish.   St. Cuthbert’s church re-opened on Easter day 2021 shortly followed by St Aidan’s who are currently meeting fortnightly. Amongst all this we had good news that we would be having a new curate in June 2021.  He is called Rajiv Sidhu and is currently studying in Oxford. 

The year has been so uncertain, with plans being re-organised constantly. Ideas of starting new groups had to be postponed and another sort of congregation was established viewing services online each week. The St Cuthbert’s and St Aidan’s families have come through with lessons to be learnt, hopefully everybody supported as they needed and everyone looking forward to when things can get back to a new ‘normal’.

## **Fabric Team Report 2020** 

The fabric team’s first meeting took place on the 28[th] July 2020. Team members are Sally Harry, Eric Harry, Richard Martin, Malcolm Clubley and Jerry Brushwood. 

The remit is to identify jobs that need doing in the Church, Centre and Garden, and arrange to carry out the work or facilitate others. 

To date (in 2020) work carried out: 

- 1-Leak on Surgery roof repaired 

- 2-Tower hatch examined re access 

(it is completely blocked with Guano) 

- 3-Trunking fitted to internal cables in Church 

- 4-Landscaping the garden area near the Doctors, including 

   - a/ shingle drainage ditch edged with bricks 

   - b/ new drain cover 

   - c/ Ground levelled 

   - d/ Crocuses and grass seed  planted 

   - e/ Trees pollarded 

   - f/ Preschool ash tree removed(too big for Preschool garden) 

   - g/ Drain brickwork repaired 

- 5-Organ repositioned to allow extend sound system area. 

- 6-Preparation of Railings to provide a boundary for the car parking area. 

- 7-Rear double doors made easy to open and lock.

## **Financial Report** 

This report supports the Financial Statements for the year as presented at the APCM on 4[th] July 2021. 

Financially, 2020 proved to be a year of resilience in the face of the pandemic. Overall, the lack of opportunity for congregations to gather either in their normal numbers, or at all, meant lower giving at services. However, the core of the church income is based on many regular givers and at the end of the day this meant that, coupled with equally reduced Expenditure, overall a stable financial outcome was achieved. 

Looking at **Income** in more detail we see a drop in comparison to 2019. Ignoring "Surgery Rental", the Church Income fell to £82,133 from £104,920 in 2019. 

All areas saw a fall – 

Collections at Services:  This is to be expected in light of the church being physically closed for much of 2020. In addition, at times it was open only to restricted numbers so overall giving "in the plate" was much less. This item also includes monies not retained by the Church but given for various charities eg Bishops Lent Appeal, Ride & Stride, Portsmouth Foodbank & The Children's Society. 

Gift days & Sundry Donations: This covers various "ad hoc" donations mainly at Sunday services, usually made by various individuals. As mentioned, many of these donations would typically be made at Sunday services and as already stated there were far fewer of these than in 2019 so far fewer opportunities to give.  The main factor however for the decrease from 2019 was the absence of any Fayres and Christmas Tree Festival. 

Fund Raising: Again, much of the money in this area would be expected to be received at the Weekly Collections. This item (as in 2019) also includes "subs" for the "200 Club". In 2020 some funds were also raised by activities such as the sale of Covid masks and of Preserves. In addition the 2019 figures included amongst other things, £2,800 for the Vestry appeal: £1,400 for VAT recovered from HMRC on building work

carried out eg. the roof Hoppers; Vestry Windows and a new church water pump for the underfloor heating. These were not present in 2020. 

Fees for Weddings/Funerals etc: Again, much reduced due to Covid. It should also be noted that some of these Fees are passed onto the Diocese. 

Summary: Whilst "Income" did fall, it was largely due to reasons beyond our control. It should be mentioned that "Planned Giving" ie Standing Orders & Envelopes, showed an increase of approx. £2,500 - reflecting the generosity of the congregation and also greater uptake of regular giving by Standing Order. In addition, nearly £4,000 was received under the Government’s Corona Virus Job Retention Scheme which helped to subsidise Parish Administrator pay. 

Turning now to **Expenditure** : again we see a drop. Ignoring “Surgery Rental”, Expenditure reduced to £82,219 (£112,142 in 2019). Expenditure fell in all areas - technically there was an increase for the “Upkeep of Churchyard/grounds” but this reflects a decision effective 2020 to specify separately expenditure in relation to the Memorial Garden. 

The most notable falls were in relation to “Church Maintenance” and Church Administration”. 

Church Maintenance: Fortunately there were no major outlays in regard to building repairs or replacement of items. Such items in 2019 included -£4,025 for a new Keston Boiler; £2,900 for repairs to the automatic centre door; £3,000 for Vestry glass; £1,400 for lift repairs/parts; £1,000 to replace failed magnetic door holders/door mechanisms in the Centre. Repairs will become necessary from time to time but 2020 was quiet in that respect - possibly less activity within the building may have played a part. 

Church Administration: 2020's lower figures largely reflect 2 areas: Firstly, the change in the way that the church services were prepared and conducted (ie “Live Streaming”) meant that in 2020 the cost of photocopying reduced by approx. £6,000 in comparison to 2019.

Secondly Expenditure in 2019 had been inflated by the agreed "write off" in 2019 of some of the older Trust debt (£7,500). 

**Overall conclusion:** Looking at 2020 as a whole, Church Income and Church Expenditure virtually matched each other - Income was £82,133 and Expenditure was £82,219 - a difference of just £86. Bearing in mind all that was thrown at us as a church it is actually a very commendable result. The money in the Church bank account also provided a sound safety net. 

## Allied Irish Bank 

Whilst the main purpose of these notes is to inform/explain items that directly relate to the church. It would be amiss however not to comment on our loan with Allied Irish Bank (AIB). 

This loan was taken out in 2008 to enable the completion of refurbishment work.  It is secured against the quarterly rental payments received from the Surgery (the surgery is in effect a tenant). 

The amount outstanding as at 31/12/2020 was £177,351. To give a flavour of progress in paying this loan off: 

31/12/2017:    £243,391 31/12/2018:    £221,853 31/12/2019:    £200,259 31/12/2020:    £177,351 

It is anticipated that the loan will be fully paid off by January 2028. In practice we may see this date shortened as the present rental payments produce a surplus each year. Interest rates will also play a part and if they continue to remain low this too will help. When the loan is paid off the rental income will be ours to use as we wish ! 

## Reserves policy: 

The reserves policy of the PCC is incorporated in a note to the accounts. It is our aim to try and maintain a balance on unrestricted funds of around £3,000. If possible this balance would be in addition to

that required to meet all outstanding costs and be available to cover emergency situations that may arise from time to time. The Reserve was fully maintained throughout 2020.

## **1 Accounting Policies** 

The financial statements of the PCC have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the  Charities Statement of Recommended Practice [SORP] 2005. 

## Funds 

General funds represent the funds of the PCC that are not subject to any special restrictions regarding their use and are available for application to the general purposes of the PCC. These include funds designated for a particular purpose by the PCC but which are not otherwise restricted. 

Restricted funds represent donations and grants received for a specific object or invited by the PCC for such and they may only be expended for that object. Any balance at the end of each year is carried forward. 

The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of other Church groups that owe their main affiliation to another body, nor those that are informal gatherings of Church members. 

## Incoming Resources 

- Collections are recognised when received by or on behalf of the PCC 

- Planned giving receivable under covenant is recognised only when received 

- Income tax recoverable on covenants and gift aid donations is recognised when the income is received 

- Grants and legacies to the PCC are accounted for when received by the PCC 

- Funds raised by fete,garden party and similar events are accounted for gross 

- Sales of books and magazines from the bookstall are accounted for gross 

- Rental income from the letting of the doctor's surgery has been recognised as a provision against the loan as this is assured 

## Resources Expended 

- Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC 

   - The diocesan quota or parish share is accounted for when payable. Any quota unpaid at 31st December is 

- provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the balance sheet 

## Fixed Assets 

Consecrated and Beneficed property is excluded from the accounts in accordance with s.96(2)(a) of the Charities Act 1993 

No value is placed on movable church furnishings held by the Church Wardens on special trust for the PCC and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or benefice buildings and movable church furnishings, whether maintenance or improvement, is written off as expenditure in the SOFA and separately disclosed. 

The Church considers that it holds no fixed assets though the capitalisation policy is held. Individual items of equipment with a purchase price of £1,000 or less are written off when the asset is acquired. 

## Current Assets 

Amounts owing to the PCC at 31st December in respect of fees, rent, or other income are shown as debtors less provision for any amount that may prove uncollectable 

Short-term deposits include cash held on deposit either with CBF Church of England Funds or at a bank.

Restricted funds are wholly represented by cash reserves of the charity. Charitable giving - during the year specific charitable collections are made for identified charities Memorial garden - this arises from a special appeal for funds to maintain the memorial garden.

No payments were made to PCC Members during the financial period. The wife of a PCC member was employed as adminstrator with approval of full PCC during the year. No material transaction took place between the Church and a PCC Member or any person connected with them.

Rental Income from the development is contractually assured and has previously been provided for in the accounts. The income is held in a separate bank account and earmarked for the payment of the loan and accumulating interest. 

## **12 Reserves Policy** 

The PCC have considered the level of reserves they wish to, and are able to, retain as appropriate to the needs of the Church.This is based on the size and level of commitments and an operating balance of approximately £3,000 in the current account is maintained for cash flow purposes and to fulfil operational commitments. 



## **Independent examiners report to the PCC of St Cuthbert’s, Portsmouth on the Accounts for year ended 31[st] December 2020** 

The report on the financial statements of the PCC for the year ended 31[st] December 2020, which is set out in the Annual Report, has been carried out in accordance with the Church Accounting Regulations 2006 and s.43 of the Charities Act 1993. 

## **Respective responsibilities of the PCC and Examiner** 

As members of the PCC you are responsible for the preparation of financial statements and you consider that the audit requirement of the Regulations and s43(2) does not apply. It is my responsibility to issue this report on those financial statements in accordance with the terms of the Regulations. 

## **Basis of this report** 

My examination has been carried out in accordance with the General Directions given by the Charity Commission under s.43(7)(b) of the Act and to be found in the Church guidance dated 2006. That examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with the records. It also includes considering any unusual items or disclosures in the financial statements and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence in an audit, and consequently do not express and audit opinion on the view given by the accounts. 

## **Independent examiners statement** 

In connection with my examination, no matter has come to my attention: 

Which gives me reasonable cause to believe that, in any material respect, the requirements; 

- To keep accounting records in accordance with section 41 of the Act; to prepare statements which accord with the accounting records and comply with the requirements of the Act and the Regulations; have not been met. 

- ● Or to which to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. 

**Note:** In view of Covid 19 restrictions the examination this year has been carried out remotely. However this had not impacted upon the investigations and my satisfaction with the Accounts for the year ended 31st December 2020.
