Structure, governance and management

The method of appointment of PCC members is set out in the Church Representation Rules. At St Michael’s the membership of the PCC consists of the incumbent (our vicar), churchwardens, and other members elected by those members of the congregation who are on the electoral roll of the church. Members of General Synod are also ex-officio members of Diocesan, Deanery and PCC. There are two elected Deanery Synod members who are exofficio members of the PCC. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC and Deanery Synod.

Charitable Status

The Parochial Church Council of the Ecclesiastical Parish of St Michael & All Angels Newton, West Kirby, (known as “PCC Newton West Kirby”), is registered as Charity Number 1132080. An Annual Report and Financial Statement and Annual Return are submitted to the Charity Commission. The Annual Report and Financial Statements prepared for approval by the PCC and presented to the congregation are also copied to the Diocese of Chester. All PCC members are registered as Trustees of the Charity. Details of the Charity can be viewed on the Charity Commission website. Any questions concerning the Charity should be addressed to the Treasurer.

Aim and purposes

St Michael and All Angels Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Cheryl Coverley, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.

The PCC is also specifically responsible for the maintenance of the Church Centre complex of St Michael and All Angels, Newton, West Kirby.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michael’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live or meet within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, the incumbent and the PCC have considered the Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

To facilitate this work it is important that we maintain the fabric of the Church of St Michael and All Angels and the Church Centre Complex.

Achievements and Performance

Worship and Prayer

The PCC are keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. We therefore hold both traditional and informal services. During 2022, we continued to use the website for a ‘prayer or thought for the week’. This could be accessed by the congregation or more widely by the general public. To encourage spiritual growth and fellowship our WhatsApp group runs alongside our WhatsApp prayer chain. Anyone can make a prayer request, and the WhatsApp group, “Connections”, has 44 members. We hold Holy Communion services at 10am on Sunday and Wednesday following the relevant Covid-19 precautions and procedures applicable at the time. Revd Elaine headed the team to introduce an new style of service in 2022 – an informal service of praise and activity, followed by a simple Holy Communion. This will continue in 2023 under the title “Rejoice and sing”.

We work hard to enable the community to celebrate Christmas and held a ‘Carols in the carpark’ for a third time which was welcomed by local people. Our Christingle service on Christmas Eve is usually a highlight for people of all ages, and was well attended this year.

We are working on using a wider variety of media to help people access the worship and to learn more about the Christian faith and its impact on everyday life, and to ensure that we optimise the use of our projection, sound and audio visual systems. The necessity for this became apparent under the lockdown and Covid restricted opening, and is a priority for 2023 when we hope to have a freshly revamped website up and running.

Our work with children and young people - Sunday Club, covering ages 5 – 10 and the Venture group for youngsters aged 11 – 18 was suspended in March 2020 and we have not been able to resume this to date.

Our ministry team comprises the Vicar and a retired priest plus two Readers who share in leading services and preaching or teaching. Their contribution is significant in helping people to understand the Christian faith. Revd Elaine Ollman came into her own in supporting the church family and the parish during the Vicar’s absence following surgery. We also value the occasional help with services from local retired clergy particularly Revd Lindsay Owens and Revd David Felix. Revd Ailsa Whorton, a full time Army Chaplain, is licensed as an associate priest at St Michael’s.

We take the issue of Safeguarding seriously, and follow the Chester Diocesan policy, now based on the national church policy. Our Safeguarding co-ordinator, Dr Ian Casson, has given many years of careful and thoughtful attention to the role. He has now handed over to Mr Anthony Hart who will share the same diligent approach.

Revd Cheryl was able to take assemblies in Black Horse Hill Junior school, and the Open the Book team began again at Black Horse Hill Infant school. We were delighted to host the regular Junior school Christmas service with parents and carers in a new format before the end of term in December. Revd Cheryl also assisted Calday Grange Grammar School by acting as chaplain to the combined cadet force and participating in their Act of Remembrance in November on the school site.

All are welcome to attend our regular services. At present there are 114 on the Church Electoral Roll, of whom 40 are not resident in the parish. We regularly have approximately sixty five who attend Holy Communion across the week. During 2022, we were pleased to welcome people who had fled the conflict in Ukraine.

There is a Beta group for those who have previously explored the Alpha course, which continued to meet regularly via Zoom. This meeting enables members to deepen their faith.

As well as our regular services, we enable our community to celebrate and thank God for the special events we experience in life. Through baptism we give thanks to God for the gift of life; in marriage public vows are exchanged with God’s blessing and through funeral services family and friends express their grief and give thanks for the life completed in this world, and commend their loved one to God’s keeping. This year we have celebrated 1 Baptism and 7 funerals - 3 in our church, and 4 carried out at other venues. There was also a confirmation conducted by Bishop Julie, Bishop of Birkenhead.

Deanery Synod

The Parish is entitled to have two representatives on the Deanery Synod. This is an important link between the parish and the wider structures of the Church. See below for further details.

Pastoral care

Pastoral care often, but not always, centres around people in a time of illness or bereavement. Home Communion, in normal times, is taken by the Vicar and the Readers to those who are ill or housebound.

Our ‘First Thursday’ Drop in, running on a once a month basis – is an opportunity for people to meet, have coffee and cake, play dominoes or take part in a craft activity, and most importantly, chat to local people. This has proved to be a positive boost to the mental health of all who come and is another opportunity to help overcome social isolation. First Thursday has also been our commitment to “Keep warm on us this winter” a joint initiative of Churches Together in West Kirby to offer a warm place for anyone who would like it during the cost of living crisis.

Mission and Evangelism

“Open the Book” involving a team of ladies going into Black Horse Hill Infant school with dramatised retellings of Bible Stories began again in 2022. This has been an ongoing project since 2008. These assemblies are enjoyed by children and staff alike, and they contribute to meeting the spiritual aspects of their curriculum and we look forward to building on this work in 2023.

The church building will continue to be used as a venue by other groups seeking to raise money for charities by holding concerts when this is possible.

Our faith is also put into practice through regular collections of food, clothing and household items which are then taken to Charles Thompson Mission in Birkenhead to support their ministry to those in need. Alongside this we make seasonal donations of food and gifts to Forum Housing, a charity working with young homeless people, and we respond to DEC requests for help in times of crisis. In 2022 we began a monthly collection of food items for the local foodbank as a commitment to helping others at this difficult time.

Ecumenical

St Michaels’ is a member of Churches Together in West Kirby . We are committed to working together on projects that meet spiritual, physical and practical needs and to support each other in our distinctive work. We are involved in public acts of love and witness such as carol singing in West Kirby on a Saturday before Christmas and a silent act of witness around the Marine Lake in West Kirby.

Churches Together funds a book for Year 6 pupils in West Kirby to help prepare them for the next step in their education. Revd Cheryl is a governor at Black Horse Hill Juniors, where these books are presented to the individual pupils.

Church Centre Complex

Our church centre has been a venue for local groups to meet. However, due to a combination of factors – particularly issues around the state of the building, PCC decided to close the building and to review its future..

Volunteers

We would like to thank all the volunteers who work so hard to make our church the welcoming and vibrant community it is. In particular we want to mention our churchwardens Mrs Kate Smith and Mr Brian Ollman who have worked so tirelessly on our behalf, our PCC Secretary, Dr Ivor Rawlings for ensuring a most efficient secretarial support, our Treasurer, Mrs Julie MacDonald who has helped us all understand the church’s accounts and finances, Mr Peter Hinton our Giving Officer, and all the other members of the PCC for their valuable contribution to our ministry and for keeping the church running. thank our Independent Examiner for reviewing our accounts.

Safeguarding

Some children’s activities previously suspended during Covid have restarted: ‘Open the Book’ at the infant school started in January, and ‘the Ark’, an area for creative activities, is now available for children during the main Sunday service. There have been no activities specifically for vulnerable adults.

Policy and Procedures

The PCC has complied with the duty to have due regard to the House of Bishops’ guidance. Copies of the Parish Safeguarding Handbook are available to read in the library area of the main church. Electronic copies of the handbook are widely circulated to all volunteers. Safeguarding is a standing item on the agenda of each PCC meeting which is attended by the Parish Safeguarding Officer (PSO). An audit of ‘Safeguarding’ is undertaken annually by the Vicar, Church Wardens and PSO.

Audit

The annual audit of ‘safeguarding’, reflecting the situation on 31[st] December 2022, has been delayed, however is due to take place. The Chester Diocesan audit tool and the Church of England checklist will form the basis of the process. The results will be presented and discussed at the PCC.

All Disclosure and Barring Service (DBS) checks required by our volunteers have been completed, and the majority of safeguarding training is up to date, with no overdue training giving cause for concern.

Action Plan

An action plan for 2023 will be drawn up following the annual safeguarding audit as mentioned above.

I would also like to express my gratitude to our volunteers who in various roles have cooperated with checks and training and in delivering their services safely. I have taken on this role after Ian Casson and I am delighted to be the Parish Safeguarding Officer, not because I’ve always wanted to do that, but because of how important it is that we do this and get this right as part of our loving service to our community.

Financial Review 2022

In support of our church activities this past year a total of £83,415 has been received into our unrestricted (general) and designated funds.

Restricted Funds

We hold grant funds from St Michael’s Outreach Trust towards production costs of the parish magazine. The Co-op Community Fund provided funds to improve sound and vision within the church for the benefit of the community. A legacy of £19,500 with conditions for its use stipulated in the Will, is also held in restricted funds.

Designated Funds

Receipts into designated funds were £4,039 and included £2,371 from fundraising activities – a welcome return. PCC’s commitment to transferring a small amount each month to the Church Fabric fund means this now stands at £12,321. This will continue in 2023.

General Funds

Receipts into the general fund totalled £79,692. Of this, 67% was Planned Giving and 20% from Gift Aid. The remaining 13% is from other sources including loose plate collections, fees, other donations and fundraising. This year we have been able to return to some of our larger scale fundraising events.

Payments from the general fund were £60,750 of which £48,000 (79%) paid Parish Share; and £8,583 for church running costs. The Diocese once again agreed to a deviation in Parish Share (amount due was £76,302)

In summary, there is a surplus in General Funds this year of £12,941 compared to a surplus of £29,177 in 2021).

Reserves Policy

We have a Reserves policy to maintain a balance of at least three months unrestricted payments, equivalent to approximately £25,000 to cover emergency situations that may arise from time to time. The Centre Fabric Fund stands at £19,554 is retained towards ongoing maintenance of the Centre. Our reserves balance on unrestricted funds is £56,056. It is our policy to invest reserves with the CBF Church of England Deposit Fund.

Planned Giving Report

Planned giving in 2022 amounted to over £55,100, whether through the weekly envelope scheme, by standing order or through regular cheque donations. We had three people join the scheme during the year, but sadly three regular givers passed away in December. Our number of regular givers was 69. In addition, there is giving through the plate collections and other anonymous donations that amounted to over £6,100.

The Gift Aid recovered for the period 1 April 2021 to 31 March 2022 amounted to £15,807. This highlights the importance of our giving to the church and the considerable benefit we receive from the 25% refund through Gift Aid and GASDS, the Gift Aid Small Donations Scheme.

St Michael’s is grateful to all those, named and anonymous, who are helping to sustain and expand the work of the church and the charities that our church supports.

Churchwarden’s Report

In 2022, we felt like we were finally returning to normal after the Covid pandemic. What a joy it was that we could sing hymns, see each other’s smiles and meet together in groups over coffee without fear.

Sadly, over the winter, the church centre roof had leaked several times and we still had not got to the bottom of the damp wall. The drooping lintel over the disabled access meant we could not use that door. The ceiling in room B had collapsed. We still had not managed to recruit a volunteer building manager and the church centre was making a financial loss. After several years of battling to save it, we decided to close the Church centre and gave our remaining users 3 months’ notice. I am pleased to report that they all found new homes before the notice period was up. The Church Centre was moth-balled in April 2022. Nevertheless, we had happy memories of all the events and groups that had been held or met in the church centre, from the youth groups and drama groups to Sunday Club and Venture, Little Angels and all the outside groups who hired our hall.

In January, the Open the Book team were able to return to Black Horse Infants School to deliver dramatized Bible story telling to the school assemblies on alternate Tuesdays. This continued throughout the year. Our team in a little smaller than in previous years and we will be grateful for new members.

In the meantime, our vicar Rev Cheryl had received a serious health diagnosis which meant that she was on sick leave from the end of March. Bishop Julie and Archdeacon Mike came to help lead the services along with Canon David Felix and priests from St Bridget’s among other local churches. By God’s grace, Rev Elaine Ollman’s injuries had healed just adequately to allow her to take a more active role. She took over finding priests to cover the services and led many of the services herself, as it became clear that Cheryl would not return before her sabbatical. Rev Lyndsey Owens also led several Wednesday services.

From September 2021 we had been holding a consultation process. As a result of this we had decided to open the church to the public one afternoon per week as part of our mission to the local community. We hoped that people would find a quiet space or a friendly welcome with a cup of tea. We had several willing volunteers in pairs and opened the church from 2 pm to 4 pm on Wednesday afternoons from May to the end of August. Although something similar had been successful in other churches, we had only a handful of visitors and none at all for seven consecutive weeks, despite strengthening our advertising. Therefore, we decided to bring it to an end and concentrate our resources on other efforts.

On 5[th] June, we had a Jubilee picnic. Although the weather was wet, it was a great success. We simply moved it indoors. Some local families came and the children enjoyed playing in the Ark play area and doing a craft activity to make a crown. We had a quiz and shared our food. Hot drinks were provided. The closure of the church centre kitchen was not an obstacle, because people brought their own picnic plates and cutlery.

As a result of the consultation process, a significant number of our congregation had told us that they wanted informal services to continue. Although we no longer have enough staff and volunteers to run two services on a Sunday morning every week, we decided to hold an

informal service on the first Sunday in every month at 10 am with a short quiet service of Holy communion at 11.45 following coffee. I am grateful to Elaine and our Readers, Anthony and Martin for making this a success, with Cheryl’s backing. The congregation have enjoyed choosing the hymns for this informal service.

In September, we held special services and a Book of condolences to mark the death of our dearly beloved Queen. Thank you to Elaine and David Felix for organising these, while I took my daughter to start University in Glasgow.

Our Reader Anthony Hart began a Christianity Explored Course for some members of our congregation, which met in various homes. This allowed people a safe space to explore the fundamentals of the Christian faith and discuss questions. The Beta Group, a long running house group continued to meet throughout the year and welcomes new members

In October, we had a Harvest Bring and Share meal after the Harvest Festival Service and held our first Church Fair since the pandemic began. We had to adapt to not having the Church Centre. I am grateful to Heather Coppack for organising the fair and to all the many volunteers who helped her. Having to run the kitchen for the café out of the choir vestry, we realised , however, that we will need a proper new kitchen, if we are to run such events again in the future. The atmosphere was cheerful. It was lovely to see many old friends and extended families.

Angela Lockett started up First Thursday in the autumn. It is similar to the old First Wednesday except it happens on the first Thursday in every month. Each month 20 to 40 people attend and take part in crafts, games, chat, with hot drinks and cake.

I would also like to thank Lesley Wilkinson for taking on the role of Head sacristan. After many years of dedicated service in that role, Liz Tunn stepped down in order to care for a family member. Thanks also go to Anthony Hart took over the role of Parish Safeguarding Officer from Ian Casson.

We were relieved that our vicar Cheryl returned in early November and hope that she is fully recovered. She ran a full program of Christmas services and re-introduced the option of receiving the chalice at communion services. People may also shake hands during the peace, if they wish but remain respectful of those who prefer to be careful. The vicar led the Remembrance Day Service for the Combined Cadet Force at Calday Grammar School and Black Horse Hill junior school held their annual Christmas carol concert in our church.

The Concourse Singers with the Ukee Blinders held a concert at the church in December, which was a great success. Thank you to Jean Roberts for organising that and to Rose Evans for running a raffle.

Brian our other church warden managed to keep sufficient numbers of gas convection heaters running. In the medium to longer term we will need new heaters or a whole new heating system. Brian also removed tree roots blocking a drain in the vestry toilet, which had caused water leaks and damaged flooring. Unfortunately the plans to replace the broken church car park wall with a hedge fell through because we lost our source of funding and our contractor, so the faculty expired. In terms of the buildings, the priorities for 2023 will be to decide what to do with the church centre building and raise money to tackle these

issues with the church building and grounds.

The bigger picture is to grow God’s kingdom, both in greater depth of faith and greater numbers of people of all ages worshipping. We have had a number of new people attend regularly, particularly amongst the older age groups. We regularly get around 40 people at Sunday services and around 20 at Wednesday services. It is vital that we continue to build up both longstanding and new members. Sadly at present we have only 2 children who regularly worship and rarely have any adults under the age of 50 worship with us. With a flourishing church membership we will be able to reach out and serve our local community better. An important part of this is to work towards paying our full parish share, so that we can continue to have a full time vicar to lead us forward in God’s plan.

Deanery Synod Report

The Deanery Synod normally meets three times a year at various churches in the Wirral North Deanery. This year meetings were held in. February, June and October.

Our first meeting was held first on 7[th] February at Saint Mary’s Upton. The main topic for this meeting was evangelism and mission opportunities within our local parishes. Various parishes reported on their local opportunities and plans, giving suggestions and ideas for the other deanery parishes to follow. Lastly at this meeting the Rural Dean informed us about the “Wirral Gospel Partnership Life Mission” which is being planned for the end of March.

The second Synod meeting was held at John the Baptist Church in Meols on 9[th] June. The main topic of this meeting was a presentation by Mr. Jonny Masters entitled: “The Growing Faith Adventure”. This is a call for a shift in attitude and culture, so that it becomes second nature for every member of the church to include and value children, young people and households in every aspect of church life. This will lead to the “lifelong formation of faith in the whole of life”. Achieving this will involve a partnership between church, households and schools. However, the initiative is not in itself about getting children into church – though that may be a result – but enabling them to meet Jesus Christ and develop faith. However, if we want to develop work with children, and want our churches to be younger and more diverse (one of three key C of E aims), we need to be prepared for change, and regard Mission as one of our key priorities.

The final meeting of the year was held on 12[th] October at the Saughall Massie Centre. The main topic was the Diocesan goal of achieving net zero carbon dioxide emissions by the year 2030, as our contribution towards reducing global warming. Each parish has to develop a plan to help achieve this goal. Suggestions to be followed included holding services with low attendance in side rooms, constructing warm spaces within the church using a wooden frame and polythene sheets (examples can be seen in the Liverpool Diocese), and using radiant heaters to warm the people and not the building.

Accounting Policies

The Accounts were prepared on a Receipts and Payments basis by the PCC Treasurer, Mrs Julie MacDonald and independently reviewed by Mrs Sarah Kershaw.

Funds

Restricted funds represent (a) income from trusts which may be expended only on those restricted objects provided in the terms of the trust, and, (b) donations received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of year is carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Interest is apportioned on an average balance basis.

Unrestricted funds are general funds which can be used for PCC ordinary purposes, though in practice the PCC designates certain funds for specified purposes. If not used for these purposes these sums can be expended on any general purposes.

Incoming Resources

Planned Giving, collections and donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is legally entitled to the amount due. Interest is accrued and all other income is recognised when it is receivable.

Resources Expended

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The Diocesan parish share is accounted for when due. All expenditure is generally recognised when it is incurred.
