Structure, governance and management
The method of appointment of PCC members is set out in the Church Representation Rules. At St Michael’s the membership of the PCC consists of the incumbent (our vicar), churchwardens, and other members elected by those members of the congregation who are on the electoral roll of the church. Members of General Synod are also ex-officio members of Diocesan, Deanery and PCC. There are two elected Deanery Synod members who are exofficio members of the PCC. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC and Deanery Synod.
Charitable Status
The Parochial Church Council of the Ecclesiastical Parish of St Michael & All Angels Newton, West Kirby, (known as “PCC Newton West Kirby”), is registered as Charity Number 1132080. An Annual Report and Financial Statement and Annual Return are submitted to the Charity Commission. The Annual Report and Financial Statements prepared for approval by the PCC and presented to the congregation are also copied to the Diocese of Chester. All PCC members are registered as Trustees of the Charity. Details of the Charity can be viewed on the Charity Commission website. Any questions concerning the Charity should be addressed to the Treasurer.
Aim and purposes
St Michael and All Angels Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Cheryl Coverley, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.
The PCC is also specifically responsible for the maintenance of the Church Centre complex of St Michael and All Angels, Newton, West Kirby.
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michael’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live or meet within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
When planning our activities for the year, the incumbent and the PCC have considered the Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
- Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus.

To facilitate this work it is important that we maintain the fabric of the Church of St Michael and All Angels and the Church Centre Complex.
Achievements and Performance
Worship and Prayer
The PCC are keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. We therefore hold both traditional and informal services. During 2021, we used the website for a weekly text based service plus a ‘prayer or thought for the week’. This could be accessed by the congregation or more widely by the general public. To encourage spiritual growth and fellowship during the restrictions, we also began a WhatsApp group which ran alongside our WhatsApp prayer chain. Anyone can make a prayer request, and the WhatsApp group, “Plugged in”, has 38 members. This has continued to date. We hold ‘in person’ Holy Communion services at 10am on Sunday and Wednesday following the relevant Covid-19 precautions and procedures applicable at the time.
We work hard to enable the community to celebrate Christmas in the light of ongoing Covid19 restrictions and held a ‘Carols in the carpark’ for a second time which was welcomed by local people. Our Christingle service is usually a highlight for people of all ages, and we were able to hold this without ticketing attendees this year.
We are working on using a wider variety of media to help people access the worship and to learn more about the Christian faith and its impact on everyday life, and to ensure that we optimise the use of our projection, sound and audio visual systems. The necessity for this became apparent under the lockdown and Covid restricted opening, and is a priority for 2022 when we hope to have a freshly revamped website up and running.
Our work with children and young people - Sunday Club, covering ages 5 – 10 and the Venture group for youngsters aged 11 – 18 was suspended in March 2020 and we have not been able to resume this to date.
At the start of 2021, our ministry team comprised the Vicar and two Readers who share in leading services and preaching or teaching. Their contribution is significant in helping people to understand the Christian faith. We also value the occasional help with services from local retired clergy particularly Revd Elaine Ollman and Revd Lindsay Owens. Revd Ailsa Whorton, a full time Army Chaplain, was licensed as an associate priest at St Michael’s.
We take the issue of Safeguarding seriously, and follow the Chester Diocesan policy, now based on the national church policy. Our Safeguarding co-ordinator is Dr Ian Casson.

In this unusual year our work with schools was also put on hold. From September 2021, Revd Cheryl was able to take assemblies again in Black Horse Hill Junior school, however, Open the Book team were not yet able to begin at Black Horse Hill Infant school.We were delighted to be able to host the regular Junior school Christmas service with parents and carers in a Covid secure way before the end of term in December. Revd Cheryl also assisted Calday Grange Grammar School by acting as chaplain to the combined cadet force and participating in their Act of Remembrance in November on the school site and at an evening event in Birkenhead.
All are welcome to attend our regular services. At present there are 114 on the Church Electoral Roll, of whom 49 are not resident in the parish. It is difficult to gauge weekly participation in worship this year, as many of our regular congregation have been shielding or choosing to stay at home. We regularly have approximately fifty who attend Holy Communion across the week.
There is a Beta group for those who have previously explored the Alpha course, which continued to meet regularly via Zoom. This meeting enables members to deepen their faith.
As well as our regular services, we enable our community to celebrate and thank God for the special events we experience in life. Through baptism we give thanks to God for the gift of life; in marriage public vows are exchanged with God’s blessing and through funeral services family and friends express their grief and give thanks for the life completed in this world, and commend their loved one to God’s keeping. This year we have celebrated 5 Baptisms and 11 funerals - 3 in our church, and 8 carried out at other venues. Zoom has been a valuable way to communicate with families of those who have died and has enabled people who were physically distanced to contribute to the preparation of the funeral service and to receive pastoral support.
In the autumn we began a consultation process amongst the congregations to consider prayerfully how we go forward from the restrictions of Covid and what it means for us to be church in Newton going forward. We are considering what we should retain from the past, what we should leave behind and in what we new ways we will develop.
Deanery Synod
The Parish is entitled to have two representatives on the Deanery Synod. This is an important link between the parish and the wider structures of the Church. See below for further details.
Pastoral care
Pastoral care often, but not always, centres around people in a time of illness or bereavement. Home Communion, in normal times, is taken by the Vicar, Curate and the Readers to those who are ill or housebound.
During the spring of 2021 we held a virtual coffee session over Zoom for those who wanted to meet and chat with other people. This was a valuable source of companionship and support for a number of our congregation and helped people to know each other in a different way.

Our ‘First Wednesday’ Drop in, running on a once a month basis - an opportunity for people to meet, have coffee and cake, play dominoes or take part in a craft activity, and most importantly, chat to local people and our Craft Café ‘WIPs’ (Works in Progress) weekly on Tuesday afternoons have not yet been able to resume. Both of these have proved to be a positive boost to the mental health of all who come and is another opportunity to help overcome social isolation. We hope to recommence these activities in 2022.
Mission and Evangelism
“Open the Book” involving a team of ladies going into Black Horse Hill Infant school with dramatised retellings of Bible Stories. We began doing this in 2008 but were unable to continue in 2021 due to Covid. These assemblies are enjoyed by children and staff alike, and they contribute to meeting the spiritual aspects of their curriculum. We hope that they can recommence when it is safe for the children, their staff and our team.
The church building will continue to be used as a venue by other groups seeking to raise money for charities by holding concerts when this is possible.
Our faith is also put into practice through regular collections of food, clothing and household items which are then taken to Charles Thompson Mission in Birkenhead to support their ministry to those in need. Alongside this we make seasonal donations of food and gifts to Forum Housing, a charity working with young homeless people, and we respond to DEC requests for help in times of crisis.
In October we participated in the Hoylake Festival of Firsts Art trail. This involved professional artists displaying their work in church which was complemented by arts and crafts from skilled members of the congregation. Over the course of the two day event approximately 200 people visited the display.
Ecumenical
St Michaels’ is a member of Churches Together in West Kirby . Our usual events were suspended due to Covid, however meetings were held over Zoom and each church contributed a video section for a series of virtual Easter messages which broadcast on the Facebook page throughout Holy Week and Easter Day. We participated in the ‘Praise in the Park’ service where Revd Cheryl was the speaker.
Churches Together funds a book for Year 6 pupils in West Kirby to help prepare them for the next step in their education. Revd Cheryl is a governor at Black Horse Hill Juniors, where these books are presented to the individual pupils.
Church Centre Complex
Our church centre is a venue for local groups to meet. These range from bridge clubs, Tumble Tots, young childrens’ football, Pilates, and both Slimming World and Weight Watchers, to children’s parties and charity meetings, and it is accessible to other people across the community. This year most groups have either had to suspend their activities or have had to open and close according to the changes in law and guidance.

Volunteers
We would like to thank all the volunteers who work so hard to make our church the welcoming and vibrant community it is. In particular we want to mention our churchwardens Mrs Kate Smith and Mr Brian Ollman who have worked so tirelessly on our behalf, our PCC Secretary, Dr Ivor Rawlings for ensuring a most efficient secretarial support, our Treasurer, Mrs Julie MacDonald who has helped us all understand the church’s accounts and finances, Mr Peter Hinton our Giving Officer, and all the other members of the PCC for their valuable contribution to our ministry and for keeping the church running. We also thank our Independent Examiner for reviewing our accounts.
Safeguarding
All group activities involving children were suspended in March 2020 due to the Covid pandemic. As of 31[st] December 2021, no children’s activities had restarted. However, it is pleasing to note that ‘Open the Book’ commenced in January of this year. An area for creative activities, ‘The Ark’, is now available for children during the main Sunday service. There have been no activities specifically for vulnerable adults.
Policy and Procedures
The PCC has complied with the duty to have due regard to the House of Bishops’ guidance. Copies of the Parish Safeguarding Handbook are available to read in the library area of the main church and in the church hall. Electronic copies of the handbook are widely circulated to all volunteers. Safeguarding is a standing item on the agenda of each PCC meeting which is attended by the Parish Safeguarding Officer (PSO). An audit of ‘Safeguarding’ is undertaken annually by the Vicar, Church Wardens and PSO.
Audit
The annual audit of ‘safeguarding’, reflecting the situation on 31[st] December 2021, took place remotely, by email, during January 2022. The Chester Diocesan audit tool and the Church of England checklist formed the basis of the process. The results were presented and discussed at the PCC meeting on 28[th] February 2022.
All volunteers have undergone DBS checks within the past 5 years at the appropriate level and for the appropriate workforce. Some DBS certificates which expired during the year were not renewed as the volunteer was not involved in a group active at that time. Leadership level training at Church House remained suspended, but two volunteers accessed the new on-line leadership course comprising four zoom meetings, private study and written work.
On-line training courses for safeguarding at basic and foundation level were completed successfully by most volunteers who required training or refresher training during the year. Some of those whose training was not complete on 31[st] December have now achieved this. During 2021 seven organisations outside the Church booked the hall for regular events. All agreed and signed to abide by the House of Bishops’ guidance.

Action Plan
An action plan for 2022 has been drawn up. This includes and action plan to deliver the changes to the DBS renewal timeframe with a shortened 3-year recheck cycle. Other actions include completion of training and refresher training requirements in safeguarding, undertaking of risk assessments, training in recruitment and responding to domestic abuse.
I would like to thank the Chester Diocesan Safeguarding Team for their helpful support and advice. I am grateful also to Cheryl, our vicar, for continued support and encouragement, and also to our wardens and PCC. Finally, I would also like to express my gratitude to our volunteers who in various roles have cooperated with checks and training and in delivering their services safely.

Financial Review 2021
In support of our church activities this past year a total of £91,632 has been received into our unrestricted (general) and designated funds. For a further year, Covid-19 has affected our ability to raise funds, both for the church and the church centre.
Restricted Funds
We hold a small amount of funding from The St Bridget’s Educational Trust. We hold grant funds from St Michael’s Outreach Trust towards production costs of the parish magazine. The Co-op Community Fund provided funds to improve sound and vision within the church for the benefit of the community. A legacy of £19,500 has been received with conditions stipulated in the Will, and will be held in restricted funds.
Designated Funds
Receipts into designated funds were £6,677 and included £5,677 Church Centre hire charges (half the income in 2019). The Church Fabric Fund remains low, with PCC making a commitment to transfer a small amount each month to restoring this fund. This will continue in 2022.
General Funds
Receipts into the general fund totalled £84,955. Of this, 69% was Planned Giving and 18% from Gift Aid. The remaining 13% is from other sources including loose plate collections, fees, other donations and fundraising. Once again we were unable to hold our usual large scale community fundraising events during the year, however smaller fundraising initiatives resulted in £1,580. Payments from the general fund were £55,777 of which £38,000 (68%) paid Parish Share; and £9,175 for church running costs. The Diocese agreed to a deviation in Parish Share (amount due was £74,620)
In summary, there is a surplus in General Funds this year of £29,177 compared to a shortfall of £19,745 in 2020).

Reserves Policy
We have a Reserves policy to maintain a balance of at least three months unrestricted payments, equivalent to £24,705 to cover emergency situations that may arise from time to time. The Centre Fabric Fund stands at £19,554 is retained towards on-going maintenance of the Centre. Our reserves balance on unrestricted funds is £43,113. It is our policy to invest reserves with the CBF Church of England Deposit Fund.

Planned Giving Report
Planned giving increased in 2021, whether through the weekly envelope scheme, by standing order or through regular cheque donations. We had two people join the scheme during the year, but two left. Our number of regular givers was 66. In addition, many people supported the Penny Challenge or joined in with prayers and other assistance. The identifiable donations from the Penny Challenge amounted to £1,937.81.
The Gift Aid recovered for the period 1 April 2020 to 31 March 2021 amounted to £15,426.02. This highlights the importance of our giving to the church and the considerable benefit we receive from the 25% refund through Gift Aid and GASDS.
While not part of Planned Giving as such, purchasing through Amazon Smile with St Michael’s as the nominated charity has brought in a total of £115 since starting. St Michael’s is grateful to all those, named and anonymous, who are helping to sustain and expand the work of the church and the charities that our church supports.

Churchwarden’s Report
‘I believe we will emerge from this initially smaller and poorer, but stronger in the Spirit and with fertile ground for new growth.’
These were the last 2 lines of the annual report which I wrote for 2020 about 12 months ago. I was surprised to see them, when I re-read the report just now, because I had completely forgotten that I had written them for the last year. The reason, I was so surprised is because, at the end of 2021, our church held prayer meetings, as part of a consultation process on our future as we emerge from the Covid pandemic. The two key phrases, that we wrote down to summarise what we had heard as we tried to listen to God, were ‘dynamism’, which I was to learn came from a Greek root meaning energised by the Holy Spirit and ‘prepare the ground’ because many of the Bible passages we found that struck us, or the pictures that some of our congregation saw related to gardens, ground or sowing seeds.
How encouraging to know that God is going ahead of us and is with us in all our plans. Nevertheless, 2021 was another very difficult year. For some of us, it was even worse than 2020, when we realised that the changes we saw as temporary may be permanent in some cases.

2021 began with another lock down, as you may recall. Fortunately, we had already planned a fundraising Burns Night Quiz on Zoom. I was encouraged greatly by the enthusiasm of the willing team, who wrote quiz questions and helped make ‘goody bags’ to be delivered to people’s houses, because voluntary work was permitted. This was both a safe social event and raised funds which were essential to the church, a registered charity.
By then, many but not all of us at St Michaels were beginning to master Zoom and the vicar held a Lent course on Zoom and then afternoon tea breaks so that the congregation could chat to each other safely. For those who could not master digital technology, we printed out copies of the weekly website service and volunteers delivered them to people’s houses or they picked them up after the communion service, which was permitted to continue in a Covid secure way throughout the 2021 lock down. This continued until we were able to restart live sermons in the autumn.
We managed to raise the funds to complete the painting of the north porch and this was finished in the early summer
We were delighted when we no longer had to clean all the chairs after every service and could devote some manpower to other tasks, such as getting quotes to repair the church centre roof and research green solutions to our broken gas convection heaters in the church. The vicar re-started coffee after the Wednesday morning communion service as a step towards normality. This service is attended by older and more socially isolated members, so it was a valuable opportunity for pastoral care.
In May, I was re-elected alongside Brian Ollman, so at last we had a second church warden. To my delight Brian is a fully registered heating engineer and was able to recommission 3 of the broken heaters, which have continued to function throughout the winter so far. The uncertainty of the future of gas and the high capital costs of greener solutions, along with their impracticality in a large building, which is only used twice per week for an hour, meant that it was impossible to find a longer term solution to the heating problem this year. Brian has also tackled several plumbing and electrical issues, which has saved us considerable expense.
The PCC reached a decision to replace the broken low wall around the church car park with a hedge, and we received a faculty for this work in November.
The church centre re-opened in a limited way with Little Kickers, Tumble Tots Zumba and Slimming World among the groups returning. Unfortunately, other groups were unable to return and the church centre continued to make a loss. As the winter rains began, the church centre roof began to leak with increasing frequency and large volumes of rain water flooded the doorway to the hall on several occasions. We had sadly had no response to advertisements for a volunteer Church Centre Building manager, even before the pandemic. Because the drain pipe was hidden in the wall of the kitchen, it was very difficult to access in order to diagnose the problem and we had still been unable to fix it at the end of 2021. Little Angels and other children’s activities have still been unable to resume.
In October we were one of the churches on the Wirral Festival of Firsts Art trail, which was a great success and in December, we hosted the Concourse Singers Christmas concert. They

kindly donated all proceeds to the church and we were able to hold a raffle and a gift stall at the event.
The vicar restarted junior school assemblies and Open the Book began rehearsals towards a restart of Infants school assemblies at Black Horse Infants school in January 2022. We hosted the annual Junior school Carol Concert and each child was allowed one parent to watch, with social distancing. This required ingenious chair placement by the vicar!
After having to disappoint people who wanted to attend the Christingle service in December 2020, we decided to have a Pop up Nativity and Christingle which was open to all comers; along with Carols in the Car Park and a Nine Lessons and Carols service indoors. Sadly the Omicron wave of Covid intervened and the numbers attending were a bit disappointing. This did however mean that we could social distance and felt quite safe. About 30 people still enjoyed the Nativity/Christingle service.
Throughout it all, dedicated teams of Welcomers and cleaners continued to volunteer their time and Angela Lockett made posters for the notice boards and helped the vicar to organise the Art Trail in my absence. I am grateful to retired priests Elaine Ollman and Lyndsey Owens for covering the vicar’s leave. Our organists returned and we had live singing. The Priests and Readers were able to preach live sermons again. Thanks to Liz Jarvis, the website service continues and one Reader who has moved away from our church can now contribute from afar. Volunteers have begun to speak the prayers and readings in church again. The PCC and Standing committee were able to continue meeting, sometimes on Zoom and sometimes in person. I am grateful to Anthony Hart for taking on a key holder role in addition to his Readers duties and to my husband Martin for helping me with my warden’s duties along with his Readers duties. The vicar Cheryl has continued through the entire pandemic without a single day’s sickness absence, while looking after her family. What an inspiration she is and we thank God for her continued strength and good health.
For all of this I am grateful, but I pray that we can welcome new people and more volunteers in to our church and grow in that fertile ground.

Deanery Synod Report
The Deanery Synod normally meets four times a year at various churches in the Wirral North Deanery. However this year, due to the continuing Coronovirus epidemic, the Synod only met once as a normal meeting, and had two sessions via Zoom.
The first meeting was the Zoom meeting held on 1[st] February 2021. This meeting included a question and answer session by the Rural Dean on “Ministry during the Pandemic”. There was an extensive discussion about how we sustain things during the pandemic. Ideas now put into action by some parishes included regular telephone contacts (Buddies Scheme).

Prayer Groups using WhatsApp. and the use of streaming facilities delivering church services, done by the vicar alone, to the parishioners.
The greatest hope for the future was for smiles without masks and handshakes. People were also looking forward to Communions with bread and wine, and being able to socialise freely when the church services end.
Churches were asked to help neighbouring parishes with the use of new technology such as Zoom and streaming where possible.
The second meeting was on 9[th] June, again using Zoom. This time there was a visiting speaker, the Revd. Canon Sarah Fenby, who is our Diocesan Director of Vocations. She described the various vocations that exist in our Diocese, and recommended that anyone seeking such vocations should start by reading the Church House publication “Life is for Living” by Andrew Rider and “Great Vocation Conversations” by Andrew Weston and Magdalane Smith.
The most important of church vocations is that of a parish minister. For anyone wishing to become a minister she recommended the courses available, which include “Foundation for Ministry” and a course entitled “Called to Serve”. Finally Sarah discussed the qualities needed for ordained ministry, and these include Love for God, love for others, having a call to the ministry, and having both Wisdom and Potential.
Sarah was then thanked for her presentation, and lastly she asked that anyone with questions on this subject to email her.
The final meeting in 2021 was an actual meeting held on 10[th] November at St. Chad’s, Irby, when the Revd. Jane Proudfoot gave a presentation on “ Living in Love and Faith”.. Living in Love and Faith (LLF) allows different voices to speak in safe places without feeling judged.. We must remember that we are all made in God’s image and that God loves everyone. We should be welcoming to those from the LGBT community as we all need to be cherished and loved. We were recommended to look at LLF material available in the C. of E. website or to purchase the book on this subject. We are asked to feedback our opinions to the Church of England before the end of April.
LLF courses enabling the PCCs of local parishes to attend and give their opinions, are to be arranged shortly using Zoom. In our parish Jonny Masters will lead a Zoom course for the PCC.

Accounting Policies
The Accounts were prepared on a Receipts and Payments basis by the PCC Treasurer, Mrs Julie MacDonald and independently reviewed by Mrs Sarah Kershaw.
Funds
Restricted funds represent (a) income from trusts which may be expended only on those restricted objects provided in the terms of the trust, and, (b) donations received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of year is carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Interest is apportioned on an average balance basis.
Unrestricted funds are general funds which can be used for PCC ordinary purposes, though in practice the PCC designates certain funds for specified purposes. If not used for these purposes these sums can be expended on any general purposes.
Incoming Resources
Planned Giving, collections and donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is legally entitled to the amount due. Interest is accrued and all other income is recognised when it is receivable.
Resources Expended
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The Diocesan parish share is accounted for when due. All expenditure is generally recognised when it is incurred.

I report to the trustees on my examination of the accounts of the above charity (‘the Trust’) for the year ended 31 December 2021
Respective responsibilities of the Trustees and Independent Examiner
As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (’the Act’)
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
