Structure, governance and management

The method of appointment of PCC members is set out in the Church Representation Rules. At St Michael’s the membership of the PCC consists of the incumbent (our vicar), churchwardens, and other members elected by those members of the congregation who are on the electoral roll of the church. Members of General Synod are also ex-officio members of Diocesan, Deanery and PCC. There are two elected Deanery Synod members who are exofficio members of the PCC. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC and Deanery Synod.

Charitable Status

The Parochial Church Council of the Ecclesiastical Parish of St Michael & All Angels Newton, West Kirby, (known as “PCC Newton West Kirby”), is registered as Charity Number 1132080. An Annual Report and Financial Statement and Annual Return are submitted to the Charity Commission. The Annual Report and Financial Statements prepared for approval by the PCC and presented to the congregation are also copied to the Diocese of Chester. All PCC members are registered as Trustees of the Charity. Details of the Charity can be viewed on the Charity Commission website. Any questions concerning the Charity should be addressed to the Treasurer.

Aim and purposes

St Michael and All Angels Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Cheryl Coverley, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.

The PCC is also specifically responsible for the maintenance of the Church Centre complex of St Michael and All Angels, Newton, West Kirby.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michael’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live or meet within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, the incumbent and the PCC have considered the Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

To facilitate this work it is important that we maintain the fabric of the Church of St Michael and All Angels and the Church Centre Complex.

Achievements and Performance

Worship and Prayer

The PCC are keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. We therefore hold both traditional and informal services. From March 2020, we had to abandon our normal pattern of three or four services on a Sunday plus a midweek Communion. Instead, we used the website for a weekly text based service plus a ‘thought for each day’ which later became a ‘prayer for the week’. This could be accessed by the congregation or more widely by the general public. To encourage spiritual growth and fellowship during the restrictions, we also began a WhatsApp group which ran alongside our WhatsApp prayer chain. Anyone can make a prayer request, and the WhatsApp group, “Plugged in”, has 38 members. We had begun a weekly Compline service for the season of Lent, which had to be abandoned because of the closure of church buildings. When we were able to open the building for private prayer from June, a comprehensive risk assessment was carried out and Covidsecurity measures introduced to ensure the safety of the congregation and any visitors. We reintroduced ‘in person’ Holy Communion services at 10am on Sunday and Wednesday from the beginning of September and maintained these throughout the rest of the year.

In December, under Covid-19 restrictions we again held a ‘Blue Christmas’ service, recognizing that the season can be difficult for many people for a variety of reasons and that this year had been especially challenging for people. This was supported by church members and others from the wider community. We worked hard to enable the community to celebrate Christmas and held a ‘Carols in the carpark’ for the first time which was welcomed by local people. Our Christingle service is usually a highlight for people of all ages, so to meet Covid restrictions, we had to make it a ticket only event. Some people were disappointed not to be able to share this particular celebration, but those who attended appreciated the opportunity to mark Christmas this way.

We are working on using a wider variety of media to help people access the worship and to learn more about the Christian faith and its impact on everyday life, and ensure that we optimise the use of our projection, sound and audio visual systems. The necessity for this became apparent under the lockdown and Covid restricted opening, and is a priority for 2021.

Our work with children and young people - Sunday Club, covering ages 5 – 10 and the Venture group for youngsters aged 11 – 18 was suspended in March.

At the start of 2020, our ministry team comprised the Vicar, Curate and two Readers who share in leading services and preaching or teaching. Their contribution is significant in

helping people to understand the Christian faith. We also value the occasional help with services from local retired clergy particularly Revd Elaine Ollman and Revd Lindsay Owens. In September, our Curate, Revd Ailsa Whorton, left to take up her commission as an Army Chaplain. Whilst this is a full time appointment requiring her to live with her unit, Ailsa remains a member of St Michael’s and holds the title ‘Assistant Priest’

We take the issue of Safeguarding seriously, and follow the Chester Diocesan policy, now based on the national church policy. Our Safeguarding co-ordinator is Dr Ian Casson. At the beginning of the year, we participated in the Past Case Review of safeguarding, and following extensive study of archive material and the advertising of this review in hard copy in our church building and on our website, found that no allegations of past abuse had come to light.

In this unusual year our work with schools was also put on hold. Until March, Revd Cheryl and Revd Ailsa took assemblies in the Junior school, and our Open the Book team took assemblies in the Infant school. We had firm plans for the Infants to come into church for the next assembly, which helped them to meet a range of criteria in their curriculum, and for the Juniors to come over the course of a week to “Experience Easter”. However all of this had to be abandoned. Revd Cheryl also assisted Calday Grange Grammar School by acting as chaplain to the combined cadet force and participating in their Act of Remembrance in November on the school site. On this occasion, her contributions were filmed and then broadcast on the school YouTube channel.

All are welcome to attend our regular services. At present there are 118 on the Church Electoral Roll, of whom 40 are not resident in the parish. It is difficult to gauge weekly participation in worship this year, as many of our regular congregation have been shielding or choosing to stay at home. We regularly had thirty people attend for private prayer, and across the week have approximately forty five who attend Holy Communion.

There is a Beta group for those who have previously explored the Alpha course, which continues to meet regularly and enables members to deepen their faith.

As well as our regular services, we enable our community to celebrate and thank God for the special events we experience in life. Through baptism we give thanks to God for the gift of life; in marriage public vows are exchanged with God’s blessing and through funeral services family and friends express their grief and give thanks for the life completed in this world, and commend their loved one to God’s keeping. This year we have celebrated 1 Baptism and 12 funerals - 5 in our church, and 7 carried out at other venues.

Deanery Synod

The Parish is entitled to have two representatives on the Deanery Synod. This is an important link between the parish and the wider structures of the Church. In addition, we have one Diocesan Synod Representative who ensures the diocesan perspective is reported to the PCC and Deanery Synod. In November 2010 the Parish had its first General Synod Lay Representative elected and Canon Elizabeth Renshaw was re-elected in 2015 for a further five years.

Pastoral care

Pastoral care often, but not always, centres around people in a time of illness or bereavement. Home Communion, in normal times, is taken by the Vicar, Curate and the Readers to those who are ill or housebound.

Little Angels, run by church members in the Centre once a week for under 3s and their parents / carers and attended by as many as 30 tots plus adults, most of whom are not otherwise part of the church community, was suspended due to the Covid 19 crisis. Between January and March, we continued with our ‘First Wednesday’ Drop in, running on a once a month basis, which is an opportunity for people to meet, have coffee and cake, play dominoes or take part in a craft activity, and most importantly, chat to local people. This is especially significant for those whose opportunities for social interaction are limited. Following the “Celebration of Creativity” weekend in October 2019, we started a Craft Café ‘WIPs’ (Works in Progress) weekly on Tuesday afternoons. This has proved to be a positive boost to the mental health of all who come and is another opportunity to help overcome social isolation. Both of these activities were suspended after the first national lockdown. We hope to begin again when it is safe to do so.

Mission and Evangelism

Our high quality Parish magazine, “Connect” was introduced and delivered to all homes in the parish that would accept it, in March. It included general interest articles and local information as well as information and reflections of church life and Christian faith. This was suspended after the first lockdown. Going forward this will be produced quarterly.

“Open the Book” involving a team of ladies going into Black Horse Hill Infant school with dramatised retellings of Bible Stories, ran for the first half term of 2020. These assemblies are enjoyed by children and staff alike, and they contribute to meeting the spiritual aspects of their curriculum. We hope that they can recommence when it is safe for the children, their staff and our team.

The church building will continue to be used as a venue by other groups seeking to raise money for charities by holding concerts when this is possible.

Our faith is also put into practice through regular collections of food, clothing and household items which are then taken to Charles Thompson Mission in Birkenhead to support their ministry to those in need. This year, in addition to our regular support, we participated in their “Twelve Days of Christmas” appeal. Alongside this we make seasonal donations of food and gifts to Forum Housing, a charity working with young homeless people, and we respond to DEC requests for help in times of crisis.

Ecumenical

St Michaels’ is a member of Churches Together in West Kirby . Our usual events were suspended due to Covid, however meetings were held over Zoom and each church contributed a video section for a virtual Christmas service which was combined with all the others and broadcast on the Facebook page on Christmas Eve.

Churches Together funds a book for Year 6 pupils in West Kirby to help prepare them for the next step in their education. Revd Cheryl is a governor at Black Horse Hill Juniors, where

these books are presented to the individual pupils.

Church Centre Complex

Our church centre is a venue for local groups to meet. These range from bridge clubs, Tumble Tots, young childrens’ football, Pilates, and both Slimming World and Weight Watchers, to children’s parties and charity meetings, and it is accessible to other people across the community. This year most groups have either had to suspend their activities or have had to open and close according to the changes in law and guidance. We look forward to welcoming them back as soon as possible.

Volunteers

We would like to thank all the volunteers who work so hard to make our church the welcoming and vibrant community it is. In particular we want to mention our churchwarden Mrs Kate Smith who has worked so tirelessly on our behalf, our PCC Secretary, Dr Ivor Rawlings for ensuring a most efficient secretarial support, our Treasurer, Mrs Julie MacDonald who has helped us all understand the church’s accounts and finances, Canon Betty Renshaw our outgoing Giving Officer, and Mr Peter Hinton, her successor, and all the other members of the PCC for their valuable contribution to our ministry and for keeping the church running. We also thank our Independent Examiner for reviewing our accounts.

Safeguarding

The covid-19 pandemic and the public health measures put in place to control its spread led to suspension of all children’s activities from March 2020. This included Sunday Club, Venture, Open the Book, Little Angels and The Ark. Responsibilities of the PCC continued throughout, making training and DBS checks imperative for the trustees.

Policy and Procedures

The PCC has complied with the duty to have due regard to the House of Bishops’ guidance. Copies of the Parish Safeguarding Handbook are available to read in the library area of the main church and in the church hall. Safeguarding is a standing item on the agenda of each PCC meeting which is attended by the Parish Safeguarding Coordinator. An audit of safeguarding is undertaken annually by the Vicar, Church Warden(s) and Parish Safeguarding Coordinator.

Audit

On this occasion the annual audit took place remotely by email and telephone communication during January 2021. The Chester Diocesan audit tool and the Church of England checklist formed the basis of the process. The results were presented and discussed on a PCC zoom meeting on 23[rd] January.

All volunteers have undergone DBS checks within the past 5 years at the appropriate level and for the appropriate workforce. Thirty-three volunteers hold current, valid certificates. Leadership training at Church House was suspended because of the public health measures.

Although our leaders were unable to access refresher training this had little or no impact, as children’s activities were suspended. On-line training courses at basic and foundation level were and remain available to anyone requiring these levels of training. Throughout the year progress was made with more volunteers completing the appropriate training course. A search of parish records required by the Church of England in its national review of allegations of past concerns of safeguarding issues relating to church officers was undertaken and submitted in March.

Action Plan

An action plan for 2021 was drawn up, presented to the PCC and agreed. Areas for action include: early identification of which children’s activities are to restart, so that where necessary volunteers can undergo DBS checks and refresh their training; risk assessments to be carried out; arrangements for hire of the church hall to other organisations require checking against the House of Bishops’ guidance.

I would like to thank all our volunteers not only for the work they undertake, but also for their patience and cooperation with training and application for DBS checks. I am once again most grateful for the support and encouragement provided by Cheryl and also from Kate as church warden, as well as members of the PCC.

Financial Review 2020

In support of our church activities this past year a total of £92,128 has been received into our unrestricted (general) and designated funds. Covid-19 has affected our ability to raise funds, both for the church and the church centre.

Restricted Funds

We hold a small amount of funding from The St Bridget’s Educational Trust. We hold grant funds from St Michael’s Outreach Trust towards production costs of the parish magazine. The £6,000 donation received in 2019 towards the maintenance works on the church windows was completed during 2020. We received money from the Co-op Community Fund to improve sound and vision within the church for the benefit of the community.

Designated Funds

Receipts into designated funds were £4,710 and included £3,135 Church Centre hire charges (two-thirds less than 2019). The Church Fabric Fund remains depleted, however PCC have made a commitment to transfer a small amount each month to start the process of restoring this fund. We have received a donation towards the costs of improving our website which is currently underway.

General Funds

Receipts into the general fund totalled £87,417. Of this, 63% was Planned Giving and 21% from Gift Aid. The remaining 16% is from other sources including loose plate collections, fees, other donations and fundraising. We were unable to hold our usual large scale

community fundraising events during the year, however smaller fundraising initiatives resulted in £1,200. Payments from the general fund were £98,818 of which £74,064 (75%) paid Parish Share; and £9,471 for church running costs.

In summary, there is a deficit of £12,626 this year in the general fund (after transfers from designated funds). This compares with a deficit in 2019 of £2,094.

Reserves Policy

We have a Reserves policy to maintain a balance of at least three months unrestricted payments, equivalent to £24,705 to cover emergency situations that may arise from time to time. The Centre Fabric Fund stands at £19,714 is retained towards on-going maintenance of the Centre. Our reserves balance on unrestricted funds is £17,935. PCC are committed to returning the balance to three months reserves as soon as possible. It is our policy to invest reserves with the CBF Church of England Deposit Fund.

Planned Giving Report

Planned giving remained broadly similar despite the exceptional nature of 2020. We had four people join the scheme during the year, but four left. A number of people responded very positively to the call for ‘Playing My Part’. There were one-off donations and increases in regular giving during the year and in response to an appeal to support the financial position of the church. Plate giving naturally declined because the usual services could not take place during most of 2020.

Total Planned Giving from named individuals was £54,699 and plate collections amounted to £3,562. Gift Aid recovered was £18,228. Other donations, some in response to Playing My Part, were £6,836.34.

St Michael’s is grateful to all those, named and anonymous, who are helping to sustain and expand the work of the church and the charities that our church supports.

Churchwarden’s Report

I look back and see that now God was gracious in giving me a year to learn the role of Church Warden before we had to face the Covid pandemic.

Our church has so far been relatively spared from serious illness from the disease itself. However, being unable to attend services in the building during the first lock down was difficult for a congregation which includes many people who do not have internet access. I am grateful to our Vicar and Curate for phoning round so many parishioners during the pandemic and for re-opening the church quickly for private prayer in June 2020, as soon as it was permitted by Government regulations. We then restarted Communion services in September and are grateful to God that we could keep the church open from then until now. For those who still need to protect themselves and others by staying at home, the Curate set up a Whatsapp group called Plugged In and Martin and Cheryl, the vicar have

helped her to keep it going. The vicar, retired priest Elaine and Readers have continued to write weekly sermons and prayers which appear on the church website. This has presented some opportunities: for example when on holiday in Cornwall over the summer I was still able to read the weekly sermon and we have had some people from across the country looking at our website. Also, some people have told me that they like being able to re-read the sermon.

The pandemic has forced us to refocus our priorities. At the end of last year’s Church Warden’s report, I wrote of the challenge of filling so many spaces on various church rotas such as the coffee rota. I never envisaged that my job would be so simplified by the pandemic: we no longer have coffee in church. Having fewer services (only 2 per week now in the building) has also meant that we no longer need so many sides people. I appreciate that this is a great disappointment to many and we have lost some of the diversity in styles of worship, but I think it has reminded us to appreciate the fact that we can worship at all.

However, I cannot pretend that the pandemic has been beneficial. We have been unable to do many of our fundraising events such as the church fairs, the Barn dance, evangelistic events such as the planned Ladies Afternoon tea. All the children’s activities such as Sunday Club, Venture, Open the Book, Little Angels were suspended and have so far been unable to resume. Many of the volunteers running them were either in high risk groups for Covid or have had to move in to other essential roles in the church to replace those who are. While we see children in general as a priority the dwindling numbers of children in some of these groups, the death of one of our volunteers and the closure of schools have made it impossible to resume these activities so far. Please pray that in future we may be able to resume services for children, but sadly, as with high street shops, I think the pandemic may have accelerated a pre-existing decline.

I am grateful to those who have stepped into new roles during the pandemic. Some people have taken on the role of Welcomer, which includes keeping records for contact tracing. So far we have not needed them, I am pleased to say, thanks to everyone being so careful to adhere to the hygiene and social distancing regulations. Others have joined the church cleaning teams for the first time. Never has cleaning been a more important role.

We had to say a farewell to our Curate Ailsa when she left to train as an Army Chaplain in September. Ailsa visited us at Christmas and led a service and she still contributes to the Whatsapp group that she set up. For me the most memorable thing she did was to deliver a knitted mini Easter basket with mini chocolate egg and a spiritual message to every member of the church including those in Hoylake at Easter. Elaine had already knitted all the Easter baskets and thoughtfully, Ailsa did not want her efforts to go to waste. Although she has not left us completely, we all miss seeing Ailsa on a regular basis. I would like to thank Angela Lockett for organizing a leaving gift and card for her – not an easy task when many of us could not meet in person to sign it!

Ever creative, several of our parishioners adapted to being unable to hold church fairs by making goods to display in the church porch with a box for donations. We have started accepting contactless cards for donations and allowing online donations on the church website, thanks to our Treasurer, Julie MacDonald.

Beta Group continued to meet on Zoom and the Open the Book team have kept in touch on

December was a high point for us. We managed to deliver a number of Christmas services, including a Carol service with CDs and solos by Cheryl and Julie, the Blue Christmas Service, a ticketed family Christingle service with films and Carol singing in the car park. The Christmas Day service was also family friendly.

Angela has been putting up colourful notices on the noticeboards, including prayers. The Sacristans team has continued to operate and Ian Gilmartin has continue to provide audiovisual support. Julie MacDonald is supporting the website and made the Church Centre Covid secure.

Regarding the Church Centre, it was closed in March to all groups, and although some groups came back to the church centre in the summer, many of our groups have predominately older members, and were unable to run as normal as it would not have been safe to do so. This has meant a drastic reduction in income, so we were unable to install the planned access control system and there is no current need for it. We need to assess the long term needs of the Church Centre Building, which has an aging flat roof and poor insulation.

Thanks to a kind donation, we were able to have all of the window frames in church including the Clerestory windows painted in Summer 2020. The wooden doors and the north porch still need painting. Unfortunately, four out of eight gas convection heaters in the church are now out of action and the cost of replacement is beyond our current budget. The PCC is looking at both short and long term solutions, bearing in mind the Church of England’s plan to consider greener options where possible. We are also looking at long term solution to the problem of the perimeter wall in the church car park. It has received multiple knocks from cars over the years and is broken in several places.

Lastly, I would like to thank our Vicar Cheryl, who has coped so admirably and shown the strength of her faith in God and leadership in a quiet but inspiring way throughout the last year. Despite some particular challenges not faced by many priests, she has made us her parishioners, her highest priority. I now feel more hopeful about the future. Our desperate fear has brought us to rely more on God and appreciate what we still have. I believe we will emerge from this initially smaller and poorer, but stronger in the Spirit and with fertile ground for new growth.

Deanery Synod Report

The Deanery Synod normally meets four times a year at various churches in the Wirral North Deanery. However this year, due to the Coronovirus epidemic, the Synod only met once as a normal meeting, and then had one session via Zoom.

The normal meeting was held first on 26 March at the St. Andrews, West Kirby.

Here the Guest Speaker was the Revd. Canon Revd. Jane Brooke, Canon Residentiary and Canon Chancellor who gave a talk on Chester Cathedral.

Jane started her talk by asking us “What is our Cathedral for?” The Cathedral enables us to share our story and revitalize our heritage. The Cathedral will follow Christ through Discovery, Encounter and Faith. We hope to lead visitors from discovery to encounter. The Cathedral normally holds 3 daily services of worship, and 5 services on Sundays. There are links with Chester Street Parsons and regular meetings of Diocesan bodies in the Cloister Room. The Cathedral hosts regular events for investing new readers and priests, and celebrating national days such as Remembrance Sunday. The Cathedral has brought in visitors by holding a series of exhibitions. In the past have included: The Lion the Witch and the Wardrobe’, A Christmas Carol, Alice in Wonderland, and The Ark Exhibition. This year is the “Year of Pilgrimage” and exhibitions will celebrate the following topics: Walking with God, with diocesan churches creating Prayer Stations, Saint John’s Gospel, Mallory and Irvine (locals of Everest fame), and Charles Brassey (a local pioneer of railway development). The Cathedral has an ongoing Lego model build, now about halfway completed. Jane told us the Cathedral also manages a property portfolio (29 residential and 13 commercial units). After her talk, there was a question and answer session with the Synod.

Our second meeting was held via Zoom on 16 September, with our Archdeacon, the very Revd. Mike Gilbertson giving a talk on Covid 19. Mike gave thanks for all those who were helping to navigate us through this period. Parishes had not turned in on themselves, but had utilised the technology available to produce services. Most churches have now resumed services in church buildings observing the guidelines. The regime under the virus measures was mostly clear, but it is hoped that by the end of this week the C of E website would have more information in areas where there still some uncertainty.

The number allowed at church services depends on how many can be there when observing social distancing rules. However weddings and funerals were still subject to the 30 person rule. It was thought that PCC’s and APCM’s were classed as work events and not social gatherings. Therefore masked and socially distanced face to face meetings could occur. The Bishop’s staff have had their face to face meeting. APCM’s guidance had been sent from the Diocesan Secretary to PCC Secretaries concerning the holding of meetings prior to 31 October 2020.

Accounting Policies

The Accounts were prepared on a Receipts and Payments basis by the PCC Treasurer, Mrs Julie MacDonald and independently reviewed by Mrs Sarah Kershaw.

Funds

Restricted funds represent (a) income from trusts which may be expended only on those restricted objects provided in the terms of the trust, and, (b) donations received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of year is carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Interest is apportioned on an average balance basis.

Unrestricted funds are general funds which can be used for PCC ordinary purposes, though in practice the PCC designates certain funds for specified purposes. If not used for these purposes these sums can be expended on any general purposes.

Incoming Resources

Planned Giving, collections and donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is legally entitled to the amount due. Interest is accrued and all other income is recognised when it is receivable.

Resources Expended

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The Diocesan parish share is accounted for when due. All expenditure is generally recognised when it is incurred.

I report to the trustees on my examination of the accounts of the above charity (‘the Trust’) for the year ended 31 December 2020

Respective responsibilities of the Trustees and Independent Examiner

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (’the Act’)

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner's Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

Accounting records were not kept in accordance with section 130 of the Act or The accounts do not accord with the accounting records
