The Parochlal Church Councll IPCCI of St Peterfs, Yateley, ye5ents its annual report forthe year ended 31
December 2023, tO8ether with the actounts for the year.
The accounts have been prepared in accordance with the requirèments of the Charities Act 1993, the Statement
of Recommended Prartlce-Accountlng and Reporting for Charities" ISORP 20051 issued by the Charlty
Commisslon, the Charltles IAccounts and Reports) Re8ulations 2005 and the Church Accounting Regulatlon5
Strurturn. Govwname And Management
The PCC is a corporate body establtshed by the Church of England. Thè PCC operate5 under the Parochlal Church
Council Powers Measure. It Is reglstered with the Charities CommlssSon as a Charlty, In attordante wlth the
Charities Art 2006. The PCC has no related trusts or chafltles.
PCC appuintrnents are made by electlon at the APCM. The process of appolntfnent IS Set out by the Church
Representation Rules. The Churchwardens are ex.offlcio member5 ofthe PCC and are eletted at the Annual
Parlsh Meetlng. The PCC members hold re5pgnslbllltie5 Includln8 health and safely, dlscrlmlnatlon leglslatlon.

In 2023 the Churth made 3 loss of £19,20112022:10,9871 on general funds. Church income from giving reduted,

Both businesse5 contlnue tts be valuable resources for use by tht communlty and contrlbute slgnlltcantly to
Church funds and help to repay loans taken out In wnnertion with the extension and refurblshment works.

St Peterfs pollcy is to hold an amount equal to up to 3 month5 operational costs in reserve, depending on the
nature of thosè costs. Taklng Into account restrlcted lunds, sufficlent reserves were held In Ilne with this policy
at the end of 2023 and so spending on designated and capital projects will be t105ely monitored durln8 2024 and
our reserves positlon monitored on a regular basis.

the195s of people with key skills,. and the safeguarding of children and other vulnerable people. A Financial Risk
Re8lSter has been formed and 15 revlewed annually. Risks are always considered as part of the deci51on-makin8

process accordin8 to their relevance, and measures are tsken to mltlgate risks through monltorin8, tialning and
re8ular r￿lèw. The PCC has speciffc pollcte5 relatlng to these areas that are reviewed annuallv.
Safe8uardlni
5t Peterfs has a Safegua¥dlhg Policy which is posted in the Church and on the webslte. with a Ilnk on the homt
page. The policy was drawn up In at¢ordance wfth Diocesan guidelines to cover all vulnerablè members of St
Peter's as well as those who Vislt. It Is revlewed annually. A PCC safeguarding Sub Committee meets every SSX
months to en5uie the policy 15 VP to date and beinB applled approprlately and the Parish Safeguarding Officer
monltors this on z contlnugus basls. The Safeguarding Officer from January to Au8USt 2023 was Maureen Klng
and from September to December 2023, laTr Young.
Hulth and Safety
The PCC en5uresthat relevant health and safety at)d employment law requlrements are adhered to In all church
buildln8s and by all church or8an15ations. The Church Mènager, Church Wardens, Vlcar and a church rnernber
wlth 5peciflc professional experlence In health and safety in the workplace, meet regularly to develop and
monitor fatilities and operatin8 prartices wlthln them. Slnce May 2017. It is a PCC Sub Committee so pro8ress

in this respect.
The prlmary alm of the PCC Is the promotion of the Gospel of the Lord Jesus Chrlst accordlngto the doctrlne5
and practices of the Church of England. The PCC cooperates wlth the vlcar in promotSn8 In the parlsh, and
wherever Ot has Influence, the whde mission of the Church. pastoral, evan8ellstlc. social and eturnenical (see

The PCC met io tirne5 during 2023. Sub Commlttees, Ineludlng the Standing Committee, met between these
meetin85 and provided minutes. The PCC was chaired by either the Incumbent or Wardens.

The cler8V team of St Petet's consi5t5 of the vicar, Rev Tirn Storey, who was Ilcensed as vI￿r Of Yateley on 16th
July 2020, Rèv Sam Din5more and Rev Ranlan Emmanuel. both ordained on 3 Juty 2022.
The community of 5t Peterfs seeks to embrzce all within the community of Yateley and, a$ Such, h35 bullt a
diverse and varied ministry over many years. Employrnent in Discoveries and Café 46 relie$ on the generou5
support of volunteers who brlng a brezdth of experience and talent to the workforce. The mlnistry of the
Church, whrch over5ee5 the busine$5es, also includes work across every age group and In every aspect of life.

The PCC Treasurèrs In 2023 were Nick Norton (January to April) and Ruby Fearon (Aprll to December), who has
dally monitored and mana8ed financial matters in a voluntary role, based in thè Office. The postbng of financlal
data and processlng payments and recelpts was overseen by Office Manager. The Church's financlal affdrs have
been properly arbd accurately looked after in 2023.
2023 Saw the e5tsb115hing, shaplng and reflnlrw of the new struttures developed in 2022. These sought to give
the manager5 of the businesses greater èutonomy In the day to day running, under the delegated authorlty of
the Business Board la PCC Su￿)MmIttee, with co-opted members). One aim of the restructuring was to
separatÈ the finantial management reportln8 of the buslneses from the Church and th15 has largely been
achieved. The restructurin8 of the Office, creating new and clèarly deflned roles for the staff. has atso taken
shape.

with the youth In the Church tommunity. as well as d*velop relatlonships with Yatel*y School.

thls had consequences In the scale ènd nature of some ministry sn the Parlsh. The lètter part of the year braught
8reater stobillty and capacity to move forward.
St Peterfs Pcctook out a very large loan In 2017 to complete buildlng works on Chèddisbrook Hou5È, creatlng
the Dlsco¥erie$ Shop, Café 46, the Par15h Offltè. and Cornerstone Counsellin8 Suite. Thls requires approximatelv
£SOk in Interest and capital repayments per annum. untll 2027. This ha5 a signifirant effect on the avallable
monies for project5, both capltal expendlture and fundin8 mlssion In the Church. The PCC identlfSed the trend5 Sn

thè effects on reserves spedfically and estsbllshed a budget in 2024 w5th tighter controls on spendln8. A
Commitment Sunday will be held in February 2024.
The PCC aBTeed that since the establishment of the Wslon Ststement In December 2020, thè focus had larBely
been on bein8 °Rooted" and "Seekin¢. A5 a result, the Ortober PCC meetin8 a8reed that 2024 should be

A 5econd.st Peterfs Church Weekend Away in Yatelev took place In June with a vlslting speaker, Rev
Chris Oldroyd, from resource. This was more focused on teachin8 about the Holy spir￿ but involved
over 100 people attendlng Home Group Events, Teachin& Cornmunlty Work, a and a Celebratlon
Service. This was aided by a vi51ting children's workerlmaglcianlpuppeteer who was greatly
appTeci3ted.
A plan for Café Chaplaincy wa5 Set up and is now established.
Concèrts and events Included a Quiz, Harvest Supper, and a concert by Stephanie Staple5.
The Creation Care Grotsp achleved the'A Roch8 Bronze Award, and held several events Including
hostlng an EcoFalf and worklng Closely wlth other 8roups In the area.

An appeal for fund5 to bulld a Toilet for those wlth Addltional Needs was be8un and by the end of 2023,
approjtimately £40k of the £50k required had been achleved. with the promlse of grants to complete
the fund4nB in the plpellne. It Is planned to tomplete the work In the Spring of 2024.

The PCC discussed the posslbllity of Installlng alr ¢ondltlonlng In the businesses, because of recent hot
summer5 and the feasibillty of suth a project will be considered In 2024.
> The PCC recogni5ed that the electrical supply into the Church buildin8 has sornetimes caused power
outages and that a three-pha5e supply will be needed at some point In the future. Careful monitorlng
enabled a declslon to continue with the current suppty untll such time as a revised supply is essential
ratherthan desired.
> A Qulnquennial Inspection took place in Ortober whlch Trvealed that the Church buildln8 re4ulres
relativety little attention. The PCC set aside funding for 3 proper evaluatlon of issues whlch may affert
the Church tower and thi5 survey wlll take place In January 2024.

2023 was a year which Saw some choppy waters in the communal life of St Peterfs woth several people
choosing to leave. havlng sought to resist the movements forward In the Ille of the Church. The first half
of the year wa5 dEeply un5ettlln& but the Second half Saw a 5ettlinB and re-establishin8 of relationships
and mnfidence in the Vision. This ha5 tsken considerable fortrtude on the part ofthe Staff Team.

St Peter's continues to have limited meeting building resources and stora8e is often an issue. The
refurbishment work in 2021 has enabled there to be a fresh respect for the buildin8 and wa5
accompanied by si8nificant altempt5 to ensure proper use of storage.

The Future
The lon8-term effect5 of the Pandemlc have contlnued to shape the life of St Peterfs. WhSlst 2023 was largely
Covid-free and saw the return of several people to Sunday Churth, the structural effect5 on the life of the Parlsh

member5 reqvire time and confidence beforè tommltt+n8 ffrnancially to the life and ministry of St Peterfs. A
Cornmltment Sunday wlll be held in February 2024.

Both Dlscoveries and Café 46 saw tumover grow In 2023, particularly in the Café. This succe55 h35 been down to
the hard work and dedltatlon of the staff and volunteers. especially the two managers and the new structures
established in 2022.
