Introduetion
W¢lcome to ihe Tnjstees Al￿Val Report of Darlington and Tec5dale Metbodist Circuit ftthe
Circuiv,) for the year ended 31 August 2023. The Circuit was fornid on I September 2021 when the
Barnard Castle Teesdale Methodist Circuit anwlgamatal with the Darlington Methodist Cireuil
Under the existing eharity registration of the Darlington CircuiL Ivhilst primarily a financial report
we hope to also provide iftlsight into our ain)s and mission.
Public Benefit
Thc Circuit provide8 a seven-day week Christian ministy acro4 Bamard Castle and Teesda]e,
Darlington and the surrounding ar￿ through its netwo￿ of staff. volunteers, men]bers and premises.
Its activities are open to th¢ whole commuDity. More details are provided under the paragraphs

Mission Statement
The new Circuit has adopted the Methodist Churth's strategi¢ document 'OuT Calling. as our COT¢
mission statement. This invites church membets to live out th¢ir discipleship by following a lifestyle
that embracu the principles of 'A Methodist Way of Life.. This is done thTh)ugh WoIship, Learning
& CaAID& Service and Evangelism.

The Circuit acts as an umbrella or resource body. The Circuit is the PLimary unit in which local
churches express and expttien¢¢ their lnteTQ)ru￿0n in the Body of ClyisL for pun)oses of rnission,
tnutual encnuragement and help.
It is in the Cireuii that ministffs are statione4 and local preachers are trained and admitt¢d and
exercise their callin& The purposes of the Circ4]it include the effe￿1ve deployment of the resources
of rninisty, whith include peopl4 propety and finan4 as Ihey relate to the MethodAst thurches in
the CircuiL to churches of other denomiDalions and to participatson in the life of the communities

Churches are subject to quinqucnniai llwectious by a qualified SUTveyor.
During the year two church buildings - Bondgate aod Cotherstone- which had become SULplus to
uirements were sold. Proceeds less levy are r&aine(I fo¥ the Circuit in the Circuit Mod¢l Trust
Fund.
The CI￿Ult owns two manses. One of the pr&sbyters lives in their own propety. The Circuit is in th¢
process ofpurchasing a th]rd whith be reTht￿l out until it is rquir&J. The purchase of this
propw is being fjJnd¢d by the sale of two maDSeS which had beffl sold by the fornier Darlington
Methodist CircuiL neither of which met the slandards requi￿1 by the Mcthodist Church. As with
churehe4 Circuit owned manses are subject to quinquennial surveys. There is an approv￿ budget for
maintenance of the manses. The Circuit Manse Seoetary deals with any recommendations made in
the quInqu￿nIal report and any day.ttrday maintenance issu&s that arise.
Life of the Cir¢uit

The M&hodist Church. along with other thurches. faces siguificant cha]lenges with declining and
ageing congregations. The Circuit has Start￿ to gsk itself qu&%Lions about the fiJtt]re and how it migbt
develop a strategy whi¢h tskes us forward in a way whi¢h is consistent with the Circuit's Mission
Statement *)ur Calling- and the Darlington District plan "Every Church Growin￿.
In his capacity as Acting Circuit SwintethL Revd Riclwd Andrew, encouraged the Cireuil to
tske steps to forni & deepez identity by developi￿ discipleship in the Crcuit and it was agreed to
develop a s¢ri¢5 of study op￿)rtunitieS bas&J on the chardcteristics Identifi￿ in-A Methodxst Way
of Life" under a title-Following Jesus Togethcff.

The work b¢ing ¢atTl￿ out at The Well. which serves a depTived area in the north of DarlIngt￿ has
evolvea resulting in significant growth of the social outreach activities. The CiIcuit has (x>mmitt¢d

As a first step, in July 2023, the Circuit Meeting agtecd to take on trustee restx)nsibility for The Well
with effect fronl I September 2023 with r¢swnsibility for the building and finan¢& This was subject
to the a￿eernent of The W¢ll Church Council. Going fonvard the Circuit Meeting would delegate its
trustee Tesponsibility to a LeadershipJOversigbt Team.
Circuit Lay Ministy
The mcrg¢r of the two circuits in 2021 had highlightal a difference of approach in how lay workers
were employed. The foTrner DarlIng￿n Circuil had employul its lay wod(ers centrally, whereas in
the fomier Barnard Castle and T¢esdale Circui¢ lay WOTkffi3 we¥e attached to specific church&q.
Following a review, and with the exception of the Children and Young People's WorL it had been
a￿eed to adopt the model of attaching lay Workers to specific thur¢hes, or groups of thurch&s to
build local comrnunity partnerships to discern opportunities for ￿mMunity outreach as Local Church
Community Developrnent W0￿erS (LCCDW). Takingthis a step further, the Circuit decided to create
thiee new LCCDW post& two of which were iTansitioneA] from the fornieT Pastot21 Missioner posts.
One post (scrving Elm Ridge and Cockerton CburthL%) is fflled. The other two (one serving Barnard
Castle, Barton and Staindrop Churches and the other serving Harrowgate Hill. Haughton and
Hurwortb Churches) are being advertis& These p)sts will be funded by the Cir¢uit for three yea
after which, for the posts to cA)ntinu4 the filnding would need to b¢ locally sourced.
Cottllnunity and Social Outreach work has develop￿ at The Well to such an extent that it was agreed
that two new rolas (fijnda initially by the Circuit for a limita period) should be created- that of a
Pioneer Minister and a Community Hub Manager. with the p)sts to commence on I Septembtt 2023.
As a matter of policy, the Methi)dist Church pays the Living Wage to its Lay Workers. Mindful of
the Cost of LiTring Crisis. the Cir¢uil a￿eed to bring forward in]plementation of the increase due on
l April 2023 with th¢ new rdte paid from l December 2022.
Future PlaTLsfor Chijdren's al￿ Young People s Iyork in the circ￿.1
The post of Children and Young P￿ple'S Wotker became vacant on I September 2023. Tbe Circuil
has decided to not seek to fill the post immediat¢ly but to pause ￿ take time to review ar￿ discern
how best this work Can be canied out a¢￿sS the Circuit as a whole. A review wup is being set up
take this work forward.

The Circuit h&s conlinud with two initialivas that start by necessity, during lockdown which offer
alternative Sunday worship - a Circuit Media Servic¢ which is available via YouTube and The
Telephone Service, ttntred on Staindrop Church. Both of these offuings Lnean that folk who are
unable to attend Church, notleast thehousebound and their¢aT¢rs, are no longer exdud¢d from regular
Sunday worship. The Pathway offers Sunday evffiing-gatheTings- via Zoom which support those
who are unable to attend services in person and once a month an Aftern(K)n Tea service is held.

The Pathway at Middleton in Tcesdal¢ which employs a cOn￿nun1ty Development W0￿er,
offers Tegular activities induding a weekly baby and toddler group, 'Chat and Play,, baking
cakes for the staff at the local prin)ary s¢hool, plus Pray Bake Chat for older members of the
commimity. Lego Church w&8 launched and Kssions now take place every school holiday. A
weekly Wami Spae£ was provided from the beginning of Decemkn through to the end of
Mar¢ty serving hot drinks plus soup and toasL The church providd the community with Ba8S
of Hope in Febnwy, Hot Cross Bun Giveaway and Easler Egging at Easter titn@ as well as a
Holiday at Home Club during the School suullner break. Th¢ Pathway supports local

The Circuit provides presbytera] support to Melsonby Metbodist Primary School an(L in partnership
with thc North YorkshiTe Dales CircuiL providBs a School ClJ2plain to spend time working in the
school. The Circuit is represented on th¢ S￿￿oI.S Governing Body by two Foundation Governo￿.
Safeguarding
A Safe*ing Policy for iK)th Children and Vthttable Adults is in pla¢& Safeguarding training is
a continuous process of updating &8 it is required forthose io volutrteer ioles and those in employment
as appropriate to their roles and can include foundation and advanc￿] training. Post holders are
requir&J to updatc their training every four years.
Irl addition, post holders are rquired to uttdertake an appropriate level of DBS check before tsking

General Data Protsction Regulation (GDPR)
The Circuit aud the dlurches are ablc to demonstrate a good level of eornpliance in respect of GDPR

Financfial Review
The annual accounts for the year 2022.23 are attached to this reEM)rt.
At the close of the peTI0￿ the Circuit hdd Del L7llrent assets of £1288,0(X) (2022: £986,0(K)). All of
th&qe funds are unrestricted. However, of this amounL the figur¢ of £140.0(K) is regarded as required
to sth.sfy our Reserrfes Policy (see note below)- Also, amounts are set &side for specific projects and
the purchase of a new manse to replace the two that wtre sold during 202￿21.
All of the fiujds held at the Central FiLw￿¢ Board of the Methodist Church (YFB,) are available for
the purposes of the Circuil however rf any wtte to bc request￿ for specific d¢velopment& for
exampl4 major property expenditry these would be subjeLt to a project RevAeW by the Methodist
Cbur¢h.
Proceeds of £570,(J)O arose in the year from the sale of two church buildings resulting in a levy of
£180,000.
