During the reporting period, the Charity focused on it5 two exlsting rnajor successful grant pmgrdmme5 and also on the two
vear pilot projert with CitiEens Advice Stockport. Oldham. Rochdale. Trafford ICASOflTI.

The Programme focuses on de¥elopin8 and promotin8 advisory and tampai8n material on carbon monoxide ICOI poisonin8 by
offerin8 a range ol accessible resource5 including in-person workshops. online workshops and e-learning. The target audien¢e
lor the Programme Is "trusted Intermediarie5" In the public sector, voluntory organlsatlon5 and care providers. These are the
people most irusied to advlse service users and, as they vlsli people In their homes or offer advice over the phone, they can
look lor and ask about symptoms and danger polnts. The materials Include advlsory leaflets. factsheets, posters and tralnln8
materSa15 which were It￿$ed and updated durin8 the year.
The hlRhest level of engagement was fr¥r onllne learnin8, either via the online workshops or the e-learnln8 package. Dudn£
the period, 56 online workshops We￿ delivered across th￿e dellvery model$18enerlc, customised and In partnership), 1,137
people regi5tertd for 36 generic online workshops. The Piogramme had more demand than empected lor customised
Workshops and 10 cu5t0rn15ed workshop5 were deliveved to over 2CQ people. A new model ol delivering online work5hop5
was developed in partnership with the National Energy Foundation's Better Housing Better Health project. During the year.
seven workshops were delivered to approximately 215 people.
Fate io face workshops were run In partnership wlth SGN (ln Scotland and ihe South East) and Wales & Wesl utllStSes with
jèrsey Flre and Rescue Servlce. The workshops were dèlivered in Portsrnouth. Brlstol. Glas8ow. Filè and St Heller and werè run
as minl conlerences with presenters Irorn Other organisations sharing information and re50urces. A customised face to face
workshop for Nottinghamshire County Council and Nottlngham City Councll staff from their sensory loss team IADVISI with a
particular locus on messa8es for vulnerable clients with hearing loss. Three customised workshops were run wlth the Scouts at
two residential events held for SCO￿ leaders.
Registratlon5 for the Benerlc e-learnln8 course remalned steady with a consisteTht demand across the year and 393 people
re8isiered for the course durin8 the year. SCORM versions of the e-learnin8 course were added to the learnln8 maTha8ement
Systems of organisatSons Includln8 Bri8hton Covncll, the Centre for Sustainable Energy and SGN. A cvstomised e-learnln6
COU￿ for the Scouts was developed whlch is now compulwry for all scout leadets In the UK.

A CO risk a55e5sment checklist 15 under development and will be tested between September and November 2025 in a rural
area in Newcastle involving a range ol client5 and properties.
The Think CO Programme produces a quarterly newsletter outlining the Programme's work as well as Information on CO
safety. The rnailing list has over 2,500 people and 15 GDPR compliant.

The Charity continued to fund the successful programme in collaboration with Foundations Independent Llving Trust IFILTI lor
a further year, The grant IS spent via local Home lrnprovement Agencies IHIAS) on srnall grants to individuals and families in
urgent need of a small sum of money to Inspeci, repair or replace gas systems and appliances. All the work undertaken relates
directly to improving or maintaining gas safety, in the form of inspections, services. or repairs to pipework, lires, boilers and
cookers.
The grants facilitated by the Charlty also enable local HIAS to access further support. The funding leveraged in frorn other
sources to supplement the support provided by the Charity during the period lor g35 safety related work w35 £324,491 which
518nificantly increases the total value of the Charity's contribution. It does not include other interventions that often arise from
HIA vlsits, Includln8 welfare beneflt checks and other home safety projects.
The Programme has a $18nlllcant Impact on the Ilves ol vulnerable people. Everyone who has benelltted from the scheme
Ilves in privately owned accommodation and most are over 60 with low Income andlor a disabilitvi smaller numbers ol clients
are under 60 with low income andlor a di5ability.' and a srnall number of others are considered by the HIA to be ex£eptionallv
vulnerable.
The grant awarded for the period was £275,000 plus a Service Dellvery charge of £33,757 lincludlns VATI. The amount spent
durln8 the period was £284,931.32 wlth the balance concernlng cases noi fully complered carried forward to the following
Year. The shortfall In spendlng was prlmarily due to one HIA (Happy Ener8yI shiftin8 thelr focus to renewable technologies and
withdrawing their support late in the year. 14% of intervention5 received allocation5 frorn the Charity ol between £51 and
£100.
During the perlod. 1,659 households were helped with gas safety intervention work from the Gas Safe Charlty, against the
target of 1,500. A total of 3,142 different measures were undertaken to improve ga5 safety, comprising 2.529 repair/servicing
measures and 613 ￿placement measures. Some interventions involved more than one measure and as a result, the number
of measures exceeds the number of beneliciarles. The average cost per inierventlon was £173.74 a8alnst the target of
£186.05. The most frequently requested interventions were for gas servlcing repairs. gas boiler repairs or gas safety checks
15641.
Funds were distributed to a total of 36 delivery partner5 acr055 the UK, including Care & Repair orgaFii5ation5. housing
associations and services within local authorities. G35 Safety promotional work wa5 undertaken using a range of method5,
both at local level by partner agencies and nationally with FILT.
In addition, FILT manages a small national grant from the Charity of £S.000 which enables the HIAS in England and Scotland
which are not amongst the selected local delivery partners to apply lor and access the fund, subject to the usual criteria. The
grant to Care & Repair Cymru cover5 the whole ol Wale5.
Quarterly returns were presented to the Board outlining work undertaken and key perforrnance targets. A Trustee Review
Group monitored the proBramme and met the delivery agency on a regular basis during the year to review progress.
CASORT
A two year pilot project between the Charity and Citizen5 Advice Stockport, Oldham, Rochdale and Trafford Group ICASORTI
commenced on 01 April 2025. The project is a scalable rnodel aimed at expanding awarene55 and resource5 around ga5 safety
in the Greater Manchester area. Total funding for the project is £150.000,. £80.000 wa5 provided by HSE and the Charity will
provide the remaining £70.000 for the second year.

replacements where appropriate. During the period April to Septernber 2025. there was engagement with 31 community
or8anisations (against a target of 3SI and 205 household5, 8 community outreach sessions were delivered and S CO monitors
were distributed,

engagements. blog reads and copy in prlnted editions ol the Stockport and Traffgrd P05t.

Reserves pollcy
The General Fund 15 the accumulated revenue reserve and 15 available to be spent at the discretion ol the Trustees. The
Trustees have agreed that the Charity wlll not bulld substantial reserves and wlll use Its Income to meet the needs of
benellciarles and to maximise the Charlty's eflectlveness In meetln8 Its objects as opportunlties arlse. As the charlty has no
contlnuln8 obli8atlons to set a8alnst Sts Income, it has no formal reserves pollcy. The Charlly's ma5n income Is receSved In Mav
each calendar year and it manages its expenditure over the financial year IOctober- Septemberl.
At 30 September 2025, total reserves were £801,18012024'. £746,750).
Invesrmenr policy
The continuin8 objectlve of the charity's Investrnent pollcy Is to rnaximise Income In the medlum term to spend for the benefit
of the charity's beneficiaries. It is mana8ed on behalf of the Board by the Investrnent Comrnittee whlch meets as requireij. The
Investment Commlttee Is advised as necessary on the prudent stewardship of resources and takes declslons from tlme to tlme
on the management ol accumulated reserves.
Risk Monogement
The Trusrees review the full Rlsk ReBlster each year and the overall level of rlsk Is assessed as low.
During the year, the charity reviewed its financial and banking arrangements and is satisfied that they continue to be secure.
The charity remalns assured the 8rants have been properly spent on thelr desi8nated purposes in the inte￿$t$ of the charlty's
beneficiaries.
Plans fof future perlods
A new Concession Agreement between the Health & Safety Executive IHSEI on behalf of Government and Capita Business
Services Limited came into effect from April 2025 and the first payment under the new Concession Agreement of £495,120
was received in July 2025. Payment5 will be adjusted annually in line with increases in CPI lindexation based on the rate at 30
November each yearl, the first adjustment taking place at the end of the second Contract Year. The level of continuing incorne
to the Charity is guaranteed until December 2029.
The Charity continues to focus on its successful and proven core programmes, developing and expanding these where possible
Into new and related areas.
Decislons on whether to contlnue to fund Indlvidual projects are based on outcomes presented to the Board In ￿gular reports
during the projett. Each year, the grant recipients submit a proposal and the Board decides on the basls ol the application and
the 5ucce5s of the Programme during the year whether to continue or amend the grant.

Each of the Charlty's major projects is overseen by a small Revlew Group of Trustees who meet re8ularly with the prolect
manager5 and provide scrutiny and feedback to Board rneetings.
Capita nomlnated a new Provider Trustee In July 2025. New Trustees are asked to $58n a declaration of willln8ness to serve
and partlcipate In an Inductlon sesslon shortly alter appointment. A pack of background readin8 and reference material Is
provided to new Trustees and important documents are stored centrally on SharePoint and are available to all Trustees.
Trustees are asked perlodically to identify any individual or group training needs, which are addressed at an Awayday session
or 35 appropriate.

The trustees have considered the Charity Commlssion's 8uidance on public benefit and are satlslled that the actlvities ol the
charity are wholly appropriate in that context. The Charity's activities are for the benefit of the public, via the major grant
pro8rammes. These pro8rarnmes target people who are most vulnerable and hard to reach, with tailored messages about
carbon rnonoxide and g35 5afetv.
The Think CO programme helps to ensure that the'trusted intermediaries, Ipeople who work directly with those potentially at
rlskl know the symptoms and danger si8nals of carbon monoxide polsonin8 and also that they communicate those to older
and disabled people, those with lon8 term medical conditions and others who are vulnerable.
The Charity works in partnership with Foundation5 Independent Living Trust IFILTI on it5 programme aimed at irnproving gas
safety in the homes of older, disabled and vulnerable people in ca5e5 of hardship and urgency.
The CASORT proBrarnme drive5 the Charity's me5saBe5 to the most vulnerable group5 in the Greater Manchester area. The
programme ernpower5 diverse community organis3tion5 and leader5 in advising their own communities, reaching more
people and specifically those who are conventionally described as-hard to reach-.

2006, FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charitie5 SORP
'Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to charities preparing their
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021

The financial statements have been prepared under the historical cost convention. The prlnclpal accountSng pollcles
adopted are set out below.
1.2 Golng concern
At the time of approvin8 the financial statements, the trustees have a rèasonable expectatlon that the charity has
adequate resource5 to continue in operational existence for the foreseeable future. Thus the trustees contlnue to adopt
the going concern basi5 gf accgunting Sn preparlng the financial 5taternents.
1.3 Charltable fvnds
Unrestricted funds are avallable for use at the discretion of the trustees In furtherance ol thelr charitable objectlves.
Restrlcted funds are subject to spècific £ondStions by donors or grantors as to how they may be used. Thè purposes and
uses of the re5trlcted funds are Set out In the notes to the financial 5taternents.
Endowment funds are sublect to speclflc condltlons by donors that the capltal must be malntained by the charlty.
1.4 Income
Income is recognised when the charity is legally entitled to it after any performance conditions have been met. the
arnount5 can be measured reliably, and it 15 probable that incorne will be received.
Cash donations are reco8nlsed on ￿ceIpt. Other donatlons are reco8nised once the charity has been notllled ol the
donation. unless performance conditions require deferral of the amount. Income tax recoverable in relation to
donations received under Gift Aid or deeds of covenant 15 recogni5ed at the time of the donation.
Grants and voluntary Iniome which are donatlons are reco8nlsed on accrual basls.
1.5 Expendlture
Expenditure is ￿to￿nised once there is a le8al or constructive obli8atitsn to transfer economic benefit to a third party. it
15 probable that a transfer of economic benefit5 will be required in Settlement, and the arnount of the obligation can be
measured reliably.
Expenditure is classified by activity. The costs of each activity a￿ made up of the total of direct costs and shared costs,
including support C05t5 involved in undertaking each activity. Direct C05t5 attributable to grant5 payable are charged to
the Statement of Financial Activities when they have been approved by the Board of Trustees. Expenditure includes anv
VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates.

Financial liabilities are derecognised when the charSty's contractual obliBations expire or are dlscharged or cancelled.
1.8 Taxatlon
The charity benefits from various exemptions from taxation afforded by tax legislation and is not liable to corporation
tax on income or gains falling within those exemptions. The charity is not able to recover Value Added Tax. Expenditure
is recorded in the accounts inclusive of VAT.

Related party transactlons
The Health and Safety Executive IHSEI and the Provlder under the Gas Safe Reglster contract Capita Buslness Services
Ltd are each entitled to be mernber ol Gas Sale Charity but have not taken up their membership. In accordance with the
Article5 of Association. a5 far a5 practicable, each of HSE and Capita Business Service5 Ltd appoint at least one Trustee.
The Trustee for Capit3 Business Services Ltd 15 Valerie Marsh lappointed July 2025, formerly Jonathan Samuel who
resigned November 202SI. The HSE Trustee is Mark Dawson. Arising from the Concession Agreement between the HSE
