## **St Stephen’s Westbourne Park** 



## **Objectives and Activities** 

In accordance with the PCC (Powers) Measure 1956, St. Stephen’s PCC has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish the whole mission of the Church - evangelistic, pastoral, social and ecumenical. It also has maintenance responsibilities for the church premises of St. Stephen’s which are registered as a Grade II listed building. 

The PCC has articulated the following vision for St. Stephen’s: That we glorify God by loving Christ, loving His church and loving His world.

_**Our vision**_ at St Stephen’s is to glorify God by loving Christ, loving His church and loving His world. 

_**Loving Christ:**_ It is our fundamental conviction that all of our activity as a church must be underpinned by each of us growing in our own personal faith in God. Without such growth, our service will feel like a burden and our outreach will be joyless. If, however, we are all growing in a heartfelt devotion to Christ our activities together will be an overflow of that love. 

By God’s grace we have seen a number of new people joining the church over the course of the last year. It has been a joy to welcome them in. We have also seen a number of individuals growing in their personal faith. We have enjoyed sermons series together reading Matthew, 1 Corinthians and the Psalms. Home groups have read Isaiah and John’s gospel together. 

A highlight of the year was our service of Confirmation and baptism, led by Bishop Rik Thorpe. We saw 9 people confirmed, two of whom were also baptised. It was a delight to see nine individuals, who have been regular members of the church for some time, keen to publicly affirm their faith in Christ and commit to His service. This is a testament to the work of God’s Spirit in their lives over many years. 

_**Loving Christ’s Church:**_ We have a culture that is warm-hearted, loving and authentic. Members of the church family look out for each other and are honest about their struggles and hopes. 

Sunday mornings have a real buzz and energy to the meeting. Our evening service remains small, but it is valued by those who come and the Q&A sessions after the service are also stimulating. 

We are extremely grateful for all of the people who serve the church, volunteering on different rotas, including music, welcoming, hospitality, and youth work. Many people arrive early and leave late on a Sunday because they are busy serving in different ways. We are also grateful for the financial sacrifices made by the church family to support the ministry here. 

During the year we launched a new Children’s group on a Sunday morning, “Scramblers”, aimed at 3-6 year olds. They listen to a BIble story and enjoy a craft at the same time as the older children go to Sunday Club (for 7-14 year olds). Sunday Club continues to grow as does our “big ideas” group for our teenagers. 



A highlight of the year was our Church Away day. This is the first time we have tried this for some years. We went away together to Richmond for the day, kindly hosted by Duke Street Baptist church. Charles Marnham gave some excellent talks on the book of Daniel and we enjoyed a good lunch, some games and a sunny walk beside the river. It was invaluable both for the teaching we received and for building up relationships between church members. 

We were delighted that Alex Pilcher joined the team as our Families and Outreach worker for a year. Alex was previously a member of the church and so he really hit the road running and has helped us to grow and deepen our youth work as well as reinvigorating our outreach. 

_**Loving Christ’s World:**_ We continue to enjoy a number of links into the local community as the Parish Church. Our seasonal services are growing, with 260 at our main carol service this year, our largest carol service yet. We continue to lead Collective Worship in the church school every other week and to run a weekly Bible club, which has been well attended and has helped us to get to know the Year 6 students better at a key time for them. 

We have seen a number of new people coming to church for the first time or returning to church. We ran a vibrant Christianity Explored Course in the first half of the year. 

Our monthly youth group has grown over the course of the year. Many of the children who join us are not regular members of the church and so it has been good to build contact with them. We have also seen growth at Little Oaks, our stay and play group for pre-schoolers. 

We have reinvigorated our door knocking ministry, particularly focused on the Brunel Estate. We have had a number of positive conversations with people. It is a great way to better understand the needs and concerns of our neighbours and often opens the door for us to share a Bible verse with them or to pray with them. 

We continue to support the Westbourne Park Family Centre. We would like to widen our social outreach into the local area, but are constrained by our resources, notably the availability of our volunteer base. 

We have signed the ownership of the Old St Stephen’s school building over to the London Diocesan Board of Schools, following legal advice. They will be responsible for deciding the future use of the building. 

Further afield we were both excited and sad to send Paul and Michaella back to the Philippines where they will be starting a new ministry, “WordWorks”, which will seek to train local pastors in expositional preaching. Paul and Michaella were wonderful servants of the Lord and of us during their time here. They cared for us deeply as a church family and we miss them greatly. 

We believe that unless God is at work, all of our activities will come to nothing. As a result, we seek to base all of our activities on prayer. We pray at our monthly prayer meeting, using our prayer diary, and in smaller groups. We are very grateful to God for His work amongst us over this past year.

## **Structure and Governance** 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council (Powers) Measure 1956. Since September 2009 the parochial Church Council has been registered with the Charity Commission as ‘The Ecclesiastical Parish of St. Stephen with St. Luke, Paddington, Charity No. 1131958’. 

The method of appointment of PCC members is set out in the Church Representation Rules. All regular attendees at St. Stephen’s are encouraged to register on the electoral roll and are able to vote and to stand for election to the PCC. 

At St Stephen’s, the PCC consists of: 

- 3 ex-officio members – the two churchwardens (also elected annually with the possibility of being re-elected for 6 consecutive years), plus the Vicar; 

- 9 elected members who serve for three years. Each person may stand for re-election for up to 2 consecutive terms (i.e. 6 years) and must then take a year off the PCC 

- 1 Deanery Synod representative who is elected for a three-year period 

- the PCC may also co-opt additional members to enhance the Council’s skills, experience, and diversity.

## **PCC report** 

The PCC meets on 10 occasions throughout the year. We consider a number of issues relating to church life, both practical and spiritual. These include issues around: finance, safeguarding, the fabric of the building, Sunday services, youth ministry and mission. The PCC form the spiritual leadership of the church family, so every time we meet we begin with a time of reading the scriptures and praying together.  I am very grateful to the PCC for their hard work and wise contributions throughout the year at PCC meetings, standing and finance committee meetings, and in church life more generally. 



## **Deanery synod report** 

Wai Tung Ho continued as our Synod representative in 2025. The Synod continues to consider a broad range of issues affecting our local churches and wider area. Synod usually meets approximately 3 times a year. 

## **Safeguarding report** 

We are deeply grateful to Astrid Ludemann for her work as our Safeguarding Officer this year. We continue to use the Church of England's “Safeguarding Dashboard” to ensure that our safeguarding processes are up to date and complete. 

## **Treasurer’s report** 

2025 has been a positive year financially for St Stephen’s. 

Regular giving from the congregation grew by 7.7% to £115k including Gift Aid (£107k in 2024). Income from church hall and room rentals totalled £53.5k, which is £6.5k lower than the previous year. Other income increased by £2.4k to £5.7k. 

Overall Core Parish Income rose by 2.4%, increasing to £174k from £170k in 2024. In addition, grants and one-off donations contributed a further £57k, bringing Total income for the year to £231k.

Total expenditure for the year rose by £25k to £199k. 

Core ministry expenditure increased to £127k (from £106k in 2024). This was driven by higher contributions to the Common Fund (£9.8k), costs associated with Paddington Talks (£3k), bible - college fees (£1.8k), and the long overdue replacement of the sound system (£13.3k). These increases were partially offset by a £6.9k reduction in ministry salary costs due to the timing of the appointment of the Families and Children’s Minister. 



- Building related expenditure rose by £2k to £35k, mainly due to maintenance spend. Church - administration costs also increased by £2k to £33k, reflecting small rises in office related spending.

After accounting for all income and expenditure, the church recorded a £32k surplus, bringing total reserves to £181k.

Although the financial outcome for 2025 is encouraging, it’s important to recognise that St - Stephen’s core income—our regular income excluding grants and one off gifts—still does not fully cover our annual expenditure. 

Grants and special donations are a wonderful blessing, but they are also unpredictable. Because we - cannot assume they will be available every year, they make long term planning and decisions about ministry resourcing more difficult. 

The congregation is also responsible for maintaining the building. While the structure is inspected regularly and no emergency repairs are currently required, several areas do need attention. Any major building work in the future would place significant pressure on our reserves. 

I anticipate that, as God continues to bless the ministry of St Stephen’s, regular giving within our church family will continue to grow so that our core income can sustainably support the work we are called to carry out.

## **Music report** 

Music is a central and uplifting part of our church life together. It lifts our souls and plants gospel truths deep into our hearts. We are extremely grateful to our music team for enabling us to worship with joy and heartfelt passion. 

We are especially thankful for Seb Jordan and Charlotte Dryer who alternate leading the worship on a Sunday, which includes prayerfully choosing songs. We are grateful for all of the musicians who give of themselves week by week. 

This year we finally installed a new sound desk, which is a big relief as it has removed the elements of uncertainty that the old system brought to a Sunday morning. We are very grateful to those who serve on the ‘technology’ rota, managing the sound desk. It is a task that people only notice when it goes wrong. 

For both those in the band and those on the sound desk it can be a battle not to allow themselves to get distracted from worship in the busyness of the moment. We honour them in this and pray for them as they serve us.

## **Children's and youth report** 

Our aim for our children is that each week they would have a safe and fun time at church; grow in one aspect of their faith in Jesus and learn from the example of adults living a godly Christian life. 

On Sunday mornings we have Scramblers and Sunday Club 

1. Scramblers - This is a new group as of September 2025 for 3-6 year olds. Each week we read a story from the children’s bible and do some associated colouring and craft. This has given us the chance to teach these children the simple truths of Jesus in a way that is fun, engaging and appropriate for them. This has been well received and there is a really nice group of regulars forming. 

2. Sunday Club - Our Sunday club is for those aged 7-14 and as in previous years has followed the sermon series. This year we have taught Genesis, Matthew and 1 Corinthians, which has been really rewarding, if challenging. This has come with the great benefit of teaching the whole counsel of God, teaching the kids that all of the bible is God’s word as well as helping foster an attitude of the whole church learning together. Given the age range in Sunday club we have often split into age-based groups with regular spots to come together to help get the older children used to the habit of teaching the younger ones. We have continued to keep fun as a key pillar of our time together, as this helps cement friendships as well as helps church to be a place where the young people want to be, something that I am hugely encouraged by. 

Midweek we have our monthly Youth Club and Big Ideas, and weekly Little Oaks. 

1. Big Ideas (14-18 year olds) - This year we have had bible studies in 1 Peter, thinking about what it means to be an “Elect Exile”. Those who attend the group are generally church goers, although there 



have been a couple of friends of the regulars who have come too. This group also meets once per half term during the communion to discuss the sermon and how it applies to our lives. 

2. Youth Club (10-14 year olds) - Each session we have 15-20 children, the majority of who don’t come to church regularly. We have had talks and discussions from Mark’s gospel which has helped us to teach the simple gospel to these children and has prompted a number of interesting conversations. 

3. Little Oaks (0-4 year olds) - this is attended by toddlers in the area, being brought mostly by their nannies, although some by local mums. There has been a consistent core this year which has helped to create a really happy and friendly atmosphere. We have had encouragements of some of these families coming to the Christmas services, and some coming on a Sunday. Our continued prayer is for the Lord to bring families in the area to faith in Jesus and planted in our church through Little Oaks. 

The vast majority of Christians hear the gospel for the first time when they are under the age of 18 - therefore I am hugely passionate about this work and firmly believe that we should continue to resource this work. There are so many encouragements and the Lord has been very kind in answering so many of our prayers. We seek to teach the young people in our care (both those whose families come to church and those who don’t) the clear gospel from God’s word. Our prayer is that we will see these young people, not only converted, but grow into disciple making disciples of the Lord Jesus, seeking to live for Jesus day in day out.

## **Buildings and fabric report** 

This year has been a relatively quiet one with regard to major changes, improvements or repairs. The most expensive item on the building shopping list was getting the trees in the church garden pollarded over the spring and summer, which needs to be done every few years for their health, and to protect the church from their roots growing outward too aggressively. 

We also had some sudden and torrential leaks into the Nave in the Autumn, and in consequence had to arrange to extend the capacity of the gutters on the North side of the church - hopefully this means that when we have a lot of rain after a long dry spell again, the water will go where it is supposed to go! 

We continue to make small improvements; we are grateful to Katherine for beginning to work on clearing out the porch and storage area behind the old organ space, and making it useable. 

We continue to see good use of the building midweek by renters, which brings in a helpful extra source of income to support caring for the building and gardens. 



## **Environmental Impact Report** 

St Stephen’s remains members of the Two Cities Net Zero Churches Network, which is a valuable source of inspiration, networking and support, as we seek ways to meet the Church of England net zero by 2030 target. We continue to explore how to decarbonise our energy supply and reduce our environmental impact.

## **1 Accounting Policies** 

- **a)** The PCC is a public benefit entity within the meaning of FRS102.The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations' "true and fair view" provisions. Other than investments, which have been included at market value, the accounts have been prepared on the historic cost basis and as a going concern. 

## **b)** _Funds_ 

General Funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted. 

Restricted funds are to be used for specified purposes as laid down by the donor. Expenditure which meets these criteria is charged to the fund. 

The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. 

They do not include the accounts of church groups that owe their main affiliation to another body or those that are informal gatherings of church members. 

## **c)** _Incoming Resources_ 

Collections and planned giving receivable are recognised when received by the PCC. Income tax recoverable on Gift Aid donations is recognised when the donation is received. Interest, rental and similar income is accounted for when due. 

## **d)** _Resources Expended_ 

The diocesan common fund is accounted for when due. 

Grants payable are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC. 

All other expenditure is accounted for on the accruals basis and includes irrecoverable VAT. 

## **e)** _Fixed Assets_ 

Consecrated and beneficed properties are excluded from the accounts as are any moveable church furnishings which require a faculty for disposal. 

Furniture and other equipment are capitalised  and depreciated at 25% p.a. on the straight line basis. Individual assets with a purchase price of £1,000 or less are written off on purchase. At the discretion of the Trustees, large items may be written off if it aids understanding.
