## Objectives and Activities 

In accordance with the PCC (Powers) Measure 1956, St. Stephen’s PCC has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish the whole mission of the Church - evangelistic, pastoral, social and ecumenical. It also has maintenance responsibilities for the church premises of St. Stephen’s which are registered as a Grade II listed building. 

The PCC continues to pursue the following vision for St. Stephen’s:  Located in the heart of Westbourne Park, St. Stephen’s is a Church of England parish church with a diverse Christian community of all ages.  We are followers of Jesus, inspired by the Holy Spirit, and directed by the Word of God. With our doors open wide, expressing the love of Jesus, our vision is to be relevant and valued as a people and place of prayer, worship and service to the community.

If you remain in me and I in you, you will bear much fruit; John 15:5 

These are some of Jesus' final words to his disciples and they contain a wonderful promise: if we remain in Jesus, we will bear much fruit 

As we look back on 2020, it was a year of extraordinary circumstances, yet we can say that God has been faithful to His promise and that he has borne fruit amongst us a church family. We praise him this. 

In our spring 2021 sermon series, we saw that to remain in Jesus, according to the gospel of John, is to listen to Jesus, to obey him, to love his people and to sit at the foot of the cross. Throughout the various stages of lockdown we have kept meeting as a church on a Sunday and mid-week, seeking to remain in Christ. At times we have been restricted to meeting on-line through zoom at others times we have met partly on-line and partly in person. It some senses it has been deeply frustrating, an on-line meeting is no substitute for meeting in person. Nonetheless, we are grateful for the way that God has kept us united as a church family and in touch with each other. We have seen people caring for each other, serving each other in practical ways and finding new ways to express their love for one another.  We have grown in patience as we have struggled with technology, with being banned from singing and I am aware that some have battled with intense loneliness. We are grateful that at every stage God has given us the resources to grow in the fruit of His Spirit. 

I would like to thank the wardens and stewards for all the work they have done to help us to keep the church open safely and in compliance with covid restrictions. There has not been a Sunday when we could legally open and we have not done so. At the same time we have kept a zoom link live since March 2020 for those who felt nervous about coming to the church building in person. 

I would also like to thank the leaders of our Sunday school for the way that they have worked hard to keep the children engaged with church life and Sunday club even when we could only meet on zoom. It has been encouraging to see a number of people volunteering to lead Sunday Club for the first time.  I am very grateful to Leon Githae for his leadership of the children's work in this time. 

The times when we have been allowed live music in church have been very special. Often this has required our musicians to perform solos with all the musical difficulties that come with social distancing. I am very grateful to them for leading us in this way. 

Coronavirus has restricted our ability to reach out in mission, but this has been a time of deepening in our personal faith for many. We launched a third home group in September 2020. For many of us, our on-line weekly home groups were very special times to meet with other Christians and to grow in our faith amidst the restrictions.  Through the year a number of people have begun to lead Bible studies for the first time at St Stephen's and we will look to increase the number doing so as we move forwards. 

Attendance at our monthly prayer meetings has also grown through the year, which is one of the most significant metrics for growth that we have, as we believe that our work must be founded on prayer.

We have lost touch with some people through the virus and we are painfully aware that there have been some of our congregation who have been self-isolating but were unable to join the zoom calls. We have sought to uphold them in prayer and to keep in touch with them but we recognise that for many it has been a very difficult time. 

We have continued to seek to support St Stephen's Primary School through this time. Wherever possible, we have continued to lead a weekly act of collective worship in the school, whether by zoom or pre-recorded video and to support the staff and pupils. The school remains a wonderfully loving and nurturing community and we are fully committed to serving the community in the school in whatever ways we can. It has been frustrating not to be able to run the Club Brunel Express after school club, but we hope to reopen that soon. We have been grateful for opportunities to volunteer to help students in their reading outside of lesson time. I would like to thank Sally Grey for her work with volunteering in the school and co-ordinating Club Brunel Express and also, Helen White and Oliver Pritchard for their work as governors. 

We have seen falling revenue from rental income due to covid and a long term tenant (Paint Pots Nursery) choosing to leave us. Finding new tenants to hire our space during the week is a priority for us. We aim to use money from rentals to fund the building maintenance so that congregational giving can support ministry. More details on the finances can be found below in the Treasurer’s report. 

As we look forward, we hope that by the summer we will be mainly back in the church building and that zoom will be a support rather than a lifeline to the church. There is so much more that we can do to love and support each other face to face. There are also more opportunities to grow in mission. 

We see opportunities for growth centred around: launching an evening service to reach the many people aged 20-40 living in the parish; developing our work with pre-schoolers; using the 2022 "Passion for life" mission as a focus for outreach; and working with St Stephen's school to reach out to the families in the school community. 

We pray that God will continue to bear fruit amongst us as we seek to remain in him.

## Building And Fabric Report 

Progress on implementing our 2019 Architect’s Quinquennial report has been frustrated by covid. The general condition of the building is much improved following the building works of 2018 but there are significant further repairs needed, some minor and some more involved, to bring the building up to a good standard. The works recommended by the Quinquennial report include: Repairs to the roof and guttering; repairs to the external boundary wall; rebuilding the chancel floor; addressing settlement issues on the office wall and the outer store room. We are also exploring options for the former organ space.

## Structure and Governance 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council (Powers) Measure 1956. Since September 2009 the parochial Church Council has been registered with the Charity Commission as ‘The Ecclesiastical Parish of St. Stephen with St. Luke, Paddington, Charity No. 1131958’. 

The method of appointment of PCC members is set out in the Church Representation Rules. All regular attendees at St. Stephen’s are encouraged to register on the electoral roll and are able to vote and to stand for election to the PCC. 

At St Stephen’s, the PCC consists of: 

- 3 ex-officio members – the two churchwardens (also elected annually with the possibility of being re-elected for 6 consecutive years), plus the Vicar; 

- 9 elected members who serve for three years. Each person may stand for re-election for up to 2 consecutive terms (i.e. 6 years) and must then take a year off the PCC 

- 1 Deanery Synod representative who is elected for a three-year period 

- the PCC may also co-opt additional members to enhance the Council’s skills, experience, and diversity.

## PCC Report 

The PCC meets on 10 occasions throughout the year. We consider a number of issues relating to church life, both practical and spiritual. These include issues around: finance, safeguarding, the fabric of the building, Sunday services, youth ministry and mission. The PCC form the spiritual leadership of the church family, so every time we meet we begin with a time of reading the scriptures and praying together. 

Over the last year we have also been working on our Mission Action Plan, which we signed off in March. This followed a period of prayer, reflecting on the scriptures, researching data about the local area, surveying the congregation and discussion. There were a number of recommendations including: launching an evening service to reach the many people aged 20-40 living in the parish and the local student population; developing our work with pre-schoolers; using the 2022 "Passion for life" mission as a focus for outreach; and working with St Stephen's school to reach out to the families in the school community. 

I am very grateful to the PCC for their hard work and wise contributions throughout the year, both at PCC meetings, finance committee and in church life more generally. I would particularly like to thank Matthew Jones, Oliver Pritchard and Ernest Fasanya who are due to rotate off for a year at this APCM for their long standing hard work and support of the church.

## Deanery Synod Report 

Paul Rajkumar began as our Synod representative in October 2020. The Synod continues to consider a broad range of issues affecting our local churches and wider area. A particular focus at the moment is how churches can partner together to share resources and support each other in our mutual mission. Synod usually and meets approximately 4 times a year, though we met less frequently in 2020 due to covid. 

## Treasurer’s Report 

## Summary 

2020 has been a huge challenge for St Stephens, the diocese, our entire Church and nation. Richard and the PCC have responded very well to the spiritual and physical challenges this year of Covid pandemic brought. 

We had expected to have a severe shortfall of income over expenses as a result of Covid shutting the Church and the consequent fall in attendance, giving and rentals.  However Richard requested and received from the diocese a significant reduction in the Common Fund, our largest expense, and we continued to receive generous donations and regular giving with much appreciated selective increases.  This, together with cost savings due to the closure of the church, and our major tenant Paintpots able to afford to pay us for some of the space during 2020, allowed us to post a surplus on general fund of £25,000: 

- Regular giving and donation increased from £86,000 to £91,000 in 2020 which includes 

- a once off £5,000 donation. 

- Rental income was significantly down from £55,000 to £37,000 due to the enforced 

- closure of the church during the Pandemic.  Our discussions with Paint Pots nursery, our 

- main tenants, to try to ensure they stayed with us after the Pandemic, were regrettably not successful. 

- The diocese agreed to reduce the Common Fund payment to the clergy for 2020 from a 

- budgeted £74,000 to £46,000. 

- Other costs fell by £23,000 due to savings in utilities and across the board, while the 

- church was closed 

The finances are therefore once more in a precarious position, with a further deficit on ongoing expenditure expected this year, which if unaddressed will eliminate the remaining reserves of the church.  All subsequent years will have to fund themselves. 

We will be making efforts to generate additional funds though friends of St Stephens, as well as a further fund raising campaign from our worshippers during the rest of 2020 and the beginning of 2021, not just to generate an excess of income over expenses but to re-build the reserves for the future.

## 2 021 Budget and Fund Raising 

The reopening of the church for worship during 2021, albeit in a restricted way due to Covid, has been a blessing. 

However our finances are going to be challenged once more during this year.  We continue to suffer the absence of Paintpots and other tenants so our rental income will be well down again, even if a new tenant is found at similar rental levels for the second half of the year.  We also have budgeted quinquennial church repairs which cannot be put off, and we expect our 2020 surplus to be wiped out as a result of a combination of these factors. 

We will be making strong efforts during the rest of 2021 to generate additional funds though friends of St Stephens, as well as a further fundraising campaign from our existing and new worshippers, as the church and neighbourhood opens up again. 

Thank you so much once again for your highly valued support, which is so much appreciated by the church. 

On a personal note, I am retiring as Treasurer this year, so welcome George and wish him the very best in his tenure.  I would like to take the opportunity of thanking Tola for all her support and hard work over the years, without which my task would have been much more onerous.

## Music Report 

COVID 19 has certainly tried its best to remove any normality to our worship over the last year. Online music began to take its toll and after a whole year, we are still sitting in church suppressing the urge to sing along to songs that express our thanks and praise to our God; It has been hard for us all. As a music group, it feels like we have been in a traffic jam, starting, stopping and starting again! Longing to find a clear road where we can drive freely without any obstacles. 

Nevertheless, we thank the Lord for his grace in enabling us to have live music for our two main celebrations – Christmas and Easter. It was wonderful to hear the choir and musicians at these services, bringing much joy and hope to those who attended/listened. We were also blessed as the government eased its restrictions in April 2021, meaning that the music group could return to playing and singing together again on a regular basis. 

During the year, we had to say a heartfelt goodbye to another music leader, Christine Statham, who has been a bedrock in the music group for over a decade! We will miss her wonderful voice and her generous support and encouragement. We pray that God will help Christine, Andy and Nathaniel to continue to grow and use their gifts in their new church.

I would like to give special thanks to Richard Dryer for the great work he did in organising the choir and musicians for the carols by candlelight service. I would also like to give special thanks to Helen White, Nicolette Van Gendt and Charlotte Dryer for their continuous service throughout all the fear and uncertainty that Covid 19 has caused. We look forward to welcoming back ‘Tola Williams and Rasheda Chowdury in the coming months and we also extend a warm welcome to our new members: Dot Githae and Wai Tung Ho. 

Please keep praying for us as we seek to find more musicians/singers to join our team. It has been a hard year, but I look forward to that glorious day when I will hear us all singing praise to our amazing God, TOGETHER! Any ideas as to what that first song or hymn should be?... Answers on a postcard please!!

## Children’s and Youth Report 

In the last year we’ve been particularly encouraged by the resilience and commitment that children, parents and ministry leaders have shown. Like everyone we’ve had to adapt and change due to corona virus and the government restrictions. And even though we have lost contact with some families, we’ve also had a few that have been showing up regularly. We also have a growing team of Sunday Club leaders; who love the kids and are dedicated to serve them. Our young people have also valued the Sunday club lessons that we’ve been teaching and I think this sets a base for what we should be doing in future. We’ve been following the preaching series and using the new city catechism by crossway. 

One of the main challenges that we faced last year was keeping families connected and engaged. This was hard because the nature of the restrictions keep us at a distance; therefore we’re disconnected in some way. Zoom has been a good tool to help bridge that gap but there’s only so much you can do with online church. As we come out of lock-down I think we should have a strategic plan of helping families get back into the rhythm of attending church. We can do this by organising church events and activities that are child-focussed, family friendly and bible based. 

As we look ahead, here are three things that I am keen on working out in order to serve our young people and the community around us: 

Prayerfully planning for a mid-week pre-school ministry. We’ve had a few families join us with young children and we would love to open our church and serve them. Partnering with other churches/ministries as we come out of lock down. For example the upcoming Holiday Club with St. Matthew’s Bayswater. 

Free up some of my time to be able to give more attention the young people aged 13-19.

## Electoral Roll Report 

Our new roll currently consists of 63 members . 

This represents an increase from 61 last year. 

Covid restricted our services and  this has adversely affected the prospect of growth of the congregation. We look with hope to the lifting of restrictions for everyone to feel comfortable enough to come back into the building.

Rasheda writes . . . 


It has been a challenging year for everybody. However, for me the challenge has been a little less onerous because of how well St Stephens adapted to the developing situations. Despite not being in the church building for over a year, I still feel just as much a part of our church family. It is definitely true that a church is the people (centred around Jesus) and not the building, this was even more clear this year and I am very thankful for it. I would like to pray that as we transition back to face-to-face we remember how we stuck together this year, and continue to do so going forwards. 

Allyna writes . . . 

It has been a year of much change for me, but also of much growth. I am thankful for the leading of my Shepherd in uncertain times, and for the security that comes from knowing that though I am a wandering sheep, my Shepherd can always be trusted to lead me through dark valleys and into green pastures. 

The community I have found in St Stephens has been a great source of encouragement. From my first visit to St Stephens, I was won over by the 'homey'  and close-knit feel of the church. It is a blessing to be in a church where your absence is noticed. Being a long way from home and new to London, it meant a lot to me to be welcomed into the 

homes of others. 

I am praying that more students especially would come to discover the hidden gem that is St Stephens. I've had a few friends show some interest in coming to church, but so far that hasn't turned into any real commitment. But even in the midst of what seems to be a bleak landscape, I am trusting that God will lead more people to St Stephens just as He led me.

I'm so encouraged by everything that has gone on at St Stephen's this year - the fact that we have continued to meet and encourage each other in the midst of a global pandemic has been tremendously helpful to my edification and perseverance.  I am really thankful for the hard work of Richard, Leon and ‘Tola for their efforts this year to keep the church open, preach and teach the gospel and to personally connect with congregants.  I am praying that as lockdown eases, 2021-2022 would be a real year of growth for St Stephen's, both spiritually and numerically.

What has sustained me most during this difficult year has been being able to maintain a connection with St. Stephen’s via Zoom. The weekly Bible study has been especially meaningful, as our group has been able to discuss Luke’s Gospel as well as talking and praying about our personal experiences. As we emerge from the restrictions, I pray that we will expand our congregation and extend our footprint in the community by resuming the activities we ran pre-pandemic. I pray, too, that the structural safety of the building will be ensured. Thank you to everyone who made the technology work for us, and the stewards who did a great job in maintaining covid safety!
