Structure, Governance and Management

The method of appointment of the PCC is set out in the Church Representation Rules. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.

Objectives and Activities

St Anne’s PCC has the responsibility of co-operating with the Team Rector, Rev Rod Bevan (until 30[th] September 2025) thereafter Rev’d Janet O’Niell, in promoting in the Ecclesiastical parish, the whole mission of the church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibility for St Anne’s Church and Churchyard.

Achievements and Performance

Church Service Attendance

There are 97 members on the Electoral Roll. On Sundays we meet in church for morning and evening worship.

Our services with the highest attendance during the year were the School Leavers Service in July which 272 people attended, and 243 people attended the School Carol Service; 180 people came to our Crib Service on Christmas Eve. During the year our monthly Messy Church has consistently seen the highest number of people attending regular worship, now having an attendance of over 90 people each month.

Review of The Year

PCC Report: including changes of the electoral roll membership plus general overview

A parochial church council (PCC) is the executive committee of a Church of England parish and consists of clergy and churchwardens of the parish, together with representatives of the laity. It has its origins in the vestry committee, which looked after both religious and secular matters in a parish. It is a corporate charitable body. The PCC is responsible for the financial affairs of the church, and the care and maintenance of the church fabric and its contents, including demanding chancel repair liability, if applicable, from local property owners. These responsibilities are executed by churchwardens, paid staff or other volunteers. The PCC also has a voice in the forms of service used

by the church and may make representations to the bishop and deanery synod on matters affecting the welfare and pastoral care of the parish.

The PCC is required to appoint a church electoral roll officer who maintains the church electoral roll of lay members entitled to take part in the annual parochial church meeting. A new roll must be prepared every 6 years and revised annually Legally the council is responsible for the financial affairs of the church parish and the maintenance of its assets, such as churches and church halls. It also assists the clergy in the management of church affairs in the parish and promoting the mission of the church.

St Anne’s PCC meets bi-monthly, face-to-face in church, with a hybrid meeting option available to - support members who may find in person attendance difficult. Meetings follow a set agenda, with - opportunity for discussion and contribution from all members, supporting informed decision making and voting where required.

A key item for the PCC is the ongoing review of St Anne’s Mission Action Plan, ensuring that as a PCC we remain focused on the growth of the church and its members. In particular, the PCC continues to prioritise growth among younger people, reflecting a key focus of the Diocese. Other standing agenda items include:

In addition, reports are received from the Leadership Team , which meets bi-monthly on alternate months to the PCC , ensuring continuity, shared oversight, and effective communication between leadership and the wider PCC.

The PCC met six times in 2025 to prayerfully discuss church life. The average attendance was 8 members. At meetings, PCC receive an update from Angela as Focal Leader, and they receive financial updates on our financial position to include giving. PCC also receive safeguarding updates, lay leader, mission, and wider Rossendale Team and Diocesan updates. PCC work alongside the wider Rossendale Team, and Angela as Focal Leader, attends bimonthly Rossendale Team Leader meetings.

During the year the PCC have continued to review our Mission Action Plan, which sets out our plans for growth for the next five years in each of these three key areas. We have retained the following priorities for the year ahead:

This is where we believe we need to focus our time and resources in the year ahead to be the church God wants us to be in this place. Please pray about the way ahead – these are difficult times for many people and times of great change and uncertainty. If you would like more information or have questions or would like to get more involved in working out these priorities in practice, please get in touch. We continued to explore ways of encouraging the congregation in Prayer. Messy Church, our Baby & Toddler Group and Kidsrock music sessions exemplified our commitment to children and families. Our two Bible Study Groups along with the Alpha Course and monthly Alpha Plus were ways of helping with faith development. Psalms and Stretches was a creative addition in this area. Examples of our engagement with the local community came through the Community Choir and a Pilates Class.

The Rossendale Team and Mission Community, with Rod as Team Rector until 30[th] September 2025, and Janet and Samuel as Team Vicars, showed encouraging signs of growth during the year. The Diocesan Priority of Growing Younger was adopted as a priority with three strands – Children, Young People and Families. In addition to this the Team have appointed Patricia Calway as an ALM and Anna Chaplain to further the Priority of Ministry to those in Later Life. These along with Prayer makes up the three Team priorities.

FABRIC REPORT FOR 2025

The Project Management Team meet every 2 months to look after the building and graveyard and make sure that church is clean, and supplies are available for services.

We have had a change of members: Rod and Jill have left, and Kath has resigned and David Bevan and Tim Cooke have joined Angela Jones and Amanda Robertson. New members are always welcomed. Very grateful thanks to Rod and Jill who started and led the group for so many years.

We have had the Angel cleaned, although we are still waiting for the new lead letters, 3 buttresses on the south side have been repointed and repainted inside, all lights are now LED and gutters have been cleaned, the hedge cut to 3feet and churchyard mowed regularly. We have had meetings with Edge Efficiency to discuss the heating system, and the cleaning and material ordering has been supervised. We have received 2 grants to pay for the stonework and the new lights.

The inventory has been carried out, and all new items are security marked.

Sarah Wilson has taken over as Gift Aid secretary from Pauline Greenwood.

Jill and Amanda inspected the graveyard. We have tried to inform families if possible if the stones were loose, but we had to lay some flat as they were dangerous.

We have also spent some time sorting and clearing parts of the church and cleaning toys in the store room.

Team Vicar Report 2025

October 2025 saw my fourth anniversary as Team Vicar here in Rossendale, and I continue to be incredibly blessed to live and minister here. I have oversight of Holy Trinity with St Saviour, Christ Church with St John, St John the Evangelist, and St Bartholomew. From October 2025, I also took on oversight of St Anne, Edgeside, after Rev’d Rod Bevan retired. More on that later! Every fortnight I lead a Book of Common Prayer (1662) service of Holy Communion at St Nicholas’, Newchurch. I also host a weekly House Group, and this has been a constant source of joy throughout the year.

It is a great privilege to serve as a Trustee of Bacup Family Centre and give thanks to God for all they do in our community. I also serve as Deanery Chapter Clerk for Area Dean, Rev’d Donna Williams and was honoured to serve as Whitworth Mayoral Chaplain for Councillor Gareth Baron until May 2025. It was a great privilege to lead Remembrance Day services in Waterfoot and Bacup in November 2025, and a wonderful joy at speak to Stacksteads’ Christmas Carols at Toll Bar in December.

I have taken the lead on the Rossendale Team priority of ‘Growing Younger’ which involves Toddler, Children’s, and Young Family’s ministry and I continue to champion the Team’s digital ministry. I regularly lead collective worship (assemblies) in Britannia Primary School, St John with St Michael Primary School, St Anne’s Primary School and Holy Trinity Primary School. In 2025, Holy Trinity collective worship was also led by Rev’d Derek Allen and Rev’d Laura Brinicombe. I am also a school Governor in two schools, Holy Trinity and St John with St Michael.

Christ Church with St John and Holy Trinity with St Saviour continue to worship together at the ABD Community Centre in Bacup. In September 2025, Christ Church with St John officially ended our building sharing agreement with Central Methodist and we moved all our items out. Throughout 2025, the petition for closure process for Holy Trinity with St Saviour progressed, this included a public meeting in March 2025. Later in 2025, the Bishop of Manchester supported the PCC’s petition for closure and the end of 2025 saw us awaiting the final decision from the Church Commissioners. I would like to thank everyone who has worked so hard on both the move from Central, and the process to petition for closure; especially giving thanks for both Churchwardens, Nikki and Peter, and Leila and Derek.

The move to worship together brings joys and challenges. We have had the joy of seeing more people join us, but also the challenges of not being able to develop some missional aspects of our ministry. To counter this, events, groups and activities take place across Bacup and Stacksteads: Men’s Fellowship, Ladies Lunch, Community Drop-in at the Beaconsfield, Lighthouse and Make n Take at Holy Trinity School and Refresh and Gather at Grow at The Station in Bacup. We continue to work alongside our Baptist and Methodist friends in Rossendale, holding a number of events and services together.

St John’s and St Bartholomew’s have both faced challenges in 2025, but both PCC’s have been courageous in looking to find new opportunities to make Jesus known. St John’s is looking to work more closely with St John with St Michael’s School, planning joint Sunday worship together. They continue to be a positive presence in the community with seasonal Coffee Mornings at The Ashcroft. St Bartholomew have been informed that they are classed as a ‘fragile church’, meaning there are a number of obstacles they face. However, PCC and the wider church family, have reacted with real zeal looking to develop new opportunities to engage with the Community. In 2025, St Bartholomew’s held a Christmas Fair and Wreath Making event at the Lloyd Street Day Care Centre in Whitworth; they held a successful Heritage Day; have a new team of bellringers; and have successfully applied for a grant to transform ground surrounding church to allow for outside missional activities.

Both St John’s and St Bartholomew’s also came together for two special family services at The Ashcroft, for Harvest and at Christmas. This saw several people who don’t usually come to church join us. From October 2025, our Team Curate, Rev’d Laura Brinicombe, began to lead regular Sunday services at both churches, whilst I remained involved with PCC and other ‘behind the scenes’ ministry.

Speaking of Laura, the start of 2025 saw her back with us after maternity leave, and it was wonderful to have her back! Laura continued to work across the Team, leading services but also helping to develop children’s ministry. This took the form of work within Toddler Groups, Messy Church’s and Woody Church at St Paul’s, Constable Lee. Laura served as Governor at St Bartholomew’s Primary School and offered valuable support for staff and pupils after an ex-pupil of the school very sadly took their own life. Laura continued to lead the Rossendale Team’s priority of prayer, leading several events throughout the year. Laura also led several civic events, including Whitworth’s Remembrance Day service and community carol service. Laura’s Curacy ends with the Rossendale Team early in 2026.

At the end of September 2025, Rev’d Rod Bevan retired as Team Rector. He had been Incumbent at St Anne’s, Edgeside for 22 years. From October, my colleague, Rev’d Samuel Hameem and I, along with the Churchwardens of our 9 Team churches, took over the leading of the Rossendale Team. I took on oversight of St Anne’s, joining their PCC and Leadership Team, leading school collective worship and seasonal services, and leading Sunday services in church fortnightly. I would like to thank the PCC, Leadership Team, and congregation of St Anne’s for making me so welcome in what isn’t necessarily an easy time of transition. Services and groups have continued thanks to some incredibly gifted leaders; Messy Church remains an incredible success; Sunday Children’s Groups are loved by all the children and young people; Toddler Group is thriving; Psalms & Stretches brings much needed peace to the week; the Community Choir is doing some incredible work; and Christmas, although unbelievably busy, was very wonderful indeed. Rod and Jill will be missed, but life at St Anne’s continues apace!

July, she moved in with us here in the vicarage and I’d like to thank everyone for their prayers, their care, and their support during this time. Once again, the amazing people of Rossendale showed me just how much good there is in the world. I give thanks to God for you all, and for leading me to live and work alongside you here.

Focal Leader Report

I’ve have been in this ministry position for three and half years, working alongside Rod and now Janet, together with Linsey our A.L.M.

I’m pleased to say that overall things are going to plan and we are working well through the transition period following Rod’ retirement.

Initially my hours were set at 6 per week but, as we know in church life, even as a volunteer, our time is eaten up quickly as various issues arise.

For our worship services, I’m involved in leading, prayer and the preparation and delivery of talks, at least one Sunday per month.

My other duties include leading the Monday Bible Study Group, helping at the Toddler Group on Wednesdays, the prayer rota and making sure that the Church is open on Sundays.

Safeguarding Report

Here at St Anne's Church, we take our safeguarding responsibilities very seriously and with this we are proud to be able to offer a safe, warm, welcoming, supportive and inclusive environment for all who attend.

The position for the safeguarding requirements continues to be strong with volunteers linked to St. Anne's Church and the WHP being processed through the DBS system and information recorded on the single central record devised to track volunteers/staff and be aware of renewal dates. With the positive increase in new volunteers within church taking up various roles this has meant that we have been busy processing the required Enhanced DBS checks and following this we will be exploring the training needed for volunteers.

As PCC Safeguarding Officer, I have completed the Basic Awareness and Foundation Training course, and this is a requirement for all PCC members, in addition to the I have attended a 2-part Leadership Training course as the final requirement for Safeguarding Officer.

PCC members are also in the process of reviewing the completion of the required training to support their voluntary role within church.

PCC Parish Dashboard.

The Parish Safeguarding Dashboard is an online tool designed for Church of England PCCs and Safeguarding Officers to monitor compliance with national safeguarding standards. It uses a red, amber, and green traffic light system to highlight actions needed, simplifying reporting and centralizing information. They provide assurance that church bodies are demonstrating due regard to House of Bishops Guidance and complying with Safeguarding Code of Practice at a local level. PSDs are updated to ensure they reflect the most up to date policies and guidance.

The update for the Safeguarding dashboard for 2025 is that St Anne's continues to be in a positive position, and we have 'greens' across the board showing compliance against expected criteria.

We are in the process of developing an action plan aligned to the requirements set out within the dashboard. This will enable us to maintain a clear and timely focus on key priority areas, ensuring ongoing monitoring, review, and compliance across all relevant areas. This plan will be reviewed at each PCC meeting.

St Anne’s Church has adopted and follow all Church of England safeguarding policies. We are committed to trying to ensure that everyone is free from the risk of harm and abuse, but we remind everyone that safeguarding is all our responsibility. If anyone, at any time, has any worries or concerns, they must be raised. All safeguarding issues are handled with confidence and sensitivity.

Within church we continue to display the required safeguarding policy and notices for all attendees to view, and both Janet and I are available for further discussion/explanation of these policies should this be required.

Policy on the Safeguarding of Adults in the Church

This statement was adopted by St Anne’s PCC meeting held on 19th March 2026

This policy will be reviewed each year to monitor the progress which has been achieved.

  1. We recognize that everyone has different levels of vulnerability and that each of us may be regarded as vulnerable at some time in our lives.

  2. As members of this parish we commit ourselves to respectful pastoral care for all adults to whom we minister.

  3. We commit ourselves to the safeguarding of people who may be vulnerable, ensuring their wellbeing in the life of this church.

  4. We commit ourselves to promoting safe practice by those in positions of trust.

  5. The parish commits itself to promoting the inclusion and empowerment of people who may be vulnerable.

  6. It is the responsibility of each of us to prevent the physical, emotional, sexual, financial and spiritual abuse of vulnerable people and to report any such abuse that we discover or suspect.

  7. We undertake to exercise proper care in the appointment and selection of those who will work with people who may be vulnerable.

  8. The parish is committed to supporting, resourcing, training and regularly reviewing those who undertake work amongst people who may be vulnerable.

  9. The parish adopts the guidelines of the Church of England and the Diocese. The parish will adopt good practice guidelines which includes carrying out all relevant safeguarding checks on those who work with adults who are vulnerable and will follow safer recruitment guidelines.

  10. Each person who works with vulnerable people will agree to abide by these recommendations and the guidelines established by this church.

Deanery Synod Report

Bury and Rossendale Deanery met four times during the course of 2025; this follows a pattern of annual meetings that usually includes three ‘business’ meetings which are held in the evening at different churches along with a ‘conference’ type meeting which is usually held on a Saturday morning.

At the business meetings we normally hear from Ima Lomax (Deanery Transformation Support Officer) and Amelia Brummit (Deanery Enabler for Bury and Rossendale). who will inform Synod of any initiatives or events that may be happening as well as feeding back on other matters of interest. The Budget Secretary will give a brief update on finances and we’ll also hear other reports on things like ECO Church etc

A brief summary of the main focus topic of each meeting is as follows.

On 8th February a Saturday morning conference was held at Bury Church High School with the theme ‘Growing Younger’.

Some of the good news stories that came out of the conference were shared by Manchester Diocese in April 2025 and the following is from one of the churches in our Rossendale Mission Community

St Nicholas Church, Newchurch - Jean, ALM attended the Growing Younger conference and was beginning to think over ideas of commencing a family service in church. From the conference Jean met with the Diocesan Children’s Officer and Man Dio Growing Faith Deanery Enabler to talk through some ideas and a suggested structure for an intergenerational service which could be adapted. Different ideas were discussed and these were taken forward as to those that would work best in the individual context of the church. The first service took place on Mothering Sunday there were 9 children (7 more than usually attend!) and 31 adults. One family that came was from school and had previously attended the Make And Take sessions that the church run. All the children took part and enjoyed the craft too. A family has started attending church regularly as a result of the Make and Take sessions too.

The May meeting was held at St Mary’s Hawkshaw and the recently appointed Director of Mission and Ministry the Reverend Phil Cansdale spoke on local mission initiatives and used the passage from Ezekiel 37 ‘the valley of dry bones’ to illustrate his talk.

or situations where it feels like we are in a dry valley at the present time?’ We were invited to share with our neighbour and then various examples were fed back.

We then watched Bishop David’s video presentation for Manchester Diocese vision for 2030 with contributions from Bishop’s Leadership Team.

Phil then asked the question what might things look like for us as our local churches speak life into dry places; what signs or hope or new life are already emerging?

From discussion with one another feedback included:

The September meeting was held at St Margaret’s Prestwich when Canon Reverend Anne Edwards who is the Senior Chaplain to the Bishop of Manchester spoke about the Clergy and Lay Wellbeing agenda.

Anne gave an extensive on-screen presentation and said that she would like to see Clergy and Lay wellbeing included on PCC agendas and to see a covenant adopted by PCCs. (something we have adopted)

The November meeting was held at St Mary’s Rawtenstall when the main topic was safeguarding; Abbey Clephane – Wilson was welcomed to the meeting. She is the Diocesan Safeguarding Officer. Abbey spoke about her role and the responsibilities of individual churches to create safe environments to protect, prevent and respond to all vulnerable individuals; highlighting the need for training, clear procedures and safe recruitment in our churches.

Deanery Synod meetings are always informative and a great way to meet others from across our large Deanery and so all elected representatives are encouraged to attend wherever possible.

Children's Team Report

The Children’s Team continues to thrive, and we are encouraged by the many families coming through our church doors via toddler groups, Kids Rock, Messy Church, Muddy Church, and other children’s activities. This ongoing engagement highlights a vibrant and growing ministry.

In 2025, we have been running three children’s groups on the second and fourth Sundays of each month, with 21 children and young people on our registers. These groups have been divided by age, with a younger group (ages 3 to Year 1), a middle group (Years 2 to 4), and an older group (Year 5 and above). The younger group meets in the back room on Sunday mornings, while the older groups have been meeting in rooms at the vicarage. We are very grateful to Jill and Rod Bevan for their kindness and hospitality in allowing us to use their home.

The children and young people enjoy fun and engaging sessions led by our team, helping them to grow in their understanding of Jesus while building friendships and creating happy memories together. Our

leaders this year have been Jill, Claire, Emily, Emma, Laura, and Lindsay, supported by Bethany and Sylvia as helpers. The Children’s Team also played an active role in the six-week summer programme, creating enjoyable activities to run alongside the regular services.

Muddy Church continues to take place on the third Sunday of each month in the meadow, led by Joanne Lynch, Claire Wise, and Jill Bevan. These sessions offer children and young people a wonderful opportunity to connect with God through exploring and experiencing the natural world, and they remain a much-loved part of our ministry.

However, we are now facing some challenges. Due to changes in guidance and a shortage of leaders and helpers, we will need to reduce from three groups to two. We are also uncertain about future use of the vicarage once Jill and Rod move out, and unfortunately St Anne’s School has declined our request to use their building.

Looking ahead, our vision is to develop a midweek Christian group for primary school children and to appoint a Families Worker who could support both midweek and Sunday activities, as well as build stronger relationships with families.

We would greatly value prayer for more leaders and helpers, for suitable space to continue and grow the children’s work, for more children and families to join us, and for the financial provision needed to appoint a full-time Families Worker.

Messy Church Report

Sunday of each month, excluding January and August. Supported by a dedicated army of volunteers and servers, attendance remained consistently strong across all services, with numbers ranging between 85 and 115 people.

Each monthly theme was introduced through an animated video, followed by a variety of creative craft activities designed to engage all ages. These activities helped to strengthen understanding, encourage participation, and provide opportunities to explore faith together in an accessible and meaningful way.

In March 2025, the team were delighted to present the Messy Church service at the Deanery Synod Conference, showcasing it as a key example of the diocese’s commitment to Growing Church Younger.

Toddler Group Report

St Anne’s toddler group is running well and has grown in numbers over the past few months. On average we have between 25 and 30 children attending weekly with their parent/carer. Our Christmas and Easter parties saw larger numbers, nearing 40 children. We have seen an increase in babies attending the group. This has led to a slight change in the set up. The baby area has been extended, and a baby session with Laura Elson has been introduced during snack time. Linsey Hernon has been leading the group since October 2025. Annual Parochial Church Meeting Report from St Anne’s School

St Anne’s School continues to enjoy a strong and valued relationship with St Anne’s Church, which remains central to our shared vision and presence in the community. Whilst providing a very good education for our pupils, St Anne’s School also aims to be Christian witness in our local community in partnership with St Anne’s Church.

Recently, there has been a period of transition as Rev Rod retired and Rev Janet took on the role of our school clergy. The period has proved to be smooth and positive.

Revd Janet has played an important role within our school, contributing to the ethos group, leading collective worship, including end of term services and our annual Ashing service. Her active involvement has helped to nurture the spiritual life of our school and strengthen the shared Christian values between church and school. Our school’s ethos group have made positive relationships with Rev Janet and they now help her lead collective worship.

The church building is regularly used by the school for weekly worship and special occasions, providing meaningful opportunities for pupils, staff, and families to engage with worship in a familiar and sacred space. School are very grateful, for the use of church.

As Headteacher, I serve as a member of the PCC, strengthening communication and collaboration between church and school. In addition, the church is represented on the school’s governing board through foundation governors, ensuring that the Christian ethos of the school is both supported, maintained and developed in line with the Church of England’s vision for education.

Our links extend beyond governance into the wider life of the community. The school plays an active role in local engagement, and the partnership with the church enables us to serve families more effectively together in our shared community.

This year church has made use of the school’s Forest School area for Muddy Church offering a creative and accessible form of worship that connects with children and families in an outdoor setting. The new building project or school has taken place this year meaning church have used school’s meadow area for Muddy Church.

Kids Rock Report

St Anne's Church Annual Parochial Church Meeting (APCM)

Kids Rock meets in church on Thursday afternoons during school term times. At the moment, Jill Bevan and Carolynn Fletcher help to run this by opening-up and making brews. Normally around 10 to 12 Mums and children attend on a regular basis to enjoy a fun time of music.

I report on the accounts for the year ended 31st December 2025 which are set out on pages 5 to 7

Respective responsibilities of the Trustees and Independent Examiner

As the trustees of the charity, the members of the PCC are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’). You are satisfied that your charity is not required by charity law to be audited and have chosen instead to have an independent examination.

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act. In carrying out my examination I have followed the requirements of all applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention giving me cause to believe that in any material respect:

  1. accounting records were not kept as required by section 130 of the 2011 Act; or

  2. the accounts do not accord with those records; and

  3. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
