Structure, Governance and Management
The method of appointment of the PCC is set out in the Church Representation Rules. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.
Objectives and Activities
St Anne’s PCC has the responsibility of co-operating with the Vicar, Rev Rod Bevan, in promoting in the Ecclesiastical parish, the whole mission of the church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibility for St Anne’s Church and Churchyard.
Achievements and Performance
Church Service Attendance
There are 81 members on the Electoral Roll (compared to 77 in 2019). In March 2020 our church building was closed due to the pandemic, and our services of worship were transferred online. Our main morning service took place via zoom until the end of the year and the average number of logins was 26 – although some screens had more than one adult present and some had additional children. Throughout the time we have also posted a short service on Facebook every Sunday morning. For 17 weeks between August and December our evening service was able to resume in the church building and the average attendance was 9 people. At Christmas we held a Crib Service on Christmas Eve and a service on Christmas Day in the church building, in addition to services on zoom.
Review of The Year
The PCC met 9 times during the year and the average attendance was 11 members. Eight of these meetings were held via zoom.

During the year a Leadership Team with ten members and chaired by our vicar was set up to share responsibility for growing our church. They take the lead on putting our Mission Action Plan into practice, concentrating on four areas:

Moving People on in Faith

Engaging with the Local Community
Another important development of the year involved all nine parishes of Rossendale Deanery voting unanimously to join together and establish the Rossendale Team. This should come into being in mid-2021 with Rod Bevan becoming the first Team Rector. Two further full-time ministers will be appointed during 2021. We look forward to working together to work more smartly and enable greater growth in all our churches.
Most of our usual community activities were of course unable to take place because of covid restrictions. We were able to adapt to using social media and online platforms to maintain a degree of connectivity with members and the wider community.
Financial Review
Our income for the year was £64,482 (compared to £73,064 in 2019) and expenditure was £63,491 (compared to £61,047 in 2019), giving an excess of receipts over payments of £991. This is an extremely encouraging result, and we are very grateful to our members and other supporters who have maintained their giving despite the church building being closed for most of the year. Our Parish Share was met in full accounting for £22,977 of our payments. Our major expenditure after this was the salary for our Families Worker. This was paid for by a grant for £10,000 which was received in 2019 and spent throughout 2020 making our financial outcome for 2020 even more encouraging.
Planned giving for the year (without tax reclaimed) stood at £44,811, compared to £40,472 in 2019. This is great testimony to the dedication of our members. We will continue to seek new ways of generating income to ensure our sustainability once covid restrictions are relaxed.
Reserves Policy
Reserves are held on deposit at Barclay’s Bank. The PCC has earmarked £1000 to be reserved to meet emergency payments.

Independent examiner’s report to the members/trustees of St Anne's Church, Edgeside, Parochial Church Council.
I report on the accounts for the year ended 31st December 2020 which are set out on pages 5 to 7
Respective responsibilities of the Trustees and Independent Examiner
As the trustees of the charity, the members of the PCC are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’). You are satisfied that your charity is not required by charity law to be audited and have chosen instead to have an independent examination.
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act. In carrying out my examination I have followed the requirements of all applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention giving me cause to believe that in any material respect:

accounting records were not kept as required by section 130 of the 2011 Act; or

the accounts do not accord with those records; and
-
to which, in my opinion, attention should be drawn in order to enable a proper udnerstanding of the accounts to be reached.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
