Report of the Members For the Year Ended 31 December 2024
The Members present their annual report and financial statements for the year ended 31 December 2024. The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the PCC trust deed, the Charities Act 2011, and SORP (FRS 102): The Statement of Recommended Practice - Accounting and Reporting by Charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) which was published on 16 July 2014.
Structure, Governance and Management
The PCC members are listed on page 1. New PCC members are appointed by the PCC for the time being, who shall pass a resolution nominating the appropriate person to be a new PCC member and the term during which he shall hold such office. The appointment is completed by the nominated person accepting the PCC membership either verbally at the PCC meeting or in writing, all to be recorded in the minute book of the PCC. The number of elected PCC members may not be more than sixteen and normally serve a three year term. PCC members may resign at any time either in writing or verbally at a PCC meeting.
Organisation
The PCC consists of a Standing Committee and Finance Committee, together with a series of sub-committees including Mission and Worship, Church Building including Gardens, Hall Operation and Fundraising and Social. The PCC meets six times a year.
Between these meetings business is transacted by the Standing Committee and Finance Committee.
At the last Annual Parochial Church Meeting (APCM) held on 20th May 2024, the electoral roll stood at 182 members (2023: 181 Members).
Risk policy
The PCC members have examined the major strategic, business and operational risks which it faces and confirm that systems have been established to enable regular reports to be produced so that the necessary steps can be taken to lessen these risks.
Objectives and activities
The main purpose of the PCC, as defined in the Parochial Church Councils (Powers) Measure 1956, is ''to cooperate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecunemical''.
There have been no material changes in these policies during the year.
The PCC has been satisfied during the year to maintain its position.
Public Benefit
The PCC is a public benefit entity and, as such, PCC members have had regard to the guidance issued by the Chairty Commission on public benefit.
Achievements and performance
In reflecting on the past year, I have been thinking of it being like a long walk up a hill. If we look ahead, we can see significant challenges and a way to go, yet if we pause and look back, we can see that we have come a long way. This report gives a flavour of some of those challenges and also some of the views that we can see from where we are. In 2023 we discerned 4 values or priorities (Worship, Pastoral Care, Outreach and being truly All Age). We have built upon those this year and as we move on in 2025 those values do not change but we see a renewed emphasis of praying for growth.
As you read through this report, I invite you to take a moment to pause and look back and all we have done, and also to look forward at the challenges we face with a renewed hope because in all we have seen last year, we can see God was with us.

Activities
Though the past year has raised many challenges our objectives remain as ever:
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our church community. We believe we have strived to maintain our witness to be as inclusive a community as possible, inviting all to come and join us. We also consider ourselves to be a welcoming Parish that is a healthy place where we strive to grow disciples and leaders for Jesus Christ.
The PCC has fulfilled its responsibility in maintaining an overview of worship throughout the year. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
When planning our activities for the year, we have considered the Charity Commission’s guidance on ‘public benefit’ and, more specifically, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable people to live out their faith as part of our parish community through our Vision Statement:

serving the community of Fulwood
To facilitate this work, the PCC recognises the importance of maintaining the fabric of the church as a public place of worship and the hall as a resource for the whole community, and is fully committed to these aspects of its responsibilities.
Worship and prayer
The 10.30am service is going well with a modest growth and good feedback on the way the services work together. Messy Church has worked well in being every month at 10.00am with a collaborative approach to running it which is good to see.
Our traditional midweek service and 8am Sunday service have seen a slight decline over the year, both starting with small numbers.
We reported an average weekly attendance of 62 for normal services, 80 people in services for Easter and 151 for Christmas in 2024. This represents a modest increase on our weekly attendance, a slight decrease at Easter but an increase on attendance at Christmas. We continue to put our services onto YouTube though we have seen a slight decrease in the numbers watching online to a reported average of 21 (down from 24 last year).
Buildings
The Buildings Committee has addressed the below issues during 2024. It is recognized that, funds and finances permitting, significant works are required during 2025 to both the church and church hall.

Condition of church roof – South side: Further damage has occurred in Dec 2024, this has become a priority issue.
-
Quinquennial Inspection and Report -due in 2025: The architect is to be requested to provide an estimate for repair and remedial works to both church and hall.

East Wall and Window: Funds would permit only essential works to the East Window. The architect has been asked for his advice on the minimum, essential work needed to stabilize the wall and preserve the window.

Decorating of the church kitchen and vestry - to be considered against other higher priorities.

Trees in the church garden: The last survey and work was 5 years ago – a new survey/work is now needed.

Clearing of gutters and drainpipes on the church and hall: This was completed as part of regular late autumn maintenance.

Water supply pipes: Various problems have occurred over the recent years. The Quinquennial Report will consider replacement water supply pipe options.

Electrical: Inspection of church electrics was carried out in Jan 2024. Work has been and remains ongoing.

Safeguarding
Although our ‘measured’ progress of mandatory requirements has only increased by 6% on the Diocesan Dashboard (to a 56% achievement) this is in part due to the addition of new requirements. Future work, involves: risk assessments of some church activities, completion of safeguarding training of some key church workers and developing policies on Engagement, Disclosure and Support of victims of church-based abuse.
Financial review
2024 Financial Year to December was another reasonably ‘stable’ year for Parish finances. Pleasingly we achieved payment in full of our Parish Share (£63,000) for the first time since the challenges of the Covid period and overall our income and expenditure was broadly in line with budget.
Of note:

Total Revenue at £91,812 is down on 2023 (£109,069). Total expenditure of £106,532 is up on 2023 (£94,613). The main factor influencing expenditure variance is the amount of Parish Share paid.

Direct Giving (which accounts for 85% of giving) remains up on pre-Covid levels and matched 2023.

Gift Aid income is lower than prior year however this is due to delayed submission of our ‘claim’ in order to simplify and annualise our process

Church Hall revenues show a significant year on year increase of 23% - however two regular hall users have now departed which will negatively impact in 2025. A net of expenditure surplus of £10,000 is reported however the winter energy bill will reduce this to c£8,000

Expenditure lines were broadly in line with budget however it is worth highlighting the increased costs associated with maintaining our Church Organ and both the Church and Church Hall buildings where we do expect to face significant capital costs when the Quinquennial report is received later in 2025.

Overall we incurred a net deficit of £15,000 which resulted in our Unrestricted Reserves reducing to £30,000 (down £11,000 from 2023).
Parishioner planned giving (by Gift Aided bank Standing Order) remains by far our most significant income line. This together with other forms of giving and fund raising facilitates our continued Mission at Christ Church, Fulwood – grateful thanks to Parishioners, visitors and our hard working fund raising team for their continued generosity.
Reserves
The restricted fund comprises collections specifically made for charities supported by the PCC. Also, funds donated specifically for appeals are treated as restricted.

The PCC holds cash at bank and in hand of £47,997 (2023: £59,430).
The accounts for the year show a deficit of £14,720 (2023: surplus £14,456). Total funds now amount to £52,619 (2023: £67,339).

Accounting and reporting responsibilities
Charity law requires the members to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and its financial position at the end of that year. In preparing those financial statements the members are required to:

select suitable accounting policies and apply them consistently;
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the financial statements; and
-
prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in existence.
The members are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Auditors and Independent Examiner
Advantage has been taken of the provisions in the Charities Act not to appoint an auditor. Mr JFD McMillan has been appointed to examine the accounts in accordance with the relevant legislation and related regulations.

I report to the members on my examination of the accounts of the Parochial Church Council of Christ Church, Fulwood.
Responsibilities and basis of report
As members of the PCC you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act') and the Church Accounting Regulations 2006.
I report in respect of my examination of the PCC's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent Examiner's Statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I confirm that there are no other matters to which your attention should be drawn to enable a proper understanding of the accounts to be reached.

1 Accounting Policies
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the Charities Statement of Recommended Practice (SORP) 2005. They have been prepared on an accruals basis.
The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor do they include groups that are informal gatherings of church members.
The presentational currency of the financial statements is the Pound Sterling (£).
The amounts in the financial statements have been rounded to the nearest £1.
1.1 Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application to the general purposes of the PCC.
Restricted funds are those funds that must be spent on restricted purposes and details of the funds held and restrictions are provided in note 8.
1.2 Incoming resources
Voluntary income and capital sources
Offerings and collections are recognized when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognized only when received. Tax recoverable on Gift Aid donations is recognised when the donation is recognised.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is reasonably certain.
Funds raised by the fete, garden party and similar events are accounted for gross. Sales of books and magazines from the church bookstall are accounted for gross.
Other income
Rental income from the letting of church premises is recognized when the rental is received.
1.3 Resources used
Grants
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC.
Activities directly relating to the work of the Church
The Diocesan Parish Share is accounted for when due. Any parish share unpaid at 31 December is provided for in these financial statements as an operational (though not a legal) liability and is shown as a creditor in the balance sheet.
Other expenditure is recognised when it is incurred and includes where applicable irrecoverable VAT.

1.4 Fixed assets
Consecrated property and movable church furnishings
Consecrated and beneficed property of any kind is excluded from the financial statements by s.96(2)(a) of the Charities Act 1993.
Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal are accounted for as inalienable property unless consecrated. They are listed in the Church's inventory, which can be inspected (at any reasonable time).
All expenditure incurred in the year on consecrated or beneficed buildings, individual items under £1,000 or on the repair of movable church furnishings is written off.
Other Property, fixtures, fittings and office equipment
Individual items of equipment with a purchase price of £2,000 or less are writen off when the asset is acquired.
Current assets
Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.

4 Staff costs
Salaries & Fees
The Vicar and the Curate are not included in these staff costs because they are paid stipends by the Diocese through the Clergy Payroll Scheme operated by the Church of England. This also makes provision for their pensions. The Parish Share we are asked to pay by the Diocese covers all these costs.
Transactions involving Members of the PCC
Expenses of £1,417 (2023: £2,089) were paid to the Vicar Rev C Boland inter alia ex officio members of the PCC.
In addition, certain housing costs totalling £2,887 (2023: £2,832) were paid as is customary.
Honoraria total of £1,308 (2023: £1,560) was paid to our Organist who is a member of the PCC.
There were no other disclosable transactions in respect of PCC members, persons closely connected with them or other related parties.
