## **TRUSTEES' REPORT**
## _**FOR THE YEAR ENDED 31 DECEMBER 2021**_
The trustees present their annual report and financial statements for the year ended 31 December 2021.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the church's [governing document], the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) " (effective 1 January 2019 ).
## **Objectives and activities**
The church's objects are the advancement of the Christian faith according to the principles of the Baptist denomination. The Church may also advance education and carry out other charitable purposes in the United Kingdom and/or other parts of the world. The church occupies premises which are held by the Baptist Union Co rporation on Trusts which are c ompatible with the above object .
The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the church should undertake.
## **Achievements and performance**
2021 has been another difficult year. Covid and the various strains of covid have indeed had a detrimental effect on all of us. Through it all God has been faithful and as a fellowship we have been truly blessed.
Attendance at church services gradually increased. The prayer meeting both online and face to face ensured a firm foundation for CKBC ministry. Due to a very generous financial gift, we were able to carry out the continued necessary building maintenance required to make them safe and meet health and safety regulations. We were also able to secure a two-year student visa for Richard Opio to study at Bristol Baptist College and work with our youth both at CKBC and in our community.
King’s Coffee was able to fully reopen in May and became a hub for those who were desperate to meet others but not ready to travel very far afield.
In September many of our other groups started meeting in person and our hall rentals increased. Gradually life was returning to some sort of normality although a lot of fear and anxiety remained. It was about this time that God reminded me that in his word he says 366 times “Do not be afraid”. Psalm 91 was also a very powerful reminder of his protection. As I write this report covid restrictions are being lifted but Russia has invaded Ukraine. We are facing a crisis in our living costs and many will struggle in the days ahead. This is surely the time for the church to rise up out of the ashes and be a light in the darkness.
May our Father in heaven release his vision to us for the days ahead. May we honour and glorify our Lord and Saviour Jesus Christ and may we move in the power of the Holy Spirit.
## **The Scripture for 2021 was from Luke 4:18-19**
The Spirit of the Lord is on me, because he has anointed me to preach good news to the poor. He has sent me to proclaim freedom for the prisoners and recovery of sight for the blind, to release the oppressed, to proclaim the year of the Lord’s favour.
It was good to remind ourselves of some of the reasons that Jesus came and of his mission on the earth.
Church Services were held in the sanctuary throughout the year with the condition that masks were worn.
Sermon series over the year were: The Mission of Jesus Luke 4:18-19 The Wonder of Jesus Journey to the Cross and Beyond

Discipleship Challenge The Faith Factor The Truth of Christ
An Alpha course was run for 6 weeks but then had to be abandoned as participants were not able to continue.
A bible study on The Chosen took place at the church led by Kieron.
A Prayer Course was run online and resulted in a group of members meeting regularly to pray.
There were monthly 24 hour online prayer days and also a vision day organised by Gill Wyatt in which the Holy Spirit truly showed us the heart of God. There were many illustrations of water indicating how much God is for us but that we often want to place restrictions on the movement of his spirit. More will be shared at the church meeting in March.
## **Pastoral**
At the beginning of the year bags of hope were delivered to every church member/congregation and many others that we felt prompted to encourage. Each bag contained a devotional book “Jesus Calling”. The daily readings spoke volumes to us in what was a very lonely time. They reminded us that even in the struggle we can find peace in his presence. Also included was a coffee voucher, a bookmark and chocolate.
Beth Billinghurst a long and active member at CKBC passed away on 24 March. She was organiser of the lunch club for many years and will be sadly missed. I also officiated at two other funerals over the year: David Fletcher (father to Hellen Bryant a past member) and Robert Dengal.
Gloria Block known to us as Gwen Block was baptised at CKBC many years ago but now lives in Hatherley. She is bedridden but I visit her on a regular basis and she has asked to be remembered to you all.
Pauline Sprason and her daughter Jo Hook moved to Wales.
A sum of money from the gift is to be set aside in a Pastoral Fund for church members. A form is currently being prepared and will be available soon.
## **Easter**
We celebrated by giving out eggs to children and free coffee and bags containing palm crosses, c hocolate and Hope magazines to adults. Easter hymns played in the background and we all had a great time engaging with the community.
An Easter Service was held to celebrate the resurrection of Christ and to remind us that because HE lives we have hope and can indeed face the future.
A number of people knitted crosses for the Cheltenham Anna Chaplaincy which were given out in care homes. Over 1000 were collected and made a bright spot in the lives of those who were isolated in homes across the town. A short video was shown at our service to illustrate the joy that the crosses brought.
## **Charlton Kings Summer Fayre**
The summer fayre went ahead and we were able to run a stall selling cakes and donated item. Thanks to Simon for all the caramel shortbread.
Money was raised for the Cheltenham foodbank and Kids Club Kampala. Once again it was encouraging to engage with the community and have some really good conversations.
## **Tech**
Over the year we upgraded our screen and projector in the sanctuary to HDMI and we also purchased two new computers. One for the office and one for the church.

## **Buildings**
Work began on refurbishing the ladies toilets and we are also a ddressing some issues in the church kitchen so that it can be used once again for a lunch club.
## **Christmas at CKBC**
## **Church Anniversary and pre-Christmas celebration**
We celebrated our 146 th anniversary with a special service in which we renewed our covenant with God and with each other. It was followed by a meal in The Merryfellow. About 50 attended in all.
## **Charlton Kings Christmas Fayre**
This is the first time we have participated in the CK Christmas Fayre. A nativity scene was set up on the green adjacent to the water feature and children were invited to have their photograph taken by their parents alongside the manger holding baby Jesus.
We gave out gift bags to children and parents containing tracts, books and chocolate about 200 in all. The Parish Council had a lot of good feedback and we have been asked to do it all again this year. Thanks to Don and Sue and all those he made it a great success.
## **GB Party**
The GB party was well attended and very much appreciated. Thanks goes to BJ and Jess and all their helpers.
## **Sonbeams Crib Service and party.**
Jess led a crib service for mums and tots which is possibly the best we’ve ever had. Both mums and tots engaged really well. After the service we had a party in the hall and a visit from Santa where every child received a gift.
## **Sunday Clubs Christmas Party**
It was lovely to see nearly every young person from our church attend. The bouncy castle company made a mistake in bringing the wrong castle so to compensate they left two. It was a great time and a good opportunity to catch up with some folk.
## **Brunch Club**
Brunch Club have not been able to meet regularly but were desperate to have a meeting to get together for a Christmas Celebration. 21 seniors enjoyed a Christmas dinner prepared by Sandra (chair of the Senior Citizens Welfare Committee) and her team.
## **The Chosen**
Kieron hosted a showing of The Chosen Christmas Special and those that attended enjoyed some titbits left over from the Sonbeams party.
## **God and Chips**
Did not go ahead as planned but folk came to pick up their food to eat at home.
## **Services**
We held our usual Carols by Candlelight service and Christmas Day Celebration. Numbers were lower than usual but to meet together in the presence of God is always special no matter how many people attend.
## **Christmas Giving**
**Teams 4 U** – Several of our members helped with collecting boxes and packing at the warehouse. Mary was excited that the number collected had far exceeded expectations. We were also used as a collection point for the boxes.
**Salvation Army** – Toys were collected for struggling families in Cheltenham.
**Spurgeons** – An offering of £200 was donated to Spurgeons child care.

## **Personal**
2021 was a difficult year personally for me due to family issues and I have been very grateful for the support and encouragement we have received. There has been little respite but as always God has been good and blessed us in many ways.
Over the year I have completed Safeguarding training level 3, Trustee Training for WEBA and also led prayers at the WEBA online prayer meetings.
The ministers who are part of the Cheltenham Baptist Cluster have continued to meet and support each other.
It is my great privilege also to take part also in the CK Remembrance Day service that takes place at the CK memorial.
I would like to express my grateful thanks to Barbara, Richard and the diaconate.
Thank you to Pam and Kieron for staying on an extra year to help and to Leanda for joining us and taking on some of the responsibility in Sunday Clubs.
Thank you to everyone who helps to keep the wheels turning at CKBC. Thank you all for your love and support.

## **Financial review**
It is the policy of the church that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to between three and six month’s expenditure. The trustees consider that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the church ’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year.
The trustees have assessed the major risks to which the church is exposed, and are satisfied that systems are in place to mitigate exposure to the major risks.
## **Structure, governance and management**
Members of the Church are accepted in accordance with the Constitution which requires them to be or to have been publicly baptised on the profession of faith in Jesus Christ, or following other modes of baptism to renew their public profession of faith in Jesus Christ.
The members meeting normally takes place four to six times per year and has responsibility for the overall policy of the church. In accordance with the Constitution, the members appoint Trustees, who together with the Minister and Treasurer (who are also appointed by the Members), and collectively known as the Diaconate, are responsible for the day to day running of the church’s work and witness, and the financial and legal aspects of the charity.
All members are encouraged to take an appropriate part in the spiritual and practical tasks involved in the furtherance of the charitable objective.
Relevant matters may be submitted to the Church meeting by the Trustees for guidance, or may be raised by members in Church meeting for further c onsideration by the Trustees. Though the Constitution permits decisions to be made at Church meetings by appropriate majorities, the Church seeks to work by consensus wherever possible.

## **STATEMENT OF TRUSTEES' RESPONSIBILITIES**
## _**FOR THE YEAR ENDED 31 DECEMBER 2021**_
The trustees are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the church and of the incoming resources and application of resources of the church for that year.
In preparing these financial statements, the trustees are required to:
- select suitable accounting policies and then apply them consistently;
- observe the methods and principles in the Charities SORP;
- make judgements and estimates that are reasonable and prudent;
- state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and
- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the church and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the church and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **INDEPENDENT EXAMINER'S REPORT**
## **TO THE TRUSTEES OF CHARLTON KINGS BAPTIST CHURCH CHELTENHAM**
I report to the trustees on my examination of the financial statements of Charlton Kings Baptist Church Cheltenham (the church) for the year ended 31 December 2021.
## **Responsibilities and basis of report**
As the trustees of the church you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act).
I report in respect of my examination of the church’s financial statements carried out under section 145 of the 2011 Act . In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
## **Independent examiner's statement**
Since the church’s gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of ICAEW, which is one of the listed bodies.
Your attention is drawn to the fact that the charity has prepared financial statements in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn.
I understand that this has been done in order for financial statements to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
- 1 accounting records were not kept in respect of the church as required by section 130 of the 2011 Act; or
- 2 the financial statements do not accord with those records; or
- 3 the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

## **1 Accounting policies**
## **Charity information**
Charlton Kings Baptist Church Cheltenham is a registered charity.
## **1.1 Accounting convention**
The financial statements have been prepared in accordance with the church's governing document, the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)". The church is a Public Benefit Entity as defined by FRS 102.
The church has taken advantage of the provisions in the SORP for charities applying FRS 102 Update Bulletin 1 not to prepare a Statement of Cash Flows.
The financial statements have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a true and fair view. This departure has involved following the Statement of Recommended Practice for charities applying FRS 102 rather than the version of the Statement of Recommended Practice which is referred to in the Regulations but which has since been withdrawn.
The financial statements are prepared in sterling , which is the functional currency of the church . Monetary a mounts in these financial statements are rounded to the nearest £.
## **1.2 Going concern**
At the time of approving the financial statements, the trustees have a reasonable expectation that the church has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis of accounting in preparing the financial statements.
## **1.3 Charitable funds**
Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives.
Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.
## **1.4 Income**
Income is recognised when the church is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the church has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.
Legacies are recognised on receipt or otherwise if the church has been notified of an impending distribution, the amount is known, and receipt is expected. If the amount is not known, the legacy is treated as a contingent asset.
## **1.5 Expenditure**
Resources expended are included in the Statement of Financial Activities on a payments basis and are allocated to the particular activity where the cost relates directly to that activity.

## **1.6 Cash and cash equivalents**
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities.
## _**Basic financial assets**_
Basic financial assets, which include debtors and cash and bank balances, are initially measured at transaction price including transaction costs and are subsequently carried at amortised cost using the effective interest method unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are not amortised.
## _**Basic financial liabilities**_
Basic financial liabilities, including creditors and bank loans are initially recognised at transaction price unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future p aymen ts discounted at a market rate of interest. Financial liabilities classified as payable within one year are not amortised.
Debt instruments are subsequently carried at amortised cost, using the effective interest rate method.
Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially at transaction price and subsequently measured at amortised cost using the effective interest method.
## _**Derecognition of financial liabilities**_
Financial liabilities are derecognised when the church ’s contractual obligations expire or are discharged or cancelled.
## **1.7 Employee benefits**
The cost of any unused holiday entitlement is recognised in the period in which the employee’s services are received.
Termination benefits are recognised immediately as an expense when the church is demonstrably committed to terminate the employment of an employee or to provide termination benefits.
## **1.8 Retirement benefits**
Payments to defined contribution retirement benefit schemes are charged as an expense as they fall due.
## **2 Critical accounting estimates and judgements**
In the application of the church’s accounting policies, the trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.

## **7 Trustees**
During the year under review Rev Sue Woodley received remuneration of £26,616 (2020 - £25,348) for her ministerial role within the church. Additionally the following connected persons were remunerated for their roles within the church J. Chad £1,373 (2020 - £675), S. Chad £2,506 (2020 - £2,371) and S. Woodley £22,410 (2020 - £20,200).
