The primary objective of St. Peterfs PCC is the promotion of the Gospel of our Lord Jesus Christ according to
the dortrines and pracbces of the Churth of England. The PCC has the responsibility of co-operatlng wlth the
Team Rector and the Team Wicar in promotin9 in the ecdegastical parish, the whole mlssion of the Church.

The Revd. Stephen Need Is commltted to lead the PCC In enabling as many people as posslble to worship at
our churches. The PCC maintains an oveNiew of worship throughout the parish and makes suggestr'ons on
how our services can Involve the many groups that live within our parish. The PCC oversees the commfcrnent
of our churches to the furthera￿￿ of Missi￿. (￿r services and worship put faith Into practi￿ through prnyer
and scripture, music and satrament.
When planftlng our activities for the year, the Team Rector and the PCC will conslder the Commlsslon's

To contonue to encourage the various groups who meet regularly throughout the year for study, discussion
and prayer, as well as recreational acti¥tti"es whlch help to build up the life of the churdi and Its members.
These comprise House Groups, Healing Prayer Group, Triplet Prayer Groups. Befrienders Group, St
Michad's Weekly Prayer Group, Lunch aub, the 3rd Bexhill Scout Group, Monday After School Children's
Club; to support the Bexhill Youth Projett. these besde the Cornm￿ed groups who asslst weekly wlth the
ser¥lces gjch as the servers. bell ringers and thoir.
To respond to the Bexhlll Town Revlew as completed by the Arthdeacon of Hastings.
To strengthen our outreach to children and y¢￿9 k)eople by havlng dose tles wlth our local sthools.
4. To gNe grants for the ￿lie1 and support of the vulnerable, ￿ck and needy both at home and abroad and
in the promotK*rt of Charl￿eS thosen by the FCC and In respoTrJing to emeryency disasters.
5. To maintain the fabric of our churches (their upkeep Is ongoln9) and to raise suffi￿nt fundlng to complete
the work required by the quinquennial inspeth"ons.
6. The PCC Is grateful to all the volunteers who give of their time to maintaln the Ilfe of thls parish and
specially to our parish and distrirt thurchwardens, retired clergy, Lay Readers, Eucharistlc mlnlsters,
Pastoral visitors, choristers and mLb5icians, servers. stewards, t￿aSU￿rS, secretarie5 and committee
members, church watchers, flower arrangers, bell ringets. sewing guild, deaners, the coffee helpers,
gardeners. The list seems endless and ￿ is Impossible to put a financial value to the hours dedicated to
the life of this parish, wlthout which the parish would be very much the poorer. Thanks go to our dedicated
staff who keep the show on the road,. Cwoline in the Pari%h Offlce, and, at St Peterfs, Mark the Director
of Music and Helen our veryer.
The DCC of each ¢hurch decides Its own pollcy making grants and donabons in addltlon to the separate
appeals and the missionary secretarie5' collection boxes SUPPOrtet1 by thurch members.

Achl¢vements and perform•nc•
Church Attendance
299 parfshioner5 were recorded on the Parfjsh Electoral Roll 1214 at St. Peter's and 85 St. Michael's) at the
APCM tteld In 2023. The average number of people at Sunday services at st Peterfs was 131 adults and 18
nder 16, and at St Michael's the average Sunday servlces was 32 wth 4 young thildren. These figures rellect
that some people still had not returneil after the Coronavirus Pandemit.
Revlew of the y￿r
The PCC have met gx b.mes and helt1 the APCM during the year. The main thrust of the PCC'S thoughts
throughout the year has been the Parish re-organisation. Thls has been enabled by the appointment of
Rev. Carol Cockcroft to the post of Team Vicar (House for Duty) at St Michael's on 27 April 2023. The word
-Team' wlll no longer be used as the two congregations wlll be one parish. In time. the DCCS wlll be dlsbande
and the accounts will be managed within an overarchin9 finanaal system for the parish, wlth each church
havlng a branch account. At the time of the 2024 APCM confirmation from the Diocese has yet to be granted.
During thès time, group services have taken place at St Peter's, St Michael's and TfG.
At beglnnlng of the 2023 Fr Stephen was asked to Inltlate a Dfjocesan development scheme called 'Great Is thy
Faithfulness,. Members of St Helen's, Ore. joined several members of St Peter's in a study group to see how
the congregatlons could move fornTard. looking at sharin9 faith and to grow In depth and numbers In the
church. This has culminated by offwing dSfferent sort5 of services at diffe￿nt times and locations. This is all
under revlew. An Alpha Course was started at the end of the year. based at st Mlthael's.
Meetlngs and dixussions have taken place between representats'ves frtsm St Peterfs and the Diocesan A(Jvisory
Committee (DAC) to see how St Peterfs church can be rtroryantsed to make better use of the space, especlally
at the back in the North afr￿e. A sub-committee has been set up to tske this forward after consultation with
the congregation.
The PCC has recelved regular reports from the Bexhill Youth Project {BYP) (part funded by the monles from
the sale of St Andrew's). Thos pmject has grown 'like topsy. and is a great benefit to the young people of
Bexhill and surrounds. They have achieved various awards and accomplished soaal and academic skills. The
money from the St Andrevfs Trust ha5 now flnlshed. but the BYP has successfully received various grdnts to
enable to COn￿n￿e the good work.
Rev. Need announced that Zoe Eborn. who will be ordained Deacon at Petertide {22 June 2024), wlll be servlng
her tltle in the Parish.
Bell Rlnger5
Ringing has conunued in 2023. to the some post-CovKI pattern, In that we are able to rfng for all Choral
Eucharistlc Servlces but have insufficient ringers to ring for Evensong. We have, however, been able to ￿n9
for weddings and we rang for the funerals of several parishKJners. We were aLso able to rlng out the Old Year
and to ring Fn the New at midnight on the 31A December.
However, the main extra event of the year was the Coronation of King Charfes 111 and, in common with
churches around the UK, we were able to ring on the day of the coronats.on before the stsrt of the setvice at
Westminster Abbey and, later, a Quarter Peal in celebration.
Quarter Peals were rung on 23 occasions for speclal events in the Irves of our parishioners In¢lu(Jing Golden
Wedding anniversaries, special birthdays, and in Thanksgiving for the lives of three parishloners. In addiuon,
a fvll peal was rung on the second annlversary of the passing of Margaret Pink.
st P¢terfs Cholr
2023 Y4as again a busy time for the choir. In Augus¢ the choir sung for services over a weekend at St Mban's
Cathedral. Ava Stevens and Florence Gaskell obtained their RSCM bronze medals. Phoebe Gaskell was
appolnted Deputy Head Chorister and ImTr3en Venon-Gill was appointed Head Chorister. The cholr was busy
over the Christmas period wlth various carol services. The choir have also led worship at the group Se￿iCe5
at st Michael's an(J TfG. Again thanks must be given to Mark Napier for hts excellent leadership, his time and
encouragement.

The consolidated PCC Total Income was £297k {2022: £228k) mode up of 56% from St. Peterfs DCC, 38%
from St.Mlchael's DCC and 6% from the PCC. Legacies were significantly hlgher than 2022 due to an
exceptionally generous legacy to St Michael's. Collections, Rent receivable and Dividends and interest we
also higher. Gainslllossesl on investments were a gain of £9k 12022.. 1055 of £112k)l.
The consolidatet1 PCC Total Expendlture was £254k (2022: £259kl. Other pn)perty costs were lower due tts
lower maintenance costs for residents.al property, and Major repairs were lower due to the cost of driveway
refurbishment at St.Michael's in 2022. The Diocesan parish share expenditure of £89k was unchanged from
2022 and was the amount pledged in early 2023. but was lower than the Parish Ministry C05t advised by the
Diocese of £IOOk. OLrtward Giving fvnded by collections arml fund raisiTrJ was £18k (2022: £16k).
The Net Income for the year was £52k (2022.. Net Expenditure of £{42k}). At the end of 2023 the Total Fund5
of all types was £904k {2022'. £852k).
Overall, St Peterfs c¢>mrMnts.
St Peter's met the agree(I pledge for 2023 towards the Dh)cesan &Jdget as Its share of Parish Ministsyi paying
£70,910. Every year seems to brlng new challenges and 2023 proved to be no exceptlon. Although both of
the church propertles have new tenants, one required several expensive repalrs uslng up most of the rent
generated from this property. Like all hoL￿eholdS the DCC has irKurred increased ertrergy Costs, although rt
was pleasing to see Signs of these reducing sli9hYy. and the grant to the Parish from the Dlo¢ese deTinltely
helped.
A dlgfital card reader was glven to the thurth by the t)iocese an(1 this has contributed £1,075 toward5 income,
and as far as we can tell this appears to be 'new" money. We were also fortunate in the rtsponse to the Lert
appeal in 2023, with over £6,000 being pledged to support the salary for a new direttor of music. The fund5
ralsed from the 1250 anniversary events have been eam)arked for ￿treach use, and a small amount has
already been used to fund a tn"p to Penhurst for the Alpha group and also for palm crosses and leavers books
for local schools.
There Is a lot to look forward to in 2024 as our new Deacon will be joinTrng us In June, and the new DI￿ttOr of
Muslc In September. 2024 is once again going to be a ohallenging year and there are several projects that are
going to need fundraising and investigation into the poSsi￿Y of extemal funding, all of which takes ￿me as
extemal morw 15 never"easy- to obtaln.
Ov•rall, St Mlchael's commenl
A very generous unre5trirted legacy of £54.285 was receoved during the year trom Lillian Frances A￿strong.
Varfous fundraislng activfjtles were carrled out durfjng the year, such as foijr jumble sales, a Mlchaelmas Fair
and a three and a half day Christmas Tr￿ Fests"val. Tr amount raised by the Christmas Tree Festival was
hlgher than the previous year, and tt* income from ￿￿kir glvlng and from colkcuons were also higher.
The pledge of Diocesan parish Sha￿ for St Mithad's was set as £18.OIJO at the start of 2023 and thls was pald
in fvll during the year. Thls pledge was less than the Parish Ministry C05t advised by the dlocese. whith was
£25,171 for St.Mlchael's.
As well as the activibes of the OCC, the acc￿nts for St Michael's also Include a5SOCiated groLrps, belng the
Communoty Centre. Lunch Club and Aower Gulld.
Reserves Pollcy
The free re5erve5 total £93,674 made up as folksws:
and £6.737 on the PCC General fund.
St. Peters - £23,580: St. Michael's - £63,357
2. The Is to have enough reserves to cover at beast six months running expenses to prevent disruptson
to the servkes we provide.
3. St Peter's has 2.2 months of cover. St Michael's has 21.7 months of cover, due largely to ￿ceipt of a
generous legacy during the year whKh is nwther restrirted nor ￿e￿gnated. Both have extra backup
funds held in designated fund5 which can be re-allocated.
4. It 15 the PCC'5 policy to Invest temporarlly surplus general hjnds wbth the CBF Church of England
Investment and Deposlt Funds.

for expenditure for partlcular purposes, defined by the donor or helt1 by groups for speciftc purposes.
We aim to expend such money as soon as p055ible, depending on the specific nature of the speciflc
objects. At 31 Decernber 2023 the bala￿e of these restncted funds amounted to £376.574.

church who are elected at the Annual Parochlal Churth Meeting (APCM). membe￿ are wam)ly encouraged to
stand for election to the PCC.
The PCC is reS￿nSIble for a wide range of matters affeth.ng the parish, indudirwj compliance with health and
safety and disability legislation and safeguarding. In their capacity as trustees, members of the PCC are
responsible for the stewardship of funds and for the appropriate accounting and reporting of the parish
finances.
At the first meets.ng held after the APCM the new members are we1CM￿ and the PCC Secretary and Treasurer
are elected.

Standlng Committee
This is the only committee ￿qUIred by Law. It has the power to transact the buslness of the PCC between Its
meetlngs, subject to any directions given by the full PCC. It did not meet during 2023.
Dlstrfct Churth Commtttees {DCC)
The iwo churche5 elert their own ￿C.S, which are represented on the Ffc and each DCC has the power to
tran&irt the business of its own Church.
Other Commlttees are set up from bme to time for the purpose of advlslng the PCC, with no execuuve power
unless expressly given for a parbcular purpose.
Rlsk Assesgrnent
The PCC has an ongolng task of ￿vIewIng the Major risks which impact on the WO￿ of the Churches In the
parish. The usual PAT testing and fire extinguisher checks have been carried out.

Reporting Standard applitable in the UK and Republic of Ireland {FRS 102) (effective January 20151,, Financlal

Charities Act 2011 and the Church Accountlng Regulations 2006.
The financial statements have been prepared under the historical cost conventlon wlth the exceptlon of
Investments whlch are Includet1 at market valve, as modified by the revaluation of certaln assets.
There are no materlal uncertalntles about the PCCS a￿lIty to contlnue. and so the accounts have been prepared
on a golng concern bays.

The PCC has taken advantage of the following dbsclosure exemption In prepartng these financial ststements, as
permltted by FRS 102 The Financial Repot￿n9 Standard applicable In the UK and Republlc of Ireland,:

Government grants are recognlsed when the PCC be(Orr￿ uncondltlonally entitled to the grant.
For legacles, en￿tlement Is when probate Is granted. the amount known, there are suffident funds avallable for
d15trlbutlon or when a distribution Is recelved and the amount can be measU￿d ￿lIably.
Expendlture

pcc to that expendlture, It Is probable that a transfer of economic benefits wlll be reqUI￿d in setuement and the

Thls was set up as the 1250 comrnlitee wanted to be able to Identlfy how much was ralsed from 1250 events
and for the DCC to have an dernent of discretion as to how It was used, the current thlnklng Is that It should all
be transferred to the Out￿aCh fvnd rather than bebng used for the runnin9 of the church, no speclfic purpose
for the hjnd ralslng was advertised for the events. It was ag￿e to transfer the balance at l January 2023 to
the Olrtreach designated furKI.

Thls legacy was left to St. Andrew's DCC for vestments. equlpment or furnlture dedltated to the memory
of Mrs A9nes Ada Armstrong. Following St. Andrew's dosure thi5 has been transferred to the PCC Central
Fund to be used for equipment or furniture to whth these funds could properly be used.

A donation was given during 2023 for the purposes of KC development.

Details of endowment funds are as follows:

The Investments are held In trust In the name of Sussex Churth Lands Chadty and the Income only Is to
be used for the general purposes of St. Peter's church. The fvnd consists of 2,387.90 shares In the
Investment Fund of the Cèntral Board of Flnance of the Church of England. The shares are held by the
Official Custodlan for Charitles.
The expendable endowment fund was created In 1964 when donations were invltetl to create a fvnd to
supplement st Andrew's church's Income. Be￿een 1964 and 1973 money raised enabled the purchase of
6.423 sha￿5 In the Jnvestment Fund of the Central Board of Finance of the Church of England at a total cost
of £5.500. Most of the income derived from the holdings has been acojmulated within a deposlt account with
the Central Board ol Finance together wlth Fntwest on the deposlt account. As the fund was created to
supplement St Andrew's thufch's income the Endowment Fund (Income) can be applled as the church see5 fit
and transfers made accort1ingly. DL*dng 1998, 5,734.80 shares were sold In order to provlde cash to purchase
a flat for the prfest In charge. St. Andrew's Church closed during 2012 and the fund was transferred to St.
Petels PCC and Is now represented by 688.20 shares in the Investment Fund of the Central Board of Flnance
and the Leasehold Property known as Nat 4, Calvertey Court. 10112 Collington Avenue.
