The trustees present their report with the financial statements of the charity for the year ended 31 December 2022. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
This Elders' Report sets out the Objectives, Vision, Mission, and the main activities of Redland Park United Reformed Church during the reporting year.

OBJECTIVES AND ACTIVITIES Vision and Mission
1. Objectives
We are a community of people worshipping in Redland Park URC, Redland Park, Bristol, BS6 6SA, who believe in God: Father, Son and Holy Spirit, as revealed in the Bible, and who accept Jesus as their Lord and Saviour.
Church Elders and Membership approved the following Vision and Mission in 2014 for Redland Park United Reformed Church:
Trusting in God, with Jesus at the centre of our lives, and taking our lead from the Holy Spirit, the congregation and members of Redland Park URC seek to serve our local community and the wider world by being: multi-cultural; caring; and mission-focused disciples of Jesus.
We will continue to:
welcome all, being inclusive of age, disability, ethnicity or sexual orientation; harness our skills to spread the Good News of Jesus Christ; support, nourish and encourage each other to grow in the Spirit; and
tend God's creation
so that

2. Elders and Church Meetings
The Members of Church make all key decisions through Church Meeting and elect the Elders' Meeting. All full Members of Church (64 as at 31 December 22) are eligible to become an Elder at the elections held every two years.
The Elders' Meeting is currently made up of eight elected Members, the Minister, Church Secretary, and the Church Treasurer who is co-opted. Elders are elected for an initial 4 year term, at the end of which they can either opt to serve for an additional 2 years or retire as an Elder. All retiring Elders must be off the Elders' Meeting for at least 1 year prior to being re-elected.
In addition there are a number of sub committees, which are made up of Elders, Members and adherents to the church as appropriate, which meet to discuss specific areas of responsibility (e.g. Finance, Property Maintenance and Church in Society). These groups report to the Elders' Meeting on a regular basis, and where appropriate, items are taken to the Church Meeting for discussion or approval.
During 2022 the Church Members met 5 times. The Elders met 10 times in the same period. The Members of the Elders' Meeting as at 21 December 2022 were:

OBJECTIVES AND ACTIVITIES Reports Minister's Report - The Reverend Dougie Burnett
Although the year began with a new wave of omicron, that latest Covid variant, 2022 was the year when we started to emerge from the global pandemic. It was good to see some familiar faces re-emerge in the course of the year.
St. John's School was finally able to start coming to Redland Park once again for its events and services. Our joint services with the Bristol Korean Church were also able to be very much physically present in church. Through the past year we have continued to livestream our services. Three years ago we had not even heard of Zoom. Now it is a staple of our church life and will likely be so into the future. There are those who join us online from other parts of the country and who are now regulars. For some of our members here in Bristol, Zoom gives them access when otherwise they might not be able to join us in person.
We continue to have a healthy number of families. However, reflecting a national trend for all churches, numbers engaging on a Sunday morning are not yet back to pre-pandemic levels. We continue to reach out to all members, friends and families as we look towards the future. We do so with confidence and hope.
One particular area that holds great promise for the future at that of our partnership with the PCK in Seoul, South Korea. This has emerged during the past 4 years, since our visit to Seoul in 2019.
The URC and PCK have a common inheritance in the shape of the Reverend James Scarth Gale, the great scholar missionary to Korea from the 1870s to 1920s. Retiring to Bath in 1927 he became a serving elder in the Bristol Presbytery of the Presbyterian Church of England. Gale was a pioneer minister and missionary, with a real understanding of intercultural relationships. His inspiration is relevant to the missionary contexts that South Korea and the UK now find themselves in, as we all face the challenges of an increasingly secular society. In October 2022 we received visitors from the Seoul Presbytery of the PCK to sign a Statement of Intent towards the formation of what will be known as The Gale Project. We hope that this will start with the appointment of a new PCK minister from Seoul, to work with the BKC at Redland Park. From this there are real hopes of ordinands and ministers coming across on placement from South Korea.
As we move into the new year there is much to give thanks for and to look forward to, even as we still emerge from the impact of the Covid pandemic.
Church Secretary's Report - Les Fry
In so many ways 2022 has been a joyous year for Redland Park- in particular as the end of Covid restrictions has enabled us to meet in person once more. I had certainly underestimated the amount of "Church" that gets done around the Sunday morning coffee trolley, with friends, members and newcomers gathering together to share happiness's, difficulties, new Christian learning in sincere fellowship.
In gaining the best of both worlds, the Redland Park 'Techi' [IT Technology] team has ensured that the Zoom outreach has been maintained so that home, hospital bound and travelling adherents and worshippers can continue to be part of our Church family. In addition at a time when pulpit supply presents Churches with fresh challenges, other congregations have been consistently enabled to log into our Sunday Worship and then do their Coffee Trolley Church independently.
Who would ever have imagined that an Evangelist in 2022 could present as an IT technician!

OBJECTIVES AND ACTIVITIES
The time of Covid lockdown also represented a special Junior Church phase. We felt a genuine sense of privilege to be invited into family homes, to observe the young people finding texts in their own Bibles and to share precious things from their own lives which would never be brought into Church. The younger group demanded extensive creative planning from leaders and then practical management from families as they gathered resources together and made the activity work- we give thanks for that partnership. We are blessed with a group of committed leaders who rota their time, alongside supportive members to provide learning opportunities whose imaginative representations are a regular delight to the rest of the Sunday congregation.
Up to 15 older young people guided the leaders through some of Zoom's intricacies as we all gained new insights into the Bible and into on-line etiquette! The return to normal Sunday activities results in sporting, drama and musical opportunities clashing with Church worship. We have sought alternative time slots and ways of meeting as a Christian community, but, so far, unsuccessfully. However, we are very aware that these young people will never let us down when their gifts and energies are called upon to enrich special worship or social events. We continue to hold each of these in our hearts and prayers as we observe their physical and spiritual growth. We look forward to their continuing participation in our Church life, confident that God's plan for their lives will include Redland Park participation. Again we are blessed with a committed group of leaders who faithfully prepare and express their own convictions as part of their own Christian vocation.
Christmas 2022 was a glorious opportunity to experience the collective celebration of the birth of Jesus in our own sanctuary. The Junior Church led the way with their own, family inspired interpretations of the Christmas Story. That mood was especially and joyously extended into the Crib Service where young and old once more shared the story in an intentionally uninhibited way. The Carol Service was more sombre but in the dark, late afternoon, we were able to sense the real significance and blessing of the Light of the World overcoming the darkness.
It was, as always, a privilege to share Harvest and Christmas with the Bristol Korean Church who themselves have enjoyed a rich 2022 particularly with the consecration of the grave of Gale at Lansdown. We look forward to a transitional year for the BKC in 2023 as they strive to be an independent URC in the South West Province with their own Minister.
It is wonderful that the South West Province is opening the BKC as a new URC Church. This has been a challenging year for our Moderator, the Reverend Ruth Whitehead who has now been called to a new role in Pembrokeshire. Her leadership coincided with the tensions of the Scoping Process, as the management of ministry across the South West was reviewed, a very challenging process that caused Redland Park both anxiety and distress, particularly for our Minister, Dougie, and Helena. The congregation's genuine love for this leadership is evident in the compassion poured out to them. Major decisions will be made by Ruth's successor, but as a Church, the process has shown our unity and our determination to develop our own vision and our hopes and needs together. We have been greatly blessed in 2022 by the six new Elders whose commitment to our God and our Church is reflected in our positive, progressive attitude.
In particular, it is appropriate to highlight the 13 years of leadership as Treasurer by John Neugebauer. He has taken on much wider responsibilities within the Church and offered wise counsel to us collectively and individually, and as such, he will be much missed in his retirement. John especially wishes to thank his colleagues on the Finance and Property Committee who have been such a great support to him over this period, and in particular, David and Viv Hayden, Sally and Terry King, and Andrew Sims. However, we are also much blessed by Andrew Hayden's preparedness to take on the role, and lead us through the next exciting phases of our Church life.
Highlighting individuals can be challenging, but it is appropriate to acknowledge other losses from our Church life-the Reverend Dr Mike Peat who has moved from his post of Free Church Chaplain, and those whose contribution to Redland Park will never be forgotten even if they no longer live amongst us- Bryan Jenkins, Teblez Mebrahtu and Janet Stables, all safe now in God's loving arms.
It is vital that we report also on the outreach of Redland Park URC- outreach which continues to grow!
*The Church in Society Group have hosted fayres, quizzes and garden parties to raise funds for Christian Aid, Caring in Bristol and Toilet Twinning. Fundraising now turns to our latest chosen charities- the Vine Trust and the North Bristol Foodbank.

OBJECTIVES AND ACTIVITIES
*Church Members have consistently reached out to the homeless, particularly in providing Wednesday Lunches to the hostel operated by the Bristol Churches' Winter Night Shelter.
- The needs of the wider population at a time of fuel poverty and extreme winter weather led to the growth of our two days per week, Warmshare provision.
*The Climate Justice Group has succeeded in raising the profile of the Christian response to the climate emergency and of our own responsibility to steward God's creation.
Our God reigns!! We have much to celebrate and we are strongly aware of more enormous challenges to come. However, we thank Him for all that is past and trust Him for all that is to come.
Church in Society Report - Carol Fry
This committee helps to bring external issues to the forefront of the Church, organising fundraising for charities and other needs, celebrating Church events and others. For example, we celebrated the Jubilee of Queen Elizabeth II by planting a Rowan Tree and dedicating this on Sunday 5 June, followed by tea and cakes, and celebrated the 50th anniversary of the URC by planting an Amelanchier Tree and dedicating this on Sunday 9 October, also with refreshments afterwards.
A Traidcraft stall is available most Sundays for members of the congregation to buy fair trade goods with business increasing with the use of card payments.
A garden party was held at the home of Jane and Richard Pedlar to raise funds for the Church Charities.
Two charities are always supported by the Church, one overseas and one local. For 2019-2021 these were Toilet Twinning, for which £780 was raised which will pay for 13 toilets, and Caring in Bristol, for which £748 was raised. For 2022-2024, members chose two new charities and our overseas charity is The Vine Trust, and North Bristol and South Gloucester Food Bank is our local charity. Funds have been raised by our usual Christian Aid Fair in May, followed by a Big Brekkie the following morning before the Church service, and a Book Sale in September. After the restrictions of the pandemic, Christian Aid envelopes are now delivery only, rather than delivery with a later collection.
Other funds from Church collections or events have also been given to Inhope Night Shelter £987.00, Commitment for Life £420.00, Broad Plain Boys Club £1,066.31, Christian Aid £100.00 (for quizzes) and the Tyndale Circle (for dementia sufferers) £106.28, all of which was a fantastic fundraising success during restrictions because of the pandemic.
A day of worship and workshops for Greening the Church was led by the Reverend Rosalind Selby in March, and a new group, the Climate Justice Group, was set up in the Church to advise everyone on reducing their carbon footprint.
Other events in the Church include our Lent Conversations - four talks on various topics of interest, the World Day of Prayer, and a Songs of Praise Service including every United Reformed Church in the Greater Bristol District, in celebration of the URC's 50th anniversary.
Safeguarding - Jane Rogers- Redland Park Church Safeguarding Coordinator
Redland Park URC is a signatory to the South West Synod Policy to provide a safe place of worship and community to all, and especially those who may otherwise be vulnerable, such as young people and vulnerable adults. Redland Park's safeguarding policy was last reviewed on 6 January 2021. Elders need to be familiar with the URC policy on the Safer Election of Elders.
The safeguarding policy is displayed in the front vestibule and back vestibule of the church and on the Church website
Those in positions of leadership of young people are checked for DBS certification, and undergo training in their roles. The Church Safeguarding Coordinator (Jane Rogers) oversees the implementation of Safeguarding Policy and co-ordination of training which is available to Elders and leaders in the Junior Church.

Grantmaking
Operating as a church or Christian charity, we come across many projects and work programmes that are worthy of the Kingdom of God and worthy of our support.
FINANCIAL REVIEW
Investment policy and objectives
Investments are stated at their market value at 31 December 2022.
The ethical policy of Redland Park Church in respect of its investments is fully in line with that of the United Reformed Church and our current portfolio meets their criteria.
Reserves policy
The Church's preferred policy on spending on property and maintenance is to use current year income, without access to reserves. However, where additional spending on property and maintenance is required, use of reserves is considered a legitimate source for reinvesting Church reserves.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.
The governing document trusts were distilled from the United Reformed Church Acts of Parliament (1972 and 1982) and the Scheme of Union (1972).
Recruitment and appointment of new trustees
Trustees are appointed in accordance with the Governing Document and Charitable Objects. Trustees of the Charity are appointed at the Church Meeting. The Elders Committee meets monthly.
There are sub-committees set up to manage specific areas of the charity, which are made up of Elders, Members and adherents to the church as appropriate, which meet to discuss specific areas of responsibility (e.g. Finance, Property Maintenance and Church in Society). These groups report to the Elders' Meeting on a regular basis, and where appropriate, items are taken to the Church Meeting for discussion or approval.
The trustees of the charity shall appoint a new Church Secretary and Treasurer if required and any other key personnel. If appointed they may also be removed by them.

Induction and training of new trustees
Most trustees are already familiar with the practical work of the charity often having utilised some of the services or having been involved with the delivery via the church meetings.
Additionally, new trustees are encouraged to familiarise themselves with the charity and the context within which it operates. The specific focus being on:

The main documents which set out the operational framework for the charity including the Governing document and Charitable objects.
Resourcing and the current financial position as set out in the latest published accounts.
Future plans and objectives.
Various Charity Commission publications signposted through the Commission’s guide (the Essential Trustee).
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

I report to the charity trustees on my examination of the accounts of Redland Park United Reformed Church (the Trust) for the year ended 31 December 2022.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets.
Financial reporting standard 102 - reduced disclosure exemptions
The charity has taken advantage of the following disclosure exemptions in preparing these financial statements, as permitted by FRS 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland':
- the requirements of Section 7 Statement of Cash Flows.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Equipment - 20% on reducing balance Motor vehicles - 33% on reducing balance
Church Buildings
The church buildings, fixtures and fittings, including the organ, are not capitalised in the accounts as under the trust document of the URC the beneficial ownership of these remains with the Synod. Redland Park is required under the terms of this document to maintain the buildings and such expenditure is reflected within the accounts.
The church and adjoining premises of No 1 Redland Park, a former house now used as church rooms and flats, are insured as one for £6,926,364 (including fixtures, fitting and the organ). The reinstatement value of the buildings is as recommended by the Congregational Insurance.
The Club Rooms, Hurle Road are insured for their reinstatement value recommended by Congregational Insurance of £369,735.
The Manse is insured at an estimate of its historical value of £369,873.

1. ACCOUNTING POLICIES - continued
Tangible fixed assets
Individual items of equipment purchased by the church, which are not considered to be part of the buildings, are capitalised at their cost net of any grants received for the purchase of the asset and depreciation over the expected life of the asset. Depreciation is included in the Statement of Financial Activities as Cost of Church Activities.
Individual items of equipment with a purchase price of £10,000 or less are written off in the period the asset is acquired.
Motor Vehicles
The Minister's car is capitalised at the cash value which was paid, net of any capital contribution made by the Minister.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Pension costs and other post-retirement benefits
The charity operates a defined contribution pension scheme. Contributions payable to the charity's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
2. DONATIONS AND LEGACIES

Appendix – Photographs and Memories from 2022
We celebrated the Jubilee of Queen Elizabeth II by planting a Rowan Tree and dedicating this on Sunday 5 June, followed by tea and cakes, and celebrated the 50[th] anniversary of the URC by planting an Amelanchier Tree and dedicating this on Sunday 9 October
