## **ALL SAINTS’ CHURCH SPRINGFIELD** 

“A friendly, welcoming church for everyone in the heart of the community” 

## **1. Introduction** 

The Parochial Church Council of The Ecclesiastical Parish of Springfield, Diocese of Chelmsford, referred hereafter as All Saints’ Springfield is a corporate body established by the Church of England and registered with the Charity Commissioners, (Charity Registration Number: 1131427). The registered address is All Saints’ Church, Springfield, Springfield Green, Chelmsford, Essex, CM1 7HS.  The address for correspondence is 4 Old School Field, Chelmsford, Essex, CM1 7HU 

The Parochial Church Council (PCC) has the responsibility of co-operating with the Rector to promote, in the ecclesiastical parish of All Saints’ Springfield, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.  It also has maintenance responsibilities for the AllSaints’ Church Centre buildings, part of the Burial Ground in Trinity Road, a Freehold property at 60 Chichester Drive and the internal decoration of the Rectory. 

## **2. Objectives** 

The PCC is committed to enabling as many people as possible to become part of the parish community at All Saints’ and to worship at All Saints’ church.  The PCC maintains an overview of worship and makes suggestions on how work in God’s mission can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. 

When planning our activities for the year, the incumbent and the PCC have considered the Commission’s guidance on public benefit and the specific guidance on charities for the advancement of religion. We try to enable ordinary people to live out their faith through developing their knowledge and trust in Jesus; caring for other people; helping people who are in need; and actively serving the community. 

We make provision for pastoral care to people living in the parish, those on the Church Electoral Roll outside the parish, and conduct mission work in the local community. In support of this we make extensive use of our church and church centre and maintain the buildings. 

## **3. Parochial Parish Council** 

## **3.1. Membership** 

Members of the PCC are either ex officio (e.g., clergy, readers, churchwardens or synod members), representatives of the laity elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules, or people co-opted by the PCC for special reasons.

## **3.2 PCC Officers**

## **3.3 Independent Examiner** 

Pauline Montague has been appointed to conduct an independent examination of the accounts and accounting records. 

## **3.4 Committees** 

The PCC operates through a number of committees that meet between full meetings of the PCC so that members of the congregation with particular interest or expertise might have an opportunity to contribute to a broadened discussion and decisions. 

## **3.4.1 Standing Committee** 

This is the only committee required by law.  It has power to transact business of the PCC between its meetings, subject to any directions given by the Council. The members of the Committee are the Rector, Churchwardens, PCC Secretary, Treasurer, and Chair of the Finance Committee.

## **3.4.2 Finance Committee** 

Oversees the general financial dimension of the work of All Saints' by monitoring income and expenditure, budgeting, and coordinating Christian Stewardship of money through planned giving. It met three times during the year. 

## **3.4.3 Fabric Committee** 

Attends to matters relating to the stewardship of the church buildings and fabric, the churchyards, the Rectory and the house at 60 Chichester Drive, currently rented out. It met three times during the year. 

## **3.4.4 Social Committee** 

- Normally co-ordinates our catering and social activities and events but, due to the ongoing COVID pandemic, no events have taken place and the committee has not met. 

## 4 **Church Attendance** 

During 2021 the coronavirus pandemic continued to impact on our pattern of worship.  In the early weeks of 2021 church services continued to be delivered remotely through weekly prerecorded on-line services and interactive services via ZOOM.  From April onwards the church building was open for individual private prayer and attendance in church for services in line with Church of England guidance and as agreed by the PCC. 

At the beginning of 2021, electoral roll membership was 185 (2020:187).  The number of worshippers in attendance (in church or having viewed on-line) at Sunday services averaged out at 97 (2020:124) adults and 18 (2020:18) Children (under years 16) each week during the year. 6 adults (2020:25) and 0 (2020:18) children attended midweek services when they could be held.  43 adults and 2 children attended church in person on Easter Day, with 30 adults and 20 children attending the Sunday Special Easter Day service on ZOOM.  It is also estimated that some 44 (2020:139) worshippers viewed the on-line service on Easter Day.  78 (2020:66) children under 16 and 78 (2020:72) adults visited the outdoor Crib on Christmas Eve, with 31 adults and 7 children attending a service in church on Christmas Day and 12 (2020:22) children and 20 (2020:46) adults joining the Christmas Special ZOOM service on Christmas Day.  11 (2020:3) infants and children and 0 (2020:0) adults were baptised in 2021. 4 (2020:1) couple were married, with other booked weddings being postponed.  4 (2020:1) funeral services were held in church. A further 18 (2020:18) funeral services were conducted at the crematorium on behalf of the parish of All Saints’ Springfield during the year. 

## **5 Review of the year 2021** 

## **5.1 Proceedings of the PCC.** 

The full PCC met six times during the year, it numbered 17 members reducing to 16 members in March 2021. An average attendance of 14 members at meetings was achieved. During 2021 meetings were held on ZOOM. 

The PCC and its committees met regularly to debate and agree actions concerning the worship and pastoral activities of the church.

During the year, the work of the PCC included: - 

- ➢ Discussed and approved changes to service timings and location in accordance with COVID regulations, church guidance and local risk assessment, 

- ➢ Approved the 2020 Accounts, Trustees Annual Report, and other reports for the APCM. 

- ➢ Organ Fix- approved funding for organ refurbishment. 

- ➢ Approved the repair works required on the drains and the hall floor. 

- ➢ Discussed ideas and options for moving forward to support delegates attending NCMMP workshop. 

- ➢ Eco-church- achieved Bronze Eco-church award. 

- ➢ Approved financial budget for 2022. 

## **5.2 Church Activities during the year** 

## **5.2.1 Worship and Prayer** 

- ➢ We are keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling.  During the early weeks of 2021, services continued to be delivered remotely until April when services resumed in church, as allowed under pandemic restrictions.  Weekly morning services were held in church on Sundays and Wednesdays alongside the pre-recorded on-line services and weekly interactive ZOOM services.  The Orders of Service are shared on the All-Saints’ Springfield Facebook group and on the Church Website. 

- ➢ The church was open for personal prayer. 

- ➢ There has been a huge desire to keep the Church community connected to one another during this challenging time. A lot of people have enjoyed the recorded online worship available through YouTube and the Sunday Special interactive services via Zoom.  Sincere appreciation has been expressed for all that the Ministry Team and others did and continue to do to keep services and communications going. 

- ➢ Baptisms are usually held monthly in the afternoon to accommodate family groups and at other times when appropriate. Despite the restrictions 11 (2020:3) Baptism services were held during the year and we welcomed families at our interactive Sunday Special ZOOM services. 

- ➢ Every Wednesday morning during term time, Children in Church provides a valuable opportunity to welcome pre-school children and their carers into the safe and friendly environment of the church, to play and to enjoy a range of other activities, and to join in a short child-friendly service if they wish.  Children in Church recommenced initially with on-line activities delivered via Facebook and started to meet again in person in September 2021.  Numbers attending are rebuilding after the closure, with an average of 8 (2020:17) adults and 8 (2020:18) children now attending in church when possible. 

- ➢ The Sunday Special worship service continued in a virtual form using ZOOM until July. During the summer and early autumn outdoor services were held in the churchyard and then they resumed meeting in the hall. With a good attendance of young families and children this continues to be a significant mission activity in the Parish with many regular attendees.  An average of 24 (2020:24) adults and 15 (2020:17) children attend these services.  The service is designed with children and adults in mind and takes place every Sunday, usually in parallel with the traditional church service at 10.30am.  Sunday Special Eucharist is offered during the third Sunday worship.  The

links with the rest of the congregation have developed during the year with more members of the ‘traditional’ church choosing to join the interactive Sunday Special ZOOM service. 

- ➢ Uniformed youth organisations-the Boys Brigade, Brownies and Guides attend church parade services.  Unfortunately, church parade services were not possible in 2021 due to COVID restrictions. 

## **5.2.2 Music and Mission** 

- ➢ The Choir leads the singing at 10.30 am Sunday Services in the church, and also sings for special occasions and for weddings and funerals. 

- ➢ The Choir and Music Director continued to support worship during 2021, singing ‘live’ in church for services and rehearsals when permitted.   Recordings of the choir and organ music were used in the on-line services. 

- ➢ At the beginning of 2021, the choir rehearsed online and recorded their parts remotely for mixing the individual part recordings together so that the choir could continue to support worship.  The choir now has quite a repertoire of hymn and anthem recordings, allowing use of recordings at services and funerals. 

- ➢ From April 2021 a small choir was permitted to sing at Sunday morning services and the choir held a few evening rehearsals in the church grounds, with a gradual return to rehearsing and singing in church with a full choir in July/August. 

- ➢ The organ refurbishment phases 1 and 2 were completed by November 2021 allowing use of the newly restored organ at church services over Christmas. 

- ➢ Members of the All-Saints’ Band supported worship with live music in the streamed Sunday Special services on ZOOM, for outdoor services, and at services in the church hall when permitted. 

- ➢ In December choir members and the All-Saints’ Band sang carols at The Tulip, a local pub. 

## **5.2.3 Pastoral Care** 

- ➢ The church organisations provide support for anyone seeking help. These activities include practical befriending, follow-up pastoral care visits of the bereaved and personal prayer support provided by the clergy and our Prayer Ministry Team.  This support has continued to be provided as best as possible during the pandemic. 

- ➢ The Church Centre has been used when COVID restrictions allowed by the PreSchool, providing early years schooling to children from the local community. 

- ➢ The Lunch Club provides elderly people with a monthly opportunity for fellowship and friendship while sharing a meal.  In addition, ‘Cuppa & Chat’ and ‘Chat & Do’ groups provided a regular opportunity for people of the Parish to meet for fellowship.  During 2021 it has not been possible to continue with The Lunch Club, ‘Cuppa and Chat’ or ‘Chat and Do’ in a physical sense.  The network of support, provided to our vulnerable, especially elderly people, has moved to a network of phone calls a friendly chat and keeping them in touch with the wider community, along with offers of practical help to anyone who needs it in the community.  Copies of the weekly sheet and ‘In Touch’ magazine were delivered to those shielding or housebound. 

- ➢ Women’s Fellowship resumed meeting in person again in September 2021. 

- ➢ The church support services at Lyons Court and The Lawns Nursing Home within the COVID restrictions.

## **5.2.4 Mission and Evangelism** 

- ➢ Helping those in need is a demonstration of our faith. The church has continued to support the Chelmsford Foodbank and Christian Aid with encouragement to the congregation to donate on-line. 

- ➢ The church again supported the Angel Tree project and people donated money to purchase gifts given, through the Prison Fellowship, to the children of fathers in the local prison. 

- ➢ Our parish magazine “in touch” provides news of our activities and articles that help develop our knowledge and trust in Jesus.  This is available in a printed format and via the website. Our website also provides comprehensive information about our church, our faith, our services and activities, the latest news and calendar of what’s happening, how people can be married or bring their children for baptism here, and how to find us and contact us. 

- ➢ Three House-Groups provide opportunities for members to meet, study and discuss the Bible and its application to everyday life.  During the pandemic, when possible, some House Groups have met virtually. 

## **5.2.5 Work with Children** 

Work with Children at All Saints continued as allowed within COVID restrictions during 2021 with: - 

- ➢ Children in Church (see 5.2.1 above) which continues to provide a valuable opportunity to welcome pre-school children. 

- ➢ Sunday Special, (see 5.2.1 above) which has an active and enthusiastic attendance on Sundays and is developing new leadership among the parents. 

- ➢ Boys Brigade comprising Anchor, Junior, Company and Senior sections.  The Rector is chaplain to the Company. 

- ➢ Rainbows, Brownies and Guides meeting when allowed in the Church Centre. 

## **5.2.6 Church and Church Centre** 

Subject to the prevailing COVID restrictions: 

- ➢ The church is open for private worship and services. 

- ➢ The Church Centre is well maintained with accessible rooms and available to be used by all Parish Organisations, as well as being used by some Community-based organisations and Charities.  It is available for use by private individuals for birthday parties and other events. 

- ➢ The church is available for weddings throughout the year.  The families appreciate the music provided by the organist and choir and ringing of the bells. 

## **5.2.7 Church Relationships** 

- ➢ The Rector and two members of the PCC are on Deanery Synod.  This provides the PCC with an important link between the parish and the wider structures of the Church of England.  One member of the PCC was on Diocesan synod until June 2021, along with the Rector who remains on Diocesan synod.  Briefings on the proceedings of the Deanery and Diocesan Synod meetings are provided to the PCC. 

- ➢ The PCC is committed to playing a full part in the North Chelmsford Mission and Ministry Partnership, and helping to develop the collaborative working and mission focus, including the establishment of ministry at St Francis’ Community Church in the Beaulieu development, as it evolves in the coming years.

## **5.2.8 Ecumenical Relationships** 

- ➢ The church is a member of Christians Together in Chelmsford, (previously Churches Together) and regularly participates in the Good Friday Procession of Witness in the High Street.  Christians Together publicise and co-ordinate ecumenical activities across the city, including a regular Breakfast together when allowed. 

## **5.2.9 Parish Organisations** 

- ➢ Apart from the activities in and beyond the parish that have received mention in the preceding sections of this report, much of the church’s activities and mission in the parish is carried out week by week by dedicated people and groups, meeting inperson or remotely as allowed, to pursue a variety of social, educational and recreational activities.  Annual reports of the activities of these groups are presented in a separate report. 

## **5.2.10 Role of Volunteers** 

- ➢ Our Rector (stipendiary) prepares and conducts the services, and was assisted by a Curate (stipendiary) until February 2021.  Four Lay Ministers and three Authorised Local Preacher support services.  Christian disciples, who live out their faith in service of the church and community in this way, lead all the activities (on a voluntary basis) within the church. 

- ➢ Two Churchwardens and the Church Council oversee parish activities, while volunteer workers carry out all Church Centre management and Parish administrative functions. All the activities reported under 5.2.8 are led and supported by volunteers, including the organisation of meetings, booking of speakers, provision of refreshments, etc. 

## **5.3 Financial Highlights of 2021 (** _**in round figures**_ **)** 

## **5.3.1 Giving & Income.** 

- ➢ The coronavirus pandemic again affected our income in 2021 with restricted use of the church buildings for much of the year. 

- ➢ We were very grateful that generally Planned Giving levels were maintained. There are now 73 (2021 83) members in our Planned Giving Scheme. Planned Giving in 2021 contributed almost £71,000 (2020 £72,000), with Gift Aid providing an additional £19,500 (2020 £19,000) of income tax reclaimed from the taxman. 

- ➢ The cash in collection bags provided income of £1,500 this year (2020 £1,600). 

- ➢ The fete, bazaar and other events could not be held again this year, so fundraising brought in £600 (2020 £800). However, donations of £14,000 (2020 £10,000) were received, which compensated greatly for the reductions in church collections and fundraising. Some were given with Gift Aid, which is included in the £19,500 noted above. 

- ➢ As the Church Centre was again largely closed for most users, their donations only generated £3,000 (2020 £4,500). 

- ➢ Weddings and funerals were still affected by the Government COVID pandemic restrictions, but some were held in the church in 2021. The PCC receives no fees for our clergy officiating at services at the crematorium. Fees provided income of £1,841 (2020 £700). 

- ➢ Advertising in the church magazine provided income of £1,200 (2020 £900) with the sales of the magazine more than covering the print costs.

- ➢ The house we own in Chichester Drive provided rental income of £11,000 (2020 £10,800), which represents a good return on the capital tied up in the property. 

- ➢ As the churchyard is closed, maintenance is the responsibility of Chelmsford City Council (CCC). Members of the congregation undertake the day-to-day upkeep and maintenance of the grounds and the PCC is able to apply for a small grant to cover costs. We are grateful for this and thank CCC.  We did not apply in 2021 as the 20/21 grant was paid in 2020. The 21/22 grant has been applied for in 2022. (2020 £979 covering two years.) 

## **5.3.2 What we spent.** 

- ➢ Due to the effects of the pandemic on income, we were unable to pay our parish share in full. We paid £87,000 being 83% of the full amount of £105,042 (2020 £95,624 being 92% of £103,950) 

- ➢ We were still able to pay the usual bills to heat, light and insure the church buildings. Some savings in utility costs were made while the buildings were little used during lockdowns. 

- ➢ From the General Fund we spent £13,500 (2020 £2,000) on repairs and maintenance of the church and church centre, mainly on major drain repairs and refinishing the hall floor, and £800 at Chichester Drive (2020 £600). 

- ➢ From the General Fund we again gave £200 (2020 £200) to the Bishop’s School, and £25 (2020 £25) to the Friends of Chelmsford Cathedral and £14 to The Royal British Legion in lieu of a new poppy wreath. (2020 £325 in total.) 

- ➢ In 2021 we gave our Independent Examiner a thank you gift voucher for £30 in recognition of her undertaking the examination of the 2020 accounts and for the assistance she provided to the Treasurer and PCC throughout 2021, all at no cost. (2020 £30) 

## **5.3.3 Charitable giving** 

- ➢ Our usual level of charitable giving has suffered again this year as most donations are made through collections at services e.g. Remembrance Sunday and at Christmas. In the early part of the year our services were again online or with restricted attendance, and people were encouraged to make their own personal donations. We were able to support the Angel Tree Project, The Church Army, YMCA Essex, Church Mission Society, Embrace the Middle East, A Rocha UK (for Eco Church), Chelmsford CHESS, and the Royal British Legion Poppy Appeal. The total amount donated was £1,130 (2020 £1,196) and some of this was also given with Gift Aid. 

## **5.3.4 And this resulted in…** 

- ➢ Having paid as much of the Parish Share as we could, we ended the year with a small surplus on the General Fund of £1,022. This slightly increases the general fund reserve. (2020, a deficit of £684 decreased the General Fund reserve.) The amount of General Funds in hand is maintained at a level to accommodate cash flow variations during the year.

## **5.3.5 ‘The Great Organ Fix’** 

- ➢ Having obtained a Faculty from the Diocese, work began in 2021 on refurbishing and enhancing the organ. The only additions to the funds were interest of £7 and a grant from the Listed Places of Worship Scheme of £5,592 equivalent to the VAT incurred for the work undertaken. (2020 interest £79). Payments in the year for the first two phases totalled £42,660. Phase 3 should go ahead in 2022. As at 31 December 2021, the remaining Restricted and Designated funds for this work were £24,800. 

## **5.3.6 Church Estate** 

- ➢ During 2019 with the permission from the Charity Commissioners, the assets of the Church Estate (Charity number 227437) were transferred to the PCC. The Church Estate charity was closed in 2020. The PCC now holds this permanent endowment, and will continue to use the income from the transferred assets for the original purpose, which is for the use and repair of the church or the poor of the parish. 

## **6.0 Statutory Accounts** 

- ➢ The Statutory Accounts are an integral part of this report. There is also a summary account available for the church’s General Fund. This includes all the day-to-day activities of the church but does not include the funds the PCC holds that are for a special purpose eg maintenance of the church building, or the organ appeal.

## **PCC FINANCIAL RESPONSIBILITIES** 

The financial statements must be prepared in accordance with the Statement of Recommended Accounting Practice: Accounting and Reporting by Charities [SORP (FRS 102)], UK Accounting Standards and the Charities Act 2011. The requirements include the preparation of financial statements for each financial year consisting of a statement of Financial Activities (SOFA) for the financial year and a Balance Sheet at the financial year end together with explanatory notes.  In preparing these financial statements the PCC must see that:- 

suitable accounting policies are selected and agreed and are applied consistently, 

any estimates included are reasonable and prudent. 

The PCC are therefore responsible for keeping proper accounting records, which disclose with reasonable accuracy at any time the financial position of the PCC and to enable them to ensure that the financial statements will comply with the requirements of the guidance notes published by the Church of England. 

During 2019 with the permission from the Charity Commissioners, the assets of the Church Estate (Charity number 227437) were transfered to the PCC. The Church Estate charity was closed in 2020. The PCC now holds this permanent endowment, and will continue to use the income from the transferred assets for the original purpose, which is for the use and repair of the church or the poor of the parish. 

As competent trustees the PCC should safeguard any assets acquired and take any reasonable steps for the prevention and detection of fraud and other irregularities. 

The effects of the coronavirus pandemic have continued to affect income for the PCC due to ongoing Government restrictions in the year. Although Planned Giving levels have largely been maintained, there has been very little income from the use of the church centre and no fundraising events were possible. Many people have continued to make donations in lieu of church collections or fundraising events, and this has greatly helped us to be able to pay 83% of our Parish Share. Some small savings in utility costs have again been achieved. 

Charitable giving has again suffered this year as most of our usual donations are made through collections at services eg Remembrance Sunday and at Christmas. This year many of these services had restricted numbers, but the PCC did encourage others to make personal donations. 

The PCC are required to prepare the financial statements, and to provide any independent examiners with every opportunity to take whatever steps - and undertake whatever examinations - they consider to be appropriate for the purpose of enabling them to give their examination report. 

Financial information contained in the annual report of the PCC must be consistent with these financial statements. 

The PCC consider that they have met their responsibilities as set out in this statement.

## **ACCOUNTING POLICIES** 

## **Accounting convention** 

The financial statements are prepared on an accruals basis under the historical cost convention and in accordance with the applicable accounting standard, Statement of Recommended Accounting Practice (Charities SORP FRS102), UK Accounting Standards and the Charities Act 2011. The accounts do not include the financial activities of any church organisation not directly controlled by the Parochial Church Council. (PCC). 

## **Income recognition** 

Income from giving, donations, grants, bequests etc., is taken into account on the basis of cash receipts. ������������������������������������������������������������������������������������������������������������ forward to the period when actually due. 

No valuation is placed upon services given free of charge. 

Income tax recoverable on gift aid donations is accounted for as claimed for the twelve months up to the thirty first of December in each year. 

## **Investment gains and losses** 

These include any realised gains or losses on the sales of investments and unrealised gain or loss on revaluing investments held at the end of the year. 

## **Liability recognition** 

Liabilities are recognised where it is more likely than not that an obligation exists to commit resources, and the amount can be reasonably measured. 

## **Reserves** 

## **Transfer of assets from Church Estate including a Permanent Endowment** 

The transfer comprised 2807.35 units of Charities Official Investment Fund Income Shares This is made up of 2118.22 units in the permanent endowment and 689.13 units in the restricted fund. The shares are valued at mid market value at the year end. 

## **Restricted funds** 

All monies receivable subject to a specific requirement in spending are credited into the restricted funds, which are individually denoted as specified.  These may be either of a capital or income nature. 

## **Unrestricted funds** 

All other monies are held for general purposes and classed as unrestricted funds, some of which may be designated for a specific purpose by the PCC. The PCC strives to pay the Parish Share in full if possible, but retains a sum in the region of one month's ordinary expenses including Parish Share in the General Fund to support timing differences in cash flow. 

Within restricted and unrestricted funds there is a separate investment by the PCC with the CBF Church of England Deposit Fund. Interest received is apportioned on a quarterly balance basis to the individual funds.

## **Assets** 

Freehold property is capitalised at cost and was originally purchased for the housing of a Curate. As such it is regarded as a long term investment, but has not been re-valued. Under prevailing property market conditions, it is not depreciated. All property is kept under full repair. The property has been let to tenants on a long term basis. The rent is periodically assessed for fairness by the local Rent Officer, and is reviewed annually by the PCC. 

Furniture, fittings and equipment items purchased from the General Fund and costing in excess of £1,000, are capitalised and depreciated on a straight line basis over the next four years.  Items costing less than £1,000 are written off to the general income and expenditure account in the year of purchase unless forming part of a major refurbishment. Assets purchased from a 'Restricted' Fund are written off to that fund in the year of purchase. 

## **NOTES** 

## **Property** 

Any freehold property owned by the PCC is vested in the Chelmsford Diocesan Board of Finance as custodian trustee with a declaration that it has been acquired by the PCC for a special purpose. 

## **Taxation** 

As a charity the church is not liable for corporation tax.  However, it has no VAT status and must bear this tax as charged. 

## **Charity Status** 

All Saints' Church is a 'registered' charity with the Charity Commission. Register number 1131427. This was due to the total annual income of the church being at that time in excess of £100,000. The accrual accounting basis is still applied, despite the limit being raised to £250,000.

Under the Diocesan system for Parish Share, a parish is allocated their Total Costs of Ministry (TCM) which includes other elements apart from the costs of a stipendiary eg selecting and training curates, diocesan services to parishes, and contributions to the national church. This is shown above with our contribution to support other parishes in the North Chelmsford Mission and Ministry Partnership. The Diocese used the same TCM  to calculate Share for 2021 as in 2020. 

Due to the Coronavirus pandemic and the consequent reduction in income, we were unable to pay our full Parish Share in 2021.

## **PCC FINANCIAL RESPONSIBILITIES** 

The financial statements must be prepared in accordance with the Statement of Recommended Accounting Practice: Accounting and Reporting by Charities [SORP (FRS 102)], UK Accounting Standards and the Charities Act 2011. The requirements include the preparation of financial statements for each financial year consisting of a statement of Financial Activities (SOFA) for the financial year and a Balance Sheet at the financial year end together with explanatory notes.  In preparing these financial statements the PCC must see that:- 

suitable accounting policies are selected and agreed and are applied consistently, 

any estimates included are reasonable and prudent. 

The PCC are therefore responsible for keeping proper accounting records, which disclose with reasonable accuracy at any time the financial position of the PCC and to enable them to ensure that the financial statements will comply with the requirements of the guidance notes published by the Church of England. 

During 2019 with the permission from the Charity Commissioners, the assets of the Church Estate (Charity number 227437) were transfered to the PCC. The Church Estate charity was closed in 2020. The PCC now holds this permanent endowment, and will continue to use the income from the transferred assets for the original purpose, which is for the use and repair of the church or the poor of the parish. 

As competent trustees the PCC should safeguard any assets acquired and take any reasonable steps for the prevention and detection of fraud and other irregularities. 

The effects of the coronavirus pandemic have continued to affect income for the PCC due to ongoing Government restrictions in the year. Although Planned Giving levels have largely been maintained, there has been very little income from the use of the church centre and no fundraising events were possible. Many people have continued to make donations in lieu of church collections or fundraising events, and this has greatly helped us to be able to pay 83% of our Parish Share. Some small savings in utility costs have again been achieved. 

Charitable giving has again suffered this year as most of our usual donations are made through collections at services eg Remembrance Sunday and at Christmas. This year many of these services had restricted numbers, but the PCC did encourage others to make personal donations. 

The PCC are required to prepare the financial statements, and to provide any independent examiners with every opportunity to take whatever steps - and undertake whatever examinations - they consider to be appropriate for the purpose of enabling them to give their examination report. 

Financial information contained in the annual report of the PCC must be consistent with these financial statements. 

The PCC consider that they have met their responsibilities as set out in this statement.

## **ACCOUNTING POLICIES** 

## **Accounting convention** 

The financial statements are prepared on an accruals basis under the historical cost convention and in accordance with the applicable accounting standard, Statement of Recommended Accounting Practice (Charities SORP FRS102), UK Accounting Standards and the Charities Act 2011. The accounts do not include the financial activities of any church organisation not directly controlled by the Parochial Church Council. (PCC). 

## **Income recognition** 

Income from giving, donations, grants, bequests etc., is taken into account on the basis of cash receipts. ������������������������������������������������������������������������������������������������������������ forward to the period when actually due. 

No valuation is placed upon services given free of charge. 

Income tax recoverable on gift aid donations is accounted for as claimed for the twelve months up to the thirty first of December in each year. 

## **Investment gains and losses** 

These include any realised gains or losses on the sales of investments and unrealised gain or loss on revaluing investments held at the end of the year. 

## **Liability recognition** 

Liabilities are recognised where it is more likely than not that an obligation exists to commit resources, and the amount can be reasonably measured. 

## **Reserves** 

## **Transfer of assets from Church Estate including a Permanent Endowment** 

The transfer comprised 2807.35 units of Charities Official Investment Fund Income Shares This is made up of 2118.22 units in the permanent endowment and 689.13 units in the restricted fund. The shares are valued at mid market value at the year end. 

## **Restricted funds** 

All monies receivable subject to a specific requirement in spending are credited into the restricted funds, which are individually denoted as specified.  These may be either of a capital or income nature. 

## **Unrestricted funds** 

All other monies are held for general purposes and classed as unrestricted funds, some of which may be designated for a specific purpose by the PCC. The PCC strives to pay the Parish Share in full if possible, but retains a sum in the region of one month's ordinary expenses including Parish Share in the General Fund to support timing differences in cash flow. 

Within restricted and unrestricted funds there is a separate investment by the PCC with the CBF Church of England Deposit Fund. Interest received is apportioned on a quarterly balance basis to the individual funds.

## **Assets** 

Freehold property is capitalised at cost and was originally purchased for the housing of a Curate. As such it is regarded as a long term investment, but has not been re-valued. Under prevailing property market conditions, it is not depreciated. All property is kept under full repair. The property has been let to tenants on a long term basis. The rent is periodically assessed for fairness by the local Rent Officer, and is reviewed annually by the PCC. 

Furniture, fittings and equipment items purchased from the General Fund and costing in excess of £1,000, are capitalised and depreciated on a straight line basis over the next four years.  Items costing less than £1,000 are written off to the general income and expenditure account in the year of purchase unless forming part of a major refurbishment. Assets purchased from a 'Restricted' Fund are written off to that fund in the year of purchase. 

## **NOTES** 

## **Property** 

Any freehold property owned by the PCC is vested in the Chelmsford Diocesan Board of Finance as custodian trustee with a declaration that it has been acquired by the PCC for a special purpose. 

## **Taxation** 

As a charity the church is not liable for corporation tax.  However, it has no VAT status and must bear this tax as charged. 

## **Charity Status** 

All Saints' Church is a 'registered' charity with the Charity Commission. Register number 1131427. This was due to the total annual income of the church being at that time in excess of £100,000. The accrual accounting basis is still applied, despite the limit being raised to £250,000.

Under the Diocesan system for Parish Share, a parish is allocated their Total Costs of Ministry (TCM) which includes other elements apart from the costs of a stipendiary eg selecting and training curates, diocesan services to parishes, and contributions to the national church. This is shown above with our contribution to support other parishes in the North Chelmsford Mission and Ministry Partnership. The Diocese used the same TCM  to calculate Share for 2021 as in 2020. 

Due to the Coronavirus pandemic and the consequent reduction in income, we were unable to pay our full Parish Share in 2021.

Payments were only made to members of the PCC, or a closely related family member, to enable them to fulfill their approved duties and on submission of a duly authorised invoice or expense claim with receipts. Fees for invoiced services were paid to the assistant church organist £800 (2020 £120) (In 2020 payments were made to the church centre cleaner £1,152)

My examination was carried out in accordance with the General D1￿ctionS given by the Charity
Commission. An examination includes a review ol the accounting records kepl by the ch8rily and
a comparison ol the accounts pr858nted with those records. It also includes considering any
unusual itèms 01 disclosur8 in th8 accounts. and seeking explanations from the management
comrnittee cOncern￿ng any such matters. The procedures undertaken do not provide all the
evidence that would be required in a full audit, and consequently I do not 8xpress opinion on
the accounts.
