to deepen the faith of the cororegation and meet those (xrtside the four walls of the building.
In addition to Sunday s￿￿Ces. we have a nets￿rk of home grwps and praise and prayer meetings
for adutts. The prayer 8Lmmlt lake$ pl%e monthly.
We run children's gr￿p8 which address the need$ of chiKlren aThl youth aged 2-18. All of this activity is
deywJned to help the peO￿e of our cl￿rCh lo go futherwrth God.
We are aware of the needs of the wider communty in our area and look lo address these in a number of
way5. We work with a number of organisations and have provided pract￿al help with their outreach.
During 2022 this ha$ included wothing with Safe Families UK. S¢)me members ol the chw¢h typ￿allY
lunteer with these groups. We h¢yst Fo)d Bank at the church tsbi¢e a week.
The church runs a Boxing Club bi-%%*ekly. These activitie5 are aimed * th'fferenl elements of our th41
community, lake place al the church and are run by church members.
In line with the biblical principle of tithing it has long been the poI￿Y of the PCC lo commit 10% of our
inojme from giwng to wnission partners. We allocate to Christsan charities, in line wth our charitable
aims. In dec*Jing wtrmch grwps to parther with w& Icok cbsely al their aclivilies, aims and leadership. We
particularfy f¢￿u$ ￿ groups who are wortirvJ in the devew'ng workl, although we also support
organisations ck)ser lo home. s(￿h as Glassdoor.
Most of tr* charws activrties are undertaken by vc4unleers and the charity C￿ld not ¢Jperate effeclivdy
V•ilhout their efftjrts.
In planning the actwitses the PCC has apFdied the guidafi￿ on wblic benefft i￿u8￿ by the Charity

Dtsring the year income decreased by £24,921. to £161.110, expendrture increased by £1,657. to
£161,468. As a resutt the Cash hekl by the charty decreased by £358, 10 £92,938, all of wtruch 1$
unrestricted and can ￿ used for any Charrtab￿ purpo$e.
Our income from donatK)ns was down year on year, wilh the PCC Ct￿fftg not to hold a Gnl Day for thg
first time in years. We are reliant on a combination of fegular giwng and one-off dOnat￿nS. The
giving from the ¢hurch- even ri￿n9 costs of INing- reflected the generosty of the Gorgregation in
highly uncertain economic times.
The PCC has been aware ofthe ongoing gap between average monthly i￿ome and ex￿n￿(CUre for
some time. In order to address this. the comm￿ee approved a ￿ttIngS poliw. In 2022. Ouf donations
were sUp￿eMented by signfficanl ￿ntaI gains. We were able ¢0 re￿rd al least seven regular leth'ngs.
Our major ex￿n￿rture remains on the Common Fund, wh&re we have for now continued to pay the full
contr"bvts"on that the London diocese asks of us. It is important lo remember that as well a$ supporting
the wider activthes of the Chufch of ErKJland, we recewe other benefts from this ¢ontribulion. The
Ccrfnmon Fund request was i￿reaSed in 2022.
In temi$ of financial contrds we have brought L>Jokkeeping and grft aid in house. Ttrms is rknv done by the
Church Administrator witrt the result of a great cost saving and more visibilty. We 8re very grateful to
Samantha Dowden for her wuk in these areas as wdl as overseeing the lettings.

The PCC $eeks to maintain a sufficient level of reserves to support the day to day operations of St
Simon's and to meet s[￿h contingencies as might be reasonably f￿eSeen. Our pdicy rs to hold reseNe3
equivalent to 3 months expenditure, vthich would equate lo approximately £40,000. unrestn.cted cash
reserves of £92,938 We￿ held at the year end12021.' £93,295). therefore the chaeity is operating wilhin
its reserve poli¢y. We are very min(Ilul of the effect of the pandemic as well as rising inflation on our
ongTegation's INel1hc￿ds and what that meany for regular giwing.
For 2023, no material uncertainb.es that may cast sNJnificanl doubt about the ability of the Charity to
conb'nue as a going concern have been hjentffied by ts Tnbstees.
Gov•rnan¢o
The charity is registered wih the Charity Commission 8nd operates under the Charitss Act 2011. The
goveming documents for the ¢harty are the Pafochial Church Councrfs {Powersl Measure 1956 las
amended) and the Church Rewesenl*"on Rules 2011.
The appointment of PCC members is governed by, and set out in, the Church Representation Rule$.
The PCC compriges ex-officio members l%thich includes clergy and churchwardens}, elected members
and CtrOFted members. The PCC organises election$ annualfy before the Annual Parochial Church
Meeting {APCMI to fill VacanC￿s. The members of the PCC are the charivs Iruslees for the purposes of
charity law.

Responsi￿lty for setting policy and for determining the parameters Y￿thin ¥thich the chanty shouh
operate rests wth the PCC vthtch meets regularfy lo monitor the activitse$ of the charity. Resp￿sIbl￿ty
for the day lo day operation of the charity has been delegated lo a management team by the
incumbent.

The charity is exposed to various risks- be they operational, financial or rewrtational. The PCC ￿VIeWS

measu￿8 to mthgate those risks.
Other rnatters
With ￿gard lo the PCC'S ￿￿￿allonS lo safeguard Children and vuknerable 8duh8, the members the
PCC confirm that they have ccrfnpheil with their duties under Section 5 of the Safeguarding and C￿rgY
Disciph'ne Measure 2016.
The Diocese have assessed the PCC'$ Parish Share to be £87,750 for the year to 31 December 2023;
having reviewed the PCC'S finances, Ihe members of the PCC have decided to meetlhis contribub"on.
The last quiTh]uennial inspects'on was hdd in April 2019,. Work was carr*d out to the East hall roof and
Smart water added to the replaced lead. A panic bar was added lo the fire escape in the East hall. Fall
protectK•n was put in pLace in the Upper room and some floorboards were secured.

Charty law requires the PCC lo prepare fmancial slatements for each accountmg year whth record the
receipts and payments of the charty f¢y the ￿ar.
The PCC is responsible for keeping proper accounting records vthich disclose with reasonabb accuracy
81 any time the financial po$ition of the charity an¢J eftab￿ u¥ lo ensure that the finanual statements
comply with the Charities Act 2011.
We alxi have a responsibilty to safeguard the a55ets of the charity and to tske reasonable steps lo
prevent fral￿ c* any other irregularibeB.
