Welsh Islamic Cultural Association Swansea (WICAS) Trustees’ Report for the Year Ended 31 March 2025
The Trustees present their Annual Report together with the financial statements of the Welsh Islamic Cultural Association Swansea (WICAS) for the year ended 31 March 2025. The report has been prepared in accordance with the Charities Act 2011 and the Charities SORP (FRS 102).
1. Objectives and Activities
WICAS is a well-established UK-registered charity (Charity No. 1131380) dedicated to:

Promoting a true understanding of Islam
-
Fostering harmony, cohesion, and unity between communities
-
Supporting the health, well-being, education and welfare of residents across Swansea and neighbouring areas
The charity fulfils these aims by providing accessible spaces for prayer, meditation, recreation, and social activities at Sketty Mosque and Community Centre.
The Trustees confirm they have paid due regard to the Charity Commission’s guidance on public benefit when planning activities.
2. Achievements and Performance
The 2024/25 financial year has been one of rapid growth, strengthened governance, and record-breaking community engagement for WICAS. With Sketty Mosque now fully operational following its 2023 renovation, efforts focused on scaling programmes, deepening partnerships, and expanding educational, social, and welfare services.
2.1 Major Activities and Community Impact
A. Community Engagement & Events
WICAS delivered 32 major events and programmes, benefiting more than 25,854 individuals, representing one of the most active years in the organisation’s history.
Highlights include:

Ramadan Iftars and Eid-ul-Fitr/Eid-ul-Adha 2025, serving thousands and distributing over 2,000 meals, 1,200 sweet hampers, and 429 Eid gifts.

Eid in the Park 2024, attracting over 4,100 attendees and supported by 120 volunteers, strengthening interfaith and civic relationships.

Visits by First Minister of Wales & Secretary of State for Wales, demonstrating WICAS’s growing civic profile.

Windrush 76th Anniversary celebrations and interfaith initiatives, reflecting WICAS’s commitment to diversity and inclusion.
B. Education & Youth Development - Iqra Academy
Iqra Academy continued its strong upward trajectory:

150+ students in Term 1 and Term 2

40 active volunteers contributing over 6,000+ hours

Introduction of:

GCSE/A-Level STEM tutoring

Teen Seerah classes

Hifdh Classes
A well-attended Teacher & Volunteer Training Day supported professional development across the organisation.
C. Social Welfare & Community Well-Being
WICAS delivered some of its largest community welfare initiatives to date:

These strengthened WICAS’s reputation as a key educational and cultural hub in Swansea.
2.2 Volunteers
Volunteers remain at the heart of WICAS, contributing an extraordinary:
37,340 volunteer hours (equivalent to 4 years, 3 months, 17 days of continuous service)
This reflects exceptional community dedication and is one of WICAS’s greatest assets.
3. Achievements Against Strategic Objectives
Objective 1: Provide accessible spaces for prayer, education & community activities
Achieved through full operation of Sketty Mosque’s facilities, hosting weekly Jummah for 16,640 attendees annually, daily prayers, classes, and events.
Objective 2 - Deliver high-quality Islamic education
Iqra Academy expanded enrolment, introduced new curricula, and strengthened volunteer teaching capacity.
Objective 3 - Enhance welfare and outreach
Major progress through food support programmes, period dignity services, and social care initiatives.
Objective 4 - Strengthen interfaith and civic partnerships
Collaborations grew with Swansea Council, Welsh Government departments, Race Council Cymru, local schools, health boards, and community organisations.
4. Structure, Governance and Management
WICAS is governed by its founding deed of trust and operates as an unincorporated charity.

For the year ended 31 March 2025
I report to the trustees on my examination of the accounts of the charity for the year ended 31 March 2025.
Responsibilities and basis of report
As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act').
I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiners statement
Since the Charity's gross income exceeded £250,000, your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination by virtue of my membership of , which is one of the listed bodies.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies
Basis of accounting
The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Charities Act 2011.
WICAS meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).
Statement of cash flows
The Trustees have taken advantage of the exemption in SORP FRS 102 from including a cash flow statement in the financial statements on the grounds that the charity is small.
Funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity, and which have not been designated for other purposes.
Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes.
Restricted funds are those which are to be used as per specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund.
Incoming resources
All incoming resources are included in the statement of financial activities when the Charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:
Resources expended
Liabilities are recognised as resources expended when there is a legal or constructive obligation committing the Charity to the expenditure:
Tangible fixed assets
Tangible fixed assets, other than freehold land, are stated at cost or valuation less depreciation and any provision for impairment. Depreciation is provided at rates calculated to write off the cost or valuation of fixed assets, less their estimated residual value, over their expected useful lives on the following basis:
