The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) (effective 1 January 2019). ## **OBJECTIVES AND ACTIVITIES** ## **Objectives and aims** Welsh Islamic Cultural Association Swansea (WICAS) is a well established UK registered charity organization. The mission statement of WICAS is to promote understanding of the religion of Islam and its true values, the harmony of local communities as well as promoting good health and well-being of all residents of Swansea and neighboring areas by providing prayer, meditation, recreation and social activities in premises and environments that are both comfortable and accessible to all. The trustees have considered the Charity Commision's guidance on public benefit, including the guidance 'public benefit: running a charity (PB2)'. ## **ACHIEVEMENTS AND PERFORMANCE** The financial year 2023/24 has been transformative for the Welsh Islamic Cultural Association Swansea (WICAS). Following the successful opening of the newly renovated Sketty Mosque and Community Centre in March 2023, the focus has shifted to operational excellence and community engagement. This year has seen significant progress in several areas: ## **Significant activities** ## 1. Community Engagement Initiatives: WICAS hosted two Ramadan Iftars, four Eid prayers, and a diverse range of over 39 events, fostering spiritual growth and strengthening community unity. The "Eid in the Park" 2023 event was a resounding success, attracting over 4,000 attendees and promoting interfaith harmony and outreach. ## 2. Educational Progress: Iqra Academy experienced substantial growth, with enrolment increasing to over 130 students. The academy introduced Seerah classes tailored for teenagers, alongside its Islamic Studies and Quran programmes. This year also featured enhanced parent-teacher collaboration and recognition events, including a well-attended Award Ceremony with over 200 participants. ## 3. Youth and Elderly Programmes: Sketty Youth Club thrived with its Lunch Club initiative, delivering over 8,000 meals and engaging 200 children in outdoor and educational activities. A GCSE and A-Level STEM support programme was also introduced in partnership with Iqra Academy. The Sketty Tea Lounge has become a hub for the 50+ community, hosting weekly gatherings, serving over 1,468 meals, and organising interfaith and cultural events. ## 4. Social and Welfare Contributions: WICAS has made notable strides in welfare initiatives, including tackling period poverty by providing sanitary products and developing the first-ever Muslim Funeral Guidelines for Swansea Council. Partnerships with Swansea Bay Health Board enabled vaccination drives for children and elderly members of the community, showcasing WICAS's commitment to public health. ## 5. Operational and Strategic Success: WICAS enhanced its governance by recruiting a new Imam and establishing protocols for funeral services in collaboration with local authorities. A significant achievement was the acceptance of Morriston Cemetery for Muslim burials, accompanied by the establishment of official procedures with Swansea Council and other key stakeholders. 1 of 13 ## **Welsh Islamic Cultural Association Swansea** ## **Report of the Trustees Continued** ## **For the year ended 31 March 2024** ## **Achievements against objectives** In alignment with WICAS's objectives, the organisation has made substantial progress in promoting understanding, community cohesion, and well-being: ## 1. Objective: Provide spaces for prayer, education, and social activities This has been achieved with the renovation and opening of Sketty Mosque, which now offers state-of-the-art facilities, including dedicated prayer halls, Wudu areas, meeting rooms, and a multi-purpose hall. The premises hosted regular prayer services, educational programmes, youth activities, and community events, benefiting thousands of attendees. 2. Objective: Deliver high-quality Islamic education and youth support Iqra Academy transitioned to Sketty Mosque, broadening its reach and curriculum with new initiatives such as Seerah classes and STEM support. The academy continued to nurture over 130 students, supported by dedicated staff and volunteers. ## 3.Objective: Enhance community welfare and outreach The successful organisation of over 30 community events, including interfaith visits, cultural celebrations, and the "Visit My Mosque" day, has strengthened inter-community dialogue. Welfare initiatives, such as tackling period poverty and meal distribution programmes, have had a tangible impact on underrepresented groups. ## 4.Objective: Strengthen interfaith relations and partnerships Collaborations with Race Council Cymru, Swansea Council, and other organisations have led to impactful initiatives, such as the Windrush anniversary celebration and vaccination drives. WICAS is immensely proud of these achievements and remains committed to its mission of fostering spiritual growth, education, and unity within the Swansea community. ## **STRUCTURE, GOVERNANCE AND MANAGEMENT** ## **Governing document** The charity is controlled by its governing document, a deed of trust, and constitutes an unicorporated charity. ## **Recruitment and appointment of trustees** ## Board of Trustees The Board of Trustees, comprising Prof. Parvaiz Ali, Dr. Ahmed Salamat, and Dr. Shahzad Ather, Dr. Radwan Abdo Kaid Abdulla, Dr Mohamed Al-Ahmadi oversaw the strategic vision and safeguarding of major projects. ## Management Committee Trustees The Management Committee Trustees, elected in 2024, including Dr. Syed Farooq Shah, Dr. Akter Hussain, Dr. Khalil Khan, Mr. Riaz Hassan, Mr. Nasir Shahzad, Mr Naveed A-Amman Tasnim, Mr Mariwan Abdulkadeer, Mr. Ahmed Roberts, Dr Mahaboob Basha, Mrs Dua Abdulsattar Clark, Dr Mabrouka Abuhmida were responsible for all activities and operational management of WICAS. ## Trustees The trustees and officers serving during the year and since the year-end are listed in the provided document. This report provides an overview of WICAS's achievements and activities during the financial year 2023/24, with a focus on the operational management and ongoing projects following the successful opening of the renovated Mosque. The year saw the implementation of new systems to streamline operations, enhanced community engagement initiatives, and the continued growth of activities at Iqra Academy. I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiners statement** Since the Charity's gross income exceeded £250,000, your examiner must be a member of a body listed in section 145 of the 2011 Act. Accounting Policies** ## **Basis of accounting** The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Charities Act 2011. WICAS meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s). ## **Statement of cash flows** The Trustees have taken advantage of the exemption in SORP FRS 102 from including a cash flow statement in the financial statements on the grounds that the charity is small. ## **Funds** Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity, and which have not been designated for other purposes. Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes. Restricted funds are those which are to be used as per specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund. ## **Incoming resources** All incoming resources are included in the statement of financial activities when the Charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income: ## **Resources expended** Liabilities are recognised as resources expended when there is a legal or constructive obligation committing the Charity to the expenditure: ## **Tangible fixed assets** Tangible fixed assets, other than freehold land, are stated at cost or valuation less depreciation and any provision for impairment. Depreciation is provided at rates calculated to write off the cost or valuation of fixed assets, less their estimated residual value, over their expected useful lives on the following basis: Land and Buildings 2% Per annum on cost Fixtures and Fittings 20% Straight line ## **2.
