The Trustees have pleasure in presenting their report and the financial statements for the charity for the year ended 31 March 2022. The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

Welsh Islamic Cultural Association Swansea (WICAS) is a well established UK registered charity organization. The mission statement of WICAS is to promote understanding of the religion of Islam and its true values, the harmony of local communities as well as promoting good health and well-being of all residents of Swansea and neighboring areas by providing prayer, meditation, recreation and social activities in premises and environments that are both comfortable and accessible to all.

The trustees have considered the Charity Commision's guidance on public benefit, including the guidance 'public benefit: running a charity (PB2)'.

ACHIEVEMENTS AND PERFORMANCE

Significant activities

Progress Update

Following the approval of planning permission for the renovation of Sketty Mosque & Community Centre, we invited quotations for the renovation work. Over five construction companies were engaged and two were shortlisted for the final discussions/interviews. Follow detailed discussions with the experts and community members, WICAS appointed Vaughn Construction Ltd. as the contractors for the renovation work. The overall value of the contract was £550,000 plus VAT, however, due to different modifications including the installation of Dome and classrooms, the overall project cost is estimated to be £800,000 including VAT. The increase in material costs and delay in supply chain also negatively impacted the overall cost of the project.

WICAS received a grant of £250,000 from Welsh Government's Community Facility Fund which was match funded by WICAS through community fund raising. The building work started in Nov. 2021 and is expected to complete in February 2023.

WICAS is hoping to open the building from March, 2023 as a mosque and community centre. The building will serve as a centre for educational and community cohesion activities. In addition to daily prayers, the building is designed to cater for daily educational activities for youth and young children. The two halls are fitted with movable walls to create four classrooms sin the two halls. The main prayer hall, office and foyer will offer additional spaces for small scale teaching.

The main prayer hall will be dedicated for the daily prayers; however, the original hall and the mezzanine floor will be used as multipurpose facility to accommodate wider community needs. The facility will also be available for public service surgeries and community cohesion activities.

Achievements against objectives

Iqra Academy

WICAS is offering Islamic education to children aged 5-18 years through Iqra Academy. The classes are designed for weekend learning, however, due to Covid restrictions, most of the classes were held online thus allowing the flexibility to hold classes throughout the week.

Over 25 volunteers support the educational activities. Over the last one year, over 100 pupils studied Quran and Islamic studies from level 1 to level 9.

Eid in the Park (EITP)

Due to Covid-19 restrictions, Eid in the Park activity was not planned for 2021 and 2022. The committee will continue to review the social distancing rules to resume the activity in 2023.

The charity is controlled by its governing document, a deed of trust, and constitutes an unicorporated charity.

Recruitment and appointment of trustees

Board of Trustees

The Board of Trustees is appointed to provide strategic vision and safeguarding of major projects. Board of Trustees are elected for a five-year term and have a specific remit of overseeing major projects including purchase and refurbishment of the WICAS property as and when proposed by the management committee. The Board of Trustees includes Prof. Parvaiz Ali, Dr. Saad Al-Ismail, Dr. Mustafa Mukhaiber, Dr. Ahmed Salamat and Dr. Shahzad Ather.

Management Committee Trustees

The Management Committee Trustees are responsible for all activities and operational management of WICAS. These trustees are elected for a two-year term and act as a front-facing committee. Current Management Trustees elected in 2021 are Dr. Syed Farooq Shah, Dr. Akter Hussain, Dr. Khalil Khan, Mr. Riaz Hassan, Mr. Nasir Shahzad, Mrs Gulnahar Begum, Ms Aisha Rehana and Mrs Adeela Iqbal.

I report to the trustees on my examination of the accounts of the charity for the year ended 31 March 2022.

Responsibilities and basis of report

As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act').

I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiners statement

Since the Charity's gross income exceeded £250,000, your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination by virtue of my membership of , which is one of the listed bodies.

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies

Basis of accounting

The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Charities Act 2011.

Welsh Islamic Cultural Association Swansea meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

Statement of cash flows

The Trustees have taken advantage of the exemption in SORP FRS 102 from including a cash flow statement in the financial statements on the grounds that the charity is small.

Funds

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity, and which have not been designated for other purposes.

Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes.

Restricted funds are those which are to be used as per specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund.

Incoming resources

All incoming resources are included in the statement of financial activities when the Charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

Liabilities are recognised as resources expended when there is a legal or constructive obligation committing the Charity to the expenditure:

Tangible fixed assets, other than freehold land, are stated at cost or valuation less depreciation and any provision for impairment.
