## **Structure, Governance and Management**
## **Governing Document**
The charity is governed by the Parochial Church Council Powers Measure (1956) as amended and Church Representation Rules.
## **Recruitment and appointment of trustees**
Members of the Datchet PCC are either ex officio or elected by the Annual Parochial Church Meeting in accordance with the Church Representation Rules.
## **Objects and Activities**
## **Background**
St Mary's is the Church for the whole parish and is open to the whole community.
The Parochial Church Council (PCC) of the Parish of St Mary the Virgin Datchet has the responsibility of co-operating with the Vicar, the Revd Darcy Chesterfield- Terry, in promoting the whole mission of the church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the Parish Church of St Mary the Virgin, The Green, Datchet, Any correspondence should be addressed to: St Mary's Vicarage, London Road, Datchet, Slough, Berks, SL3 9JW.
The Parish is a member of Churches Together in Datchet, the body that promotes ecumenical worship and activity amongst St Mary the Virgin, Datchet Baptist Church and St Augustine's Roman Catholic Church.
St Mary's is part of the "Southern Grouping" of churches (a legal Group) within the Burnham and Slough Deanery, along with Colnbrook Horton & Wraysbury , Upton-cum-Chalvey and Langley. The clergy and other lay ministers of the Southern Grouping hold regular meetings.
## **Committees and Task Groups**
The PCC operates through a number of committees and task groups, which meet between full meetings of the PCC. Each group has a remit approved annually by the PCC. The groups are:
**Standing Committee** - This is the only committee that is required by law. It has the power to transact PCC business between PCC meetings, subject to any directions given by the PCC.
**Stewardship Task Group** - The group considers the various aspects of Stewardship and promotes, organises and collects the church's planned giving. The Stewardship Recorder records the planned giving.
**Fundraising Group** - The group focuses specifically on fundraising thrugh raffes and events, etc. It complements the efforts of the Stewardship Task Group (who focus on planned, regular giving), and works in collaboration with them.
**Youth Task Group** - The group seeks to promote ministry amongst young people and children in the church, including Sunday School, Pram Service and youth groups.
**Worship and Study Task Group** - The group supports various aspects of worship and study.
**Mission and Social Responsbility Task Group** - The group seeks to promote mission and social action by the congregation of St. Mary's. It is responsible for fostering our links with the missions and charities which the church supports. It also makes recommendations to the PCC on how to direct its external giving.
**The Pastoral Care Group** - This group is reponsible for helping the Vicar with the pastoral care of members of the congregation and the wilder parish.
**Repairs and Maintenance Task Group** - The group is responsible for advising the PCC on the repair and maintenance of the fabric of the church and informing the PCC of works required and completed. In particular to respond to the recommendations of the Quinquennial inspection.
**Friends of St Mary's** - This is a group that provides financial and moral support for the work of St Mary's in the community.
**Leadership Team** - This group consists of six members (inclusive of the Vicar) and is tasked with implementing the Church's Vision and providing leadership alongside the Vicar. It is accountable to the PCC and reports to each PCC meetings.
## **Going concern**
The Coronavirus pandemic is creating significant uncertainty and the charity is not immune to this although, at this stage, it is not possible to reliably forecast what the long-term impact of this may be.
2021 has seen a significant legacy received which will see the Church through and beyond the end of 2021 by which time the PCC will expect normal fund raising activities to resume into 2022. Also we are covered for any costs incurred for the fabric of the Church and grounds by the Barker Bridge House Trust. Whilst the Parish Share is payable and forms a significant proportion of our costs. , it is not a legal requirement. However the longer term consequence of short paying could be the loss of a fulltime vicar for St Marys.
The trustees are confident, however, that the charity will be able to see through the current uncertainty. Therefore, it is the trustee’s opinion that the going concern basis of preparation of the accounts continues to be appropriate.

## **Financial Review 2021**
## **Income**
Planned giving reduced by £3,200 for the year compared to last year with plate giving at the same level.
Donations general and church room ended up £700 higher. It may be prudent to advertise this facility more heavily in the future through the Link.
General fund raising dropped a little, simply because 2020 included the surplus from the pantomime early in 2020 which was not repeated in 2021 but we did have a very successful Christmas event at the end of 2021.
We were extremely fortunate to receive the legacy of £10,000 from Pat Pierson.
Fees for weddings and funerals more than doubled year on year increasing by more than £4,200.
Donations to the Friends of St Mary's remained at similar levels although no funds were distributed from this account so the balance has climbed to £1,256 by the year-end.
BBHT re-imbursement dropped significantly in line with reduction in costs covered by the fund.
## **Expenditure**
Bank fees have increase form £5 per month to £8.
Parochial Fees have followed the doubling of the weddings and funerals receipts.
The giving to the Congo mission was the last payment to be allocated/designated. Ministry parish share was reduced by £13,365 as was agreed with Oxford Diocese.
Parish administrator and organist payments have not increased for at least 2 years.
The majority of the other costs were either covered by the BBHT or in line with what was expected.
There was a shortfall on the Link account as we had sufficient funds in the bank to reduce the cost to some of the advertisers.
## **Overall**
Income exceeded expenditure by £4,892 thanks to receiving the very generous legacy mentioned. We must try to reverse the continued fall in the planned giving. It has been dropping by about £3k pa for the last 3 years. I understand a drive is to take place in 2022 to try and arrest and reverse decline. Also look for opportunities of raising funds through other means especially use of the excellent Church Hall.

## **Report of the Vicar**
## **for year ended 31 December 2021**
## **Achievements and Performance/review of the year**
Thank-you all for coming as we reflect on the last year, on all that we have been through as community and how we have grown as a family.
The beginning of this period we were in the middle of COVID and with a variety of every changing restriction, relaxations, and retractions.
Thanks to the hard work of the Elaine as Churchwarden, and the PCC, as well as everyone who helps thing to run smoothly, the church has responded in an amazing manner to all the challenges that have been thrown at it. We are seeing growth in attendance and growth in individual faith. Including seeing folk baptised and confirmed.
As we approach something resembling the pre-covid days, I’d like to thank you all for your flexibility and understanding. It was deeply frustrating at times, at other times the do’s and don’ts felt arbitrary and peculiar, but we held together, socially distanced of course, and came out the other side.
## **Schools**
For most of 2021 the schools were not allowing visitors or visiting to occur, I was however able to lead collective worship via recordings as well as suitably distanced services recorded for Churchmead. We have also delighted in welcoming the schools back into church.
## **Community**
Closing the church doors in 2020 was tough and it was good to be able to open then in a limited manner during 2021. It would be good to be able to return to having an open church.
The larger civic services, such as Remembrance, has to be changed at very short notice, but luckily thanks to the good will of various members of the community an online service was able to be produced as well as a brief act of remembrance.
Sadly, we weren’t able to have the St Nicholas Fayre or Pantomime.
## **Parish planning**
We have been awarded funding to recruit a youth worker and schools’ chaplain and having interviewed and offered the role to an able candidate, the candidate accepted and later declined the role. I will be working with Churchmead and the diocese to try and recruit a suitable person.
In September all are to be invited to an away day to reflect on where God is calling his church to go forward. Please do make every effort to attend as this will be shaping our mission and outreach going forward.
## **Finances**
I don’t wish to step on Mike’s report, but we do need to think about how we give to the church, the church only offers what it does through the generosity and kindness of the regular giving of you. To give to the church is a Christian obligation and important. I wish to thank all who donate, those who have setup regular giving and those who give occasionally. The inflation crisis will be a challenge, but please do be as generous as you are able.
## **Looking forward**
Looking forward to the next year I am filled with great hope for all that we are able to do together. We are preparing for a unique event, the celebration of the Queen’s Platinum Jubilee. We will continue to gather and give prayer and praise to God. We will continue to show God’s love unconditionally to each other and to all who live and work in Datchet. We will be the light of Christ in the world. There will be challenges but by working together love will overcome all.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2021 which are set out on pages 6 to 14.
## **Responsibilities and basis of report**
As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the charity's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent Examiners Statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
- 1/ accounting records were not kept in respect of the charity as required by section 130 of the Act; or
- 2/ the accounts do not accord with those records; or
- 3/ the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charites (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
This report is made solely to the Trustees, as a body, in accordance with Part 4 of the Charities (Accounts and Reports) Regulations 2008. My work has been undertaken so that I might state to the Company's Trustees those matters I am required to state to them in an Independent Examiner's Report and for no other purpose. ## **Note 1: Accounting Policies:**
## **Basis of preparation**
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
The presentation currency of the financial statements is Pound Sterling (£).
## **Funds**
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.
The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.
## **Income Recognition**
## **Voluntary income and capital sources**
- Collections are recognised when received by or on behalf of the PCC.
- Planned giving receivable under pledge is recognised only when received.
- Income Tax that is recoverable on Gift Aided Planned Giving and Gift Aided Donations made during the year are estimated and recognised in that year.
- Grants and legacies are accounted for when received by the PCC.
## **Gross income from events and activities**
- To the extent that sufficient records are available, monies raised through fund raising activities are accounted for gross, whilst costs associated with fund raising are regarded as resources used.
## **Income from investments**
- Dividends and interest are accounted for when receivable.
- Tax recoverable on such income is recognised in the same accounting year.
## **Expenditure Recognition**
## **Grants**
- Grants and donations are accounted for when paid out.
- Where the PCC has a binding obligation to make an award for the particular accounting year, this is accounted for even if it has not been paid.
## **Activities directly relating to the work of the Church**
- The diocesan quota, or parish share is accounted for when payable. Any quota unpaid at 31 December is provided for in these accounts as an operational (although not legal) liability and is shown as a creditor in the Balance Sheet.
## **Fixed Assets**
## **Consecrated land and buildings and movable church furnishings**
- Consecrated and beneficed property is excluded from the accounts by sections of the Charities Act 2011.
- No value is placed on moveable church furnishings held by the church wardens on special trust of the PCC and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or benefice buildings and moveable church furnishings, whether maintenance or improvement, is written off as expenditure in the Statement Of Financial Activities and separately disclosed.
## **Other fixtures, fittings and office equipment**
- Equipment used within the church premises and parish office is depreciated on a straight line basis over 4 years. Piano's are not depreciated.
- Individual items with a purchase price of £1,000 or less are written off when the asset is acquired.
## **Current assets**
- Amounts owing to the PCC at 31 December in respect of fees, grants, Income Tax refunds, or other income are shown as debtors less provision for amounts that may prove to be non recoverable.

## **Note 9: Barker Bridge House Trust**
The Church Branch of the 'Charity of the Robert Barker, or the Bridge House Trust' known as the Barker Bridge House Trust (Church Branch) may apply its income to the repair of the Church. By consent of the Charities Commission authorised expenditure has been expanded to include the annexed church room, preventative maintenance, equipment to enable this, renewals, cleaning, insurance, heating, electricity, water and care of the church yard. In 2020 the trustees met claims from the PCC totalling £26,086.
The Trust is a registered charity and independent of the PCC
Funds recovered from other sources which BBHT (Church Branch) would otherwise have refunded are also recorded here. The Church Commissioners and the Listed Churches Grant Scheme both contribute to Church redecoration when called upon.

**Friends of St Mary's Datchet**
A Friends organisation was established in 1997, which operates as sub-committee of the PCC.
All income is collected in a separate bank account for a periodic transfer to the PCC's General Fund.
In 2021 £Nil (2020 £764) was transferred to the PCC.

## **Note 12: The Bridge**
Datchet Parish Centre, known as the 'The Bridge' is a company independent of the PCC. Under the terms of a guarantee given by the PCC 'The Bridge' may request a loan from the PCC if it has insufficient funds to pay the rent of 24, The Green, Datchet. To the extent it is able ' The Bridge' will repay any such loan from its trading surplus.
