FOR 2022
By the start of 2022 the PCC INas very, pleased LO have put behind it the Coiiid restrictions
'ohich during ?020 and for part of 2021 had prevented Tace-to-face meetings. Under the
leadershi p and chairmanship of our Priest in Charge, Reiid Le51ey, it ivas able diiring the iiear
to f ulfil the agreed priorities for the year, set OLIt iii its previous Aniiual Repoi t, that is to
fu rthei- develop miiiisti-y to families and children, the continued provision ol digital minisTri
IAJhere needed, the maintenance of I'inancial stabiliti,, the appointment of a Treasurer and
continLiing to addre55 the recommendations n7ade folloiving the quinq uennial inspections at
All Sa ints, a nd St. John's Chiirch. These acliiiities vJei'e all practica l expi'essions of the PCC'S
primary pui-pose foi. evei5' sfear, that is to pi'otnote the Gospel according to the doctrines
an(1 practices of tlie Church of Englancl, seeking God in prayer and shoi':iing his love to those
amongst 14Nhom K.iie i.iiork.
During 2022 Lhe PCC met on eight Occasions. One meeting inimediatelii folloived the Annual

Parochial Church Nleeting IAPCfr.41 on 25 Nilaii and ivas for the appointment of officers, and
the remaining seKien wiere For the conduct of regular business.
AL the end 01. 2022 the PCC, chaired by our Priest in Charge, nLimbered 21; during the year
22 people seriiecl in various capacities and at various Limes. The PCC i.vas pleased that Curate
Revd ftephen, was able to plaii a valuable part in its discussions ancl ivork.. fvlany members
Oi khe congregation attended his ordination as a priest in Jiili,.

CIILirchkdardens, from the Social and Fundraising Committee and on safeguarding issues. A
eport of each meeting of the Deanery Synod ivas provideL4.. Regiilar 'clergii reports, were
also received f rom Revd Lesley in kuhicii she outlined her current and plannecj initiative5 for
miillstry, many of which were amongst children, including children at Lanchester EP School
and Burnhope School and, rrom the latLer part of the year, the reconstituted and hugelv
popula r iiiiessii Chui ch held at All Saints, Church.

continLiation ot tiiiancial processes and Inw Ilarch the PCLwas very glad to appoint ivlichael
Horlei/ to u ndertake this role. Grateful thaliks i.'.iere given to Ja ne Nii3 k,epecice, Ti-easui'er of
Harelavi ancl Annfield Plain PCC, for the Lime she had spent undei'taking ihe role. At tlie
fr,Ilarch meeting the accounts for the orevious financial yeai- iiere accepted and iiiere, in dLJe
COLirse, examined and approiied by the Independent Examiner. StateiMaLnts of the current
fi nancial posi Lion i.'Jere available at each meeiing. An importan L iinancial decision i'Ja5 made
dt the Qclober meeting:,vhen the Diocese's recommended Guided Pledge contribution for
the parish For 2023, thai Is £71,706, Ivas discussed. The PCC agreed to pledge £68,291 and to
consider in JUSKI 2023 the possibilit¥l Oi increasing Ihe pledged amount to meet the Diocese's

recommendalion. I his decision ivas made in the light of the increasing difFicLilty being
perienced in meetiiig other financial obligations..
Diiring the Covid lockdovin Reiid Leslei/ had institLlted schemes of iiirtual wiorship using live
streaming and Facebook so mainiaining her i4ork both 141ilh ihe I'egular congregayions and
IviLhin the ivicler communit¥,. The PCC ￿VaS veni pleased to support lier as she continued, and
coiitinues, Ivith Ihese iiiiliatiiies. Aftei. the Covid resti-iction5 it ￿..￿35 possible to resume the
provision of gifts of foocl to Consett Foo(l Bank, a move i.ielcoined by all i.vho make
donations.
Safeguarding remains a priority For the PCC and ai-rangements are made on its behalf to
ensure that all nece55aryY training is lip to date. The PCC com plie5 lullsP l4llth the reouirements
of Lhe Disclosure and Barring Seniice l DBS). It also takes care to comply fully ivitli ihe
requiremenLs of the General Data Protectioi) Regulation IGOPRI. This is designed to ensure
the proper storage of data on indiiiiduals.
The v.IOi'k of Lhe Social and Fundraising Committee continued and thanks to the efforts of its
chair a nd members raised in various imaginatiiie and innovative w.iaiis considei-able sums for
charities and for churcli funds. The PCC IAias delighted at its nieeting to support these
ctiiiities and hear of theii. outcomes.
An imporlant part of each Ineeiing i.':ias to receiiJe a report f'rom the churchivardens part of
I:iihose i.%iork enables the PCC to continue to e:/ercise its responsibility for the labric of the
ti.vo church buildiiigs and churchyarcls. Issues i.%ihich reqLiired Lhe attention of the
chu I'chimarclens during 2022 included dealing with p2iniing requirements, refurbishing the
floodligli ling a L All Saint5, Church, the iinplementaLion of recommendations made by the Fire
a nd Rescue Seriiice folloiving an inspection, iiarious issues relating to the chu rchijard at St
John's Cliurch, planning For possibly ehpensive modifications to All Saints, gas boilers and
trying to minimize the consumption of fuel consumplion in the churclies.
The PCC I'ielcomed and suppoited Revd Lesleii's success in reaching out in new walis to
children and families so fulf illing its priorities Set for 2022 3nd for her oversigh L of linancia
arrangements during a period not only of increasing financial stringencii but also of changes
in the role of Treasurer.
The PCC looks for),Kyard in hope io the opportunities and chal lenges bvh ich 2023 ivill bring. Its
regu lai intergenerationa5 ¥vorship, laying the Foundation5 for closer i'iorking between the
Pcll-ish lid our partner Pic rish of Si Thomas, H<ll-elaii- and Annfield Plain, facilitating spi ritual
groilith a nd clay to dic li discipleship by the pro'Jision of bible studies, smal I groups and
Ivorking together in mission, and continiiing to support an(1 encoLJrage the various
orgaD.is3tions i%iithin the churche5. The Careful management of (lecreasiiig fiiiancia I resources

coiilain the loss at this level the recommended Parish Share iiiic s not paid in full iAJlth the final
installmenl of £6,'100 beiiiJC Wlthheld. In December a grant of£5,372 was rectsiveo from the
Diocese loi energy support. The PCC allocated this to an Energy Fund to be used v.,here needed.
Inlithout Ihis grant Ihe reported loss iqiould have been greater icl £6,666. Also if the Parish Share
had been paid in fLIII ihe loss iiiould have been £12,766. Overa

During Ihe siear il Ihias iioted that some flinds held by the DBF yiere incorrectly recorded as
Designated ¥'.Jhkn?n Ihey are Eiidowment funds. This was corrected as can be seen in ihe Teports
The Youth I,Vork FLind was transferred to the Sunday School Fund. The OLltreach Ivlessy ChLfrch
vas restarted using the Sundas, School Fiind.
The PCC lias a reserves policy lo mainlain a currenl accounl balan￿ of thiee months running cosls
in the General Fund. To Ihis end during the irear £10.000 lias reluriied lo Ihe current account Irom
ihe Credit Union and Ihe General Fiind held b/ CCLA,.,ias closed Ai the year end Ilie General
Fund balance £'17,880. This is less Ihan the Tequired £23,000.
