ANNUAL REPORT OF THE PAROCHIAL CHURCH COUNCIL FOR 2020 The PCC started 2020 in buoyant mood resolved to be guided by and to guide our recently apF)ointed Priest in Charge, Revd, Lesley Sutherland and so fulfil the agreed priorities for the year. The PCC'S primary purpose for 2020. as in every year, was to promote the Gospel according to the doctn'nes and practices of the Church of England as we seek God in prayer and to show his love to those amongst whom we work. We planned, ryth Revd Lesley, to develop the key priortties, identified in the Parish Profile, of attracting more young people and their families into the fellowship and worship of the church, consolidating and maintaining the welkestablished links with the EP Primary School, developing a closer working relationship wtth Bumhope Primary School and responding to the changing social needs both locally and in the wder wortd. At the end of 2020 the PCC, chaired by our Priest in Charge. numbered 20" during the year 23 people served in various capacitFes and at various times. A PCC meeting was held in January at which a budget was set for the year ahead, various decisions were made on rna1ntenan issues and Revd Lesley described the current position and future plans in the areas of worship, occasional offices. mission, children's Work and pastoral care. Dates were agreed for fijture meetings including an Annual Parochial Church Meeting {APCM) in April. And then in March a Covid-19 national lockdown began. This introduced a period of considerable uncertainty, which continued in different forms to the end of 2020 and beyond. Face-to-fa PCC meetings were prohibrted by the Govemment. the Church of England and the Bishop. The solution in this parish was to hold regular virtual meetings by Zoom of as many members of the PCC as were able to 'assemble'. These were known as 'Pr&PCC meetings. and seven were held. It was recognised that they were not formal PCC meetings and that those present could not make formal resolutions. but use was made of a provision in the Church of England rules for this s¢enario. The provision enables recommendations to be considerEd 'by Corresponden,, a term which includes email, and for them to become formal resoluts.ons of the PCC. In this way a total of seven such resolutions were formally made covering the subjects of the extent to which our churches would open during the various periods of restrictions. the level of payment of Parish Sha, and the payment of donations to charity. Other issues were a0 discussed at the virtual meetings including the protocol for services and cleaning of church buikjings. Revd Lesley provided to each meeb'ng a summary statement of the ministerial work which she had undertaken and was planning, including the development of work with children. These included at each meeting a report fr¢)rn the churchwardens covering, among other matters, the restoration of the chiming mechanism of All Saints, church docK maintenan of the labyrinth and the planned renewal of extemal noti boards, The APCM, originally planned for April. was eventually able to take pla in October in All Saints. Church. It was well attended considering the need for stringent Covid secure condiknons. The meeting received all the required reports and appointed three Churchwardens, members of the PCC and Deanery Synod representatives. The meeting was immediately followed by a brief PCC meeting to appoint PCC offi*rs. The national restrictions made rt impossible to hold the customary social event following the meeting. An important part of each PCC Meeting ha5 been the reIpt of a wntten and verbal report from the Treasurer on income and expenditure together with recommendations for the fLrture. The Treasurer guided the PCC though the diocesan proposal that from 2021 the Parish Share payable
by each parish would be a 'Guided Pledge,. The PCC aLso agreed to make donations totalling £960 to Downs Syndrome North East and Willow Bum Hospi. Safeguarding remains a priority for the PCC and arrangements are made on its behalf by the Parish Safeguarding Officer, including ensuring that all necessary training is up to date. The PCC complies fully with the requirements of the Disclosure and Barring servi {DBS). It also takes care to comply fully with the requiTements of the General Data Protection Regulation (GDPR). This is designed to ensure the proper storage of data on individuals. The work of the Social and Fundraising Committee continued apace and thanks to the efforts of its chair and members raised in various imaginalive and innovative vrdys considerable sums for charities and for church funds. The PCC continues to exercise its responsibility for the fabric of the two church buildings and churchyards. The Covid restrictions meant that during 2020 many of the parish's usual activities such as concerts. coffee momings and fayres Could not take place and the number of seNices and attendan at services were nesSarilY reduced. It was not possible to continue to provide gifts of food to Consett Foodbank but publicty was gtven to the means of making individual financial donations. The PCC welcomed and supported Revd Leslels success in reaching out in new ways to children and families so fu111*ng its prionties set for 2020 albeit in slightty different ways than was originally inlended. The PCC looks forward in hope to the removal of Covid restricttons during 2021.lts priorities for 2021 are the further development of ministry to families and children, the provision of digital ministry where needed, the maintenance of financial stability and addressing the recommendations to be made following the quinquennial inspections at All Saints. and St. John's. SAFEGUARDING In 2020, there were no reports of concerns about safeguarding issues. There have been several items of update to the safeguarding policy, all Of which have been added to the hard copy document This document can be found in All Saints on the church notice board and on the chapter house noti board and at St John's it is displayed on the table at the back of the church. The current contacts for any concems about safeguarding issues are displayed along with the poster A SAFER CHURCH. This can be found in the chapter house, on the notice board at the back of church and in the bell tower at All Saints and on the table at the back of church at St John's. We have been contacted by the Diocesan Safeguarding Officer regarding website Safeguarding information compliancy. Rev Lesley has addressed this and to date our fa book and A Church Near You pages are compliant. Our Website page needs some updating. This is in hand. Safeguarding training needs to be updated every three years. It Is important that we ensure not only the safety of vulnerable members of the parish but also ourselves in case of a cOnM being raised, A large majority of those in our church who needed to complete training did so in Jai)uary 2019 at both levels c1 and c2. The basic levels of training can now be accessed online. If anyone is not sure which level they need to take, please contact either Rev Lesley or Sue Smith for clarification. We endeavour to ensure our church is indeed a safe place for everyone. Sue Smith GIFT AID This year the total given as gift aided contributions was £36,790.60. This is a decrease of about £9,000 compared with last year and we will be able to reclaim £9,197.65 this year from the govemment. The decrease in the annual claim is to be expected, given the prolonged closure of the Church. In addition, an increasing number of members of the congregation switched to the Parish Giving Scheme, from which we reived the lax refund each month during 2020. Using the Parish Giving Scheme significantly reduces the church administration burden (forms are available at the back of our churches) We can also reclaim tax through the government GASDS {GiftAid Small Donations Scheme). Thi8 covers plate collections and donations made by the weekly envelope scheme from those who do not pay tax. Unfortunately, cheques cannot bè included. as only donations of notes and coins are allowed. A big thank you to all of you who make this possible. If any other taxpayers wish to join the scheme, please contact myself or Steve Bailey. As we reclaim the you have already pald on your giving, it does not cost you anything more. You must pay sufficient income or opital gains tax to cover the rebate- Gurrently 25p for each £1 given. Miranda Donneky
FINANCE REPORT Due to the impact of Covid, our churches were closed for considerable periods of time and our usual fund-raising activities constrained. As a result. our income was reduced, but our expenditure was also curtailed. Total receipts in 2020 were £98,389.06 and payments £92,029.14. Of this, the General Fund income was £94,239.21 whilst General Fund payments were £85,517.86, resulting in the General Fund unrestricted balan increasing to £26,980.24. In 2019 the PCC had made the decision to reduce the Parish Share by almost £15.000 pa and without thi8 decision the reserves would have fallen to an unsustainable level. Whilst usual fiJndraising activities stopped, the Social and Fundraising Committee did manage to generate over £3,000 of income and a sponsored walk from Bumhope to Durham Cathedral also brought it Over £2.000. The General Fund also benefitted from regular donors switching their giving to the Parish Giving Scheme. Donations made in this way enable any Gift Aid tax to be recovered in the same month as the donation is made, rather than having to wait until the annual tax reclaim is submitted. In 2020 almost £3,500 was reiVed through this monthly tax refund. At the PCC meeting on 28th January 2021 the PCC considered their resetves policy. Previously it has adopted a policy of targeting a minimum holding in the General Fund equivalent to three months of general running costs. At that meeting the following policy was agreed for 2021. In the cunpnt climate it is very difficult to pdICt expenditure for 2021. Al the beginning of 2020 it was anticipated that three monfhs wnning costs would be about £24.500 and this number will be used as the resewe amount for 2021. At the end of 2020 there was a balance of £26,980.24 in the GeneTrl Fund. Whilst this is hlgher than the targeted seNe every effort should be made to ensure this balance is mainlained until it is possible to more accurntelypredict expenditure In 2019 fund raising was started to complete a major repair to the clock chime mechanism. At the start of the year we had almost £2,500 in the Church Hall Fund which was administered by Durham Di0san Board of Finance (DDBF). The income on this fund was restricted to expenditure on °General Purposes" and no monies had been taken from this fund for at least 16 years. The PCC agreed that DDBF should be approached to close the fund and release all of the money to go towards the chime repair. DDBF agreed to this and the repair was completed late in 2020. In 2020 a new accounling software package was introdud. The reports are shown on pages 16 to 22 and they should be read in conjunction with the notes on page 15. Stephen Bailey
NOTES TO THE ACCOUNTS The new Softwa package we used in 2020 for recording income and expenditute has been specrfically designed for use by Parochial Church Counci15. Many different reports can be generated, but the Charty Commission requires the three reports on pages 16.to 18 to be included in the Annual Report. As th&se reports look very different from the reports published in previous years I have included the more detailed income and expenditure reports shown on pages aa to bb. 1. On the Balan Sheet (page 16) the DDBF Church Hall balan is zero at the year end. See note 3 below 2, On the same page is shown a liability of £1 00. The software allows the recording of transactions that are nol part of the PCC accounts. e.g. receipts that are made on the understanding the money will used for a specific purpose, not at the discretion of the PCC. At the end of 2020 we re]Ved a donation of which £100.00 had still to be spent atthe year end and was held in the current bank account 3. On the Fund Movement Summary {page 17) is shown the transfer from the Church Hall Fund to the Thompson Fund. Interest on the Church Hall Fund had been restricted to °general purp05es'. The PCC agreed to close the fund to release both the capitsl and the accrued interest Wtth the money used to contribute to the major repair of the dock chimes. Durham Di0san Board of Finance (DDBF) agreed to this. The balano of the repair cost was made from donation5 received in 2019 and 2020 which had been deposited in the Thompson Fund. VAT was also reclaimed on the cost of the repair and deposited in the Thompson Fund. 4. The balance of the unrestricted General Fund rose from £18,358.89 to £26,980.24. Outgoing resources (expenditure) were reduced by changing from an annual Insuran payment to monthty payments. In 2020 the first seven months 'costs° had been covered by the annual paent in 2019. Detail of this can be seen on page 21, codes 5011 and 6011. 5. Monies from the Youth Work - School Room fund vS used to support increased expendtture on children's activities arKI resour whilst it was not possible lo run Messy Church. 6. Statement of Financial Activib'es (page 18) shows £732.70 of "Other Income.. This relates to the VAT refund on the dock chime repairs. More detailed analysis of the income and expenditure categories shown in this report can be found on pages 19 to 23.
