Chairman’s Report – Neil Finch
As another season ends as always I want to take some time to thank everyone involved with the club that make it possible to provide football activity to circa 700 people from all areas of our community.
I would like to thank all my fellow Trustees for performing their roles this season with enthusiasm and professionalism. A special mention to Sharon McLean who is stepping down as Club Secretary after taking on the role in 2018. Sharon and I started in our roles at the same time so has been a constant and it will feel strange not having her as Club Secretary. Sharon has done a fantastic job as secretary as well as getting involved in pretty much every aspect of the club, going above a beyond her basic responsibilities and has continued to perform the role long after her son stopped playing football at the club. I know Sharon has a deep affection for Bedwell Rangers and her decision to step down was not taken lightly, but there are only so many hours in the day and Sharon is a very hardworking mother and very recently grandma. I’m delighted that Sharon has agreed to stay on as a Trustee because her experience, knowledge and opinions are priceless; to BEDWELL say nothing of the fun and laughs she brings to the meetings. Thank you Sharon. It is worth mentioning that due to the town we are based in the job of running a football club has unique RANGERS Fo challenges. In short, the facilities for football in this town are an embarrassment and the lack of support for local sports club is nothing short of an outrage. How a council can charge large fees to use pitches in public parks but provide no corner flags or goal nets and no toilet facilities is beyond me. As things stand there is not a single 5v5 pitch to hire from the local authority in the whole town and I believe only a couple of adult pitches. I’d like to say things will improve but in truth things are only likely to get worse. Finding new venues within the town or even the surrounding areas is going to be a priority going forward; we will also try our best to negotiate with the local authority. Unfortunately, costs for venues are going to be increasing but we will continue to work hard to keep our fees as low as possible. There would be no point to all the hard work done by the trustees if the club didn’t have such a dedicated group of managers, coaches, assistants and helpers who give up their time to run the teams and put their a heart and soul into everything they do. These people don’t do the job for thanks, but it’s very much appreciated by the club and recognised by the vast majority of parents and players. You play an important role in the lives of so many of the young people you are working with and will be remembered by them throughout their lives. A big thank you to all of you. Lastly, a big thank you to all the parents, guardians and supporters who go along week after week to positively support our teams and everyone that supports the club by attending events. I wish there were more people that fully engaged with the club but hopefully word will spread of how good the events are and numbers will increase. Looking ahead I’m looking forward to bringing in some new trustees and aiming to be ready for the start of another challenging but exciting season. ag Club Secretary Report – INAS Sharon McLean After 6 years I have made the decision to step away from my role as Club secretary. This was not any easy decision to make as I have really enjoyed this role. I would like to thank all everyone for making this role an enjoyable one.
I would like to wish whoever takes over my role all the success and I will be around to help if you need it. We end of season 2024/25 with some great successes, congratulations to all teams that made it to finals with leagues.
Well done to all volunteers involved. We took part again in Herts Fa silent sidelines this season. This scheme is a great way for the youth players to play the game they love and find their voices, with the support of their manager. There have been a large amount of team fines this season. Hopefully next season this can be improved. Thank you to all managers, coaches and volunteers for all your hard work and dedication again this season without you these teams wouldn’t be here.

Lastly I would just like to thank all my fellow trustees for all their support they have given to me over the last 6 years. They truly are an amazing group of people who give up so much of their time to run this wonderful club.

The season has been extremely busy and it has placed a huge demand on my time to ensure that we meet all of our financial commitments. My thanks go to all trustees for ensuring that I have the correct documentation to pay all invoices. Special thanks goes to Sharon who ensures that referee fees are checked and then Sharon checks all my errors before we complete our payments.
We planned to use £10K of reserves in the last financial year. However, this did not take into consideration the loss of Marriotts and the awful weather of the last 6 months. The net effect of reduced spending has meant that we ended up with a surplus of £14K in the year. However, BEDWELL this will be offset with an increase in facility hire costs in 2024-25. This is especially true for Marriotts where the base price will increase by 35%. As a club we had a very favorable agreement with the school, but following the redevelopment of the 3G pitch the school realised that we were paying 38% of what they considered to be market rates. We have agreed that increases will be phased over the coming years. However, if we are paying RANGERS Fo market rates then we expect the school to ensure that the condition of pitches is improved.
Whilst setting a budget for 2024-25 the trustees expect that we will use up to £17K in reserves in the coming season and to ensure that we keep our loses to an absolute minimum we will have to increase subscriptions across the board by £10 for all teams.
Parents can assist the club by attending club events such as the race and quiz nights.
We are lucky that we have an equipment officer that is committed to maintain a high standard of kit. We have been fortunate that we had sufficient funds to make sure that kit could be purchased quickly and circulated to teams. This has meant that budgets had to be adjusted during the season. However, in the coming season we will stick to the budgeted figures and there are times when Warren may not be able to bulk buy hundreds of footballs only for these to be lost as quickly as we purchase them.
The biggest disappointment last season was the hacking of London & Zurich and the possible impact this had on parents. This was a large scale attack on a third party and something we had no control over. As a result we had to report ourselves to the Information Commissioners Office (ICO). This was not a nice experience and as data controller It is our responsibility to protect data. The data breach was through the third party direct debit company, which was out of our control, but we had to prove that we had taken adequate steps when the breach was officially recognised. Thankfully, the ICO confirmed that no further action should be taken against the club. We must now make a decision of how registrations and payments are handled in the future. London & Zurich have confirmed that they now have vigorous controls in place. Whilst I would happily move to a new provider, I would want assurances about the Cyber security that is in place for a new payment collection provider.
Fines – managers, please check your results and follow league rules, we are still getting petty fines for things
FA Fines - this season we have seen a dramatic increase in players being booked. We have also had to deal with 4 major fines from the FA. Where a parent brings the club into disrepute we will pass the fine onto the parent as was the case this season.

Therefore, the trustees must examine fines incurred by teams where we have been fined due to actions of a team or the management team. We have had 3 fines that have cost the club over £300 and in most cases we are unable to recover the cost of the fine. Personally, I think we are lucky that we have only had 3 fines. The club has a good name and is well run, but we need to maintain this standard and if we do not educate our parents then I am concerned that this will soon become a very serious issue. The trustees have had to deal with a number of instances this season where we have been able to defuse situations that have not come to the attention of Herts FA.

Budgets 2024/2025
As with all seasons setting a budget for next season has not been easy. The trustees have agreed to restrict fee increases to £10 per age group. The additional fees will not cover increased costs and the trustees have agreed that we should reduce the funds in the club to cover increased expenditure. The proposed budget forecasts the deficit for next season to be £17,500. However, this could increase if the number of teams in reduced and we are hit with any exception items of expenditure.

We have not decided which portal we will use for registrations, but we will start asap. We may continue with the same portal this season, but it will change at some point as the current portal does not interface with WGS.
As stated before in my treasurers report, registration does take its toll on my private life, especially in the coming weeks and we are looking at how the work load can be spread.

Kit and Equipment Ofcer – Warren Kennedy
Another exciting season has come to a close.
KIT:
The club have agreed to extend our agreement with www.kcsportsteamwear.co.uk to supply us kits via Umbro. We are currently in a good state with all shirts/shorts and socks in the hands of Bedwell Rangers FC to virtually complete all new and replacement team kits.
Please note, all players kits and official kits must only be ordered via myself and no direct orders will be honoured by KC Sports.
EQUIPMENT:
We have selected to use one equipment supplier www.networldsports.co.uk which offers us extremely good terms and a constant supplier of stocked items. This agreement will stay in place for the foreseeable future. . RANG ~~ERS F~~ o
Fixtures and Pitch Co-Ordinator – Garry Worton
I would like to say thanks first to the hand over and the support provided to me by Pete Webber who helped me get an understanding of how to manage training and fixture schedules. I would also like to say a big thanks to my fellow Trustees in giving me the opportunity to take on this role.
To say it has been a baptism of fire in the first season is an understatement. But it is one I have enjoyed taking on in providing support to all teams. From the very start we had the problems with the pitches at Marriotts where due to the adverse hot weather we had in the summer. This was followed by rain that then resulted in holes developing across all pitches where the drainage had been laid. This delayed all matches been played on grass pitches until November at the school.
This coincided with hoping to get Nobel up and running and finding out first the new goals had not been delivered, and then finding out one set was the wrong size. These delays resulted in us not been able to use Nobel until October. All the delays resulted in significant number of all matches across the various leagues needing to be played as reverse fixtures.

This was followed by the passing of the Queen in September, which then led to a period of remembrance where are games were stopped as a mark of respect. In a final twist before the season ended, we then discovered that the 3G pitches were not FA registered at Marriotts, which then resulted in us having to rearrange all league games at alternative venues.
During the season, we have also added Woolenwick Primary School to our list of venues where we can play matches. A big thanks needs to be passed onto all teams who have used this venue as it has shown the school our club conduct and level of respect, we show to using all venues.
I hope I have been able to meet the needs of all teams as we had to rotate from our regular pitches during the season. Certainly, without the use of the council pitches we would have struggled. The one thing all teams need to take notice of in the coming seasons is especially when we do need to use council pitches it is so important games are played. We as a club will lose the full cost of booking pitches if notice is not given back to BEDWELL the council within 72 hours of the day of the game. This season we had several instances where we were not told, and this is money the club lost. I want to make sure we have a tighter control on all such bookings moving forward, and I ask all Managers/Coaches for their support on this matter. RANGERS Fo
As the season draws to a close, I have been inundated with requests for friendly matches, and looking back at prior seasons this is something we have not been able to provide to teams to the level we have done this season, which I hope has helped.
I truly appreciate all the support each Manager/Coach has provided me in my first season and look forward to standing for re-election in the coming season. The one thing we do need to look at closely is how the training schedules are structured. We need to look and where we can provide more teams the space they need to train especially as we go up the age groups. This is something that is important as the teams develop their training and understanding of the different formats especially when they move up to 9 and 11aside.
Child Welfare Ofce – Nicky George
As a club we continue to grow and develop and this cannot be possible without our wonderful volunteers. Some of this season has been slightly up and down, but I think another hugely successful year for football. Thank you to you all for your efforts.
We would love to continue to grow and not only support out children but develop our coaches as well. That is why during the summer we will make a start on our new team of Development Officers and what that looks like for us all. If you think you can contribute, please let me know.
Qualifications
We now have 172 volunteers supporting this club. Last year felt busy with 89 DBS checks, and this year, it was much lower (circa 30) however, this year Safeguarding and First Aid qualifications became mandatory for not only us as a club, but also some leagues. This was a mammoth task and it was with absolute delight that Graham Storey joined the team as a Governance Officer and really championed this for us.
From this exercise, we did see a number of coaches suspended and then later removed from the club. Although this may seem harsh, it is critical that we maintain standards at this club, not only for the children’s safety, but also for the protection of our coaches as well.
In addition to this, we secured 3* status as an FA Accredited Club. Again, this was championed by Graham and with his engagement with Herts FA, our volunteers and trustees, we went through seamlessly.
My personal thanks to Graham for his efforts on all of this.

Behaviour
As in previous years, we’ve had a handful of issues in the past season. We continue to work with Herts FA on this but as we mention in our Officials meetings, we must not rise to any issues during or after matches. There is no place for poor behaviour in BRFC and I would urge officials, supporters and players to all adhere to the Codes of Conduct we have online on our website.
As I mentioned last year, BRFC can (and do) get fined for not controlling their side-lines and we have seen personal bans from Herts FA. The children just want to play football. Let them.
Junior Coaching
We have a group of fabulous Junior Coaches who support a number of teams across the club. Unfortunately, due to limited capacity, the group have been left to their own devices this year (under the very capable watch of our coaches of course), however, we have been able to support 3 of our junior coaches who, after coming of age, the BRFC Youth Forum paid for their Level 1 course in full. We can’t wait to see how they progress. BEDWELL With this in mind, I’ve set myself a personal objective of reigniting our Junior Coach programme for the next season – so please keep your eyes out for information to share with children in our u12s and above. I said it at the start of my report, but I always sign off with a big shout out to our volunteers. I still feel very lucky that as CWO I get know the majority of you. You are brilliant and the impact you have on our community is nothing short of fabulous. We couldn’t do it without you. THANK YOU. We exit 2023/24 season with a total of 29 active sponsors. es It should be noted that the entire club benefits from any sponsorship support received and not just the team carrying the sponsors logo; therefore, if you are a manager of a squad that is unsponsored, I urge you to assign yourself a goal of identifying and obtaining a sponsor (2 or 3 years) for the coming season. It should be the collective goal of the entire club to have all teams/squads at least assigned to a single sponsor. Enjoy the summer, and please ensure that any interested party who are looking to support and sponsor a real grass root team are directed for my attention. Minutes Secretary Report – Jon Pace ~~a~~ As, I said in my report this time last year, I have the pleasure of writing mine after I have compiled the other Trustees reports, this allows me to reflect over the season and realise how much every volunteer at this club can and does make a difference to the local community.
As you will have read in the other reports, the club seem to have run from one problem to another due to outside factors, but as a club we’ve survived these challenges and remained on a very stable footing. Many thanks must go to all the Trustees who put in a lot of unseen hours to ensure Children and adults across our town have opportunities to play grassroots football at an affordable price.
One of the earliest things I was taught in my professional career is that you should always try and leave a role in a better position than when you started, and I can say that all the Trustees in my 4-year involvement with Bedwell Rangers have certainly done that.

Wow, what another amazing year of Events & Fundraising for Bedwell Rangers. The below is just snapshot of the amazing achievements everyone has made a contribution to the season just finished.
Starting with last year’s June presentation. The was the first one at Nobel school and it was a great success. It had a smoother feel to the day and created better circulation space to allow teams to purchase club Merchandise, food and drink, take pictures and enjoy the outdoor area before and after their award sessions. This event generated £933.25 into the club fundraising pot.
September 10[th] was the Clubs 3[rd] annual and very popular Golf Day held once again at Knebworth Golf Course. We always have great attendance to this event, held at a fantastic venue. This is an opportunity to use a different kind of ball…… Thank you to everyone that supported this event, as you helped raise an amazing amount of money - £3,876.76 This is an increase of £264.53 from last year’s event. So, a huge Well done!

November 26[th] was Drag Queen bingo, an event funded by the club as a thank you to all officials who take their time to volunteer for the club. There were multiple games of bingo played with a twist, as I’m sure you can tell by the event title, where cash prizes were up for grab and including raffle prizes. This is the first type of event of this nature and feedback was positive.
December 5[th] – Back to Gravity for another year of fun for all the players of Bedwell, an opportunity to get together prior to the Christmas break. The event is always well attended, and the players have an amazing time. 2023
March 4[th] – Quiz night. Always a popular event, so this year we decided to seek a larger venue and was held at the Oval Community Centre. With a record 18 teams in attendance, we saw an increased atmosphere and friendly competitiveness as teams competed their way to top spot answering our ever challenging and BEDWELL interesting questions. We even had our very own Bedwell bar with a variety of drinks at competitive prices. This event raised a massive £1,067.25 RANGERS FCc May 13[th] – hosted at the CIU Club – another annual and very popular Race Night where both adults and children can come along for some family fun. A great way to cheer on your favourite horse or pig as we had a cameo pig race this time round. This event generated £1112.93 for the club which doubled on last year’s total of £522.44 There was also several events throughout the year where Bedwell volunteers got involved outside the club, such as the London to Brighton cycle ride in September. Support is always welcomed for these individuals or teams that take part, as it helps to raise the profile of Bedwell as a whole. We look forward to seeing you all at the presentation day. Of course, there is the raffle to get involved in if you ra have not done so already. In addition, there will be merchandise for sale. Thank you to everyone who has helped with Bedwells fundraising activities and events over the past year. From organising or attending your support, enthusiasm and dedication has contributed to another successful year. Independent Examiner’s Report
Report to the trustees and members of Bedwell Rangers Football Club – Charity Number 1131242 for the year ended 31 May 2024 which are set out on pages 1 to 14.
Respective responsibilities of officers and examiners
As the charity’s trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011. It is my responsibility to examine the accounts to ensure that they have been prepared in BEDWELL accordance with general accounting principles and to state whether any matters have come to my attention. An examination includes a review of the accounting records kept by the Club and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as officers concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’, and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
I have completed my examination and confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
- the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and contents of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
