Chairman’s Report – Neil Finch
Firstly, I would like to thank all the trustees for the hard work and commitment throughout the past year. The majority of this work is done behind the scenes and the fruits of which are often taken for granted. Running a club of this size is not possible if those in positions of responsibility don’t only have the necessary skills and knowledge but also have a passion to unselfishly provide for others.
I’d also like to recognise the effort, commitment, and passion of every single one of the volunteers that enable so many players to enjoy playing football every week and all the great benefits associated with being part of a team. Coaching a football team and everything associated with running the team requires a variety of skills beyond a knowledge of football and a good amount of emotional attachment that is too often not appreciated by those making things unnecessarily more difficult.
In all the years of being a trustee of the club this season has been the most frustrating when it comes to outside influences from those who are in a position to support grassroots football and should be assisting us but instead seem to have a lack of comprehension and empathy of what is involved and how difficult their actions and decisions make for those of us just trying to do all we can for as many members of our community as we can. This was highlighted when we were prevented from using Marriotts 3g to play matches for the last part of the season… the reasoning behind this does nothing to support grassroots football and actually prevented children from being able to play football. The people in positions of authority who are responsible for this should hang their heads in shame and the whole issue was handled in a very unprofessional manner. As it stands, we are hopeful that this situation will be resolved over the summer, but this is not guaranteed and if not, it will have huge implications for the club; specifically, the amount we would be forced to charge for registration fees due to the high cost of renting council pitches.
The issue of pitches highlighted what I complained about in my report last year and that is the woeful lack of facilities in the town. As things stand there is currently no artificial pitches in the town that the FA deem fit for football to be played on. That is shameful for a town of this size and should be an embarrassment for the local authority. As far as I’m concerned by providing football for nearly 800 members of the community every week, we are doing their job for them and as such deserve their support and not the negativity that in the past we have encountered at every turn. However, hope springs eternal and with a change of council leadership I have already had an initial meeting to try and put our case forward and with the support of the trustee’s future meetings are planned.
The number of applications to join the club shows no signs of slowing up and the waiting list remains at well over 200. We will continue to do all we can to provide opportunities for as many of these children as possible. The great reputation the club has is a great testament to the efforts of everyone involved and as well as the officials and volunteers this also includes the players for their enthusiasm to play the game we love in the right way and the parents who support the club positively.
As we approach summer, I hope everyone can get some well-deserved rest to recharge their batteries and look forward to the start of next season.

Club Secretary Report – Sharon McLean
Another great successful season for Bedwell Rangers.
We have seen U14 girls win a County Cup and U13 Juve finish runners up in divisional cup. Whilst U12 Milan, U12 Lazio, U13 Juve and U14 Dragons all won their divisions.
Massive well done to those teams and all volunteers involved but also to all teams who have gone out and played their socks off.
We took part in Herts FA pilot scheme of “Silent sideline” and whilst this worked for some teams other’s struggled it was interesting to watch how the youths adapted to this, thank you to all managers and coaches that took part in this.
Unfortunately, we lose a couple of teams this year, and I would like to wish them all the best in their next football adventure.
Once again, a lot of fines received this season from teams and players. Hopefully we can improve on this next season! One thing that I have noted and would like to see an improvement on is Bedwell Rangers code of conduct, not just for players but for spectators too.
Thank you to all managers and coaches that have made my first season helping with referee refunds go as smoothly as it has.
Finally, I would like to thank my fellow trustees for all their hard work and support this season. I am truly lucky to work with such a bunch of amazing people who give up a lot of their own time to make sure the club runs smoothly, and every child gets to play football.

As a club we rely on the help of so many volunteers and my thanks goes to Sue Penn who I took over from in June 2022. Sue handed over a well-managed set of accounts and we had a clean set of records to hand over to our Independent Examiner.
In 2021 the Trustees took the decision to reduce fees to allow for the larger than expected surplus that had accumulated during Covid to be reduced. In 2022, fees were increased, and the trustees make the decision to increase fees against a back drop of worldwide price increases. We set a high target of reaching £105K through membership fees. I am pleased to say that we fell marginally short on this target and next season we will need to look at how we ensure all players make a contribution to their fees. The Trustees want to maintain the ethos of affordable football and we are still have some of the lowest fees in the county.
So far, we have not seen dramatic price increases, but we knew this would be short-lived and we are already aware of price increases with Marriotts already proposing 10% price increases. Therefore, with prices increasing the Trustees will continue with the policy of increasing registration fees by £10 next season. The trustees are also going to review how both adult squads are funded as we have experienced a very high number of non-payers this season.
This season we changed the rules on the ownership of kit. Any player that has paid in full now owes their kit. Parents need to be aware of their commitment and any lost/damaged kit must be replaced by them.
Kit has continued to be a thorn in our accounts. We have tried to set budgets, but we have had to be flexible and allow our kit officer, Warren Kennedy, the opportunity to purchase kit when it is available, it is because we have a healthy bank account that we can afford to do this. The club should be thankful of Warren’s commitment and forward thinking. Warren likes to send me batches of invoices at the start of the month thinking I will have forgotten

by the end of the month, and the comment, couple of small invoices coming your way, is often the start of the email, often these come in around £2K. As I say, we are fortunate to have someone so dedicated to ensure we have a stock of kit. Warrens report will provide more details on the difficulties he is having to deal with. He has promised me less shocks next year.
All areas of our expenditure have increased considerably and there are costs that we must manage more carefully.
Fines – managers, please check your results and follow league rules
Cancellations – on May 30[th] I paid £130 in fines for non-fulfillment of fixtures. The trustees know managers are let down at the last moment, but we have had teams cancel matches where we have paid £85 for a council pitch and then incur a league fine. This must stop, we have a 72-hour window to cancel pitches. Just not turning up is a complete waste of club funds.
The Trustees will have to examine the viability of a squads where a squad is failing to fulfill fixtures on a regular basis.
Players/Parents – the trustees will bring into force new rules relating to the behavior of players and parents that result in fines from Herts FA. Last season we received 2 fines in excess of £100 due to poor behavior. Whilst players have paid their own fines for misconduct, the trustees must be stronger is ensuring that a squad or parent are held responsible for fines that are as a result of poor behavior.
Gift Aid – we must continue to promote parents agreeing to Gift Aid. As a charity we have had to amend our accounts so that we clearly identify 35% of our administrative costs. This allows us to state that 35% of our fees are the players’ membership fees. This allows us to claim 25p in every £1 from the government for this element of a players registration fee. This might be as little as £10 per player, but with 700 players, this will mean our claim will be a minimum of £7,000 next season.

The trustees had allowed for a loss of £10K in the season. However, the work of the fund-raising team with some excellent events and a fantastic donation of £11K from Astrium Sports and Social club ensured we did not have a deficit this season.

Thanks, should also go to all of our sponsors for their continued support this season. But a special word of thanks should go to Derek Fieldsend. Having taken a break, Derek realised that walking away is not as straight forward as you think and returned to the club. Derek set about building his new squad and then set about on a personal crusade to raise money for warm coats for his squad. This has now been extended to other squads and during the season Derek raised over £4,000 through different sources and we will receive a minimum of £1,000 from Tesco in July.
It shows that by knowing the right sources there is a lot of cash that we can benefit from.
Setting a budget for next season has not been easy.

Registration Secretary – Gary Dempsey
The last season has seen a continued increase in player registration. During the year 763 players were registered. During the season we lost the U15 Girls Dragons and U17 Boys Impact. Even with these players leaving approximately 690 players remained with the club.
Again the figure do not include all the Pay to Play players that we have provided training sessions to. All coaches that have provided this additional coaching should be congratulated on their fantastic efforts

As with previous seasons, to ensure a clean set of records we will reset all the data on the registration portal, and we will attempt to complete the new portal by w/c 19[th] June. It is essential that once the portal is open Girls teams ask their players to register as we need to submit completed squads by July 31[st] .
All players will require photos, we are not like other clubs who recycle player photographs.
All new players will require a photo and are required to submit proof of age i.e. Passport or birth certificate As I write I am not aware if Mid Herts will use the FA WGS for all registrations, thereby removing the need for ID cards. But it will be essential that teams ensure that they have a printed team sheet each game.

– Kit and Equipment Officer Warren Kennedy
Another exciting season has come to a close.
KIT:
The club have agreed to extend our agreement with www.kcsportsteamwear.co.uk to supply us kits via Umbro. We are currently in a good state with all shirts/shorts and socks in the hands of Bedwell Rangers FC to virtually complete all new and replacement team kits.
Please note, all players kits and official kits must only be ordered via myself and no direct orders will be honoured by KC Sports.
EQUIPMENT:
We have selected to use one equipment supplier www.networldsports.co.uk which offers us extremely good terms and a constant supplier of stocked items. This agreement will stay in place for the foreseeable future.

Fixtures and Pitch Co-Ordinator – Garry Worton
I would like to say thanks first to the hand over and the support provided to me by Pete Webber who helped me get an understanding of how to manage training and fixture schedules. I would also like to say a big thanks to my fellow Trustees in giving me the opportunity to take on this role.
To say it has been a baptism of fire in the first season is an understatement. But it is one I have enjoyed taking on in providing support to all teams. From the very start we had the problems with the pitches at Marriotts where due to the adverse hot weather we had in the summer. This was followed by rain that then resulted in holes developing across all pitches where the drainage had been laid. This delayed all matches been played on grass pitches until November at the school.
This coincided with hoping to get Nobel up and running and finding out first the new goals had not been delivered, and then finding out one set was the wrong size. These delays resulted in us not been able to use Nobel until October. All the delays resulted in significant number of all matches across the various leagues needing to be played as reverse fixtures.
This was followed by the passing of the Queen in September, which then led to a period of remembrance where are games were stopped as a mark of respect. In a final twist before the season ended, we then discovered that the 3G pitches were not FA registered at Marriotts, which then resulted in us having to re-arrange all league games at alternative venues.
During the season, we have also added Woolenwick Primary School to our list of venues where we can play matches. A big thanks needs to be passed onto all teams who have used this venue as it has shown the school our club conduct and level of respect, we show to using all venues.
I hope I have been able to meet the needs of all teams as we had to rotate from our regular pitches during the season. Certainly, without the use of the council pitches we would have struggled. The one thing all teams need to take notice of in the coming seasons is especially when we do need to use council pitches it is so important games are played. We as a club will lose the full cost of booking pitches if notice is not given back to the council within 72 hours of the day of the game. This season we had several instances where we were not told, and this is money the club lost. I want to make sure we have a tighter control on all such bookings moving forward, and I ask all Managers/Coaches for their support on this matter.

As the season draws to a close, I have been inundated with requests for friendly matches, and looking back at prior seasons this is something we have not been able to provide to teams to the level we have done this season, which I hope has helped.
I truly appreciate all the support each Manager/Coach has provided me in my first season and look forward to standing for re-election in the coming season. The one thing we do need to look at closely is how the training schedules are structured. We need to look and where we can provide more teams the space they need to train especially as we go up the age groups. This is something that is important as the teams develop their training and understanding of the different formats especially when they move up to 9 and 11aside.
Child Welfare Office – Nicky George
As a club we continue to grow and develop and this cannot be possible without our wonderful volunteers. Some of this season has been slightly up and down, but I think another hugely successful year for football. Thank you to you all for your efforts.
We would love to continue to grow and not only support out children but develop our coaches as well. That is why during the summer we will make a start on our new team of Development Officers and what that looks like for us all. If you think you can contribute, please let me know.
Qualifications
We now have 172 volunteers supporting this club. Last year felt busy with 89 DBS checks, and this year, it was much lower (circa 30) however, this year Safeguarding and First Aid qualifications became mandatory for not only us as a club, but also some leagues. This was a mammoth task and it was with absolute delight that Graham Storey joined the team as a Governance Officer and really championed this for us.
From this exercise, we did see a number of coaches suspended and then later removed from the club. Although this may seem harsh, it is critical that we maintain standards at this club, not only for the children’s safety, but also for the protection of our coaches as well.
In addition to this, we secured 3* status as an FA Accredited Club. Again, this was championed by Graham and with his engagement with Herts FA, our volunteers and trustees, we went through seamlessly.
My personal thanks to Graham for his efforts on all of this.
Behaviour
As in previous years, we’ve had a handful of issues in the past season. We continue to work with Herts FA on this but as we mention in our Officials meetings, we must not rise to any issues during or after matches. There is no place for poor behaviour in BRFC and I would urge officials, supporters and players to all adhere to the Codes of Conduct we have online on our website.
As I mentioned last year, BRFC can (and do) get fined for not controlling their side-lines and we have seen personal bans from Herts FA. The children just want to play football. Let them.
Junior Coaching
We have a group of fabulous Junior Coaches who support a number of teams across the club. Unfortunately, due to limited capacity, the group have been left to their own devices this year (under the very capable watch of our coaches of course), however, we have been able to support 3 of our junior coaches who, after coming of age, the BRFC Youth Forum paid for their Level 1 course in full. We can’t wait to see how they progress.
With this in mind, I’ve set myself a personal objective of reigniting our Junior Coach programme for the next season – so please keep your eyes out for information to share with children in our u12s and above.

It should be noted that the entire club benefits from any sponsorship support received and not just the team carrying the sponsors logo; therefore, if you are a manager of a squad that is unsponsored, I urge you to assign yourself a goal of identifying and obtaining a sponsor (2 or 3 years) for the coming season. It should be the collective goal of the entire club to have all teams/squads at least assigned to a single sponsor.

Minutes Secretary Report – Jon Pace
As, I said in my report this time last year, I have the pleasure of writing mine after I have compiled the other Trustees reports, this allows me to reflect over the season and realise how much every volunteer at this club can and does make a difference to the local community.
As you will have read in the other reports, the club seem to have run from one problem to another due to outside factors, but as a club we’ve survived these challenges and remained on a very stable footing. Many thanks must go to all the Trustees who put in a lot of unseen hours to ensure Children and adults across our town have opportunities to play grassroots football at an affordable price.
One of the earliest things I was taught in my professional career is that you should always try and leave a role in a better position than when you started, and I can say that all the Trustees in my 4-year involvement with Bedwell Rangers have certainly done that.

– Events & Fundraising report Glen Storey
Wow, what another amazing year of Events & Fundraising for Bedwell Rangers. The below is just snapshot of the amazing achievements everyone has made a contribution to 2022
Starting with last year’s June presentation. The was the first one at Nobel school and it was a great success. It had a smoother feel to the day and created better circulation space to allow teams to purchase club Merchandise, food and drink, take pictures and enjoy the outdoor area before and after their award sessions. This event generated £933.25 into the club fundraising pot.
September 10[th] was the Clubs 3[rd] annual and very popular Golf Day held once again at Knebworth Golf Course. We always have great attendance to this event, held at a fantastic venue. This is an opportunity to use a different kind of ball…… Thank you to everyone that supported this event, as you helped raise an amazing amount of money - £3,876.76 This is an increase of £264.53 from last year’s event. So, a huge Well done!
November 26[th] was Drag Queen bingo, an event funded by the club as a thank you to all officials who take their time to volunteer for the club. There were multiple games of bingo played with a twist, as I’m sure you can tell by the event title, where cash prizes were up for grab and including raffle prizes. This is the first type of event of this nature and feedback was positive.
December 5[th] – Back to Gravity for another year of fun for all the players of Bedwell, an opportunity to get together prior to the Christmas break. The event is always well attended, and the players have an amazing time. 2023
March 4[th] – Quiz night. Always a popular event, so this year we decided to seek a larger venue and was held at the Oval Community Centre. With a record 18 teams in attendance, we saw an increased atmosphere and friendly competitiveness as teams competed their way to top spot answering our ever challenging and interesting questions. We even had our very own Bedwell bar with a variety of drinks at competitive prices. This event raised a massive £1,067.25
May 13[th] – hosted at the CIU Club – another annual and very popular Race Night where both adults and children can come along for some family fun. A great way to cheer on your favourite horse or pig as we had a cameo pig race this time round. This event generated £1112.93 for the club which doubled on last year’s total of £522.44
There was also several events throughout the year where Bedwell volunteers got involved outside the club, such as the London to Brighton cycle ride in September. Support is always welcomed for these individuals or teams that take part, as it helps to raise the profile of Bedwell as a whole.

We look forward to seeing you all at the presentation day. Of course, there is the raffle to get involved in if you have not done so already. In addition, there will be merchandise for sale.

Independent Examiner’s Report
Report to the trustees and members of Bedwell Rangers Football Club – Charity Number 1131242 for the year ended 31 May 2023 which are set out on pages 1 to 15.
Respective responsibilities of officers and examiners
As the charity’s trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011.
It is my responsibility to examine the accounts to ensure that they have been prepared in accordance with general accounting principles and to state whether any matters have come to my attention.
Basis of Independent examiner’s report
An examination includes a review of the accounting records kept by the Club and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as officers concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’, and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
I have completed my examination and confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
-
the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and contents of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
