Chairman’s Report – Neil Finch

Firstly, I want to record my appreciation for all the hard work done by my fellow trustees during the past year. They all put in an amazing amount of time, effort, and energy into everything they do behind the scenes to enable the club to run as smoothly as it does. I want to give a special mention to two of the trustees who are stepping down from their roles after years of service to the club. Sue Penn and Pete Webber have been integral in the running of the club during their time as trustees at a time when the club has grown at a great rate. I wish them well and I’m sure we will still see them around the club and at club events.

The work of the trustees would be for nothing if we didn’t have such a fantastic army of volunteers giving up their time to act as managers, coaches and fulfilling all the other vital roles that make football teams possible. The effort and commitment they demonstrate week in and week out is really appreciated by myself and by the hundreds of parents and young people to whom they are so important.

One of the resulting challenges of the covid pandemic is the fact that we haven’t been able to get coaches and officials together for the past couple of years. Next season I want to make sure that all our volunteers become more part of the club and attend meetings and events, so we all get to know each other much better, this is vital if we are to maintain a club with everyone pulling in the same direction.

I think the decision last year to limit fees to just £50 for all existing players was a great thing for the club to do at a time when many people had financial worries caused by the pandemic. This gave us many challenges but I’m proud at the way the club managed finances and the amount of fundraising done to help overcome those challenges. So a big thank you to all those who assisted with the organising of events and to those who supported them by attending.

My biggest frustration continues to be the lack of facilities within the town. We look on enviously at clubs in the surrounding areas within Hertfordshire as they are provided with funding and support from the FA and their local authorities to obtain or improve facilities and have venues they can call home. Unfortunately, we live in a town with an embarrassing lack of sporting facilities and those with the power to make things better don’t care. Five years ago, the FA said Stevenage was three 3g pitches short of what was required for the size of the town and that this area was due to receive grants. Since then nothing has changed except more and more homes are being built making the need for more facilities greater than ever. In conversations with the local authority the excuses I have heard for the reasons that we can’t be given a location where a 3g pitch could be built have been ridiculous and there is an obvious lack of will to support us or any other sports clubs within the town. We are currently providing football for over 700 players from every section of the community, all done by the effort of unpaid volunteers. I believe this is taken for granted by those who have the power to make things better and they simply don’t care. It’s a sad state of affairs that we have approximately 300 children on our waiting list and we are at the point where if a child isn’t playing in one of our teams by the age of u8 it is likely that they are too late and will never get the opportunity to be part of a team. The fact that ourselves and the other football clubs in the town manage to provide football at all despite the lack of support is great testament to all those involved.

Going forward I want us to be able to continue to offer football to as many children as possible and we will leave no stone unturned as we attempt to do just that.

Club Secretary Report – Sharon McLean

Finally, a completed season! I’m sure we can all agree that’s it’s been great having a full season of football after the last two seasons. And what a season it has been, we’ve had lots of division winners alongside cup winners. It has been great knowing despite the uncertainty in the past both boys and girls have come back fighting harder than before.

Congratulations to all those teams.

Unfortunately, we have received quite a few fines from both managers and players this season, which hopefully we can try avoid this next season!!!

I have also been lucky to be part of the fundraising team again this year, and have been involved in the great events that have happened. I would like to thank everyone involved with the fundraising and made it possible for us to get back to holding these wonderful fun events. I look forward to being involved in next seasons events.

Next season I will be taking in referee refunds for managers and coaches. I am looking forward to this.

I would like to thank all the coaches and managers that selflessly give up their time to give all the youths the opportunity to play a sport which they love. Without you we would not be the fantastic club we are.

Lastly, I would like to thank my fellow trustees for all their help and support over this season. I am grateful to be part of the Bedwell Rangers FC family.

Treasurers Report – Sue Penn

This year has been another great year for Bedwell, the club has again seen growth in both players and teams, with varying successes throughout the year.

I have held the position of Treasurer for the club since 2014 but due to changing work commitments, I am stepping down for the coming season, this will conclude 12 years at the club, first joining as a parent, then Match Day delegate before becoming a trustee and the Treasurer. I leave the club in the very capable hands of the remaining trustees and hand over the mantle of Treasurer to Gary Dempsey, with the help of Sharon Mclean, and with that, a solid financial grounding for the future. My thanks especially to Gary for the invaluable support throughout this season, taking over the production and co-ordination of the accounts. I would like to thank all those that volunteer at the club; the coaches, managers, parents and trustees, all of whom play a key part in the success that has been Bedwell Rangers and who make BRFC a club to be proud of.

Last season we ended the season with 679 players, which once again is a considerable increase from the previous season. The numbers would have been higher had we not lost a U13 squad during the season.

This does not include all the Pay to Play players that we have provided training sessions to. I estimate that we with our registered players, this club has provided some form of football to 900 players last season and Neil and Nicky and all of the coaches that have supported this operation need to be congratulated on their fantastic efforts throughout the season.

Squad numbers for all ages have increased, and I expect this trend to continue next season. Table below shows details of players per correct age group, teams playing up a year are shown in correct age band.

As with last season, to ensure a clean set of records we decided to reset all data on the registration portal. At the time of writing more parents agreed to gift aid their registration fees.

The work needed for the Whole Game System during July and August was immense with registrations a considerable time due to so called upgrades. This has settled during the season, and I expect an easier summer.

Registrations will begin in the first week in July, all players must register, and new photos will be required for all players. Do not cheat the system and send photos that you took years ago. It is a shame other clubs do not

update their photos and I often see players who are transferring where their photo is at least 5 years out of date!

Registrations fees will return to previous levels, and we will need to increase fees to maintain kit, pay match fees and provide training. I suspect that we will increase the number of periods that parents can pay their fees next season and I will speak to Neil about this. But I suspect more parents will default on their fees and this could result in players being suspended. As a result of this threat, we collected over 99.3% of fees due.

Please remember a few simple rules, all players need photos, all new players need photos and proof of ID. New registrations do not automatically mean a player can play in a league. Therefore, team sheets will be needed for each match, I issue these when I have a full squad. But managers can access the whole game system and print their own sheets, please ask any manager who is familiar with this process, it avoids the 9am panic when I have to try and find a team sheet at short notice.

Kit and Equipment Officer/Minutes Secretary – Jon Pace

First off, I’d like to apologise to anyone related to the club, if they feel that Kit and Equipment has been poorly managed this season, I can assure everyone this isn’t for the want of trying or lack of effort. Supply issues have again been crippling this season, and as an end user this magnifies any of these problems. This isn’t an isolated issue related to our suppliers, but an industry wide problem. I’ve spoken to many people in the industry and hear the same stories regarding grassroot kit supplies for many household named brands.

As a club we also appreciate that a three-year kit cycle can be hard to manage for both managers and parents alike as children grow at different rates and can be hard to predict growth spurts especially within the older age groups. The vast majority do manage this well and this in part allows us to keep registration fees relatively low. This is something the Trustees have actively spoken about, and we will look to make it easier for parents to replace any kit at their own costs.

Due to a change in work circumstance, I have taken the decision to step away from the role as Kit and Equipment officer and as such these roles will be split between officials’ kit, team kit and equipment. Going forward, we have started to build up a stock of kit which will hopefully start to alleviate some of the supply issues that have dogged us since the pandemic hit, however this won’t stop all the problems.

Thanks go to Nicky, Warren and all the staff at KC Sports who have worked hard to sort out many of the problems that have occurred.

As Minutes Secretary, I am lucky enough to be able to read all the Trustees reports whilst compiling ahead of the AGM, and pay tribute to the hard work and dedication they put in, not only to their individual roles but collectively as a team, many roles within the club overlap each other so teamwork is key. Both Sue Penn and Peter Webber have been superb servants to the club both as Trustees and in their roles which both have huge amounts of responsibilities, and this season we’ve welcomed aboard Jason Caplen to the Head of Boys role and Glen Storey to the Fundraising role, both have come in with a fresh view on things which is how a Charity such us ours should be run.

As a Trustee, coach and parent I get to see how much good work goes it at every level of the club and we have so many successes that we probably don’t shout loud enough about. The Youth Forum is something to be so proud about this season they’ve put together the Neon Parties which were so well received at Christmas, helped out with how Junior Coaching should look and have also set-up the interclub tournament which raised around £400 for charities which are close to people in and around the Bedwell family.

On the morning I write this report, I received a phone call before breakfast asking me if I could open up one of our facilities so that line markings could be refreshed. The company that provides this service are local and don’t charge us a lot of money for the service, and his reasoning for this is something which is so true to why so many of us get involved in with the club and that was ‘ Someone did it for me as a kid and looking back I am so grateful’. I thought this summed up Grassroots football brilliantly.

Fixtures and Pitch Co-Ordinator – Peter Webber

This was my fourth and final season in the role and saw us return to football without the need for Covid controls and for the first time in 2 season as full season without lockdown interruptions.

In the summer we added our fourth school to our training offering with the addition of Barclay Academy on Wednesday and Thursday nights meaning we could continue the play and play sessions at Nobel with space for any new teams formed to train.

We still have several logistical issues at all venues primarily around parking and we need to continue to provide reminders to managers and parents to make sure club members only park in marked bays and only disabled bays when a blue badge is shown.

Marriotts school have also struggled to stop some of the local youths damaging their grass pitch facilities including using metal grinders to cut through the fences. This has resulted in the school investing in new goals that can be locked away when not in use these will be ready for the new season.

On the pitch side, we have struggled with the fact we only have the 1 senior 11v11 pitch and budgeted to use council facilities as a result. The good weather before Christmas and the way the fixtures fell meant we were able to play more matches than expected on the 11v11 at Nobel and thus save on pitch fees with the council. This will still be an issue next season especially if the weather is not as kind.

The only other thing to report as the leagues recovered from the pandemic they seemed to change to how they used to issue fixtures in the past, meaning that bulk fixtures were issued on a number of occasions with late with only 6 days’ notice and fixtures changed around for no logical reason, this has made the job harder especially in the competitive divisions.

To end my report, I confirm that due to personal circumstances, I am stepping down from the role at the AGM and will not stand for re-election for the 2022-23 season. I wish my successor whoever that may be the best of luck in a job I have thoroughly enjoyed doing for the past few years.

Child Welfare Office – Nicky George

This season has been a resounding success in terms of numbers. We tipped 700 players for the first time ever this year and personally I couldn’t be prouder of this achievement. However, this comes with its own challenges. From a personal point of view, this has generated 89 DBS checks. Around 150 volunteers where we need to make sure they are fully equipped to support their team with safeguarding and first aid courses/qualifications. A growing team gives us a growing reliance on our processes and procedures as well. This, coupled with the qualifications mentioned above means that the club is now seeking a Governance Officer. This role will be an extra support not only for the qualifications piece, but will also ensure that we have the right policies in place to support members and volunteers alike. Behaviour We’ve had a handful of issues in the past season. All with mixed outcomes, but all with lessons learned. For example, we have had a handful of incidents on the side-lines where supporters have been overly vocal with players, coaches, opposition or more commonly the referee. We are a grassroots club. I understand that passions run high, however, there is no place within BRFC for poor behaviour. Did you know that BRFC can (and do) get fined for not controlling their side-lines? Or you can personally gain a ban from Herts FA? The children just want to play football. Let them. Because of this, I am hoping that next season we can implement and embed club values. This will of course be in line with our codes of conduct and compliment things such as the FAs Respect campaign. I would ask that when this is launched that you support us throughout. YOUTH FORUM Our (YF) is full of exceptional individuals and I’m delighted to be part of it. However, in order to keep going the great work they have started, we really need new members. In September we will be hosting a big recruitment drive for this group in order to continue. During this year the YF delivered a ‘level one’ for our Junior Coaches along with another session in January embedding our learnings. Sadly, due to my own personal workloads, I’ve handed this over to Head of Boys, Jason Caplan who is going to continue to support this initiative ensuring the Junior Coaches are mentored and being developed. As ever, huge thanks to James Donkin of JD Football Academy who has supported us throughout and provided the training. I always sign off with a big shout out to our volunteers. I’m very lucky that the role of CWO means I get to be out and see the majority of you and it’s a pleasure to be part of this wider team. The impact our volunteers have on the community as a whole is nothing short of fabulous. We couldn’t do it without you. THANK YOU.

– Head of Boys Jason Caplen

Quite a mixed time for me undertaking this role, it has not quite been a year that I have been in role and there is a lot to take in. My first observation was just how busy the trustees are, there is a lot of free time given up making things work.

So, the first thing we did was to try and change the structure of managers meetings, to make them more engaging. Uptake has been ok, but could do with more participation, hopefully this will increase next season and people will see the benefit. The development sessions are for everyone, and feedback is key to improving these. In all honesty, I have not achieved all that I wanted to in the timeframe, but this is now starting to settle down.

What we have managed to achieve – we have addressed the problems that managers raised at the first meeting, because of this, a Managers Portal has been set up and we are just checking the documentation to be uploaded. This will include, a manager’s directory, who needs to be contacted for what, first aid locations at pitches, routes to A&E, standard email for claiming referee fees, standard letter to be handed to parents that “overstep” their boundaries and what is expected of them. In addition, we have had a couple of practical sessions on attacking and defending, and a great session on how to get the message across to players. There are more sessions lined up that will be appearing on Spond.

There have been a few issues involving parents, players or coaches, but working together with everyone involved these have been resolved and everyone has moved forward.

Future focus will be on discipline, there have been several fines and cards, some unavoidable, some unfair and some that should not have happened. We do need to address this, and we will set up some sessions to manage this next season.

I am also now working with the Club Captains and will be working more closely with the Junior Coaches. Added to this, I will also be looking for volunteers to become development officers, please contact me if this is something you would be interested in.

Head of Ladies and Girls – Neil Finch

The demand for female football has never been greater and the game continues to grow at all levels. It’s so good to see the number of players that want to join the club as well as the number of girls playing at other clubs in the area. I’d like to thank all the coaches and officials of our ladies’ and girls’ teams for the great efforts they have shown during the past year to make this possible.

We now have many girls starting to play football at the club as young as three years old and I’d like to increase the focus on these really young age groups. As with the boys teams the biggest challenge is getting parents to step forward and volunteer to look after teams as they reach the age when they should be playing matches and finding enough training slots. Another focus is at the other end of the age scale and I’d like to do what we can to maintain the Ladies team, this has always been hugely tough due to the difficulties in keeping a large enough squad once girls go off to university or have other commitments at weekends.

It’s also noted that the vast majority of Junior Coaches are girls as are the members of our amazing Youth Forum. It’s great to see them putting something back into the club and leading the way when it comes to having a say in the future.

I’m looking froward to seeing successes continue on and off the football pitch for the ladies and girls at the club.

– Sponsorship Officer Warren Kennedy

Another exciting season has come to a close which saw Bedwell Rangers FC sponsorship partners continue to support.

We exit 2021/22 season with a total of 27 (49 teams) with active sponsors.

It should be noted that the entire club benefits from any sponsorship support received and not just the team carrying the sponsors logo; therefore, if you are a manager of a squad that is unsponsored, I urge you to assign yourself a goal of identifying and obtaining a sponsor (2 years) for the coming season. It should be the collective goal of the entire club to have all teams/squads at least assigned to a single sponsor.

– Events & Fundraising report Glen Storey

This is the first year for me in the role of Events and Fund Raising, taking over the role from Nicky George. 2021 saw the covid restrictions lifting, looking to the latter part of the year to organise and host our most popular events again.

August kicked the events off with the Club 100, usual format with three prizes to be won. This is a good form of fundraising for the club, raising a sum of £398.82

2021

September 24[th] was our popular Golf Day held at Knebworth Golf Course. We always have great attendance to this event, held at a fantastic venue, breaking away from football for the day! An amazing amount of money raised at this event - £3612.23

October 16[th] – back to Timebridge for the popular quiz night – lots of fun, great friendly competition and always challenging and interesting questions. We raised £329.50 at this event.

As we moved towards Christmas, the focus of events was for the players – with the Youth Coaches arranging a neon party and a session for each team at Gravity.

November 27[th] – Neon Party – held at The Oval Community Centre, three parties for the relevant ages. With activities, music and dancing – the Youth Forum hosted a fantastic afternoon/evening for our players. A successful event which I am sure will be carried through this year, raising an amazing amount of £566.15

December 9[th] – Gravity – sessions for each team, together with food and drink – always an enjoyable time and a great countdown to Christmas.

Five months into the year already and we have had two successful events already, with more planned to take us up to the end of the year.

February 19[th] – hosted at the CIU Club – a popular Race Night where both adults and children can come along for some family fun. Another successful fundraising evening, raising a total of £522.44

March 26[th] – back to Timebridge for another Quiz night. Again, some fierce competition from the teams, close scoring and another great event raising £307.00

May - the Youth Forum arranged a mini festival – made up of teams from age groups U6’s to U11s. All the players enjoyed themselves, there was some good football on display and great to get these age groups into some competitive football. £390.00 was raised, to be split between the two chosen charities supported.

Thank you to everyone who has helped with Bedwells fundraising activities over the past year. Your support has helped up to purchase some very special Bedwell merchandise, and we currently have umbrellas and towels for sale at £ 15 an umbrella and £10 a towel. If you would like to purchase any Bedwell merchandise, these will be available at the Presentation Day, or please speak to your team manager for more information.

As we move further into the year, we look forward to Presentation Day, the annual raffle and further events to be announced

Independent Examiner’s Report

Report to the trustees and members of Bedwell Rangers Football Club – Charity Number 1131242 for the year ended 31 May 2022 which are set out on pages 1 to 14.

Respective responsibilities of officers and examiners

As the charity’s trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011.

It is my responsibility to examine the accounts to ensure that they have been prepared in

accordance with general accounting principles and to state whether any matters have come to my attention.

Basis of Independent examiner’s report

An examination includes a review of the accounting records kept by the Club and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as officers concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’, and the report is limited to those matters set out in the statement below.

I have completed my examination and confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
