Report of the Trustees for the Year Ended 31 December 2022
The trustees present their report with the financial statements of the charity for the year ended 31 December 2022. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
All Saints' PCC has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for All Saints' Church, the Church Hall and the St James' Centre.
The PCC is aware of the Charity Commission's guidance on public benefit in the Advancement of Religion for the Public Benefit and have regard to it in its administration of the Charity. The PCC believes that, by promoting the work of the Church of England in the Ecclesiastical Parish of All Saints it helps to promote the whole mission of the Church more effectively, and in doing so it provides a benefit to the public by:
? Providing facilities for public worship, outreach, pastoral care, and spiritual, moral, and intellectual teaching and development, both for its members and for anyone who wishes to benefit from what the church offers; and
? Promoting Christian values and service by members of the Church in, and to their communities, to the benefit of individuals and society.
Church Attendance
At the end of the year there were 140 members on the Church Electoral Roll of which 36 were not resident in the Parish. The average attendance for a 'normal' Sunday in 2022 was 64 adults and 4.2 children.
Baptism services take place at 12 noon, immediately following the Parish Eucharist, which seems to work well and are carried out almost every week.
13 Weddings took place this year.
16 Funerals were conducted in Church.

OBJECTIVES AND ACTIVITIES
At the beginning of 2022 we still had some restrictions due to the Covid 19 pandemic.
The full Parochial Church Council met on 9 occasions in 2022, with an average attendance of 10 members. Most of these took place by Zoom. The Annual meeting and one other PCC meeting took place face to face.
Committees met occasionally between meetings and minutes of their deliberations were received by the full PCC and discussed where necessary.
All services took place as usual but there were restrictions with alternate pews being use. The advisory wearing of masks and social distancing continued throughout the year.
There were some special services in Church this year. In October at our Harvest Festival, we held our first service since the pandemic when the uniformed organizations were involved. In September, following the death of Her Majesty Queen Elizabeth 2nd, the Church was open for private prayer and signing of a book of remembrance, and there was also a special evening service for the community. 13th November the Remembrance day service & wreath laying took place with members of the British Legion and local dignitaries.
The Christingle, Crib service, Charity Carol services and schools carol services took place as usual.
Plus Saints for older children (ages 9-14), and Mini Saints continued to take place in the church hall.
We have also maintained our strong pastoral links with hospitals, care homes and church schools as far as possible. General maintenance continues. A detailed report on this is included in the churchwardens' report on the church fabric and furniture.

FINANCIAL REVIEW Financial review Treasurer's commentary notes 2022
'At year ending 31st December 2022 the current account balance was between the upper and lower limits defined in the reserves policy.
The 'Mrs Baileys' account was confirmed as being a 'dormant' account at Barclays Bank. As of the year end of 2022 an application to release these funds has been submitted to Barclays Bank plc. The value is unconfirmed. 2022 was more financially stable year than 2021, with underlying income and expenditure being broadly in line with the year's budget.
Freewill offer to the Diocese of York was met in full this year at £47,500.
New energy contracts came into effect at the end of January (electricity) and March (gas). The tariffs were higher than budget.
Energy costs were approximately £2500 higher than budget.
For 2023, the expectation of significantly higher, and possibly unaffordable, energy prices are a concern.
In line with a national C of E initiative, a fuel grant was applied for. Consequently, £2000 was received (on December 30th, 2022) from the Diocese of York to partially mitigate energy cost increases.
The Tower Appeal funds grew by £59,350 to £89,053.

Gift aid has been applied for against a large proportion of these donations.
Largely because of world events, investment fund values declined by an average of 9.5% year on year.
Reserves policy
It is the PCC's policy to maintain a balance of no more than six months expenditure and a balance of no less than three months expenditure in our unrestricted funds. It is our policy to invest fund balances with the CBF Church of England Deposit Funds.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Safeguarding
The Parochial Church Council (Powers) Measure 1956 defines the functions and powers of a PCC. Under the amended Measure, the principal function of the PCC is "promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical." Thus PCC Members have significant responsibilities for the local mission of the Church.
The method of appointment of PCC members is set out in the Church Representation Rules 2020. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC has six operating sub committees that meet as required between the meetings of the full PCC: The Standing Committee required by law, consists of the Priest-in-Charge, the Wardens, the Secretary, the Treasurer, Associate Curate, and an appointed PCC member. It transacts the business of the council between meetings subject to any directions given by the council. The Finance Committee reviews financial matters including preparing budgets. The Fabric Committee referred to as Property, reviews all aspects relating to the church building and churchyard. Fairs Committee who plans and coordinates the church's two annual church fairs. Tower Appeal Committee overseeing project funding and events. Health and Safety Committee who report and update the PCC on matters needed to be addressed and all related policies and risk assessments.
In addition, special committees meet to organise various events when needed.

Independent examiner's report to the trustees of All Saints Church Hessle
I report to the charity trustees on my examination of the accounts of All Saints Church Hessle (the Trust) for the year ended 31 December 2022.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
b) Gifts in kind:
i) Assets given for distribution by the funds are included in the Statement of Financial Activities only when distributed.
ii) Assets given for use by the funds (e.g. property for its own occupation) are included in the Statement of Financial Activities as income when receivable.
In all cases the amount at which gifts in kind are brought into account is either a reasonable estimate of their value to the funds or the amount actually realised. The basis of the valuation is disclosed in the annual report.
c) Legacies
i) When income is probable - usually but not exclusively when probate has been granted. ii) When the Executors have satisfied themselves there are sufficient assets to pay the legacy. iii) Any conditions of the legacy have been met.
iv) When the monetary value can be reliably measured.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

The charity is exempt from tax on its charitable activities.

1. ACCOUNTING POLICIES - continued
Fund accounting
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Hire purchase and leasing commitments
Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight line basis over the period of the lease.
Estimates and judgements and financial instruments
Estimates and judgements are continually evaluated and are based on historical experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. Although these estimates are based on the Directors' best knowledge of the amount, events or actions, actual results ultimately differ from these estimates. The Directors do not consider there to be any material estimates and judgements.
The company only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments, including trade and other debtors and creditors, are initially recognised at transaction value and subsequently measured at their settlement value.

3. TRUSTEES' REMUNERATION AND BENEFITS
During the period under review, the trustee Mrs Elaine Wright was paid a total of £6,794 (2021 - £6,236) in wages, and the trustee Mr Paul Hardy was paid a total of £173 (2021 - £nil) in wages also.

Expenses were paid to one trustee during the year ended 31 December 2021: Revd G D Turner. These expenses were generally the operational expenses of the Vicarage office.
