MINISTER'S ANNUAL REPORT FOR 2023
The PCC of Christ Church Lowestoft seeks to support the mission and ministry of the church,
particularly in managing the finances, buildings, policies and employment of staff. In 2023, we
employed a Families Worker, a Sports & Youth Worker, a Church Administrator and a Cleaner. The
PCC continued to better organise our financial accounts, update our building5 and maintain and
implement operating policies. We aim to maintain good practice with Safeguarding and to fully
cooperate with the Diocese of Norwich Safeguarding team.
The work of the PCC has allowed the church to continue to develop a range of activities and
services that seek to reach a new generation with the good news of Jesus Christ. Our central
activities are our Sunday services. Our main Sunday morning service (loam service) continues to
be focused around expository preaching and ha5 grown in numbers and now provides children's
groups for three age ra nges. We also run afternoon all-age Café Church services, a smaller evening
service I'The Gathering'l and an occasional young adult led service I'The Big House'l. Other special
services include Christmas & Easter services, funeral and thanksgiving services and a service
marking the Coronation.
Our midweek programme for adu Its has included prayer meetings, training seminars and a range
of small group5 (women'5 group5, a men's group and a young adults, group). We have also offered
courses allowing adults to explore the Christian faith and baptism. Our midweek programme for
children and youth continues to grow and includes Shrimps lour play and stay parents and
toddlers, group), Saturday Club13-7sl, Explorers Club17-IOsl and Breakout111-185l. For families
together, we run Messy Church, FISH IFood-in-School-Holidaysl, a Families BBQ and various special
event5. We continue to invest in our Sports programme for all ages, including our Badminton
group, Beach Games, Cricket Club, Indoor Bowls, Legacy School Holiday Club, a Sport5 Quiz as well
as various one-off activities.
At our APCM in April 2023, our Electoral Roll number is 126 (having revised the list and added 24
mem bersl. Average Sunday morning church attendance began 2023 with approximately 101
adults and finished the year with approximately 114.

STRUCTURE GOVERNANCE & MANAGEMENT
The trustees of the charity comprise members of the Parochial Church Council IPCCI which includes
the Vicar, Churchwardens, Sports & Youth Worker, Family Coordinator and Church Office
Administrator Iwho acts as PCC Secretary). Thi5 Structure ensures governance in alignment with
the regulations and policies of the Church of England.
In 2015, the PCC established a reserves policy, aiming to hold funds equivalent to approximately
two months of standard operating costs plus an additional month of salary expenses, estimated at
around £20,000 for 2023. To support this policy, in 2016, the PCC designated £5,000 from the
General Fund to a specific reserve fund named Reserves.
In 2023, the PCC created a new designated fund labelled 'Building Project,, with a total of
£IIO,000 funded through a transfer from the General Fund. This resolution was taken to earmark
funds for a planned major building project. By the end of 2023, the reserves
consisting of
unrestricted current assets minus liabilities as outlined in Note 8 of the financial statements
amounted to £180,5151£80,656 at the end of 20221.

I report to the trustees on my examination of the accounts of the above charity I'the TrusVI for
the year ended 31 December 2023.
Responsibilitle5 and basis of report
As the charity's trusteesi you are responsible for the preparation of the accounts in accordance
with the requirements of the Charities Act 20111"the ACVI.
I report in respect of my examination of the Trust's accounts carried out under section 145 of the
2011 Act and in carrying out my examination, I have followed all the applicable Direction5 given
by the Charity Commission under section 14515llbl of the Art.
Independent examlnerf$ statement
I have completed my examination. I confirm that no material matters have come to my attention
in connection with the examination which gives me cause to believe that, in any material
respect..
the accountlng records were not kept in accordance with section 130 of the Charitles Act-
or
the accounts did not accord with the accounting records,. or
the accounts did not comply with the applicable requirements concerning the form and
content of accounts set out in the Charities (Accounts and Reports) Regulations 2008
other than any requirement that the accounts give a 'true and fair, view which is not a
matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination
to which attention should be drawn in this report in order to enable a proper understanding of
the accounts to be reached.

l Accounting policies
(al Basis of Accounting
The financial statements have been prepared in accordance with the Statement of
Recommended Accounting Practice.. Accounting and Reporting by Charities preparing
their accounts in accordance with the Financial Reporting Standard applicable in the U K
and Republic of Ireland IFRS1021 and the Charities Act 2011.
Ibl Funds
General funds represent the funds of the PCC that are not subject to any restrictions
regarding their use and are available for application on the general purposes of the PCC.
Funds designated for a particular purpose by the PCC are also unrestricted. Restricted
fund5 are to be used for the specific purposes laid down by the donor.
The account5 include all transactions, assets and liabilities for which the PCC is responsible
in law. They do not include the accounts of church groups that owe their main affiliation
to another body nor those that are informal gatherings of church members.
Icl Incoming Resources
Voluntary income and capital sources
Collections are recognised when received by or on behalf of the PCC.
Planned giving receivable under Gift Aid is recognised when the principal amount is
received. Income tax recoverable on covenants or gift aid donations is recognised at the
same time.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal
entitlement and the amount due.
Funds raised by events are accounted for gross.
Sales of books and magazines from the church bookstall are accounted for gross.
Other ordinory income
Rental income from the letting of church premises is recognised when the rental is due.
Parochial fees due to the PCC for weddings. funerals etc are accounted for on an event by
event basis.

Grants
Grants and donations are accounted for when paid over, or when awarded, if that award
creates a binding obligation on the PCC.
Activities directly relating to the work of the Church
The Diocesan quota or parish share is accounted for when payable. Any quota unpaid at
31 December 15 provided for in these accounts as an operational Ithough not a legall
liability and is shown as a creditor in the Balance Sheet.
lel Fixed Assets
Consecrated land and buildings and movable churchfurnishings
Consecrated and beneficed property is excluded from the accounts under the Charities
Act 2011.
No value is placed on movable church furnishings held by the churchwardens on special
trust for the PCC and which require a faculty for disposal since the PCC considers this to
be an inalienable property. All expenditure incurred during the year on consecrated or
benefice buildings and movable church furnishings, whether maintenance or
improvement, is written off as expenditure in the SOFA and separately disclosed.
Otherfreehold lond and buildings
The PCC considers that due to the long useful life of the Church Halls and the fact that
they are kept in a good state of repair, any charge for depreciation would be negligible
and therefore no provision has been made.
Otherfixturesfittings and office equipment
Equipment used within the church premises is depreciated on a straight-line basis over 4
vears. Individual items of equipment with a purchase price of £2,000 or less are written
off when the asset is acquired.
If) Current Assets
Amounts owing to the PCC at 31 December 2023 in respect of fees, rents or other income
are shown as debtors less provision for amounts that may prove uncollectible.
Short-term deposits include cash held on deposit either with the Central Board of Finance
or atthe bank.

Creditors and provisions are recognised where the charity has a present obligation
resulting from a past event that will probably result i n the transfer of funds to a third
party and the amount due to settle the obligation can be rneasured or estimated reliably.
{hl Golng concern
The trustees consider that there are no material uncertainties about the charity's ability
to continue as a going concern. The trustees do not consider that there are any sources of
estimation uncertainty at the reporting date that have a significant risk of causing a
material adjustment to the carrying amounts of assets and liabilities within the next
reporting period.
lil Penslons
The charity contributes to money purchase defined contribution schemes on behalf of its
employees. No liability exists in respect of pensions other than monthly contributions due
included in creditors.

During the year the PCC employed a Sports & Youth Worker, a Families Coordinator, a cleaner,
and an Administrator. The average weekly number of staff employed by the charity during the
year was 412022- 41. No member of staff earned more than £60,000.
Remuneration totalling £45,18912022 - £50,676) was paid to 312022 - 41 trustees during the
year but not for their role as trustees of the charity. Expenses totalling £12,54212022 £9,917)
were reimbursed to 612022 - 61 trustees during the year.

The buildings have not been depreciated for the reasons given on page 9 note Ilel.
