Background

The Parish of Moulsecoomb covers the communities of Moulsecoomb and Bevendean in the churches of St, Andrews, Moulsecoomb and Holy Nativity Community Church, Bevendean in North-East Brighton. Moulsecoomb and Coldean are independent parishes within a united benefice.

Our aims and purposes as a charity

The primary objective of the Moulsecoomb PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England. The Parochial Church Council is responsible for co-operating with the clergy in the parish.

➢ The Reverend Martin Powell left the parish in July 2020 leaving the parish in a second

interregnumin in 5years

➢ The Reverend Betsy Gray-Hammond was licenced as the team vicar to Coldean in June

2014 and is also Acting Priest-in-Charge of Moulsecoomb.

➢ The Reverend John Michael Collins is a non-stipendiary priest who has been working in

the parish for several years.

They help in working towards our primary charitable purpose of promoting the pastoral, evangelistic, social and ecumenical mission of the church in the ecclesiastical parish of Moulsecoomb.

What we planned to do to achieve our charitable objectives

The council has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016, fully recognising its duty to have due regard to House of Bishops' guidance on safeguarding children and vulnerable adults.

In their Mission Action Plan produced in 2016, the PCC set out the objectives for the future as

➢ Enabling as many people as possible to worship at our churches

➢ Enabling as many people as possible to become part of our parish church

community in Moulsecoomb

The PCC maintain an overview of worship throughout the parish and works in partnership with clergy to include and involve the many groups that live within our parish.

Our services and worship put faith into practice through prayer and scripture, music and sacrament. When planning our activities, the clergy

and PCC consider the Charity Commission’s guidance on the public benefit, and in particular the specific guidance on ‘charities for the advancement of religion.’ In particular we try to enable local people to live their faith as part of our parish community through:

➢ Worship and prayer; learning about the Gospel; and developing their knowledge of and trust in, Jesus

➢ Provision of pastoral care for people living an working in the parish

➢ Missionary and Outreach work

To facilitate this it is important that we maintain the fabric of both St Andrews, Moulsecoomb and Holy Nativity Community Church, Bevendean.

What we achieved and how we affected beneficiaries’ lives

Attendance at worship

There are 38 on the parish register, 29 resident within the parish of St. Andrews Moulsecoomb, and 39 non-residents. Numbers have been reduced due to the Corona 19 Pandemic and enforced closure for much of 2021. The average attendance during the October count was 23 adults attending and on average 7 joining the service online.

Review of the year

➢ The PCC met four times during 2021, twice via ZOOM and twice with majoriy attending in person and others joining via zoom. Average level of attendance of 80%. Reports were

presented by the Parosh Warden and recived from other stakeholders when appropriate

➢ In line with the parish’s Mission, services were tailored for live streaming and allowing

regular services to run in parallel as Government and Church of England restrictions were

lifted.

➢ Whilst continuing to follpww social distancing guideleines Fundraaising events included

and Summer Fair and Christmas Fayre, the 100 Club was postponed, unable to operate

with Governament and Church of England Guideleines

➢ During the year, a number of building and repair projects have monitored.

➢ St. Andrews completed the reports for its Quinquennial Inspection and received the final

report in December 2020. We are continuing to work through the recommendations

Financial Review

Incoming and outgoing resources

The totoal receipts on general unrestricted funds received were £56,101 as detailed in the financial statemetns. With an expenditure

totalling£43,840, the parish bbbroke even financially, with a minor surplus.

The total amount raised for charities during 2021 was £353, consisting of £18 per month to plan international supporting achild in Ethiopia, collection for Water Aid during Lent and for the Childrens Society during the Christingle services.

The accounts for St. Andrews and Holy Nativity have been amalagamted and all redundant bank accounts closed.

Sharing the ministry costs of the diocese of Chichester

The largest expenditure of the PCC was the sum of £15,250 paid to the diocese to cover ministry costs. this amount covers clergy housing,stipend, pension and training and a standard sum for dioscec central costs and acontributiion to national church funds. the parish was paying a reduced rate due to the pandemic howeveer in 20222 we will re establishing increased payments and meeting approximately 40% of the ministerial costs calculated by the diocese for this parish.

Staff Costs

The PCC pays for an organist for church services and a caretaker for the hall.

Trustee payments and expenses

The PCC maintained the vicarage by paying Council Tax and water for 6months of the year while property remained empty.

Anne Webb and Barry Burtenshaw received refunds of expenses amounting to respectively £168 and £328 relating to purchase of sundry items for the church and parish office.

There were no payments to persons related to or connected to, the trustees.

Office cost

The PCC leases a, photocopier/scanner enabling the parish to produce its own service books, magazines and advertising posters.

Reserves Policy

Reserves held previously have amounted to an equivalent of six months of expenditure during a financial year. Unfortunayely we were forced to use our reserves when the original boiler from 1934 had to be replaced in 2016. With the additional uncertainty around income streams as a consequence of the pandemic and the parish entering into vacancy it has been difficult to fully restore our reserves. The PCC endevours to rebuild our reserves gradually in forthcoming years.

Future Uncertainties

The greatest present uncertainty is the duration of the current vacancy and the difficulty in putting into practice a mission action plan to stimulate church growth and work towards our aims and objectives as a church.

The deficit for the year is a concern, but we hope to ensure we are in a strong position to meet regular commitments. It is important to ensure that as the day-to-day costs rise, the growth in income is sustained through renewed giving pledges, to strengthen our underlying financial position. This will enable further improvements to be made to the fabric of our Church, in addition to building up reserves.

In the Spring of 2021 the anticipation by stock markets of the economic impact of the Coronavirus resulted in significant falls in share prices. As a result of these falls, market values of listed investments which at 31st December 2020 stood at £60,190 (see note X on page Y), on 23rd March 2021 were valued at £42,782.

Structure, governance and management of the charity

The Parochial Church Council (PCC) is registered with the Charity Commission as required by the Charities Act 2011. Its governing document is the Parochial Church Councils (Powers) Measure 1956.

The Parochial Church Council are the trustees for the parish accounts, fund management and decisions relating to the life and welfare whilst maintaining the Church’s Mission within the parish. Regular meetings are held and reported at the Annual Parochial Church Meeting (APCM). Members are warmly encouraged to stand for election to the PCC and we endeavour to ensure a balance of skill and experience where possible. The PCC members consider that an audit is not required for this year under section 144 of the Charities Act 20111"the Charities Act'l and that an independent examination is needed. It is my responsibility to: examirse the accounts 5Jnder Section 145 of the Charities Act, to follow the procedures laid down in the general Directions given by the Charity Commission (under section 14515llbl of the Charities Act. and to state whether particular matters have come to my attention. Basis of independent examinerf5 Statemenl My examination was carried out in accordance with Eeneral Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It a150 includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair. view and the report Is limited to those matters set out in the statement below. Independent examlner's statement In connection with my examination, no material matters have come to my attention (other than that disclosed below in Section B below ') which gives me cause to believe that in, any material respect.. accounting records were not kept in accordance with Section 130 of the Charities Act or the accounts do not accord with the accounting records I have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
