There are 136 parishioners on the Church Electoral Roll as at 31
December 2020, Due to the Covid-19 pandemlc churches were closed for
worship for 5 months making It difficult to provKle Average Sunday
Attendance figures for this year. Pre-recorded services wero available on
the website and it is estimated that these were watched by 40 people ea¢h
week.

The activltiès of St Petsrfs Church **re, of wurse, graatly Impacted by the coronavirus
pandemic in 2020, as wll be apparent bek)w. Nevertheless, we took great comfort in
knowing that the Son of God can never be locked down (Acts 2.24), and nor can the
Holy Spirit (Psalm 139'.8), and nor can ts Scriptures (2 Tim. 2..9). Because of this, and
given that the church is a people and not a building (1 Peter 2.'5), at no point in 2020
was St Peterfs 'closed for business, as such. Its actNty adapted rather than ceased.

In January. we launched a third Sunday setvice at St Peterfs: an infomal, weekly,
family-friendly service at 11am. This was In keeping with our aim to reach the many
young families of Brathley and to make the church congregation more representstive of
the ￿MmunIty. Tom Brice ￿ a 'Trailblazers' group for 58-10s, whilst Kate Duncan
Started a Tots group for Os4s. T￿re was some promlsing momentum to this venture
and especially encouraging were the numbers in the Tots group. Obviously this all had
to cease as lockdown began, arKI did not restsrt for the rest of the year.
Until mid-march, we had three services each Sunday mornlng at St Peterfg (an 8am
BCP, 9,.30 Holy Communion and 11am infomial 8eNice). In addition, Sunday evenlng
services at Halse Misslon Chapel occurred once a fortnlght.
In March, when lockdown measures were imposed, we began a weekly pre¥recorded
online seNice. At times, 100 devices seemed to be tuning In, and some of those
watching wouhl never darken our door.
Our other efft>rts to compensate for the limitatlons on physical gatherings included:
'Zoom Fellowship. straight after the online Sunday service, providing an
opportunity to share news, prayer requests and questions on the sermon (this
became Tea with the in weeks when Sunday gatherings were allowed).
A 'ContsGt Team, of 20 volunteers was tasked with phonir@ those on the
electoral roll to offer a friendty chal, delivery of supplies and prayer. This seemed
to be appreciated, particularty by those living on their own.
In the ear￿ days, there w&re daily video reflectlons on the Psalms posted on to
our website.
A weekly 'Vicarfs Update, email was started a8 a ￿PY of sharing notices arKI
online resources.
The 'Dial-&Semion' Service also start6d - this aimed to glve those wlthout the
intemet the opportunity to listen to the latest semions at minimal cost, by calling
01280 734373 any hour of day.
An evangelistic video with other Christians in Brackley tackling the question Why
would God allow the suffering of COVID-19?' was shared widely on Facebook.

A 'Grill the Vicarf event online aimed to allow the communty to have a chance to
ask questions about faith at a time when many people were desperate for hope.
A 'Drive-In Service, in Tesco's carpark, in partnership wlth other churches in
Bra¢kley, saw roughty 200 people attend one brlght Sunday evening.
Outdoor services in St Peterfs churchyard occurred when the weather (and
restrictions) allowed.
We asked a coffee van to tum up after servlces when they were allowed, slnce
we were not permrtted to serve refreshments Indoors. This proved very popular.
Running our Alpha Counse online seemed to work really well for some.
Runnlng our monthty Church Prayer Meeting onllne had variable uptake.
Our online Holiday Club in August, us&J the excellent materia18 provlded by
Buckingham Parish Church.
An Emergency Fund byas set up in response to the pandemic to provide onè-off grants
of up to £250 to ￿ngregation members needing Short-temi financial relief. In light of
increased demand for the Brackley Food Bank, which Alan Perkins continues to co-run,
we encouraged more food donations and also gave our harvest offering once again,
Although those on the Social Committee were largely unable to continue their sterling
work of the previous year due to Covid restrictions, Lynne Gibson nevertheless
organised an online Danceathon lo raise money for St Peterfs and for the new Bracklay
MedKal Centre.
The link wtth Braekley Junior Sthool was continued where possible, with Roger Hlley,
Rich Duncan and Angela Guess servlng as Foundation Govemors, Phllippa and John
Macmahon sending in pre-recorded Open the Book assemblies and Rich having the
opportunity to take Zoom lessons, collective worship and a Christmas service, We also
leamed up with the other churches to give a Bible Society Christmas bookjet to every
primary school chikl.
Chrisbnas this year had to look very different given that congregational slnging is such
an important part of carol services and given that the three Christingle services would
nomally have around 250-300 Peop￿ in attendance at each. We therefore tried to think
creatively about different Christmas events, including a Handel's Messiah evening, Blue
Christsnas event, online activities and fve short Christingle services on Christmas Eve
where people had made up pre-packaged Christingle packs at hom8 in advance. We
also did a lolnt online Christmas carol ser11￿ with Llfechurch Brackley, filmed in St
Peter's.
Our website and Facebook page have been In¢reaslngFy Important at a tlme when
everyone is spending more time online. We therefore put effort into making them
accessible and usefijl resources. and It has been encouraging to see online
engagement grow accordingty.
The parish magazlne has also become more important than ever this year al provlding a
link ￿fjth St Peter's even when Sunday gatherings were not allowed. We continue to be
very grateful to Marilyn Israel and Beverly Bigmore for compiling, editing, printing and

distributing. W8 8180 decided to upload an abridged version of the monthly magazlne to
our website so that more people (xn get a flavour of what is included,
The Motherfs Union continued to provide support to its regular members through remote
contact and a delivery of a care package during th8 first lockdown.

BDM (Building, Development & Maintenance committee) has continued to manage
repairs to St Petefs Church, and we are very grateful to those vtho have used their tlme
and abilities to help to keep our church building and churchyard in good condition. The
BDM currently comprises,. John Macmahon (chair), John Carter, Bob Israel, Geoff Ball,
Valerie Lynam, and Rev Rich Duncan. We are dellghted to V￿l¢oMe Geoff who joined
us this year, Further help is always vRlcome.
Overall, the church fabric is in gooj condition and following the repair and roof
Maintenan￿ undertaken by Hughes Roofing SeNices we have not had any roof leaks.
They have continued to do regular maintenance on the church roofs and continue to
batt￿ with the moss on the church hall roof which we have been advised. rf left, will
reduce the1rf8 of the stone roof tiles.
We have now completed about 40% of the church hall roof and with it mosl of the north
facing sedons whlch have shown ts mst rapid deterioration. We will need to retile the
remainder of the roof before too long. There is a further 165 m to do at a cost of about
£125,000. The main work undertaken during 2020 was the Completlon of another
Section of the church hall roof at a cost of £41,550 and rets'ling of the north nave roof at a
cost of £26,027.
When Hewers repaired the noth aisle roof behind the organ in 2019 they Identified that
the fixing nails for the slates were beyond their life and the slates should be all re-laid.
The PCC was not able to afford this work 8traight a￿EY and snow guards were fitted lo
the north roof above the right of vray to safeguard passers-by. In 2019 we had
signlficant leaks of the north nave roof, at the vlest end of the same roof and then near
the cross aisle. entire north nave roof has now been r&laid using existSng slates on
the outward facing slope and new Spanish slates on the inward facing side. There were
also repairs required to the leadwork and guttering.
Repointing of 80me seclons of the walls of the church has stsrted and will be completed
in early 2021.
Emergency repalrs were carried out to three sections of the churchyard w811, at St
Peter's Gate, the Vicarage and by the footpath at Little Ingrams. The condition of the
churchyard wall continues to be a concem.
The Communty Payback S¢heme men have done an excellent service for us durfng the
year within the constraints of the lockdown restrictions. Among other items were
cleanlng the heating channels, the dirt from whioh may have contrlbuted to the dark
lines on the ceiling and walls (ghosting).

Their efforts arKI th8 gardening teams, efforts have meant that the churchyard continues
to be in exc611ent condition.
The Town Council is aware that their street-IKJhts on the north of the church have not
worked for some time. The lights have been inspected and found beyond economical
repalr. The Council has agreed to supply one new Ilght at the west end of the north nave
and the olher light will be removed. The church is responsible for the cable and
electrical supply. The Coundl will pay for the new street-light whlch is awaited.
The blocked drain by the tower was investwated and attempts to clear it without digging
up the pathway are in harKI. This drain is slow in emptying and is the probable cause of
the damp section at the west end of the north aisle.
The five yearly archttect inspection of the church is due in April 2021, the previous
inspection belng April 2016. The works recommended to be carried out within twelve
months of the last quinquennial were completed apart from some pointing to the church
and to the tower parapet.
A new Audlo-visual system, supplied by Hllltop Audlo, has been installed and this has
improved the sound qualty within the church for seNices and music and the screen has
been used for Servi￿ liturgy and video playback. Investigations about new lighting and
repainting of tha church are underway and tt is hoped they will be completed in time for
the 2023 celebrations.
An investigation is continuing Into what to do about the dosed St James churchyard
which is v8sted in the Vicar. The process for any disposal is long and the proceeds do
not automatically come to the PCC.

The method of appointment of PCC members is set out in the chU￿h Representation
Rules. At St Peter's the membership of the PCC consists of the incumbent,
thurchwardens. the reader and members elected by those membefs of the
cororegation who are on the electoral roll of the church. All those who attend our
services andlor members of Ihe corvJregation are encouraged to register on the
Electoral Roll and stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general
concern and importance to the parish Induding deciding on how the funds of the PCC
are to be spent. The PCC meets on the fi￿t Thursday of the month v￿.th exception of
January and AugusL
There are three sub commlttees who are responsible for reporting to the PCC. These
are:
Bulldlngs, Dev•lopment and MaInt0nan￿ - responslbb for managing projects
approved by the PCC of any work that needs to b8 done to keep the church in
good condition, Meetings are held as required.

Flnanca - responsible for managing the finances of the PCC and to support our
treasurer, Mr John Cartef. Meekn'ngs are held al least three times per year.

attract not only church members but also those from the wider community.
Planning meetings are held on a regular basis and they are always willing to listen
to any suggestions people mighl have.

nod - Deanery Synod meetings ceased once the first lockdown began,
meaning that our 4 representstives had little to report back to the PCC this year.
Flnancial Revlew
With the church being closed for several months during the two Co¥lld-19 pandemSc
lockdowns, our fInan￿S V￿re inevitably going to be affected, but not as much as had
been feared. Be￿uSe of the exlstsnce of the legacy from Rosemary Miles, received at
the end of 2019, important repair wotk was able to continue and investment projects
such as a new audiolvisual system, pursued. The balance of the loan received from the
Diocese in 2018 was repaid and the Parish Share (£75.291) paid in full. Work done by a
small group of fund-raisers (the FRG) within the congregation succeeded in raising over
£41,000 during 2020 by applying to many organisations which were willing to contribute
to our needs in maintsining the fabric of the GhurGh. Without this, St Peterfs would have
seen a deficit over the year of £118,0001
Although the regular receipls from collections, donations, S¢xiallu-nd raising, weddings
and church hall hire were £20,000 less than in the previous year, those who give
regularly by standirvJ order maintained and indeed increased slightly the contributions
frcxn SO'S and gfrft aKI. Very many Ihanks to all those who kept faith with the church
during this time. Thanks are also due to FEOFFE for their support of £9,000 for the
church's Fabric Fund Ythich enables St Peterfs to continue with the regular maintenance
of the building. At the beginning of the year a contactless Collection plate was introduced
together with an addition to the WEbsile enabling people to give online, Both these new
featurès are showlng significant results.
Three items of expenditure - repairs, Par6sh Share and a new MV system represented
over 80tsA of the total payments made In 2020. In addition, as mentioned above, the
second half of the diocesan loan (£15,000) from 2018 was repaid. Thus the sum of all
other expenditure incurred during the year was £27,000, or just 120/0 of the total,
whereas in previous years it has represented approximately 300h. This probably reflects
the low level of actNity that was possible when the church wa8 closed for several
months. An important development for future financing was the Charitles Commission's
agreement that part of the Church House Fund, valued at year end to be £112,000, was
available to be spent on the new system. This, together with the background, is
covered in more detail on page 11.

Reserves Polic
The policy regarding the General Fund is to carry the balan￿ forward to the next
financial year to help meet the ever increasing costs of running the church, meeting the
Diocesan Quota (maintained at £75,291 for 2021) and to help with major repairs and
fumishings when there are insufficient funds in the Fabric and Chancel Funds. The
General Fund, however, is currently only a cash value of just over £5,000 so cash from
other funds is being used in order to help pay everyday running costs.

ement
St. Peter's Church PCC has conducted and continues to conduct, risk analyses and
holds Insuran￿ against propety damage and third party claims up to £10 million.
The PCC is also aware of the Health and Safety matters both within the Church, the
Extension and the Church grounds and operates a vulnerable person's policy under the
auspices of the DI0￿Se and has obtained CRB checks for all who have contact with
vulnerable people. To that end, a Parish Safeguarding Officer has been appointed by
the PCC.

St James churchyard, {"closed° since approximately 1937}, is owned by the PCC but
nominally maintained by the local council, and conslitutes an asset of the Church
although no value has been estimated for this. Currenlty the church is looking,
possibly, to develop the site.
A loan of £50,000 was made from the Church House fund, some 23 yeats ago. in
1998, with the permission of the Charity Commissioners, to help the financing of the
extension and has now, after revaluations, been repaid, the total fund now being
available. A further special Diocesan loan of £30,000 was taken out in December
2018 to en8ble urgent roof repairs lo be completed. This has also now been repaid.

Funds
General funds represent furKls of the PCC that are not subject to any
reStrIc￿OnS regardlng their use and are av811able for application on the general
purposes of the PCC. Currently showing a small amount (£5,475), permlsslon ha8
been given by Feoffee to utilise thelr donation for general expenditure on the
fabrfc of the church if needed (see below).
Restricted funds are those funds that must be spent on restricted purposes and
these are.'-
a) Fabrlc fund which nornially only receives money from the Feoffee charfty and
can be used for repairs, acquisitions. rOacements 8rKJ rer￿wa1s or maintenance
of the church buildings, their contents, fixtures and fittINJs induding organ,
heating, lighting etc.

Chancel. All of the Income from the Chancel Fund investrnent account (£393 In
2020) goes to this fuNJ and 117 of Insuran￿ cost (£417) comes from It.
c) Fabrlc and R84)rd•r lund which was restricted to any expendlture involved
in ts firture r&orderfNJ of the church arrfl its subsequent maintenance. The
whole of thls fund has rM)w been utlllsedthurlng_2020 so wfjll no longer feature in
future reports
d) Music fund was restri(Xed speclficalty for choral music and organ mainlenance
but has been exhausted duriThJ 2020 and as with cl above w411 not feature again.
e) Extgnslon fund (no loThJer shown) was for the churth extension (dedicated
2￿ March 1998) and the ensuing church re-￿dering. The cost Included the
building, fumi$hing and equipping of the extension with all related costs and was
partly fijnded by a loan of £50,000 from the pemanent endovmient that formed
the Church House fund and vthich ha8 been repald at the rate of £1,000 per
annum up until 2018 when it has been confim)ed that, together wryth the increase
in Invest)nent value, it had read)ed the original £50,000 borrowed and thus no
longer applies as a liabllity.
